Pittsburgh School Board Candidate Anna Batista Takes Big Money From Special Interests

Anna Batista, a corporate consultant at Highstreet Consulting running for Pittsburgh School Board, is taking thousands of dollars in donations from big money interests.

 

A quick look at campaign finance reports on Allegheny County’s Website shows Batista took beaucoup bucks from school privatization lobbyists, real estate developers, lawyers, and financial advisors.

 

Meanwhile, her opponent Pam Harbin, a public school watchdog, is supported almost exclusively by grassroots donations.

 

 

Both candidates are running for District 4, which serves parts of Squirrel Hill, Point Breeze, Shadyside and North Oakland. Since they’ve cross filed and will appear on both the Republican and Democratic primary ballots, the seat should be decided in the May 21 primary.

 

Batista and Harbin have raised similar amounts for their campaigns. Harbin has $33,412.95 while Batista has $32,414.

 

Batista has support from at least two troubling industries – school privatizers and corporate crusaders – which are nowhere to be seen in her opponents financials.

 

Particularly troubling to me are the charter school and voucher advocates.

 

Someone shouldn’t be running for a public school board with backing from the same vultures demanding public schools be dismantled and their assets and funding siphoned away to private industry. Charter schools cost the Pittsburgh Public district more than $85 million per year in tuition payments. While the district has no plans to open new public schools, it is forced to open new charter schools every time one of these publicly financed but privately run institutions appeals to the state Charter Appeal Board, further draining resources away from remaining public schools.

 

In fact, Batista is using “Students First” as a title on her campaign mailers. This is the name of a well-known school privatization group founded by infamous public school saboteur Michelle Rhee. The education justice movement across the country and here in Pittsburgh has been fighting Students First for years. They are infamous for dumping money into Pennsylvania politics to back legislators friendly to school privatization. No one who is serious about education justice would use this title: either Batista does not know about Students First, she knows and doesn’t care, or she is being intentional in signaling to privatizers that she is on their side.

 

Students First merged with 50CAN, a national group focused on vouchers and school privatization that grew out of ConCAN, started by Connecticut hedge fund managers. Betsy DeVos, now U.S. Secretary of Education, praised the merger and has done similar work for years through her own organization with the same privatization agenda. Here in Pennsylvania, the local branch is PennCAN. Their director, who also sits on the board of a local charter school asking for approval to set up shop in Pittsburgh, is one of Batista’s donors.

 

The largest donations are noted below. Chief among these are:

 

-Rachel Amankulor, PennCAN and Catalyst Charter School board member. (Pittsburgh Public School Board denied Catalyst’s application citing problems with its plan to accommodate students with disabilities, among other issues, but the state Charter Appeal Board overturned the board’s decision and the case may now go to Pennsylvania Supreme Court.)

 

-Catherine Axtman, spouse of William Axtman who sits on the Propel Charter School Board

 

-Kirk Burkley ($500) and Robert Bernstein ($250), of Bernstein- Burkley, a Pittsburgh law firm specializing in Business Law, Creditors Rights, Oil & Gas, Bankruptcy, & Real Estate. (Burkley ran against school board member Lynda Wrenn in 2015 – a race fought in large part around privatization issues!)

 

-Allison McCarthy, Vice President of Teach for America; Catalyst Charter School Board Member; and Broad Academy graduate (Eli Broad is a major privatizer who started the Broad Academy of which Devos is a graduate.)

 

-Nathaniel Yap, spouse of Brian Smith, Catalyst Charter Founder and CEO ($1,000)

 

And then we come to the big business partisans.

 

Many of these advocate for tax deferment programs to entice businesses into the Pittsburgh area on the condition that they are allowed to escape paying taxes or pay at a reduced rate for a certain number of years. Programs such as Tax Incremental Financing (TIFs) put a heavier burden on the schools than other public resources. They cost the school district 50% as opposed to the county and city, which only lose 25% of their owed taxes each.

 

Local politicians like County Executive Rich Fitzgerald and Pittsburgh Mayor Bill Peduto  – though Democrats – are chief advocates of these types of neoliberal, business friendly programs. While the city and county have nothing to do with Pittsburgh Public Schools, they do often expect the School Board to rubber stamp TIFs. The School Board is an independent taxing body, but they are rarely brought to the table at the beginning of the process.

-John Katz, Brandywine Agency ($1,000 plus in-kind) (His office in the Squirrel Hill business district is worth thousands)

 

-Paul Katz, Brandywine Agency ($250)

 

-Patricia Katz, Brandywine Agency ($1,000)

 

-Rod Werstil, McKinney Properties ($500)

 

-Kevin McKeegan, Meyer, Unkovic & Scott LLP (Pittsburgh Real Estate Law)

 

-Luke Meyers, Skadden, Arps, Slate, Meagher & Flom LLP and Affiliates (New York Real Estate Law)

 

-Nancy Finkelstein, Schulte Roth & Zabel (Finkelstein’s Linkedin Profile includes this quote: “I have concentrated my practice on representing private equity funds, investment banks, hedge funds, financial institutions, finance companies and high-net-worth individuals in a wide variety of transactions, including financings, debt restructurings, leveraged acquisitions, and collateralized loan facilities.”)

 

-Steven Massey, Federated Investors

 

-Richard Lerach, Gateway Financial

 

-William Sheridan, Reed Smith LLP (“Represented managed care defendants in obtaining dismissal of antitrust conspiracy and monopolization claims.”)

 

All of this is truly troubling for someone running to serve as a school board director.

 

Compare Batista’s financials with that of her opponent Harbin.

 

In at least two instances, Harbin won endorsements and donations from organizations Batista had been courting.

 

Pittsburgh Federation of Teachers gave Harbin $5,000 instead of Batista.

 

Likewise, Unite! Pittsburgh gave Harbin $1,500 over Batista. This is State Rep. Summer Lee’s PAC. The organization supports candidates running on a criminal justice slate who are committed to ending the school-to-prison, poverty-to-prison, and addiction-to-prison pipelines.

 

Other notable donations to Harbin’s campaign include:

 

-Women for the Future Pittsburgh ($500)

 

-Friends of Chelsea Wagner ($500) (Wagner is Allegheny County Controller and one of the founders of Women for the Future Pittsburgh)

 

-Michael Fine ($2,800) physician for the Veterans Administration

 

-Kathy Fine ($2,800)  Michael’s wife and long-time education justice activist who fought against the closing of Pittsburgh’s Schenley High School.

 

-Nancy Bernstein ($1,000) J Street Board Member (J Street organizes and mobilizes pro-Israel, pro-peace Americans who want Israel to be secure and democratic.)

 

These are exactly the kind of donations you’d expect from a grassroots candidate – labor unions, progressive political promoters and activists.

 

Full disclosure: Though I live just outside of the Pittsburgh area, I am not unbiased in this race. I consider Harbin a friend and fully support her run for school board.

 

However, the donations outlined in this article are all facts. Feel free to go to the county Website and see for yourself.

 

Our children deserve better than Batista – a school director in the employ of the same forces out to sabotage education and pick the remains clean for their own individual ends.

 

Call me crazy, but I think children should be an end in themselves.

 

School board candidates who put themselves up for sale like Batista don’t deserve your vote. They’ve already sold theirs to the highest bidder.

The Best School Innovation Would Be More People

Public schools thrive on innovation.

 

In nearly every classroom around the country you’ll find teachers discovering new ways to reach students and foster skills, understanding and creativity.

 

But if you pan out to the macro level, the overwhelming majority of innovations aren’t organic. They’re imposed on us by bureaucrats and functionaries from outside the classroom:

 

Education Technologies.

 

School privatization.

 

Standardized tests and Common Core.

 

For the last two decades, these are the kinds of innovations that have been forced on public schools at gun point.

 

And each and every one of them is pure bullshit.

 

They are corporate schemes written by the wealthy to cash in on education dollars for themselves. Big business hands them out to their paid political lapdogs to push through our state and federal legislatures to become laws and policies the rest of us have to obey.

 

They have nothing to do with helping students learn. Their purpose is to boost profits.

 

Just look at the difference between the ways the word innovation is defined.

 

Merriam Webster says the word signifies “the introduction of something new” or  “a new idea, method, or device: Novelty.”

 

But BusinessDictionary.com finds a tellingly distinct meaning:

 

“The process of translating an idea or invention into a good or service that creates value or for which customers will pay.”

 

 

It is that second business-friendly definition that has dominated our schools and narrowed our view until the only concept of advancement and revolution has been centered exclusively on the profit principle.

 

It is time to put a stop to all of it.

 

No more useless iPads, apps, software and so-called “personalized” educational technologies that do little more than allow marketers to steal student data and profit off of a new form of school where everything can be provided by technology at a cost while the quality of services takes a nosedive. No more technology for technology’s sake instead of using it as a tool to promote authentic learning.

 

No more laughable charter and voucher schools where education budgets become slush funds for corporations who don’t have to provide the same standard of services to students or the community. No more operating without  transparency or accountability.

 

No more outmoded and disproven standardized tests. No more canned academic standards that strip classroom educators of autonomy while reducing effective teaching behind a smoke screen of test scores that merely conflate the economic situation students live in with their academic abilities. No more corporations creating bogus multiple choice assessments whose only utility is to demonstrate how many more test prep materials we need to buy from the same company or industry.

 

It’s too bad we’re not interested in that FIRST definition of innovation, or at least innovation tied with the motive of providing quality education for children.

 

If we were interested in that kind of real, authentic school reform, we would focus on things that really matter. And chief among those would be one main thing, one major innovation that would be easy to accomplish but could change the fabric of our schools from top to bottom – people.

 

After all, that is what our public schools need the most – more people.

 

Have you walked into a public school lately? Peak your head into the faculty room. It’s like snatching a glance of the flying Dutchman. There are plenty of students, but at the front of the overcrowded classrooms, you’ll find a skeleton crew.

 

Today’s public schools employ 250,000 fewer people than they did before the recession of 2008–09. Meanwhile enrollment has increased by 800,000 students. So if we want today’s children to have not better but just the same quality of services kids received in this country only a decade ago, we’d need to hire almost 400,000 more teachers!

 

 

Instead, our children are packed into classes of 25, 30 even 40 students!

 

 

And the solution is really pretty simple – people not apps. Human beings willing and able to get the job done.

 

If we were fighting a war, we’d find ways to increase the number of soldiers in our military. Well, this is a war on ignorance – so we need real folks to get in the trenches and win the battle.

 

We need teachers, counselors, aides and administrators promoted from within and not functionaries from some think tank’s management program.

 

We need more people with masters or even more advanced teaching degrees – not business students with a three-week crash course in education under their belts who are willing to teach for a few years before becoming a self-professed expert and then writing education policy in the halls of government.

 

We need people from the community taking a leadership role deciding how our schools should be run, not simply appointing corporate lackeys to these positions at charter or voucher schools and narrowing down the only choices parents have to “Take It” or “Leave It.”

 

We need people. Real live people who can come into our schools and do the actual work with students.

 

And that means money. It means cutting the crap boondoggles to corporations and spending on flesh and blood reform.

 

It means fixing the funding inequality at the heart of nearly every public school in the country. No more spending tens or hundreds of thousands on wealthy students and merely hundreds on poor ones. No more dilapidated school buildings for the poor and palaces for the rich. No more socialistic pulling together for the wealthy and rugged individualism for the poor.

 

THIS is how you solve our education crisis – a crisis not caused by falling test scores or failing schools. A crisis caused by vulture capitalists preying on our educational institutions and our students as if they were some bloated carcass on the side of the road and not our best hope for the future.

 

It’s really that simple.

 

It’s a matter of ideology based on empiricism not “common sense” Laissezfaire maxims of “This is how we’ve always done it.”

 

We’ve been trying so-called corporate education reform for decades now – through Bush and Obama and now Trump. It doesn’t work.

 

It’s time we stopped making excuses for failing policies and got back to the best thing that works.

‘The Diary of Anne Frank’ Has Never Been More Important Than It is Today

The biggest mistake people make about “The Diary of Anne Frank” is to assume it’s about a little dead girl.

 

 

It’s not.

 

 

Anne Frank is not dead.

 

 

Not in 1945. Not in 2019.

 

 

Anne was a Dutch Jew hiding from the Nazis with her family and four others in a loft above her father’s former factory in Amsterdam.

 

 

The teenager is the most famous victim of the Holocaust, but her story doesn’t end when she succumbed to typhus in the Bergen-Belsen concentration camp in the closing days of WWII.

 

 

Because it’s a story that never ends.

 

 

Her physical self may be gone, but her spirit remains.

 

 

In the 1990s, she was a Muslim Bosniak child killed by Christian Serbs in the former Yugoslavia.

 

 

In the 2000s, she was a Christian Darfuri in Western Sudan killed by Arab militias.

 

 

A decade ago, she was a Palestinian toddler torn to pieces on the West Bank – a victim of Israeli bombs.

 

 

 

And, yes, today she is a brown skinned Central American girl fleeing from violence to the United States only to be forcibly separated from her family and thrown in a cage.

 

 

 

Not only is Anne Frank not dead, she is more alive than most people who draw breath, whose hearts still pump blood, whose eyes shrink from the violence, prejudice and hatred all around them.

 

 

 

Perhaps that’s why it is so hard to teach her Diary in my 8th grade class.

 

 

It’s not a particularly difficult book.

 

 

Her prose is uncomplicated. Her ideas clear.

 

 

In fact, she jumps right off the page and into the classroom.

 

 

But that’s what makes her so difficult for me, the teacher.

 

 

Every year I help bring her to life for my students. And I suffer her loss all over again each time.

 

 

I think everyone sees something different in Anne.

 

 

My students see themselves in her. Or they see their friends or siblings.

 

 

Her problems are their problems. They, too, can feel closer to one parent than another.

 

 

They, too, can hate to be compared with a “perfect” sibling.

 

 

They, too, feel all the emotions and frustrations of growing up – the confusion, passion and hurt.

 

 

For me, though, it is different.

 

 

I don’t see Anne primarily as myself. I see her as my daughter. Or perhaps I see my daughter in her.

 

 

A precocious child hunched over a book scribbling away her deepest thoughts? Sounds like my precious 10-year-old drawing her comic books, or writing her stories, or acting out melodramas with her dolls and stuffed animals.

 

 

I want to take her somewhere safe, to keep her away from the Nazis, to conceal her from all the evil in the world.

 

 

After teaching the book for almost a decade and a half, it was only this year that I hit upon a new perspective. I realized that if Anne had survived, she would be almost the same age as my grandmother.

 

 

And for a moment, an image of her was almost superimposed over my Grandma Ce Ce. There she was – a physical Anne, a living person. But then it was gone.

 

 

When speaking about her to my students, I try to be extremely careful of their feelings. I make it exceedingly clear from the very beginning where her physical life ends.

 

 

She and her family are in hiding for 25 months before the Nazis find and send them to concentration camps. Only her father, Otto Frank, is left.

 

 

I don’t want any of that to be a surprise.

 

 

Yet it is.

 

 

Every time.

 

 

My classes stare back at me with shocked expressions when we reach the last page.

 

 

That can’t be the end. There has to be more.

 

 

So we read first hand accounts of Anne in the camp.

 

 

But that can’t be all, either. Can it?

 

 

So we learn about her legacy – about the Anne Frank House, the Academy Award winning film, and how her book is an international best seller.

 

 

Somehow her spirit still refuses to die.

 

 

I think it’s because she has become more than just a victim. More even than a single physical person.

 

 

We know that 6 million Jews died in the Holocaust. We know that 5 million non-Jews were also killed. But no matter how many documentaries we see, or how many pictures we look at – none of them come alive in quite the same way as Anne.

 

 

She is a face for these faceless.

 

 

She irreparably humanizes the other.

 

 

Once you read her Diary, you can’t forget that smiling little girl whose light was so suddenly snuffed out.

 

 

We can go numb at the numbers – the sheer scale of these atrocities.

 

 

But with Anne, it becomes something personal.

 

 

On Dec. 24, 1943, Anne wrote:

 

 

“I sometimes wonder if anyone will ever understand what I mean, if anyone will ever overlook my ingratitude and not worry about whether or not I’m Jewish and merely see me as a teenager badly in need of some good, plain fun.

 

We see you, Anne.

 

 

And because we do, we see beyond you, too.

 

 

We see you in the continuing horrors of our age.

 

 

Because your death is never in the past tense. It is always present.

 

 

Your eyes look out at us through the victims of our day, too.

 

 

And your words ring in our ears:

 

“What is done cannot be undone, but one can prevent it happening again.” (May 7, 1944)

 

 

We have not prevented it.

 

 

It continues.

 

 

Hatred and prejudice and murder echo through our human interactions.

 

 

All while the history fades.

 

 

According to a 2018 study, only 22 percent of millennials say they’ve even heard of the Holocaust.

 

 

I don’t think any of those young adults read your Diary, because my students remember you.

 

 

That’s why I’ll never stop teaching your story.

 

 

In the vain hope that by remembering you, they’ll see your eyes on the faces of all the future’s would-be victims.

 

 

In the vain hope that caring about you will help them care about the faceless strangers, the propagandized others.

 

 

In the vain hope that knowing your face will force their eyes to see – actually see – the faces of those who are demonized and dehumanized so someone will care when the boot comes down on their visage.

 

 

So that someone will stop the boot from ever coming down again.

 

 

In one of her last entries, on July 15, 1944, Anne wrote:

 

 

“I must uphold my ideals, for perhaps the time will come when I shall be able to carry them out.”

 

 

That time has come for us all.

 

 

Anne’s Diary remains to remind us – a clarion call to empathy and action.

Standardized Testing is a Tool of White Supremacy

Let’s say you punched me in the face.

 

I wouldn’t like it. I’d protest. I’d complain.

 

And then you might apologize and say it was just an accident.

 
Maybe I’d believe you.

 

Until the next time when we met and you punched me again.

 

That’s the problem we, as a society, have with standardized tests.

 

We keep using them to justify treating students of color as inferior and/or subordinate to white children. And we never stop or even bothered to say, “I’m sorry.”

 

Fact: black kids don’t score as high on standardized tests as white kids.

 

It’s called the racial achievement gap and it’s been going on for nearly a century.

 

Today we’re told that it means our public schools are deficient. There’s something more they need to be doing.

 
But if this phenomenon has been happening for nearly 100 years, is it really a product of today’s public schools or a product of the testing that identifies it in the first place?

 

After all, teachers and schools have changed. They no longer educate children today the same way they did in the 1920s when the first large scale standardized tests were given to students in the US. There are no more one-room schoolhouses. Kids can’t drop out at 14. Children with special needs aren’t kept in the basement or discouraged from attending school. Moreover, none of the educators and administrators on the job during the Jazz Age are still working.
 

Instead, we have robust buildings serving increasingly larger and more diverse populations. Students stay in school until at least 18. Children with special needs are included with their peers and given a multitude of services to meet their educational needs. And that’s to say nothing of the innovations in technology, pedagogy and restorative justice discipline policies.

 

But standardized testing? That hasn’t really changed all that much. It still reduces complex processes down to a predetermined set of only four possible answers – a recipe good for guessing what a test-maker wants more than expressing a complex answer about the real world. It still attempts to produce a bell curve of scores so that so many test takers fail, so many pass, so many get advanced scores, etc. It still judges correct and incorrect by reference to a predetermined standard of how a preconceived “typical” student would respond.

 

Considering how and why such assessments were created in the first place, the presence of a racial achievement gap should not be surprising at all. That’s the result these tests were originally created to find.

 

Modern testing comes out of Army IQ tests developed during World War I.

 
In 1917, a group of psychologists led by Robert M. Yerkes, president of the American Psychological Association (APA), created the Army Alpha and Beta tests. These were specifically designed to measure the intelligence of recruits and help the military distinguish those of “superior mental ability” from those who were “mentally inferior.”
 

These assessments were based on explicitly eugenicist foundations – the idea that certain races were distinctly superior to others.
 
In 1923, one of the men who developed these intelligence tests, Carl Brigham, took these ideas further in his seminal work A Study of American Intelligence. In it, he used data gathered from these IQ tests to argue the following:
 

 

“The decline of American intelligence will be more rapid than the decline of the intelligence of European national groups, owing to the presence here of the negro. These are the plain, if somewhat ugly, facts that our study shows. The deterioration of American intelligence is not inevitable, however, if public action can be aroused to prevent it.”

 

 
Thus, Yerkes and Brigham’s pseudoscientific tests were used to justify Jim Crow laws, segregation, and even lynchings. Anything for “racial purity.”
 

People took this research very seriously. States passed forced sterilization laws for people with “defective” traits, preventing between 60,000 and 70,000 people from “polluting” America’s ruling class.
 
The practice was even upheld by the US Supreme Court in the 1927 Buck v. Bell decision. Justices decided that mandatory sterilization of “feeble-minded” individuals was, in fact, Constitutional.

 
Of the ruling, which has never been explicitly overturned, Justice Oliver Wendell Holmes wrote, “It is better for all the world, if instead of waiting to execute degenerate offspring for crime, or to let them starve for their imbecility, society can prevent those who are manifestly unfit from continuing their kind…. Three generations of imbeciles are enough.”
 

Eventually Brigham took his experience with Army IQ tests to create a new assessment for the College Board – the Scholastic Aptitude Test – now known as the Scholastic Assessment Test or SAT. It was first given to high school students in 1926 as a gatekeeper. Just as the Army intelligence tests were designed to distinguish the superior from the inferior, the SAT was designed to predict which students would do well in college and which would not. It was meant to show which students should be given the chance at a higher education and which should be left behind.
 

And unsurprisingly it has always – and continues to – privilege white students over children of color.

 
The SAT remains a tool for ensuring white supremacy that is essentially partial and unfair – just as its designers always meant it to be.
 
Moreover, it is the model by which all other high stakes standardized tests are designed.

 
But Brigham was not alone in smuggling eugenicist ideals into the education field. These ideas dominated pedagogy and psychology for generations until after World War II when their similarity to the Nazi philosophy we had just defeated in Europe dimmed their exponents’ enthusiasm.
 

Another major eugenicist who made a lasting impact on education was Lewis Terman, Professor of Education at Stanford University and originator of the Stanford-Binet intelligence test. In his highly influential 1916 textbook, The Measurement of Intelligence he wrote:

“Among laboring men and servant girls there are thousands like them [feebleminded individuals]. They are the world’s “hewers of wood and drawers of water.” And yet, as far as intelligence is concerned, the tests have told the truth. … No amount of school instruction will ever make them intelligent voters or capable voters in the true sense of the word.

… The fact that one meets this type with such frequency among Indians, Mexicans, and negroes suggests quite forcibly that the whole question of racial differences in mental traits will have to be taken up anew and by experimental methods.

Children of this group should be segregated in special classes and be given instruction which is concrete and practical. They cannot master, but they can often be made efficient workers, able to look out for themselves. There is no possibility at present of convincing society that they should not be allowed to reproduce, although from a eugenic point of view they constitute a grave problem because of their unusually prolific breeding” (91-92).

 

This was the original justification for academic tracking. Terman and other educational psychologists convinced many schools to use high-stakes and culturally-biased tests to place “slow” students into special classes or separate schools while placing more advanced students of European ancestry into the college preparatory courses.

 
The modern wave of high stakes testing has its roots in the Reagan administration – specifically the infamous propaganda hit piece A Nation at Risk: The Imperative for Education Reform.

 
In true disaster capitalism style, it concluded that our economy was at risk because of poor public schools. Therefore, it suggested circumventing the schools and subordinating them to a system of standardized tests, which would be used to determine everything from teacher quality to resource allocation.

 
It’s a bizarre argument, but it goes something like this: the best way to create and sustain a fair educational system is by rewarding “high-achieving” students.
 

So we shouldn’t provide kids with what they need to succeed. We should make school a competition where the strongest get the most and everyone else gets a lesser share.

 
And the gatekeeper in this instance (as it was in access to higher education) is high stakes testing. The greater the test score, the more funding your school receives, the lower class sizes, the wider curriculum, more tutors, more experienced and well compensated teachers, etc.
 

It’s a socially stratified education system completely supported by a pseudoscientific series of assessments.

 
After all, what is a standardized test but an assessment that refers to a specific standard? And that standard is white, upper class students.
 
In his book How the SAT Creates Built-in-Headwinds, national admissions-test expert, Jay Rosner, explains the process by-which SAT designers decide which questions to include on the test:

 

“Compare two 1998 SAT verbal [section] sentence-completion items with similar themes: The item correctly answered by more blacks than whites was discarded by [the Educational Testing Service] (ETS), whereas the item that has a higher disparate impact against blacks became part of the actual SAT. On one of the items, which was of medium difficulty, 62% of whites and 38% of African-Americans answered correctly, resulting in a large impact of 24%…On this second item, 8% more African-Americans than whites answered correctly…”

 
In other words, the criteria for whether a question is chosen for future tests is if it replicates the outcomes of previous exams – specifically tests where students of color score lower than white children. And this is still the criteria test makers use to determine which questions to use on future editions of nearly every assessment in wide use in the US.
 

Some might argue that this isn’t racist because race was not explicitly used to determine which questions would be included. Yet the results are exactly the same as if it were.

 
Others want to reduce the entire enterprise to one of social class. It’s not students of color that are disadvantaged – it’s students living in poverty. And there is overlap here.
 

Standardized testing doesn’t show academic success so much as the circumstances that caused that success or failure. Lack of proper nutrition, food insecurity, lack of prenatal care, early childcare, fewer books in the home, exposure to violence – all of these and more combine to result in lower academic outcomes.

 

But this isn’t an either/or situation. It’s both. Standardized testing has always been about BOTH race and class. They are inextricably entwined.

 
Which leads to the question of intention.

 
If these are the results, is there some villain laughing behind the curtain and twirling the ends of a handlebar mustache?
 

Answer: it doesn’t matter.
 

As in the entire edifice of white supremacy, intention is beside the point. These are the results. This is what a policy of high stakes standardized testing actually does.
 

Regardless of intention, we are responsible for the results.
 

If every time we meet, you punch me in the face, it doesn’t matter if that’s because you hate me or you’re just clumsy. You’re responsible for changing your actions.
 
And we as a society are responsible for changing our policies.

 
Nearly a century of standardized testing is enough.

 
It’s time to stop the bludgeoning.
 
It’s time to treat all our children fairly.
 

It’s time to hang up the tests.

Sell Your Soul to the Testocracy: Kamala Harris’s Faustian Teacher Raises

I love the idea of Kamala Harris’ plan to give teachers a pay raise.
 

But once we get past ideas, it’s way more troubling.

 

The California Senator and Democratic Presidential hopeful is proposing a $13,500 pay increase for the average teacher, with the exact number based on the size of each state’s pay gap.
 

That’s $315 billion more over a decade through federal matching funds, which amounts to a 23 percent salary increase for most educators.

 

Yes, please!

 
I could certainly use a raise.
 

But as Joe Moore said, “You can’t trust a promise someone makes while they’re drunk, in love, hungry, or running for office.”

 
And Harris IS running for office.

 

With this policy she’s wooing the national teachers unions and filling the neoliberal seat left by Hillary Clinton in 2016.

 
I love my union, but its leadership is like a college kid during spring break – ready to jump into bed with anyone who says the right words.
 

The fact of the matter is this plan also is favored by the people out to destroy my profession from the inside out.
 

Arne Duncan likes it.
 

Yes, THAT Arne Duncan!

 
Obama’s first Education Secretary. The guy who thought Hurricane Katrina was the best thing to happen to New Orleans because it allowed the government to close the public schools and replace them with charter schools.

The man who held federal grant money hostage unless schools enacted his unproven and disastrous corporate driven education reforms.
 

 
The man who encouraged pushing out teachers of color who had four year education degrees in favor of mostly white Teach for America temps with a few weeks crash course training.
 

 
The man who encouraged a rapid increase in high stakes standardized testing, narrowed curriculum, let class sizes balloon and decreased authentic lessons.

 
THAT Arne Duncan wrote this about Harris’ plan on Twitter:
 

 

“Radical idea: pay the professionals we entrust to teach, nurture and mentor our children a better salary!”

How to reconcile the two?

 

 
I draw your attention to what he said on a recent book tour:

 

 

 

“If we were willing to invest in high-quality early childhood education, if we’re willing to pay great teachers and great principals significantly more, the benefits to our society, the benefits to our economy, the benefits to our democracy I think would be extraordinary…

[But] Money is never enough. So you’ll never hear me say, it’s only about money. For me it’s always about your high expectations as well as high support. And we have to hold ourselves accountable for great results. When schools aren’t working, we have to be willing to challenge the status quo. So investment is part of it, but high expectations have to go with that, and we have to hold ourselves accountable as educators for results, absolutely.”

 

 
So for Duncan this plan is entirely consistent with corporate education reform.
 

 
In fact, it makes sense as a continuation of those policies.

 

 

When privatization cheerleaders like Duncan talk about “high quality teachers” and “accountability” what they really mean are strings attached.

 

 

In this case, they probably mean merit pay – giving bonuses to teachers whose students get high test scores.

 

 

It’s a terrible idea because it encourages bad behavior from teachers, administrators and districts, which in turn hurts kids.

 

 
Having all your teachers fight over the rich white kids who get the highest test scores doesn’t help the struggling students. It just means fewer educators will want to teach the underprivileged because they can’t take the financial hit that comes with it.
 

 
The result is test prep all day, every day.

 

 
I want a raise, but not if it means I have to bastardize my own profession down to that!
 

 
And it’s not just Duncan who loves this idea.

 

 

Catherine Brown, a senior fellow at the Center for American Progress (CAP), actually helped Harris write this proposal.

 

 

“It could be transformative in terms of how we think about elevating and modernizing the teaching profession and the federal role in doing so,” Brown said.

 

 

CAP is a neoliberal think tank that worked closely with the Obama and Clinton administrations. And Brown is also the co-author of “The Progressive Case for Charter Schools”.
 

 
Any plan to raise teacher salary that is consistent with increased privatization is inherently suspect.
 

 
You can’t champion authentic public schools and public school teachers while also pushing for more institutions run without the same transparency, democratic government, and enrollment standards. If you think schools should be able to cherrypick which students to accept, they should be run by appointed bureaucrats, and it’s fine to cut student services while pocketing the profits, you aren’t a friend of public education.

 

 

In an article she co-wrote published by CAP called “Fact Sheet: Yes, Increase the Salaries of All Teachers,” she made it clear that merit pay is a good idea.

 

 

She wrote:

 

 

“…there is still debate surrounding whether all teachers need a raise, or if it is enough to make changes for a select group of teachers through differentiated or merit-based pay. While differentiated and merit-based pay can help alleviate some specific teacher shortages, such as those in subjects or schools that are high-needs, they are not a substitute for higher base pay.”

 

 

Ultimately, Brown comes out in favor of an across the board salary increase for teachers, but in her view merit pay is part of that solution.

 

 
This is a backdoor for the same snake oil the privatizaters have been selling for years.

 

 

As education blogger Peter Greene points out, the language used in Harris’ proposal is right from the neoliberal playbook. It is full of the same euphemisms and code words that have signaled school privatization, high stakes testing and merit pay.
 

 
Consider this gem:

 

 

“Every child deserves a world-class education, regardless of their ZIP code. Of all in-school factors that impact their success, there’s nothing more important than our teachers.”

 

 
“World class education” and  “regardless of ZIP code” mean charter schools galore. And the only “success” these folks are interested in is high test scores.
 

 

Or this:
 

 

“Our plan will include a multi-billion dollar investment in programs that help elevate the teaching profession and support principals and other school leaders. This includes high-quality teacher and principal residencies early-career induction programs that pair new teachers with mentors and master teachers, career ladder models that allow for advancement opportunities for teacher leaders, and “Grow Your Own” programs that help increase teacher diversity.”

 

 

Greene says that the term “Career ladders” is a red flag because it usually denotes career stagnation. It’s code for adding more duties and responsibilities on teachers without actually furthering their careers.

 

 

If I’m honest, these are all red flags.
 

 

As much as I want a raise, I’m doubtful Harris’ plan would actually accomplish much other than selling my soul to the testocracy.
 

 
Ultimately that’s what this is – a Faustian bargain.

 

 
We need to invest in greater per pupil spending and let that translate into higher teacher salaries.

 

 
We need equitable and sustainable funding formulas that aren’t tied to testing or that don’t open the door for privatization.

 

 

 
And most of all, we need an understanding of the real challenges in education and not a piece of parchment where teachers are supposed to sign in blood.

Pam Harbin Wants to Go From Pittsburgh School Board Watchdog to School Board Member

My friend Pam Harbin is trying to undergo a startling metamorphosis.

 

 

She wants to transform from an education activist into a Pittsburgh School Director.

 

 
Now that Board President Lynda Wrenn is stepping down after 4 years, city voters in District 4 will have to decide whether Harbin can make the change. The election is on May 21.

 

 

Residents in parts of Squirrel Hill, Point Breeze, Shadyside and North Oakland already know Harbin as a fierce warrior for children’s civil rights, the plight of disabled kids and authentic public schools.

 
I’ve known Pam, personally, for years in my own role as an education activist. Though I don’t live in the city, I’ve participated in numerous collective actions to fight for the schools all our children deserve. And right beside me in every case – often in front of me – was Pam.

I may not live in the district, but I wish I could vote for her. Harbin is an amazing leader with boundless energy, piercing intelligence, a deep knowledge of education policy, an advanced degree in finance and marketing, and an impressive track record of education justice achievements.

 
“I am deeply concerned for our system of public education,” she says. “The status quo isn’t working for all children. Thankfully, there are many people here in Pittsburgh and across the country who are fighting for investment in, and transformation of, our public schools. Unfortunately, their efforts are hindered by the well-funded organizations who fight for public school disinvestment, privatization, and for the elimination of teachers’ right to unionize.”

 

 

 

For the past 12 years, Harbin has been at the forefront of every major battle for the future of Pittsburgh’s public schools and the rights of its students.

 
Harbin was instrumental in pushing city school board directors to enact a suspension ban from Pk-2nd grade for minor non-violent conduct. She successfully fought to stop the district from implementing a physical restraint protocol that wasn’t trauma informed. She successfully fought against a policy that would have allowed school police officers to carry guns. She supported a successful Sanctuary Schools Policy for immigrant students. She also supported changes to the districts policies that would better welcome and include Pittsburgh’s LGBTQ students, including a change that allows students to use the bathroom that best fits their own gender identity.

 
Harbin and her coalition of local activists even made national news when they stopped the district from contracting with Teach for America, stopped the closing of 10 schools (after 23 were previously closed), pushed the board to hire a new Superintendent using an inclusive process that relied heavily on community input, and led the fight for a Community School Policy and the creation of 8 Community Schools.

 
Harbin has two challengers in the election: Anna Batista, a corporate consultant at Highstreet Consulting and Ashley Priore, a 19-year-old first year student at the University of Pittsburgh studying Business and English, who started a successful after school chess program for girls.

 
But despite facing a crowded field, Harbin has earned every organizational endorsement she has sought thus far, including the Allegheny County Democratic Committee, the Young Democrats of Allegheny County, the Stonewall Democrats and the Network for Public Education—an organization that frequently reposts my own writing as an education blogger and which is on the frontlines of education justice nationwide.

Harbin is one of the most experienced education leaders ever to run for school board in the city. She co-founded the Education Rights Network (ERN), a parent-led organization working for fully resourced, inclusive and quality education for students throughout Pennsylvania. The ERN is part of One Pennsylvania, an organization that unites low income and working class activists to tackle the fundamental economic justice and political problems of local communities.

 
“Our members are workers, students, parents, seniors, people with disabilities, and retirees who are excited to learn, collaborate, and build power,” she says. “We follow the money, confront the power, and make the change.”

 

 

ERN is a member of Great Public Schools Pittsburgh, a coalition of community, faith, and labor organizations working together to create sustainable public schools in Pittsburgh—an alliance which Harbin also helped to found in 2013. Great Public Schools is affiliated on the national level with the Journey for Justice Alliance, the Dignity in Schools Campaign, and the Alliance to Reclaim our Schools.

 
Harbin is also a member and past Co-Chair of the Pittsburgh Local Task Force on the Right to Education (LTF), a parent-majority organization that works with administrators of Pittsburgh Public Schools and community agencies to improve services for students with disabilities.

 
And she serves on the board of directors and was past President of Evolve Coaching (formerly Arts for Autism Foundation of Pittsburgh), supporting individuals with disabilities and their communities through education, employment, and the arts.

 
No one else in the race—and maybe in the whole city—has a resume like Harbin’s.

 
Harbin believes her years of leadership for and service to Pittsburgh students and families have provided her with the needed foundation for a transition from community leader to school board member. She has attended or streamed more than 2,000 hours of school board meetings. She has served on Pittsburgh Public Schools (PPS) district-wide advisory committees, including the Community Schools Steering Committee, Envisioning Educational Excellence Advisory Committee, Parental Involvement Policy Committee, Excellence for All Steering Committee, and the Special Education Delivery Model Advisory Committee. And through these many committees and organizations Harbin has helped more than 100 individual families secure an IEP or a 504 plan for their children—in part because she understands better than most the byzantine world of public school special education services.

 
No one is better suited to this position than Harbin. I literally wish we could clone her and have her fill every vacancy on the board. She is that qualified, that experienced, and that effective.

 
If this sounds a bit like a love letter, it kind of is.

I have many fond memories of fighting the power alongside Pam Harbin. I remember organizing events through Yinzercation with Pam, even canvasing local candidates door-to-door with her and my (then) 9-year-old daughter. No matter what, you could always count on Pam to be there for children.

 
“When our public schools are strong, our children and community thrive,” she says. “We have many great Pittsburgh Public Schools, teachers, and programs. But, in each school, there are children who can’t excel because their individual needs have not been met. We must do better.”

 

 

“We must remove the barriers that keep all of our children from fulfilling their dreams. This requires transformational, sustainable change in policy and practice at the local, state, and national level.”

 

 

If anyone can make that change happen, it’s Harbin. As someone who has a degree in finance, who is an experienced negotiator and a proven coalition builder, she is uniquely qualified to do so from within the board as she has been successful doing so from outside of it.

 

 

She has an ambitious set of goals and priorities if elected:

 

 

-Strengthening relationships between all stake-holders with an emphasis on child wellness.

 

-Defining success beyond standardized test scores to include authentic education practices, addressing trauma, disengagement, hunger, the quality of school food programs, the condition of our buildings and bathrooms, and children’s need for exercise and play.

 

 

-Achieving smaller class sizes and a smaller ratio of kids to adults in each building with more teachers, counselors, social workers, paraprofessionals, nurses, librarians, and other staff that keeps the building functioning at its best.

 

 

-Restoring funding to art, music, physical education, and other programming that keep kids wanting to come to school.

 

-Stopping criminalization and over-policing of students, and stopping the use of ineffective punishments that keep children away from their learning and put them on the track to drop out, to jail, and to poverty.

 

 

-Intentionally recruiting, retaining, and supporting educators of color and those who identify as LGBTQ.

 

 

-Working to make teacher mentoring, new teacher induction, and professional development better to make the very best use of teachers’ time and address key gaps in preparation to teach the wide spectrum of students in the district.

 

 

-Making teacher evaluation fair and consistent, not based solely on test scores or value added models.

 

 

-Ensuring teachers (and all school staff) are well paid, treated fairly, and valued for the critical work they do for children every day.

 

 

-Protecting collective bargaining rights so teachers (and all staff) have a voice to improve their schools – because teaching conditions are students’ learning conditions.

 

 

-Investing in the proven Community Schools model and work collaboratively with community partners to bring resources to each school.

 

 

-Working at the state level to force our legislators to finally provide adequate, equitable, and sustainable funding for public education and stop efforts to dismantle public education through vouchers and other privatization schemes.

 

 

-Building coalitions to improve the flawed state Charter School Law – Charter Schools must have more accountability for the delivery of education to all students, including disabled children, English Language Learners, and kids who are homeless or who are in foster care.

I could literally go on about Pam for another 10,000 words. Easy.

 

 

But let me close with this.

 

Harbin began her journey as an education leader when she started advocating for her own children at their first elementary school—Liberty elementary in the Shadyside neighborhood of Pittsburgh. She found that she could make a difference for a few children at a time by throwing herself into volunteer work at the school.

 

 

But then she realized that if she wanted to make a difference for more than just a few children that she needed to work with others. Indeed, to do this work effectively Pam has had to work with people of different backgrounds, races, opinions and ideologies. She has had to listen to others, to compromise, to build bridges, and to prioritize common goals in each of her coalitions. In short, she gets things done.

 

 

And she’s been doing that for more than a dozen years.

 

 

Not because she has no choice. Not because anyone is paying her to do so. Not because doing so is bringing her any riches or fame.

 

 

But because it has been the right thing to do.

 

 

And that’s the best endorsement I can imagine.

Bernie Sanders is Running for President, and the Establishment Just Sh!t Its Pants!

You’ve heard of the shot heard round the world?

 

Well yesterday we had its fecal equivalent!

 

When Bernie Sanders said he was running for President for a second time, establishment hacks on the left and right had to make a run for the bathroom.

 

And after a single day of the Sanders campaign in which it raised almost $6 million of small donations from everyday folks, neoliberals and neofascists of every stripe are a little bit lighter this morning – a little less…. full.

 

Take our bullshitter in chief.

 

Donald Trump loves to squeeze out twitter storms in the early morning hours – presumably while sitting on his White House thrown.

 

This morning, he was moved to thumb out the following:

 

“Crazy Bernie has just entered the race. I wish him well!”

 

Like Hell you do, you arrogant xenophobic windbag!

 

Bernie is running for President – the best candidate situated to take you down.

 

He’s anti-establishment. A populist. And stands for the opposite of everything you’ve built your rocky neoconfederate administration on.

 

You wish him well! HA!

 

Trump is the most transparently fake candidate in history. You know exactly what he’s thinking because you know he always lies.

 

When ex-Starbucks CEO Howard Schultz threatened to run as an independent and thereby split the Democratic vote, Trump was overjoyed! So much so that he tried – emphasis on the TRY – to use reverse psychology on Schultz.

 

He tweeted:

 

“Howard Schultz doesn’t have the ‘guts’ to run for President! Watched him on @60Minutes last night and I agree with him that he is not the ‘smartest person.’

 

And then he told a televised audience exactly what he was doing – that he was trying to goad Schultz into running!

 

That’s not how reverse psychology works, Donald.

 

And now with his “Crazy Bernie” tweet this “very stable genius” wants us to believe he’s happy about that electoral matchup.

 

The dude better put on a metaphorical diaper.

 

He is done.
More than all the investigations and media condemnations, Sanders entering the race puts a hard line on when this national nightmare will be over – Tuesday, Nov. 3, 2020 – Election Day.

 

Barring some sort of extended Constitutional crisis where Republicans suspend voting or the Democrats try some clumsy coup that they’re much less equipped to accomplish this time around, Bernie is set up to win the Democratic primary and then the White House.

 

The biggest opponent Bernie has is himself. If he suddenly changes his policy positions or admits to being a secret knight of the KKK, he’d be in trouble. Otherwise, he has the best chance – still – to take down the reality show clown sitting in the Oval Office.

 

Sadly, it wasn’t just neocons who soiled their drawers yesterday.

 

The corporate Dems were cursed with the political squirts as well.

 

Many folks who were angry about Hillary Clinton’s loss in 2016 still blame Bernie. How dare he be more popular than the billionaire insider we thought would beat their billionaire insider!

 

For others, it was the bile of identity politics getting stuck in their throats. People who think a persons gender or skin color or sexual orientation is the main thing to look for in a political candidate – not their actual policy positions.

 

Frankly, I feel more sympathy for them than the others. They honestly want policy that will benefit everyone – but especially the most at risk. They’re just wrong to think that character traits are the essential mark of authenticity.

 

Barack Obama was our first black President. Yet he didn’t do so much to make the lives of black people better.

 

Sure he made them feel better. He made us all feel better about the endless possibilities in store. But when it was time to pass laws, enact policy, he sided with Wall Street over everyday Americans of every type.

 

But okay. I understand why you don’t want yet another old white male in the White House.

 

However, Bernie isn’t your typical white male. He’s Jewish. He may be too white for you, but he’s not white enough for the tiki torch crowd who chanted in Charlottesville “Jew will not replace us!” He’s not white enough for the pale neo-Nazi terrorist who shot up a Pittsburgh synagogue.

 

If you’re ready to ignore that, check your own intersectional privilege.

 

And speaking of that, can we retire the propaganda nonsense label of the Bernie Bros? Attempts to erase women and minority Bernie supporters are not progressive. They’re the exact opposite of what we’re fighting for.

 

Heck! Sanders has more support among blacks, Latinos and women than he does among white men!

 

The time has come for a change.

 

It’s well past that time.

 

Bernie Sanders campaign is part of that.

 

It marks the end of capitalism run amok. It marks the end of colorblind national policy. It marks the end of ignoring the environmental crisis.

 

What it marks the beginning of … that depends on all of us.

Hey, Teachers’ Unions, Let’s Get This One Right – No Early Presidential Endorsements & Lots of Membership Engagement

Let’s not mince words.

 

The last Presidential election was a cluster.

 

And we were at least partially to blame for it.

 

The Democratic primary process was a mess, the media gave free airtime to the most regressive candidate, and our national teachers unions – the National 
Education Association (NEA) and American Federation of Teachers (AFT) – endorsed a Democratic challenger too early and without getting membership support first.

 

This time we have a chance to get it right.

 

Edu-blogger Peter Greene spoke my feelings when he took to Twitter:

 

“Just so we’re clear, and so we don’t screw it up again—- NEA and AFT, please wait at least a couple more weeks before endorsing a Democratic Presidential candidate for 2020.”

He’s being snarky.

 
No one would endorse two years before people actually enter a voting booth.

 
But fairness. Evenhandedness. Moderation.

 
Let’s be honest. That didn’t happen in 2015.

 
So let’s take a brief trip down memory lane and review our history for just a moment in order to prevent these same mistakes.

 

The NEA represents 3 million educators. It is the largest labor union in the country. However only about 180 people made the decision to back Hillary Clinton last time around.

 

In October of 2015, the NEA Board of Directors voted 118 to 39 in favor of the endorsement with 8 abstentions and 5 absences.

 

The 74 member PAC Council voted to endorse Clinton with 82% in favor, 18% against and some of the largest delegations – California and New Jersey – abstaining.

 

Check my math here. So 61 PAC votes plus 118 Directors plus one President Lily Eskelsen Garcia equals 180 in favor.

 

That’s about .00006% of the membership.

 

We may call it such, but that is not an endorsement.

 

We need more than just the leadership to support a candidate. We need that to translate to actual votes.

 

When you circumvent membership, you see the result – Donald Trump.

 

To be fair, some NEA directors may have polled state union leaders. But according to NEA by-laws, the organization need go no further to obtain input from individual members for a primary endorsement. Even these straw polls are a formality.
The 8,000 strong Representative Assembly (RA) did not get a say. This larger body representing state and local affiliates did get to vote on an endorsement in the general election when the field was narrowed down to only two major candidates.

 

But anything like a poll of individual members was apparently not desired by leadership – now or later.

 

We can’t do that again.

 

The process at the AFT was likewise perplexing.

The AFT endorsed Clinton in July of 2015 – a half year before the primaries and more than a year before the general election.

 

This much seems certain:

 

1) The AFT executive board invited all of the candidates to meet with them and submit to an interview. No Republican candidates responded.

 

2) Democrats including Bernie Sanders, Martin O’Malley and Clinton were interviewed in private.

 

3) The executive committee voted to endorse Clinton.

 

4) THEN the interviews were released to the public.

 

How can the AFT claim its endorsement was a result of membership opinion when the organization didn’t even release the interviews to members until AFTER the endorsement?

 

Ostensibly, the executive council used these interviews to help make its decision. Shouldn’t that same information have been available to rank and file members of the union before an endorsement was made?

 

Which brings up another question: were AFT members asked AT ALL about who to endorse before the executive council made the final decision?

 

According to the AFT press release, they were:

 

“The AFT has conducted a long, deliberative process to assess which candidate would best champion the issues of importance to our members, their families and communities. Members have been engaged online, through the “You Decide” website, through several telephone town halls, and through multiple surveys—reaching more than 1 million members.

Additionally, over the past few weeks, the AFT has conducted a scientific poll of our membership on the candidates and key issues. The top issues members raised were jobs and the economy and public education. Seventy-nine percent of our members who vote in Democratic primaries said we should endorse a candidate. And by more than a 3-to-1 margin, these members said the AFT should endorse Clinton.”

 

So the AFT claims union members said to endorse Clinton on-line, on telephone town halls, surveys and a scientific poll of membership.

 

But did they really?

 

I’m not a member of the AFT but I know many teachers who are. Very few of them have ever been surveyed.

 

The press release says AFT members preferred Clinton 3-1. Yet to my knowledge they never released the raw data of any polls or surveys of membership.
This can’t happen again.

 
AFT President Randi Weingarten said something similar during an interview Friday on C-SPAN.

 

She said the executive council passed a four step process just last week to ensure members were behind whoever the union eventually endorsed this time around:

 

“Our Executive Council just passed a process last week which has four components. Number One is what do the members want? What are their aspirations? What are their needs in terms of Presidential candidates? And so we will be doing a lot of listening and engaging with members.

 

Number Two – There’s a lot of candidates that want access to our membership. What we would like them to spend a day with our members. We would like them to see the challenges in classrooms. The challenges that nurses have. [The AFT also represents nurses.] Listen to the challenges of adjunct professors who have student loan debt that is well beyond what salaries they get per month.

 

Number Three – People are really active these days. So we don’t want them to wait until there is a nationwide endorsement to involve or get engaged with candidates. So there’s going to be an ability to be involved or engaged as delegates to do these kinds of things.

 

Number Four – At one point or another we’ll get to an endorsement.”

 

Frankly, this seems kind of vague to me. I hope this new process gets better results than the last one.

 
We need to be able to trust our unions.

 
Don’t get me wrong. I love my union. I bleed collective bargaining and labor rights.

 
I teach in Homestead, Pennsylvania, just a few miles away from the site of the famous steel strike.

 
I want a union that represents me and my colleagues.

 
We must do better this time around.

 
We need a candidate that has broad popular support of members, not just leadership. Broad popular support will lead to engaged members at the polls and that engagement will translate into actual votes for our endorsed candidate.

 
So NEA and AFT leaders, your members want to know:
What is your process for selecting our next U.S. presidential candidate?

 
What questions will you ask potential candidates?

 
How will members have a democratic voice in the process?

 
Please be transparent and publish your process to share with members through multiple sources.

 
And my union brothers and sisters, get involved. Engage in the endorsement process now! Call on our NEA and AFT leadership to invite early and widespread, as well as transparent, involvement in the endorsement process.

What Will It Take to Get Equitable School Funding in Pennsylvania – a Statewide Teachers Strike!?

What if every public school teacher in Pennsylvania refused to come to work on Monday?

What if instead they took to the streets with signs and placards, bullhorns and chanted slogans.

Maybe:

“Hey! HEY! Ho! HO! This Unfair Funding Has to Go!”
Or:

“What do we want!? FAIR FUNDING! When do we want it? YESTERDAY!”

The problem is that from Pittsburgh to Philadelphia and all places in between, the Keystone state has the most unequal school funding system in the country. And no one in Harrisburg seems able and/or willing to do a damn thing about it.

Nor is anyone going to do much again this year.

Gov. Tom Wolf didn’t mention it once last week during the Democrat’s first budget speech to the legislature after being re-elected.

Don’t get me wrong. He’s not exactly ignoring the issue. His newly proposed budget asks for a $200 million increase in education funding.

But that’s far from what’s needed to heal the billions of dollars schools lost during the massive budget cuts of Tom Corbett, the former Republican governor, nor does it address the underlying inequity of how we fund these schools in the first place.

Sadly, failing to fix education funding gaps is par for the course in Harrisburg.

Every year Democrats complain about the problem, suggest repairing it, and then are denied everything but an incremental increase by the Republican-controlled legislature.

Every year, that is, until this one.

This is the first time Democrats have seemingly given up on solving the problem and just proposed the incremental increase that they suspect Republicans will approve.

It’s a pitiful situation to accept as status quo.

One could argue that it’s the electorate’s fault. After all, if they keep voting for Republicans that make it clear they don’t support equity in education, that must represent the will of the people.

Except it doesn’t. Fair funding is popular among voters everywhere in the Commonwealth. And it’s one of the reasons they elected and re-elected Wolf. However, when it comes to state government, legislative districts are so gerrymandered, the will of the people gets ignored.

In November, Democrats got 381,000 more Pennsylvania votes than Republicans to represent them in the state House. But Republicans still kept the majority.

So what can you do when your voice is smothered by red tape?

You can turn to the Democratic governor who is the only thing stopping the opposition from gutting schools even further. You can ask him to push lawmakers on both sides of the aisle to get off their collective asses and do their jobs.

But Wolf does not seem ready to spend his political capital in this way.

According to an Associated Press article by Marc Levy:

 

“For his part, Wolf’s office says he remains open to a discussion with the Legislature on making school funding fairer. However, someone else may have to carry the torch.”

Just who could this “someone else” be?

As usual, it may have to be the Commonwealth’s teachers.

As in every state, when governments and communities can’t or won’t do right by their children, educators step up.

We buy classroom supplies, we feed the hungry, we dry the tears, and when all else fails we put our jobs on the line and strike until school boards, legislatures and governors do the right thing.

Some have suggested that’s what’s needed here.

There have been at least nine large-scale teachers strikes across various states in the last 12 months. This includes actions in Arizona, Georgia, Kentucky, North Carolina, Oklahoma, Virginia, West Virginia, and – most recently – Los Angeles, California, and Denver, Colorado.

They began in Republican dominated states but have spread to those governed mostly by Democrats.

The Denver strike ended Thursday morning with an agreement between the Denver Classroom Teachers Association and Denver Public Schools. After three days on the picket line, teachers may be returning to their classrooms having achieved their goals.

In today’s climate of dark money and political gridlock, collective action seems the only way to get anything done.

Perhaps we need an army of the state’s 123,000 educators to walk out of their classes in unison demanding fair funding for our most vulnerable students.

Such a move would be unprecedented. To my knowledge, teachers strikes in the Commonwealth have always involved educators and staff at one of the hundreds of districts, not a unified action of teachers throughout the state. A movement on this scale would require cooperation and buy in from the Pennsylvania State Education Association (PSEA), National Education Association (NEA) and American Federation of Teachers (AFT). And union bosses are rarely motivated to endorse such measures without being forced to it by grassroots pressure from members.

Moreover, it would put teachers unions in a dangerous position. Each district contract has a no strike/no lockout clause guaranteeing that membership won’t walkout during the life of a contract. Where we’re seeing these major nationwide strikes either the contract has expired like in Denver and Los Angeles or they’re so-called “Right-to-Work” states without these explicit worker protections.

It’s doubtful the state could actually fire and replace the more than 100,000 teachers in its employ, but the worst case scenario for a state-wide strike in Pennsylvania would be the invalidation of all existing contracts, the loss of arbitration, grievances, collective bargaining and even putting retirement at risk.

That’s a lot to ask of educators – though creative organizers could find ways to avoid or mitigate the risk – for instance with a sick out or mass demonstrations on weekends or holidays.

I – for one – am sick of watching my middle school students overstuffed into classrooms with crumbling infrastructure and meager resources while a few miles down the road the rich kids have small classes and schools that look like palaces. I’ll bet there are a lot of teachers and parents who feel the same way.

Perhaps it’s time for us to take to the streets.

Perhaps it’s long past time.

When I say the state is the most inequitable in the country, that’s not hyperbole.

It’s according to several studies done over multiple years by groups like the Associated Press and the U.S. Department of Education.

More than any other, the Keystone State gives a boost to rich kids and a boot to poor ones.

Why?

You have to understand where the money comes from to educate kids in America.

Public schools have basically three revenue streams – the federal government, the state and local neighborhoods.

The federal government pays about 10% of the cost across the board. The problem in Pennsylvania is that the state isn’t meeting its obligation thereby forcing local neighborhoods to shoulder most of the cost.

Pennsylvania state government pays a ridiculously low percentage of the bill – 38%.  That’s the 46th lowest in the country. The national average is 51%.

In rich neighborhoods, this is no problem. In middle class communities, it’s not much of one. But in poor communities, there isn’t enough money to make up the difference. Their kids have no choice but to do without.

So kids from rich communities get everything. Kids from middle class communities get most of what they need. And kids from poor communities get whatever scraps are left at the bottom of the barrel.

It’s trickle down economics – Pennsylvania style.

And it’s an intolerable situation!

According to an Associated Press analysis of 2016-17 state data on school district spending, middle class districts spend as much as $673 more per student than poor districts. Rich districts spend about $4,300 more per student.

According to the U.S. Department of Education, poor schools in the Commonwealth spend 33 percent less on their students than rich ones. That’s a significantly larger difference than the next-closest state, Vermont, where the spending difference between rich and poor schools is only 18 percent. Three other states — Illinois, Missouri and Virginia — have gaps of 17 percent.

We can’t keep kicking minorities and the destitute to the curb. We can’t keep giving the rich and middle class every opportunity to succeed while depriving the poor of that same chance.

Wolf, the Democrats and a few Republicans have tried several times to fix the problem.

First, they attempted large increases in education funding to catch up to where funding would be if the Corbett cuts hadn’t happened coupled with the rising costs caused by inflation.

In 2015, the governor proposed a $400 million increase but funded it with a tax increase on the rich that almost all Republicans refused.

Then he tried to bring the state share of education funding up to 50% by using a more equitable tax plan. He proposed cutting property taxes in poorer districts and replacing them with higher state taxes elsewhere. However, Republicans saw it as an opportunity to completely eliminate property taxes and cut school funding even further. It ended in a stalemate and another incremental education increase.

If the legislature wouldn’t approve the necessary spending increases to heal the cuts it made under Corbett, Wolf at least wanted lawmakers to approve dividing the money up more fairly among the state’s 500 school districts.

A funding formula had been approved four years ago to reflect changes in school district attendance and wealth that had been ignored for a quarter century. This would result in more support for poorer schools and less for wealthier ones.

And there’s the sticking point. Lawmakers wouldn’t approve a plan that would provide less funding to 70% of the state’s districts – but neither would they increase school spending to make up the difference.

You’d think that such legislative gridlock might make voters lose hope. However, there is a mass movement of people at the grassroots level demanding change for our children.

Most notably, the parents of six school children, six school districts, the NAACP and a rural schools group are suing the state over education funding.

The lawsuit – now in its fourth year – is scheduled for trial before the state Supreme Court in 2020. So at best, relief is still a ways in the future. Many are hoping justices will order the legislature to dramatically increase its investment in public schools. But the outcome is certainly not a sure thing.

Could striking teachers in red and blue states be showing us in Pennsylvania the solution?

Might it be time to raise our teacher voices in the purple states, too?

And is there a path to equity through collective action that doesn’t hang teachers out to dry?

Teaching Through Lockdown

“Excuse the interruption. We are under a lockdown.”

 

That was it.

 

Not an explanation of what caused it.

 

Not any idea of how much danger we were in.

 

Not any idea of how long it would last.

 

Just a vague warning that teachers knew meant to keep all their students in class until further notice.

 

As an educator, you’re expected to teach.

 

It doesn’t matter what’s happening around you. There can be yelling or screaming. There can be a scuffle in the next room. The lights may flicker off and on.

 

None of that matters.

 

If you have students and aren’t in immediate danger, you’re expected to teach them.

 

And that’s what I did. Even then.

 

I teach mostly poor and minority students in a western Pennsylvania school near Pittsburgh.

 

 

My 8th grade language arts class was in the middle of taking a final exam on The Outsiders by S. E. Hinton.

 

Most of my students were finished, but it was still quiet as two or three students struggled through their last responses.

 

Then the announcement came over the PA.

 

“…lockdown.”

 

 

The voice was the high school secretary. Since the middle and high school are connected, she rarely makes announcements in my building – only when something is important happening for both buildings.

 

The kids looked up at me with worried faces.

 

“What’s going on, Mr. Singer?” one of them asked.

 

I told them the truth – I really had no idea. There were no drills planned for today. In fact, it would have been a really poor time for one. We had just had ALICE training the day before where the resource officer and the principal had met with students to go over what to do in case of an active shooter. The program is named for the courses of actions it recommends – Alert, Lockdown, Inform, Counter, Evacuate.

 

So we were apparently in the L.

 

During the assembly, the resource officer had said quite bluntly that there would be no coded messages. If a school shooter entered the building, officials would tell us in plain language what was happening so we could make an informed decision what to do.

 

But there was no additional message over the PA. That was it.

 

I went over to my computer to see if there was an email. Nope. Nothing.

 

I pressed refresh a few times. Nothing.

 

I asked the students to hush and just listened.

 

It was extremely quiet. Even the hallway was silent and it’s never that silent except during standardized testing.

 

My room has no windows to the outside. It’s a brick box with one wooden door containing a sliver of window.

 

The door was already closed and locked. We’re told to keep it that way just in case. But there’s an additional deadbolt you can click to make it even harder to gain access to the room.

 

“It’s probably nothing,” I said as I walked over to the door and surreptitiously clicked the deadbolt.

 

I asked student to finish their tests.

 

It seemed the best course of action. We could either worry about an unknown that was extremely unlikely or else just take care of our business.

 

It was hard getting the students to calm down. They were scared, and, frankly, so was I.

 

But this seemed the best thing we could do – Seek normalcy but stay vigilant in case things changed.

 

“Mr. Singer, may I use the bathroom?” asked one child.

 

“I’m sorry, but no.” I said. “Not until the lockdown is over.”

 

Somehow I quieted them down and the remaining students finished their tests.

 

It seemed to take them forever.

 

I stood by those who were finalizing answers in the hope that my physical presence would get them to concentrate.

 

For the millionth time I pondered the wisdom of grouping kids into classes based on test scores. All you end up doing is sorting them by poverty, race, trauma and behavior problems.

 

But they were soon done.

 

So they handed in the tests and we went over the answers.

 

“May I use the bathroom?”

 

“No. Not yet. Sorry.”

 

For about five minutes things went as they would on any other day.

 

But as soon as there was a lull in the activity, the fear and worry returned.

 

Students wanted to take out their cell phones and call or text home.

 

I told them not to.

 

“Why?” asked a boy in the front.

 

I knew the answer. We had nothing we could tell parents other than that there was a lockdown. We didn’t know what caused it or what was happening. If there was something bad going on, having parents come to the school would only make things worse.

 

But I just told him to put it away. I didn’t want to debate the situation. I didn’t want them (or me) to think about what might be happening.

 

We hadn’t finished watching the movie version of “The Outsiders” so I quickly put that on.

 

We only had about 15 minutes to go. And watching Dally get shot down by police probably wasn’t the best choice under the circumstances.

 

Still, the kids were focused on the film and not the lockdown.

 

We discussed how the movie and the book differed for a few moments.

 

But inevitably there was a lull.

 

We all got quiet and just listened. Nothing.

 

No. Down the hall we could hear something. Maybe a scuffle. Voices. It was hard to tell.

 

I started thinking of options, what to do if someone tried to enter the room. But it got quiet again.

 

Still no email. No message. Nothing.

 

I could call the office on my school phone, but that just might make things worse.

 

“Mr. Singer, I’ve GOT to use the bathroom!”

 

I looked around. I wasn’t sure what to do. I couldn’t let him out there. It would literally be better if he peed his pants.

 

He must have seen my confusion. “Can I just pee in a bottle or something?”

 

“Do you have a bottle?”

 

“No.”

 

I was about to tell him to take the garbage can into the corner and pee into it but there was no empty corner in the room.

 

Before I could remark any further, he said, “It’s okay. I’ll just hold it.”

 

That’s when I noticed the time. We had already spent more than the 40 minutes in the allotted period. The bell should have rung to get students to move to another room. That meant the bells were off.

 

The students noticed, too.

 

I kept telling them that everything was probably fine and that I wouldn’t let anything happen to them.

 

Then we noticed something weird out of the window in the door.

 

One of the school custodians was standing right outside the room.

 

He didn’t seem alarmed. He appeared to be looking for something.

 

Then another custodian walked up to him and they conferred in the hall.

 

We heard talking. Perhaps the principal in the distance.

 

Whatever was happening they seemed to have it under control and didn’t appear worried.

 

I had nothing planned for my students to do. We were well off book here. I couldn’t just start a new unit. I had no idea how long we’d be here.

 

So I asked them to take out their self-selected books and read.

 

They groaned.

 

“How are we going to concentrate on that?” someone asked.

 

I didn’t really have an answer but it was better to try than to worry needlessly.

 

So after some cajoling, they dutifully took their books out. Most just stared around the room listening to every nonexistent sound. But some at least appeared to be reading.

 

“Mr. Singer…”

 

NO YOU CAN’T USE THE BATHROOM!

 

Then not long after, the announcement came that the lockdown was over and students could move to their next class.

 

There was no explanation. Kids just breathed a collective sigh and went to their classes.

 

I let anyone use the restroom who asked. And I tried to teach through another class.

 

I truly expected a printed letter from the superintendent to be hand delivered to the room so the kids could take it home. But no. Perhaps there hadn’t been enough time to write, print and disperse one.

 

After the students were dismissed, I expected administrators to announce a staff meeting to let the teachers know, at least, what had happened. But there was nothing.

 

I went into another teacher’s room and saw a group talking. THAT was when I found out about what had happened.

 

A group of students in the high school had been fighting.

 

Apparently it was pretty bad – almost a riot. One child had been knocked cold and taken out of the building on a stretcher. The others had been removed by police.

 

When teachers had broken it up, some of the kids had run and were hiding in the building. That’s why the lockdown.

 

There was more on the 11 O’clock News. Some of the kids had filmed the fight with their phones and put it up on Snapchat.

 

We eventually got a letter from the superintendent and an email from another administrator saying that it had just been a minor fight.

 

Parents were on the news saying that administration hadn’t handled it properly, but no one showed up at the next school board meeting to complain.

 

And so life goes on.

 

The threat of violence always hangs over our heads.

 

It probably won’t ever come down to the worst case scenario. Yet the fact that it might and that no one really seems to be doing much of anything to stop it from getting to that point – that changes what it means to be in school.

 

We live with this reality everyday now.

 

It’s not fair to students. It’s not fair to teachers or parents.

 

But when you live in a society so broken that it can’t even begin to address its own problems, this is what you get.
