PA Gov. Wolf Fires Charter School Appeals Board. Every. Single. Member.

Being Governor of Pennsylvania must be one of the most thankless but important jobs ever.

With a hopelessly gerrymandered legislature, a majority of Republican lawmakers representing a minority of voters stops nearly anything from getting done for the rest of us.

If it weren’t for a Democratic Governor to act as a check and balance on this lunatic fringe, the state would devolve into chaos.

Case in point: the Charter School Appeals Board (CAB).

It took Gov. Tom Wolf, a Democrat, seven years to fire his predecessor’s appointments and nominate replacements to the CAB.

Yet the GOP legislature is crying crocodile tears that he’s exceeding his authority by doing so.

The board is supposed to be a place where charter schools can challenge decisions made by their local school boards.

Charters are schools that are funded by taxpayer dollars but can be privately operated.

They have to ask the local school board for permission to open a new school in their district. Since the new charter would double services already present at the existent public school and require both schools to split existing funding, there is little incentive for school boards to grant these requests.

But charters can bypass local government by going to the CAB. Or at least they could when the board still had sitting members on it.

The CAB consists of the Secretary of Education and six members who are appointed by the Governor and approved by the state senate.

However, closed door negotiations with the Republican controlled senate over who they would even consider approving over the years continually stopped Wolf from putting people forward as official nominees.

After all, why would Republicans work with Wolf? What incentive did they have to do so?

Refusing to work with the Democratic Governor kept the previous Republican Governor’s appointees in place long after their tenure should have expired.

This kept the CAB ideologically right wing so the members could rubber stamp charter schools left and right bypassing the will of duly elected school boards all over the Commonwealth.

Take the most recent approval in March of the Pennsylvania STEAM Academy – a school founded by Carolyn Dumaresq, former Republican Gov. Tom Corbett’s Education Secretary.

She literally sat on the board and worked with several sitting members of CAB when she was part of the Corbett administration. Now all these years later she appears before CAB for a hearing asking them to overrule the Harrisburg School Board that had originally denied her charter school’s application.

Guess who won?

The CAB unanimously sided with Dumaresq over elected members of the local community.

So Wolf finally gave these privatization zealots their walking papers.

It’s a pattern we’ve become sickeningly familiar with in Pennsylvania.

A problem arises. The GOP legislature does nothing or has no power so the Governor takes action to fix it. Then the GOP throws a hissy fit.

The house was just on fire and you doused the flames! You shouldn’t be allowed a bucket of water!

We saw the same thing with COVID. Wolf closed the state down to stop a global pandemic. And Republicans are still crying “Tyrant” over his use of executive power.

The far right love crying “Wolf” and blaming everything on the Governor, but make no mistake –  gridlock is exactly what they want.

That’s why Wolf’s action on CAB is so clever.

By firing the remaining members of the board, Wolf has functionally erased it from existence.

If the senate wants there to be a charter school appeals board, lawmakers need to vote on his nominees.

Wolf has nominated the following people to the board:

-Jodi Schwartz, a school board member from the Central Bucks School District

-Shanna Danielson, a teacher in the East Pennsboro School District in Cumberland County and former state senate candidate

-Stacey Marten, a teacher in the Hempfield School District in Lancaster County

-Ghadah Makoshi, a business owner and former candidate for Pittsburgh’s school board

-Nathan Barrett, superintendent of the Hanover Area School District in Luzerne County

 
One of the most exciting things about these nominees is how they might interpret the state’s 20-year-old charter school law.

Previous CAB members have refused to let school boards consider the financial impact of opening a new charter school. However, the state constitution requires public schools to provide a quality education to students in their district. Therefore, if opening a new charter school would adversely affect a districts finances, doesn’t the constitutional necessity to provide a quality education take precedence?

Many school privatization critics think it does. Will Wolf’s nominees?

Unfortunately, they have several hurdles to clear before the senate would vote on them and we’d find out.

Senate Republicans are already throwing a tantrum because Wolf placed Pennsylvania in a regional initiative to reduce greenhouse gas emissions.

How dare he endanger short term fossil fuel profits just to provide a cleaner environment for our kids and grandkids!

As a result, they’ve vowed to block the Governor’s appointment to a state utility commission. It’s doubtful they’d let CAB nominees through while blocking Wolf’s other appointment.

Moreover, there will doubtless be legal challenges to the Governor’s firing of previous CAB members.  

In the meantime, there are at least nine cases scheduled to be decided by CAB from Souderton, Southeast Delco, Pittsburgh, Harrisburg and Philadelphia. And that’s not even counting a recent pair of charter schools in Philadelphia where backers said they would appeal the local school board’s decision to deny their request to open.

Republicans may find themselves forced to choose between waiting out protracted legal challenges while their pet charters languish in appeals limbo or swallowing their pride, doing their damn jobs and voting on Wolf’s nominees!

Pittsburgh Charter Schools Take Federal Bailout Money Meant for Small Businesses

Are charter schools small businesses or public schools?

 

They can’t be both.

 

Several Pittsburgh area charter schools took a bailout meant for small businesses after already getting monetary relief meant for public schools.

 

Environmental Charter School at Frick Park, Hill House Passport Academy Charter School, Manchester Academic Charter School and Penn Hills Charter School of Entrepreneurship all applied for and received substantial low-interest loans from the federal government’s Paycheck Protection Program (PPP).

 

The $660 billion federal initiative was intended to help businesses keep employees on the payroll and off unemployment benefits during the COVID-19 pandemic. The loans will be forgiven if businesses meet certain conditions such as retaining or rehiring employees.

 

However, charter schools – including those in the Pittsburgh region – already should have received financial relief through the federal CARES Act.

 

Pennsylvania got $523 million to distribute to both authentic public schools and charters. However, of the two, only charters were eligible for additional PPP funds.

 

So these ‘Burgh charters are double dipping. They’re receiving aid from two different federal sources while authentic public schools only can get aid from one.

 

The Environmental Charter School at Frick Park got a $2 million – $5 million cash infusion from PPP.

 

The Environmental Charter calls itself a nonprofit organization but there are many reasons to be dubious.

 

First, nonprofits usually are dedicated to furthering some social cause like helping the poor and minorities.

 

However, The Environmental Charter actually caters to upper socioeconomic and white students.

 

It serves wealthier children than surrounding schools. Just one-third of Environmental Charter students are eligible for free or reduced lunches compared to 71% at Pittsburgh Public schools.

 

Moreover, only 30% of the charter’s students are minorities. Pittsburgh Public serves a student body of which nearly half are African American.

 

Next, there’s the issue of who runs the institution.

 

All charter schools in the Commonwealth have to be designated as nonprofits. However, many like the Environmental Charter School hire for-profit companies to actually operate their day-to-day functions and make almost all of their major administrative decisions.

 

The Environmental Charter is run by Virginia-based Imagine Schools, one of the nation’s largest charter-management companies with more than 71 charters nationwide.

 

Since Imagine writes the Environmental Charter’s operating budget, the management company ends up paying itself for a number of services.

 

After the school gets funding from state, federal and community taxes (this year including bailouts from PPP and the CARES act), it pays 12 percent back to Imagine. This came to $406,000 in 2009, according to an independent financial audit.

 

The school also pays Imagine on a $250,000 loan that the charter operating company took out to launch the program. Payments come out to about $2,500 per month over 20 years with an interest rate of 10.524 percent.

 

The charter also pays Imagine rent on its building which was purchased in 2006 by Schoolhouse Finance – Imagine’s real estate arm – for $3 million.

 

The lease costs $526,000 annually and is binding until 2032 unless the school loses its charter.

 

Given such facts, it’s hard to imagine why we’ve allowed our tax dollars to prop up a business venture that could certainly afford to reduce its profit margins rather than rely on public support.

 
Hill House Passport Academy Charter School got a $150,000 – $350,000 bailout from PPP.

 

Unlike the Environmental Charter, Hill House does actually cater to low income and minority children. In fact, it was founded to help Pittsburgh students who are failing in another district and in danger of dropping out unless they receive some kind of academic intervention.

 

However, the results haven’t been stellar. Where the Environmental Charter was too white, Hill House serves almost exclusively black students. It is exponentially more segregated than neighboring authentic public schools (96% minority) and its students still have extremely poor academic performance.

 

The question remains whether these results are better than they would be at an authentic public school. Does the charter provide any value for these students or is it just a holding area?

 

Like the Environmental Charter, this so-called nonprofit hires a management company. In this case, it’s the infamous K12 Incorporated – a nationwide cyber charter network with a record of academic failure and financial shenanigans.

 

In 2016, the company reached a $168.5 million settlement with the state of California. The state claimed K12 had reported incorrect student attendance records and otherwise lied about its academic programs. The company ended up settling with the state for $2.5 million with an additional $6 million to cover the state’s investigation and K12 voided $160 million in credits it had given to the affiliated schools to cover the cost of their contracts.

 

Hill House offers a blended model with in-person teachers and virtual classes somewhat different than most K12 schools.

 

However, why the state should bailout such a dubious endeavor is beyond me.

 

Manchester Academic Charter School got a $350,000 – $1 million loan from PPP.

 

It is one of the oldest charter schools in the city, having started as a tutoring program in 1968 and becoming a full fledged charter school in 1998.

 

However, like Hill House, it is infamous for racial segregation and low academic performance. Approximately 99% of students are minorities.

 

In 2016-17,only 12% of the school’s students were proficient in math (state average is 46%) and 37% were proficient in language arts (state average is 63%).

 

Where Manchester fails at academics, it excels at administrative salaries. The school’s administrators take home beaucoup bucks while being responsible for fewer students than those at authentic public schools.

 

For example, Vasilios Scoumis, Manchester CEO for more than two decades, is given a $146,000 salary not counting a potential $15,000 yearly bonus though he is only responsible for 340 students.

 

Compare that with Pittsburgh Public Schools Superintendent Dr. Anthony Hamlet. He earns a $210,000 salary for managing a district of about 24,000 students.

 

But such high salaries for relatively little work aren’t only a hallmark at Manchester.
Environmental Charter School CEO John McCann earned $120,000 with a school enrollment of 630 students.

 

Nice work if you can get it!

 

Speaking of which, Penn Hills Charter School of Entrepreneurship got $350,000 – $1 million from PPP.

 

This is another so-called non-profit school run by the Imagine Schools company. It is highly segregated with 82% minority children.

 

Only 32% of students are proficient in math and 57% in reading – again below state averages.

 

The school suffered a scandal in 2015 when the state Charter Review Board overruled Penn Hills School Directors decision to deny allowing the charter to expand into a second building.

 

But given that the Charter Review Board is made up of six members – charter school advocates chosen by former Republican Governor Tom Corbett – any pretense to impartiality is laughable.

 

Penn Hills School Board – a duly elected body, not government appointees – outlined criticisms of the charter that do not put the entrepreneurial venture in a positive light.

 

Penn Hills School Board said the charter had failed to produce current student rosters, failed in record management, failed to accurately maintain student tuition payments, improperly billed the school district for special education students, failed to maintain and develop Individual Education Plans (IEPs), had poor academic growth and is under a Department of Education Corrective Action Plan setting forth 31 areas of needed improvement.

 
Directors were also leery of the venture because the charter planned to use half of the new building for students and to lease the remainder as office space.

 

Finally, the charter school sucks away necessary funding from the authentic public school. The Penn Hills School District paid Imagine about $3 million in 2014-15. Costs increased to $12 million a year and continue to rise.

 

So one wonders why we’re throwing more money at these charter schools.

 

Nina Rees, executive director of the National Alliance for Public Charter Schools (NAPCS) has spoken out of both sides of her mouth on the issue. She has insisted that charter schools be regarded as public schools and eligible for emergency aid – all the while advising charter schools also to apply for federal rescue funds for small businesses devastated by the pandemic.

 

Carol Burris, Executive Director of the Network for Public Education, did not mince words.

 

“Once again, the charter sector, through the lobbying efforts of Nina Rees…worked behind the scenes to gain fiscal advantage for the privately operated schools they claim are public schools.”

 

Education historian Diane Ravitch agreed.

 

“Charters claim to be ‘public schools’ when that’s where the money is,” she said. “But when the money is available for small businesses, they claim to be small businesses.”

 

Charters go where the money is.

 

We get the privilege of paying the tab.

 

If it were up to U.S. Treasury Secretary Steve Mnuchin, we wouldn’t even know about it.

 

Mnuchin only released the information to the public after 11 news organizations sued the Small Business Administration .

 

Even now, not all of it is available.

 

Moreover, the deadline to apply for a PPP loan has been extended to Aug. 8.

 

So if you haven’t seen some of the most infamous neighborhood charter schools taking advantage of the program, it may only be a matter of time.

 

ProPublica has put all the information into an easy to use search engine. Just enter a zip code and it will display all the businesses located there that received PPP loans.

 

This includes high tuition private prep schools like Sewickley Academy and Shady Side Academy both of which got $2 – $5 million, Winchester Thurston School which got $1 million – $2 million, and the charter schools listed above.

Good News: Harrisburg is Not Cutting Education Funding! Bad News: Handouts for the Rich & Charter Schools

If you live in Pennsylvania, you can breathe a sigh of relief now that the legislature has passed a stopgap budget that does not cut education funding.

 

But you can let out that breath in a cry of disgust when you see where much of that money is going and how many underprivileged kids will be left wanting.

 

GOOD NEWS

 

With the economy in tatters due to the Coronavirus pandemic, the state legislature never-the-less passed a budget this week providing flat funding for most state programs for five months.

 

The major exception is public schooling. That has been fully funded for the entire year.

 

So for 12 months, there will be no state cuts to basic and special education or block grant programs for K-12 schools. Nor will there be state cuts to pre-kindergarten programs or colleges and universities receiving state funding such as community colleges.

 

That’s really good news in such uncertain times.

 

School directors can get their own financial houses in order for 2020-2021 without wondering whether the state is going to pull the rug out from under them.

 

In any other year, flat funding would be a disappointment though.

 

Public schools have basically three revenue streams – the federal government, the state and local neighborhood taxpayers.

 

The federal government pays about 10% of the cost across the board. The problem in Pennsylvania is that the state isn’t meeting its obligations thereby forcing local neighborhoods to shoulder most of the costs.

 

Pennsylvania state government pays a ridiculously low percentage of the bill – 38%.  That’s the 46th lowest in the country. The national average is 51%.

 

In rich neighborhoods, the local tax base can pick up the slack. In middle class neighborhoods, they can try. But poor communities end up relying more on the state to help or else their kids (who already have greater needs growing up in poverty) have to do without.

 

Last year, Democratic Gov. Tom Wolf was able to increase funding for K-12 schools by $160 million, $50 million more for special education and $25 million for Pre-K programs.

 

Even this victory was a baby step to healing the billions of dollars looted from our schools during Republican Tom Corbett’s administration which has never been fully replaced or outpaced with increased inflationary costs.

 

Flat funding is great in a time of a global pandemic.

 

But in the broader view, it still shirks our duties to subsequent generations.

 

BAD NEWS

 

The 2020-21 state budget also includes $200 million in one-time funds to help districts pay for additional costs incurred during the Coronavirus crisis.

 

This includes the price of new technology to allow for distance learning, as well as deep cleanings in school buildings, new materials, remodeling, etc.

 

This money includes $150 million received from the federal government’s CARES Act and $50 million from state taxpayers.

 

That’s good news. Districts need extra money to help with unforeseen costs during this health crisis.

 

Unfortunately, this money is not being allocated by need.

 

Those with greater problems are not given more money to deal with them. Instead, the money is being divided nearly evenly.

 

If you think that’s fair, imagine dividing $10 so a rich person, a middle class person and a poor person could get lunch. They’d each get $3 and change. The poor person can eat off the dollar menu at a fast food restaurant. The middle class person can use it to pay for tip at a sit-down restaurant. And the rich person can light his cigar with it on the way to a fine dining establishment.

 

In the case of theCOVID-19 stimulus money, each school district will get a minimum of $120,000 while each intermediate unit, career and technical center, charter school, regional charter school and cyber charter school gets $90,000. If there is any money left over, those funds will be distributed to school districts based on 2018-19 average daily membership.

 

However, why should cyber charter schools receive this money at all? They don’t have any extra costs for transitioning to distance learning. That is their stock and trade already. Moreover, they don’t have buildings that need deep cleaning or remodeling. This money is a no strings gift to such enterprises while other educational institutions go wanting.

 

Moreover, brick and mortar charter schools almost always serve smaller student populations than authentic public schools. Why should they receive a flat $90,000? Wouldn’t it be better to given them a portion of this money based on the number of students they serve and the degree of poverty these kids live in?

 

In fact, wouldn’t it make more sense to do the same among authentic public school districts, too? Why should a rich district where almost everyone already has wi-fi and personal technology devices get the same as a poor one where these services are much less widespread? Why should the state give the wealthy as much help as those who can’t meet their basic obligations to children without it?

 

It’s not like the Commonwealth doesn’t already have a measure to allocate funding more fairly. The legislature passed a bipartisan Basic Education Funding formula that we could have used to ensured districts would have received funding proportionate to the needs of their students.

 

The fact that the legislature neglected to use it here shows too many in the Republican majority are not committed to equity. In fact, they revel in being able to bring unnecessary money to their wealthier districts.

THE COMING STORM

 
These measures from the state legislature are a start at addressing the financial impact of the 
Coronavirus crisis.

 

But the worst is yet to come.

 

Across the nation with the inevitable loss of taxes after shutting down the economy to save lives during the global Coronavirus outbreak, local districts are bracing for a 15-25% loss in revenues next fiscal year.

 

In Pennsylvania, districts anticipate $850 million to $1 billion in revenue shortfalls.

 

That could result in massive teacher layoffs and cuts to student services just as the cost to provide schooling increases with additional difficulties of life during a worldwide pandemic.

 

The state legislature can’t fix the problem alone.

 

The $13.5 billion in CARES Act stimulus provided to states is a fraction of the $79 billion that the federal government provided during the Great Recession. U.S. Congress needs to step up federal aide to protect our children and ensure their educations aren’t forfeit for economic woes they played no part in causing.

 

At the same time, Harrisburg can do more to stop giving handouts to educational entities that don’t need or deserve it thereby freeing up that money to patching holes in funding streams to local districts.

 

At the top of the list is charter school funding reforms already proposed by Gov. Wolf.

 

It is way passed time to end gross overpayments to cyber charter schools and eliminate all charter schools ability to profit off of students with disabilities. Gov. Wolf estimates this would save districts more than $200 million while stopping wasteful spending by charters on advertising and other things that should not be bankrolled by taxpayers.

 

Another way to generate extra money is to stop letting businesses and the wealthy cut their own taxes to support private and parochial schools.

 

The Educational Improvement Tax Credit (EITC) program allows people and businesses to donate their expected tax bill to the state for the purpose of helping parents pay off enrollment at a private or religious school for their children. Then these same people or businesses get between 75-90% of that donation back.

 

So if your tax bill is $100 and you donate $100, you can get back $90 – reducing your total tax bill to a mere 10 bucks.

Heck! Since this money is classified as a “donation” you can even claim it on your taxes and get an additional refund – even to the point where you end up making money on the deal! Pennsylvania even allows a “triple dip” – so you get the EITC tax credit, a reduction in your taxable income, and a reduction in your federal taxable income. We actually pay you to shortchange us on your taxes!

Now I’m oversimplifying a bit since you can only use the EITC for up to $750,000 a year, but it’s still a sweet deal for those who take advantage of it.

 

Meanwhile, this is less money for the rest of us to pay for much needed services. We lost $124 million in 2018-19, alone, to this program. Yet the legislature still voted to increase the program by $25 million last year.

 

We cannot afford to give away hundreds of millions of dollars annually to private and parochial schools while our authentic public schools which serve more than 90% of our children are underfunded.

 

And this doesn’t even address the blatant unconstitutionality of the program which, itself, is an obvious workaround to the separation of church and state!

 

It’s high time we closed this and many other loopholes that allow unscrupulous people and businesses to get away without paying their fair share.

 

Societies only work when everyone pulls their weight.

 

The commonwealth will only weather this storm if we stop the fiscal shenanigans and pull together for the benefit of all.

 

We are all being tested here.

Vulture Voucher Bill Latest in Mike Turzai’s Quest to Please Betsy DeVos in PA

The best way to help a struggling public school is to cannibalize it.

 

 

At least that’s what Betsy DeVos thinks – and so does her Pennsylvania puppet Mike Turzai.

 

 

The Republican Speaker of the state House is expected to propose a school voucher bill Monday that will treat Harrisburg Schools as nothing more than carrion fit for plunder by school privatization vultures.

 

 

Sure the district is in state receivership after decades of neglect and bad decisions by five members of the elected school board and administrators.

 

 

But instead of helping the school and its students get back on their feet, Turzai proposes siphoning away as much as $8.5 million in state funding set aside for the school’s aide. Alternatively, that money would go to help offset some of the cost of sending Harrisburg students to private or parochial schools if they so desire.

 

 

There are already 612 children living in district boundaries who attend nonpublic schools who would immediately benefit. So even if no additional students decided to take advantage of the program, that’s a $2.5 million cost to cover partial tuition for students the state is not currently paying to educate. If any additional students decided to take advantage of the program, the cost would increase.

 

 

However in lieu of any safeguards to make sure these children fleeing from the public system receive the same quality of services required by state law, Turzai’s bill goes out of its way to protect the vultures!

 

 

Under House Bill 1800, private or parochial schools won’t be held as accountable for how they spend the money they plunder from Harrisburg nor will it force them to enroll all comers like authentic public schools are required to do.

 

 

Specifically, non-public schools would be allowed to take public tax dollars but refuse any students they wished – based on gender, race, religion, even special educational needs.

 

 
It’s bad policy and bad politics.

 

 
Essentially Turzai is proposing we swoop in and tear the district to pieces – for its own good.

 

 

The bill would force state taxpayers to pay for half the cost of the voucher program – essentially making us shell out our hard earned money for two parallel education systems.

 

 

It’s unclear where the other half of the money would even come from that the state is supposed to match.

 

 
Thinking people know this is nonsense on so many levels. If the public schools have problems, there’s no reason to believe school vouchers hold the answer. After all, the best way to save yourself from drowning is to patch up the boat you’re already on. You shouldn’t jump to a lifeboat willy-nilly with no assurance that your escape craft is more seaworthy than the one you’re already sailing on.

 

 

And in fact, there is no evidence that voucher schools are better than authentic public schools.

 

 

Countless academic studies back this up. A recent 25-year meta analysis from Stanford University concluded that school vouchers do nothing to improve student achievement and distract from real solutions that could yield better results.

 

 

A 2018 Study from the University of Virginia found that once you take family income out of the equation, there are absolutely zero benefits of going to a private school. The majority of the advantage comes from simply having money and all that comes with it – physical, emotional, and mental well-being, living in a stable and secure environment, knowing where your next meal will come from, etc.

 

 

A 2018 Department of Education evaluation of the Washington, D.C., voucher program found that public school students permitted to attend a private or parochial school at public expense ended up getting worse scores than they had at public school.

 

 

Their scores went down 10 points in math and stayed about the same in reading.

 

 

The results of these studies were so damaging that school voucher lobbyists no longer even try to make the argument that sending kids to private or parochial schools has academic benefits. Instead they rely on the ideological belief that privatization is always better than public services.

 

 

Turzai is literally proposing legislation on an outdated far right talking point. But his whole plan isn’t exactly fresh. We’ve seen versions of it almost every legislative session.

 

Once Turzai introduces the bill next week, it’s expected that his Republican colleagues who have a majority in both the House and Senate due to grossly gerrymandered districts will vote to pass it. Democratic Gov. Tom Wolf has promised to veto it.

 

While Republicans have the numbers to overturn any veto, it is doubtful they would actually do so. Historically they only need to show DeVos and her billionaire friends like the Koch Brothers that they tried to pass their ALEC-written legislation. They don’t actually have to pass it. In fact, doing so would make them responsible for it and could result in voters – even in such gerrymandered districts – turning against them.

 

After all, school vouchers are incredibly unpopular. Every time the issue has been left to a popular vote, it has been turned down.

 

And Republicans know that. This is just theater to please the wealthy donor class.

 

Unless people stop paying attention. Then they may try to sneak it through.

 

Because there’s a lot more at stake than just disrupting the recovery process at Harrisburg schools.

 

The bill as drafted would only currently apply to Harrisburg – specifically when a receiver is appointed in a school district of the second class located in a city of the third class, within a county of the third class.

 

But all it would take is a receiver to be appointed for the following districts to be affected:

 

Allentown City, Bethlehem Area, Coatesville Area, Easton Area, Erie City, Hazleton Area, Hempfield Area, Lancaster, Penn-Trafford, Reading, Wilkes-Barre Area and York City school districts.

 

So this could easily become a backdoor voucher initiative for our poorest districts to become the next course on the buzzards’ menu.

 

 

But perhaps the strangest turn in this whole concern is Turzai’s apparent ambition.

 

 

He seems to be trying to position himself once again as the next gubernatorial challenger to Democrat Wolf.

 

 

And how is he planning to define that challenge? As a clone of the last dope who tried it – Scott Wagner.

 

 

Republicans don’t seem to get the message. Voters – regardless of political affiliation – care about public schools.

 

 

They ousted Tom Corbett when he slashed school funding. They voted against Wagner in droves. And the best Turzai can think to do is ape these two fools?

 

 

DeVos, herself, is perhaps the most unpopular Education Secretary in history – and that’s even with the stiff competition of Arne Duncan and John King.

 

 

School privatization is a political loser.

 

 

No one wants to violate the separation of church and state just to give private businesses a larger cut of our tax dollars.

 

 

We want equity for our public schools so all our students can learn.

 

 

Why can’t birdbrains like Turzai get that through their skulls?

 

 

Perhaps if they stopped picking through the bones of struggling schools they would.

What Will It Take to Get Equitable School Funding in Pennsylvania – a Statewide Teachers Strike!?

What if every public school teacher in Pennsylvania refused to come to work on Monday?

What if instead they took to the streets with signs and placards, bullhorns and chanted slogans.

Maybe:

“Hey! HEY! Ho! HO! This Unfair Funding Has to Go!”
Or:

“What do we want!? FAIR FUNDING! When do we want it? YESTERDAY!”

The problem is that from Pittsburgh to Philadelphia and all places in between, the Keystone state has the most unequal school funding system in the country. And no one in Harrisburg seems able and/or willing to do a damn thing about it.

Nor is anyone going to do much again this year.

Gov. Tom Wolf didn’t mention it once last week during the Democrat’s first budget speech to the legislature after being re-elected.

Don’t get me wrong. He’s not exactly ignoring the issue. His newly proposed budget asks for a $200 million increase in education funding.

But that’s far from what’s needed to heal the billions of dollars schools lost during the massive budget cuts of Tom Corbett, the former Republican governor, nor does it address the underlying inequity of how we fund these schools in the first place.

Sadly, failing to fix education funding gaps is par for the course in Harrisburg.

Every year Democrats complain about the problem, suggest repairing it, and then are denied everything but an incremental increase by the Republican-controlled legislature.

Every year, that is, until this one.

This is the first time Democrats have seemingly given up on solving the problem and just proposed the incremental increase that they suspect Republicans will approve.

It’s a pitiful situation to accept as status quo.

One could argue that it’s the electorate’s fault. After all, if they keep voting for Republicans that make it clear they don’t support equity in education, that must represent the will of the people.

Except it doesn’t. Fair funding is popular among voters everywhere in the Commonwealth. And it’s one of the reasons they elected and re-elected Wolf. However, when it comes to state government, legislative districts are so gerrymandered, the will of the people gets ignored.

In November, Democrats got 381,000 more Pennsylvania votes than Republicans to represent them in the state House. But Republicans still kept the majority.

So what can you do when your voice is smothered by red tape?

You can turn to the Democratic governor who is the only thing stopping the opposition from gutting schools even further. You can ask him to push lawmakers on both sides of the aisle to get off their collective asses and do their jobs.

But Wolf does not seem ready to spend his political capital in this way.

According to an Associated Press article by Marc Levy:

 

“For his part, Wolf’s office says he remains open to a discussion with the Legislature on making school funding fairer. However, someone else may have to carry the torch.”

Just who could this “someone else” be?

As usual, it may have to be the Commonwealth’s teachers.

As in every state, when governments and communities can’t or won’t do right by their children, educators step up.

We buy classroom supplies, we feed the hungry, we dry the tears, and when all else fails we put our jobs on the line and strike until school boards, legislatures and governors do the right thing.

Some have suggested that’s what’s needed here.

There have been at least nine large-scale teachers strikes across various states in the last 12 months. This includes actions in Arizona, Georgia, Kentucky, North Carolina, Oklahoma, Virginia, West Virginia, and – most recently – Los Angeles, California, and Denver, Colorado.

They began in Republican dominated states but have spread to those governed mostly by Democrats.

The Denver strike ended Thursday morning with an agreement between the Denver Classroom Teachers Association and Denver Public Schools. After three days on the picket line, teachers may be returning to their classrooms having achieved their goals.

In today’s climate of dark money and political gridlock, collective action seems the only way to get anything done.

Perhaps we need an army of the state’s 123,000 educators to walk out of their classes in unison demanding fair funding for our most vulnerable students.

Such a move would be unprecedented. To my knowledge, teachers strikes in the Commonwealth have always involved educators and staff at one of the hundreds of districts, not a unified action of teachers throughout the state. A movement on this scale would require cooperation and buy in from the Pennsylvania State Education Association (PSEA), National Education Association (NEA) and American Federation of Teachers (AFT). And union bosses are rarely motivated to endorse such measures without being forced to it by grassroots pressure from members.

Moreover, it would put teachers unions in a dangerous position. Each district contract has a no strike/no lockout clause guaranteeing that membership won’t walkout during the life of a contract. Where we’re seeing these major nationwide strikes either the contract has expired like in Denver and Los Angeles or they’re so-called “Right-to-Work” states without these explicit worker protections.

It’s doubtful the state could actually fire and replace the more than 100,000 teachers in its employ, but the worst case scenario for a state-wide strike in Pennsylvania would be the invalidation of all existing contracts, the loss of arbitration, grievances, collective bargaining and even putting retirement at risk.

That’s a lot to ask of educators – though creative organizers could find ways to avoid or mitigate the risk – for instance with a sick out or mass demonstrations on weekends or holidays.

I – for one – am sick of watching my middle school students overstuffed into classrooms with crumbling infrastructure and meager resources while a few miles down the road the rich kids have small classes and schools that look like palaces. I’ll bet there are a lot of teachers and parents who feel the same way.

Perhaps it’s time for us to take to the streets.

Perhaps it’s long past time.

When I say the state is the most inequitable in the country, that’s not hyperbole.

It’s according to several studies done over multiple years by groups like the Associated Press and the U.S. Department of Education.

More than any other, the Keystone State gives a boost to rich kids and a boot to poor ones.

Why?

You have to understand where the money comes from to educate kids in America.

Public schools have basically three revenue streams – the federal government, the state and local neighborhoods.

The federal government pays about 10% of the cost across the board. The problem in Pennsylvania is that the state isn’t meeting its obligation thereby forcing local neighborhoods to shoulder most of the cost.

Pennsylvania state government pays a ridiculously low percentage of the bill – 38%.  That’s the 46th lowest in the country. The national average is 51%.

In rich neighborhoods, this is no problem. In middle class communities, it’s not much of one. But in poor communities, there isn’t enough money to make up the difference. Their kids have no choice but to do without.

So kids from rich communities get everything. Kids from middle class communities get most of what they need. And kids from poor communities get whatever scraps are left at the bottom of the barrel.

It’s trickle down economics – Pennsylvania style.

And it’s an intolerable situation!

According to an Associated Press analysis of 2016-17 state data on school district spending, middle class districts spend as much as $673 more per student than poor districts. Rich districts spend about $4,300 more per student.

According to the U.S. Department of Education, poor schools in the Commonwealth spend 33 percent less on their students than rich ones. That’s a significantly larger difference than the next-closest state, Vermont, where the spending difference between rich and poor schools is only 18 percent. Three other states — Illinois, Missouri and Virginia — have gaps of 17 percent.

We can’t keep kicking minorities and the destitute to the curb. We can’t keep giving the rich and middle class every opportunity to succeed while depriving the poor of that same chance.

Wolf, the Democrats and a few Republicans have tried several times to fix the problem.

First, they attempted large increases in education funding to catch up to where funding would be if the Corbett cuts hadn’t happened coupled with the rising costs caused by inflation.

In 2015, the governor proposed a $400 million increase but funded it with a tax increase on the rich that almost all Republicans refused.

Then he tried to bring the state share of education funding up to 50% by using a more equitable tax plan. He proposed cutting property taxes in poorer districts and replacing them with higher state taxes elsewhere. However, Republicans saw it as an opportunity to completely eliminate property taxes and cut school funding even further. It ended in a stalemate and another incremental education increase.

If the legislature wouldn’t approve the necessary spending increases to heal the cuts it made under Corbett, Wolf at least wanted lawmakers to approve dividing the money up more fairly among the state’s 500 school districts.

A funding formula had been approved four years ago to reflect changes in school district attendance and wealth that had been ignored for a quarter century. This would result in more support for poorer schools and less for wealthier ones.

And there’s the sticking point. Lawmakers wouldn’t approve a plan that would provide less funding to 70% of the state’s districts – but neither would they increase school spending to make up the difference.

You’d think that such legislative gridlock might make voters lose hope. However, there is a mass movement of people at the grassroots level demanding change for our children.

Most notably, the parents of six school children, six school districts, the NAACP and a rural schools group are suing the state over education funding.

The lawsuit – now in its fourth year – is scheduled for trial before the state Supreme Court in 2020. So at best, relief is still a ways in the future. Many are hoping justices will order the legislature to dramatically increase its investment in public schools. But the outcome is certainly not a sure thing.

Could striking teachers in red and blue states be showing us in Pennsylvania the solution?

Might it be time to raise our teacher voices in the purple states, too?

And is there a path to equity through collective action that doesn’t hang teachers out to dry?

Ten of 15 Cyber Charter Schools in PA Are Operating Without a Charter – Close Them All

Cyber charter schools are an experiment that failed.

 

 

It’s time to pull the plug and recoup our losses.

 

 

First, let’s get straight exactly what we’re talking about here.

 

 

Like all charter schools, these are contracted institutions. In fact, that’s what charter means – they’re independent businesses that sign a deal with the state to teach kids.

 

 

So they’re publicly financed but privately run. And in the case of cyber charters, they agree to educate children online without the benefit of a physical building.

 

 

Students access lessons via computer or other device, submit work electronically, get virtual feedback and assessment.

 

 

At best, these institutions are the grade school equivalent of the University of Phoenix – good only for independent, self-motivated learners. At worst, they’re the kiddie version of Trump University – a total scam.

 

 

In Pennsylvania, 10 of the state’s 15 cyber charter schools are operating with expired charters, according to a report by the Philadelphia Inquirer.

 

That’s incredibly significant – especially for an industry that enrolls about 35,000 students across the state.

 

These are charter schools operating without a charter. They only get the right to operate because a local school district or the state has signed a contract allowing them to do so.

 

If you hire a plumber to fix your toilet, you give him the right to enter your house and do what needs to be done. That doesn’t mean the plumber can walk in anytime he feels like it. There is a limited term of service. Once that term is up, the plumber needs to get out.

 

In the case of these cyber charters, the authorizer is the Pennsylvania Department of Education (PDE).

 

Charters are initially issued for three to five years. They are an essential contract between the schools and the supervisory body. The school details how it will operate, what curriculum and education strategies will be used, etc.

 

 

The state has the option to revoke the charter if the school violates its agreement or fails to meet requirements for student performance or fiscal management.

 

 

After the initial period, charters must be renewed every five years in the state.

 

 

Yet for the majority of the Keystone state’s cyber charter schools, this has not happened. The charter agreements have been left to lapse without any decision being made by state officials to renew or cancel them.

 

 

Some of the reluctance to decide may stem from the fact that the state Charter Appeal Board – the body which decides on appeals of charter applications – are all serving out expired terms, themselves.  They were all appointed by the previous governor, Republican Tom Corbett, a notable privatization ideologue.

 

 

The current Governor Tom Wolf, a Democrat now elected to his second term of office, still hasn’t gotten around to appointing new ones.

 

 

Another issue gumming up the works could be staffing issues at PDE that make it impossible to handle the reviews in a timely manner. It could be because the cyber charter schools have not provided all the data required of them by the state for the review to be completed on time. Or it could be because state officials are struggling with a fair and adequate metric with which to assess these schools.

 

 

CYBER CHARTER’S DISMAL ACADEMIC RECORD

 

 

To be frank, the latter option has to weigh heavily on state auditors. After all, it’s no secret that these schools are an educational disaster. On-line schools in Ohio, Georgia, Indiana, Nevada and New Mexico are all being closed by their respective states.

 

Study after study consistently shows that cyber charters are much less effective than traditional public schools – heck! They’re even less effective than brick and mortar charter schools!

 

A recent nationwide study by Stanford University found that cyber charters provide 180 days less of math instruction and 72 days less of reading instruction than traditional public schools.

 

Keep in mind that there are only 180 days in an average school year. So cyber charters provide less math instruction than not going to school at all.

 

 

The same study found that 88 percent of cyber charter schools have weaker academic growth than similar brick and mortar schools.

 

Student-to-teacher ratios average about 30:1 in online charters, compared to 20:1 for brick and mortar charters and 17:1 for traditional public schools.

 

 

Researchers concluded that these schools have an “overwhelming negative impact” on students.

 

And these results were duplicated almost exactly by subsequent studies from Penn State University in 2016 (enrolling a student in a Pennsylvania cyber charter school is equal to “roughly 90 fewer days of learning in reading and nearly 180 fewer days of learning in math”) and the National Education Policy Center in 2017 (cyber charters “performed significantly worse than feeder schools in both reading and math”).

 

Even the state’s own data shows lower graduation rates and standardized test scores at cyber charters than at traditional public schools.

 

According to a 2015-16 state PDE report, about 86 percent of public school students across the Commonwealth finished high school in four years. During the same time, only about 48 percent of cyber charter school students graduated in four-years.

CYBER CHARTER’S COST TOO MUCH

 

But providing such a poor service to Pennsylvania students is only one reason these schools are problematic. They’re also ruinously expensive.

 

 

They cost taxpayers more than $463 million in 2016-17 alone.

 

The state charter law grants these schools as much money per pupil as brick and mortar schools, yet their costs are much less having forgone a physical building and all that goes with it.

 

So cyber charters get whatever the local per-pupil expenditure is. It doesn’t matter if a district spends $8,000 on each student or $20,000. Whatever the amount, that goes to the cyber charter.

 

However, the cost of educating kids is drastically reduced online. Their programs are bare bones compared with what you get at a traditional public school. Most online charters don’t have tutors or teacher aides. They don’t offer band, chorus or extra-curricular activities. You don’t have to pay for any building costs, grounds, upkeep, large staff, etc. But the funding formula ignores this completely. Cyber charters get to keep the difference – whatever it is. In fact, they have an incentive to keep as much as possible because they can do almost whatever they want with it. That includes putting it into operators’ pockets as profit!

 

And when it comes to special education funding, it gets worse. In Pennsylvania, our funding formula is so out of whack that charters schools of all stripes including cyber charters often end up with more funding for students with special needs than traditional public schools get. However, because of this loophole in the Commonwealth, Pennsylvania online charters have been increasing the number of special education students they enroll and even working to label as many of their students as possible as needing special services on the flimsiest of pretexts.

 

According to a report by the Pennsylvania Association of School Administrators (PASA), tuition for special education students is often twice as much at cyber charter schools than at traditional public schools.

 

CYBER CHARTER FRAUD

 

Unsurprisingly, these conditions have lead to rampant fraud and malfeasance.

 

Just this past year (2018) the head of the largest cyber charter chain in the state was sentenced to jail for siphoning $8 million from his school into his own pockets.

 

PA Cyber Charter founder Nicholas Trombetta was found guilty of tax fraud in relation to the theft of public funds. He used that money to buy an airplane, a $900,000 condo, houses for his girlfriend and mother, and nearly $1 million in groceries and personal expenses, according to the grand jury. Trombetta allegedly set up numerous for-profit and nonprofit businesses to provide goods and services to the cyber charter. Federal investigators filed 11 fraud and tax conspiracy charges against him and indicted others in the case.

 

Another cyber charter founder, June Brown, was also indicted for theft of $6.5 million. Brown ran the Agora Cyber Charter School, which was part of the K12 Inc. empire of virtual charters. She and her executives were indicted on 62 counts of wire fraud, obstruction of justice and witness tampering. She was well known for student test scores and had a reputation for claiming large salaries and filing suits against parents who questioned her, the Philadelphia Inquirer reports.

 

WHAT TO DO ABOUT IT

 

It’s no wonder the state has been tardy renewing these schools’ charters!

 

Frankly, there is no good reason to continue lavishing taxpayer dollars on a system of education that provides  subpar services at an exorbitant expense and is subject to runaway fraud.

 

But lawmakers have always been reluctant to do the right thing.

 

After all, there are a slew of wealthy investors who want to make sure the money train of taxpayer dollars keeps flowing to their shady businesses. And lawmakers who enable them are assured hefty campaign contributions.

 

The only chance we have of saving our children from this monstrous abuse of power and saving our wallets from this shameful waste of funding is if voters make their intentions known.

 

The people of Pennsylvania need to stand up and demand an end to the cyber charter school experiment.

 

We need lawmakers with the guts to stand up to big money and rewrite the state’s charter school law.

 

And that’s part of the problem. The law is a joke.

 

It’s more than 20 years old and was only amended once in 2002 to allow cyber charters.

 

Subsequent attempts at requiring more accountability have resulted in horrible compromise bills that would have made the situation much worse and – ultimately – no vote.

 

With Ohio and California, Pennsylvania was in the “big three” cyber-charter states in 2016, accounting for half of cyber charter enrollment nationally, according to the industry’s authorizers’ association. While 35 states and the District of Columbia allow full-time cyber charter schools, eight do not, including neighboring New Jersey.

 

The right course is clear.

 

We just need a people-powered movement to force our lawmakers to do it.

 

Either that or replace them with those who will.

Want to Make a Difference? Canvass for Local Candidates You Believe In

Knock! Knock! Knock!

 

I stood there on the porch staring at my own knuckles in disbelief.

 

My 9-year-old daughter was looking up at me with a look like “What did you just do?”

 

But there was no time to say anything.

 

The door was opening.

 

An older gentleman stood in the entryway looking like he had just been stirred from sleep.

 

“Hello! Is this…” I began and Pam, who was standing next to me filled in the name.

 

“Yes,” he grumbled.

 

I introduced the three of us and told the man that we were canvassing his neighborhood for two local candidates running for state legislature.

 

And then I stopped because I wasn’t sure what to say next.

 

Luckily Pam jumped in and told him what our candidates stood for – education, healthcare and working families.

 

“Are these Democrats?” he groused. “I’m done with them. After what they did to that judge, I’m done.”

 

“You mean Kavanaugh?” I said.

 

He nodded.

 

My mouth opened to say something but what do you say?

 

Brett Kavanaugh was accused by multiple women of sexual assault but was saved from a thorough FBI investigation by his buddy, Donald Trump. He cried, whined and spouted partisan conspiracy theories yet still was confirmed to a lifetime appointment to the U.S. Supreme Court.

 

Really, what was this guy’s problem? Did he think we shouldn’t investigate Supreme Court Justices when credible accusers hurl accusation of abuse? Did he think Kavanaugh’s chief accuser – Dr. Christine Blasey Ford – made the whole thing up so that she could have her reputation forever tied to an attempted rape and her family displaced from their home and forced into hiding because of constant death threats? Did he think we should give privileged white guys lifetime judicial appointments based on what? Political affiliation? Skin tone?

 

 

Pam tried to bring up a few other topics – about how Republicans in our state of Pennsylvania are actively working to cut this man’s healthcare, calling this man’s generation “the greediest generation” and other topics.

 

But it did no good. Fox News had gotten there first.

 

So we handed him our campaign literature, thanked him and went on our way.

 

Sometimes that’s the best you can do.

 

And it’s not nothing.

If you’re reading this blog, I’m assuming you’re a lot like me.

 

You see the madness of our modern age and wonder what the heck went wrong?

 

A reality TV show clown is President of the United States of America. And all over this country, the conservative clown car is spitting out candidates for major office.

 

Even here in the keystone state, we have Scott Wagner running for Governor on the leftover promises of our previous GOP Governorslashing education funding, firing teachers and lower taxes for the wealthy.

 

Meanwhile, the world is falling apart. The U.N. just released a major report finding that we have about a dozen years to make significant changes to our energy consumption or else global climate change will be irreversible. Yet our leaders complain there’s nothing they can do!

 

It’s enough to make one lose hope in the future.

 

As a father and a public school teacher, I can’t afford that despair.

 

There needs to be at least the slimmest glimmer of the possibility of a new day.

 

And I’m here to tell you, friends, it’s out there.

 

It starts with you.

 

If you want real progressive change, you have to go out there and make it – one day at a time.

 

We can turn back the tide of self-destruction. We can beat back the politics of bread and circuses. We can take back this country and build a better future.

 

But it will take more than one day.

 

It will take all of us, doing incremental good, every day we can.

 

So my suggestion is to make a commitment to voting this Nov. 6.

 

I know our electoral system is a mess. I know many people are being purged from the rolls and our districts are gerrymandered and the entire system is set up against us.

 

But if all of us try to vote, we can still win.

 

Find a candidate you can support and go out there and campaign for him or her.

 

I know there are a lot of phonies running for office. There are an awful lot of fake progressives who will talk nicely to your face and then sell you out to corporations and the wealthy at their first opportunity.

 

Just know that they’re not all like that.

 

Find yourself someone you can trust – probably someone new to the game coming on the scene to change things.

 

In the Pittsburgh area I found Lindsey Williams.

She’s an amazing lady with real conviction running for State Senate in the 38th District – that’s most of Northern Allegheny County from Franklin Park eastward, as well as Highland Park and sections of East Liberty in Pittsburgh.

 

Her number one priority is the same as mine – education.

 

That should come as no surprise from a candidate who’s also the communications director for the Pittsburgh Federation of Teachers.

 

But Williams actually lives her values.

 

Before coming to Pittsburgh, she was fired for union organizing at the National Whistleblowers Center. Ironically, she was working there to tell the story of people who were retaliated against for reporting waste, fraud, and abuse, and found herself a target for attempting to organize a staff union. She eventually won the resulting case with the National Labor Relations Board.

 

When her campaign literature says she “won’t back down” fighting for working families. That’s what it means.

 

And her priorities – education, healthcare and labor – aren’t pie in the sky promises. She has a fiscally responsible plan to support them by creating a severance tax on natural-gas drilling and closing a loophole that allows businesses headquartered in other states to avoid state taxes. She wants to keep taxes low for homeowners while making sure the wealthy and corporations pay their fair share.

 

Perhaps that’s why a conservative dark money organization aligned with her Republican challenger, Jeremy Shaffer, has created knockoff campaign signs that look just like Williams with the word “Socialist” emblazoned on them.

 

It’s a desperation tactic.

 

Shaffer is down in the polls. The district – once a Republican stronghold – went to Hillary Clinton in the last election.

 

Even Shaffer, a Ross Township supervisor, is a throwback – he’s a far right extremist who primaried incumbent state Sen. Randy Vulakovich (R-Shaler) in May.

 

And his platform is nothing but tax cuts for the rich and school privatization for the rest of us. In effect, he’s a mini-Trump come to bring the circus to town.

 

So not only is Williams a candidate I can believe in, her race really matters to the overall state picture. If the Democrats only pick up her seat in November and don’t lose any others, we’ll crush the GOP’s veto-proof majority!

But I didn’t come out this weekend just for Williams.

 

I also was there to canvass for Betsy Monroe, a Fox Chapel medical professional at Highmark running for State House in the same North Hills area.

 

She was inspired to get into politics after Trump’s election and the subsequent 2017 Women’s March.

 

She noticed that state Rep. Hal English (R-Hampton) had run unopposed in the last two elections, so she decided to run against him, herself.

 

Monroe was particularly angered by English’s vote to criminalize abortions after 20 weeks for all women in the Commonwealth. (The bill was vetoed by Democratic Gov. Tom Wolf back before the GOP had a veto proof majority.) She thought it was unfair for lawmakers to decide what adult women can do with their own bodies.

 

However, there was one other woman I was there to support – my own daughter.

 

For someone in elementary school, she is incredibly interested in politics. I caught her on Saturday literally writing political stump speeches for her stuffed animals. Let me tell you, Eeyore the donkey from the Hundred Acre Wood has some mighty progressive views on women’s rights!

 

I wanted my little one to see real women in politics, fighting to make a difference.

 
The news is always so grim. I wanted her to see that there are people out there fighting for the good.

 

And you know what? It helped me, too.

 

At this point I need to pause and give a huge “Thank You” to two people – Pamela Harbin and Jodi Hirsch.

Jodi is an amazing organizer who put together the event in the first place.

 

I wanted to get more involved in the election and Jodi knew exactly how I could do that and which candidates I’d be most interested in.

 

Pam is a local activist I’ve known for years. I fought with her side-by-side against the statewide education budget cuts, charter schools, standardized testing and a host of Corporations Gone Wild shenanigans.

 

I was new to this whole canvassing thing, so she agreed to go with my daughter and me to show us the ropes.

 

I couldn’t have done it without her.

 

Thankfully, not every door we knocked on went like the grumpy gentlemen described above.

 

Frankly, most people weren’t home or didn’t answer the door.

 

Some people – especially young folks – proudly responded that they don’t vote or have no idea what’s going on.

 

Others were energized by what was happening and were looking forward to going to the polls and being heard.

 

“You know I’ll be there!” said one gentleman. “I’m straight Dem. Right on down the line. I’ve had enough of this Trump crap.”

 

But more people than I’d expected took pride in their nonpartisanship.

 

They wouldn’t commit to anything – just took our literature, heard us out and said they’d decide at the polls.

 

I always wondered what an undecided voter looked like. I saw a lot of them this weekend.

 

But that’s why we were there – to help nudge the uncommitted.

 

Hopefully on Nov. 6 they’ll think of Pam, my daughter and me.

 

Maybe even the Fox News fan who thought Kavanaugh got a raw deal will have his resolved softened.

 

Maybe he’ll think of my daughter’s chubby cheeks and innocent eyes as he considers voting for people who’d gladly steal her future for the prospect of more tax cuts for the rich.

 

Then again, maybe not. But who knows?

Wagner Spouts Trumpian Lie About Education at Gubernatorial Debate

The defining moment of Pennsylvania’s one and only gubernatorial debate wasn’t made by incumbent Tom Wolf or his challenger Scott Wagner.

 

It was made by former Republican Gov. Tom Corbett.

 

At least it was made by him seven years ago.

 

Before voters overwhelmingly choose the Democratic Wolf to replace him, Corbett told a whooper about his administration and education funding – namely that he DIDN’T cut almost $1 billion from the poorest schools in the Commonwealth.

 

Yes,  ten thousand teachers were furloughed. Class sizes ballooned. Children literally died for lack of nurses.

 

But Corbett wanted us all to believe it wasn’t him or his administration that took that money away.

 

It was untrue then, and it’s untrue now.

 

Yet that didn’t stop Wagner from dusting it off before 1,700 people and moderator Alex Trebek at the annual Pennsylvania Chamber of Business and Industry dinner in Hershey:

 

Trebek: What you have not mentioned is education suffered immensely about seven years ago when Gov. Corbett knocked off about a billion dollars. And…

 

Wagner: That’s totally false.

 

Trebek: Oh, it’s false.

 

Wagner: That’s totally false. Those were federal stimulus dollars. Gov. Wolf went around and told that. It was a lie. Gov. Corbett … (Clapping)… And the stimulus money came in during Gov. Rendell’s administration. And so Gov. Corbett’s here tonight. People need to know that Gov. Corbett did as much for education as really any governor. (Clapping) And he needs to be remembered for that. He didn’t cut the billion dollars. It was a billion dollars of stimulus money that came in and they were told – the education system – I wasn’t there – Don’t hire teachers, don’t… They did all that. Guess what? Here’s the problem with the system, Alex. The billion dollars. It’s gone. We have nothing to show for it.”

 

Here’s the crux of the bedtime story he’s telling.

 

The big bad federal government gave us money, and when that money was spent, we didn’t have it anymore. So what mean ol’ Gov Wolf calls a budget cut was no one’s fault.

 

The problem is it’s baloney.

 

The federal government DID give Pennsylvania stimulus dollars for its schools for one-time infrastructure improvements. However, the state legislature reacted by reducing the amount of state money it used to fund schools at the same time forcing districts to use the stimulus for operating costs.

 

It’s as if someone gives you a couple hundred dollars for your birthday and then your boss stops paying you your salary. That may work this week, but next week you need your paycheck. Otherwise you don’t have money to pay the bills.

 

Your boss can’t say to you: I’m not cutting your wages. Look I gave you just as much money this week as last week.

 

That won’t fly. But it’s exactly what Corbett tried to sell voters almost four years ago and they weren’t buying it.

 

And now Wagner is pulling out the same moldy lie, brushing off the flies and trying to pass it off as the truth.

This is troubling for two reasons.

 

First, it shows Wagner is as deceitful as his heroes Corbett and Donald Trump.

 

Second, it shows he’s playing from the same morally bankrupt playbook.

 

Corbett didn’t stop at saying he never cut the money he cut. He went so far as to say he actually RAISED school funding!

 

That’s like urinating on someone and telling them it’s raining.

 

And he did it with dishonest accounting – lumping pension funds for teachers in with classroom funding and pretending they were all the same.

 

He took a bill that was already due (pension costs) and pretended like that money was paying to run the state’s classrooms.

 

It wasn’t.

 

So children throughout the keystone state suffered and some even died.

 

Apply that to Wagner’s rapidly changing position on education funding.

 

He has long been an advocate for slashing school budgets. In fact, he was a popular surrogate for Corbett when this whole catastrophe was going down.

 

But now that his campaign has seen how unpopular that position is, very recently he’s changed his tune.

 

Suddenly he says we should increase education funding.

 

And good for him.

 

However, if he’s using the Corbett playbook, it seems that “increase” really won’t be anything of the sort.

 

It will just be more creative accounting and fantasy storytelling. He’ll pay for pensions and say he’s increasing school funding. Or maybe he’ll fudge something else from column A and pretend it’s funding column B.

 

It’s disingenuous, dishonest and Pennsylvanians aren’t going to put up with it.

 

Perhaps that’s why Wolf is leading in the polls.

 

Wagner may have found a way to get his supporters into the debate hall – they certainly clapped loud at his points – but they are a minority among voters.

 

I wish Trebek had called him out on it.

 

I wish Gov. Wolf had challenged him.

 

But time was running short and Wagner still had to complain about a college swimming coach with too high a pension, and he had to whine about mean old Wolf demanding the Marcellus Shale industry pay its fair share of taxes.

 

There were plenty of other sparks at the debate.

 

Wagner raged about this and lied about that. He thinks running a state like Pennsylvania is like managing his $75 million garbage hauling company. But if given the chance, it will be our children’s future’s that are left in the trash.

 

Meanwhile, Gov. Wolf looked like the adult in the room, soberly explaining the improvements he’d overseen in his term in office (a balanced budget, healing some of the Corbett education cuts, etc.) and outlining where we need to go in the future.

 

Every time Wagner slammed him for taking support from unions, I wished he’d spoken up. But he just let it pass like Casey at Bat looking for a perfect pitch.

 

“You keep talking trash on unions,” he’d say. “Yeah, many of my supporters are union workers, union teachers, nurses, letter carriers, construction workers. Yes, I’m supported by working people and I support them in turn. Labor is the backbone of this nation and that’s true here in Pennsylvania as it’s true everywhere.”

 

But, no. He didn’t say that.

 

Don’t get me wrong. I think Pennsylvania voters have a clear choice here – the sane, sensible Wolf vs. the blowhard and capricious Wagner. But how I wish Wolf had shown more fight!

 

The only thing the media seemed moved to report, though, were the antics of Trebek.

 

Twitter squeaky wheels thought the Jeopardy host’s moderation was weird. I’ll admit a tangent into the Catholic church and pedophile priests may not have been necessary. But he made the entire event more watchable and he called out Wagner’s lies more often than not.

 

The question is: What will voters do in November?

Scott Wagner Wants to be Pa.’s Anti-Education Governor. Will We Let Him?

If there’s one thing Scott Wagner hates, it’s education.

 

He hates science. He hates schools. He hates teachers. And if students get in the way, he’ll hate them, too.

 

These are the qualities he thinks Pennsylvanians are looking for in their next governor.

 

The York Township Republican will challenge incumbent Democrat Tom Wolf on Nov. 6, 2018.

 

So who is this guy?

 

Wagner’s a college dropout who made a fortune starting a garbage hauling firm. He became a state senator four years ago after winning a write in campaign during a special election where only 17% of the electorate could be bothered to vote.

 

And ever since, he’s been consistent about one thing: he really, Really, REALLY hates teachers.

 

 

“We have 180,000 teachers in the state of Pennsylvania,” Wagner said in 2015. “If we laid off 10 percent of the teachers in the state of Pennsylvania, we’d never miss them.”

 

Let’s be clear.

 

Scott wouldn’t miss them. But the 1.75 million Commonwealth school children would.

 

 

Ever since the last Republican Governor, Tom Corbett, slashed funding by almost $1 billion a year to the poorest schools with the full help of a state legislature that is even now still under GOP control, our institutions of learning have been reeling.

 

We lost 27,000 education jobs, most of which were teaching positions.

 

That’s a deficit we still haven’t recovered from. Even today, state schools are staffed at a 10-year low. Class sizes are at an all time high.

 

Yet Wagner wants to fire even more teachers!?

 

That’s not the policy of a man who wants to help improve life throughout the state for all. That’s not the policy of a man who wants to help kids learn.

 

It’s the policy of a man who has a personal grudge against educators.

 

And his other legislative objectives?

 

Wagner wants to further slash education funding. He wants to spend whatever is left inequitably. And he really wants to help his heroes Donald Trump and Betsy DeVos enact school vouchers so business people like him can continue to cash in on children from Pittsburgh to Philadelphia and all places between.

 

 

By contrast, in his four years in office, Gov. Wolf has pushed to increase education funding, pushed to spend it more fairly, and even cut the time it takes for students to take high stakes standardized tests.

 

 

The good news: voters throughout the Commonwealth have never had a clearer choice for governor.

 

 

The bad news: when has that ever stopped them from getting it wrong?

 

 

Here’s a couple of Wagner’s other big ideas cribbed from the American Legislative Exchange Council (ALEC) and his buddies the Koch Brothers.

 

 

 

He Thinks Teachers Make Too Much Money

 

“We have created a special class in this state and the special class is the public sector union employee,” Wagner told Keystone Crossroads in a 2015 interview.

 

“Teachers are doing very well in this state,” he said. “People would be appalled if they knew what their teachers made, in certain areas.”

 

Unfortunately, Wagner has no idea, himself.

 

He keeps quoting a bogus salary figure that I’m not going to repeat. It’s not true statewide, it’s not an average, nor is it true in his home district.

 

In truth, the low end for teachers entering the field nationwide is around $30,000, according to the National Association of Colleges and Employers (NACE). So go to college, get a four – sometimes five – year degree including a rigorous internship of student teaching and you make a mere $10,000 above the most generous minimum wage!?

 

However, Pennsylvania pays its teachers better than average. We have the 12th highest pay in the country, according to financial services outlet GOBankingRates which compiled average teacher salaries by state using 2015 federal data.

 

According to that data, Pennsylvania teachers make on average $63,063 per year. Of neighboring states, teachers in Maryland ($65,247) and New Jersey ($71,687) make more. Teachers in Ohio (59,063) and Delaware ($59,853) make less.

But those numbers are deceiving. They’re averages. Districts serving the wealthy pay their teachers much better than those serving the poor. Actual pay ranges from $99,253 in the affluent Philadelphia district of Lower Merion to $27,592 at Wonderland Charter School in Centre Country.

 

As everywhere else, many teachers struggle to make ends meet working multiple jobs while others are well compensated.

 

 

No matter how you slice it, nationwide teachers’ salaries are 14% less than those from professions that require similar levels of education, according to the Economic Policy Institute.

 

In other words, if prospective teachers want to make more money, all they have to do is switch majors.

 

That may be part of the reason for our national teachers shortage. Not only have states like ours laid off tens of thousands of educators, many don’t stay in the field if given the chance. Across the country , 46 percent of educators quit before reaching the five year mark. And it’s worse in urban districts, where 20 percent quit every single year!

 

We could take steps to ensure all teachers earned a living wage and even encouraged our best and brightest to enter the field. But, nah, Wagner thinks Pennsylvania already spends “enough” money on public schools.

 

As Governor, he would do whatever he could to win his personal crusade against teachers even if Pennsylvania’s school children were collateral damage.

 

 

He Wants to Eliminate Teachers Sick Days

 

Wagner has been vocal about eliminating benefits that educators earn, including sick days. He introduced a bill that’s still floating around in the state senate to strip sick days from the school code and make teachers bargain for them with their districts.

 

So forcing sick teachers to come to school and spread the germs to children is fine with Wagner as long as it hurts his nemesis – those evil teachers.

 

He Wants to Cut Teachers Pensions

 

He also plans to end pensions for working educators, and even wants retired educators to give back 10% of the retirement they earned.

 

He’s right to want reform to the state pension system but disingenuous or misinformed about the cause.

 

Pennsylvania pension costs have increased primarily because our legislature made bad plans and bad investments that were upended by the crash of 2008. You don’t fix that by stiffing your employees. If you do that, no one will believe any promises the state makes and no one of any substance will want to work for the state.

 

He Wants To Pay Teachers Based on Student Test Scores

 

No kidding:

 

“There are teachers that will exceed expectations while teaching a classroom of 100 of the toughest-to-teach students. There are also teachers that would struggle to teach just one student at a time. I want the first teacher to make a small fortune, and I want the second teacher to find a new career that is better suited for him or her.”

 

So if you teach the best students, you should make the most money? And if you teach struggling students, you should be fired?

 

 

But It’s Not Just Teachers. He Hates Other Working People, Too

 

If there is a corner to cut, he wants to take it – especially if it screws a working person. As a state senator, Wagner even introduced a bill that would exempt school districts from paying laborers the “prevailing wage” on construction projects.

 

Cheaper labor, shoddier work. That’s surely a recipe for success in buildings housing school children!

 

 

He Wants to Disband Unions

 

Oh, but he’s not done.

 

 

The man who once compared the tactics of public employee unions – including those representing teachers – to those of Adolf Hitler and Vladimir Putin also wants to end tenure end tenure, seniority, and disband unions.

 

 

I’m sure reducing teaching to a career without benefits, workers rights or protections will do wonders for the educational quality students receive.

 

Teachers working conditions are students learning conditions. Putting children in a building that has fewer safety precautions because there’s no union to collectively bargain for them is a great way to cut costs. But parents aren’t thrilled about having their kids try to learn in a sweat shop filled with Trump brand Russian asbestos.

 

 

He Loves School Vouchers and Charter Schools

 

 

Call them education saving accounts, education tax credits, personalized learning accounts or opportunity scholarships. It doesn’t matter. Wagner loves them all.

 

“I support all school choice,” he said in an interview.

 

Charter schools, funding private and parochial schools with public tax dollars. He’s in for all of it.

 

So long as it hurts public schools and enriches private businesses without helping students learn at all.

 

Go ahead! Take scarce funding from public schools and divert it to programs with little to no accountability. Let private school operators fraudulently misrepresent enrollment data. Let them fail to provide safe and academically appropriate learning environments. Let them game the system in any and every way.

 

That’s what Wagner calls fiscal accountability.

 

It doesn’t matter that these schools don’t improve student achievement. Evaluations of voucher programs in Milwaukee, Cleveland, and Washington, D.C., have all found no statistically significant differences in the academic achievement of voucher students compared to public school students. And recent evaluations of programs in Ohio, Indiana, and Louisiana revealed that voucher students scored lower than their peers attending public school.

 

But who cares about facts? This is all ideology for Wagner.

 

Vouchers have a record of undermining student’s civil rights – especially students with disabilities. Private school students give up due process and other rights guaranteed in public schools. Private schools are allowed to discriminate by denying admission based on religion, sexual orientation, citizenship status, English language proficiency and disability. Private schools that enroll students with disabilities may decide not to provide the services or accommodations guaranteed to such students in public schools. Or they may charge parents extra for them. Moreover, there is nothing to stop them from segregating these kids from other children. And, finally, private schools often suspend or expel students without due process.

 

This may be Trump and Wagner’s ideal. But it is certainly not what Commonwealth voters want for their children.

 

 

 

He Wants to Get Rid of Many State Colleges

 

Wagner caused an uproar when he said the state’s 14 state colleges will not be around in four years. “So, for those of you who think your school’s going to be around four years from now, it isn’t going to be around,” Wagner said.

 

Fewer institutions of higher learning. Fewer opportunities to get a college degree. That sounds like the policy of a college dropout.

 

 

He Wants to Slash School Funding

 

Wagner has made no bones about this from day one.

 

This is a guy who took a television reporter on a helicopter tour of schools in his district in 2015 to highlight the fact that “we spend a lot of money on schools.”

 

“They think the solution is more money,” he said of Wolf and the Democrats. “Every time you do that the money disappears and the problem is still there.”

 

It’s like taking a bath, Scott. You can’t just do it once and be clean for the rest of your life. You need to bathe every day. One-time funding windfalls don’t work. You need equitable and sustainable funding revenues.

 

But that’s either too complicated for Wagner or he just doesn’t care.

 

He supported Gov. Corbett’s plan to decimate Pennsylvania’s schools. And he doesn’t think the culling should be over.

 

When asked point blank about Corbett’s cuts in 2011, he said, “Yes, I believe that Governor Corbett needs to stick to his plan.”

 

He’s said repeatedly that we spend “enough money” on public schools, while stressing the need for frugality and fewer regulations.

 

 

He Wants to Play with How Schools Are Funded

 

He’s an advocate for legislation that would eliminate school property taxes and replace them with increased state sales and income taxes.

 

True we need a better funding mechanism than local property taxes. But you can bet Wagner’s plan is worse than the current system.

 

It would lock funding inequities among Pennsylvania’s 500 school districts into place.

 

He Thinks Global Warming is Caused by the Earth Getting Closer to the Sun

 

 

Wagner is an incredibly stupid man who thinks he’s rather intelligent.

 

But of all the dumb or evil things that come spewing out of his mouth, this one has to be my favorite.

 

When asked about global climate change, he didn’t simply deny that it was happening. He had an alternative theory to why it was taking place.

 

It’s not business and industry or fossil fuels that is causing global temperatures to rise. He actually said that it’s because the earth is getting closer to the sun every year. Another cause? Human bodies on the planet are giving off enough heat to raise the global temperature.

 

Perhaps it shouldn’t be surprising that a person who hates schools and teachers so much knows very little, himself.

 

These comments made him a national laughing stock.

 

His words were repeated on every late night comedy show across the country for giggles and guffaws.

 

The question is “Will the joke be on us come Election Day?”

 

It’s not “How dumb is Scott Wagner?”

 

It’s “Is Pennsylvania dumb enough to vote for him?”

Rick Saccone Hopes to Become Trump’s New Bobble Head in Western Pennsylvania

Rick Saccone’s signature achievement in the Pennsylvania House was to get “In God We Trust” posted in every public school.

 

Actually, he didn’t even get that.

 

He wrote a successful bill that merely allowed public schools to post that – if they wanted.

 

To my knowledge not a single school in the Commonwealth has taken him up on it.

 

His second greatest hit was to authorize a state day of fasting.

 

I’m not kidding. And it’s all down hill from there.

 

Now he’s running for U.S. Senate!

 

Oh. Wait. His fundraising was terrible.

 

Excuse me. He’s running for U.S. House – because that’s an easier win!

 

Whatever. So long as he can get to Washington, DC. He’s had enough of this small potatoes Pennsylvania politics – even though he’s one of the smallest potatoes in the patch.

 

If you know what I mean.

 

He’s running against Democrat Conor Lamb in a special election to be held March 13 to fill Republican Tim Murphy’s seat.

 

You may recall Murphy. He made his name voting for anti-abortion legislation until his alleged mistress got pregnant and then he allegedly pushed for her to abort their love child.

 

You know. Family values stuff.

 

Is Saccone up to that level of hypocrisy?

 

Donald Trump thinks he is.

 

The least popular President in U.S. history with only a year under his bulging golf shorts thinks Saccone is his kind of guy.

 

Trump even came to western Pennsylvania to support Saccone tweeting:

“Will be going to Pennsylvania today in order to give my total support to RICK SACCONE, running for Congress in a Special Election (March 13). Rick is a great guy. We need more Republicans to continue our already successful agenda!”

 

Of course, Trump immediately had to walk back this comment because his trip to the keystone state was being paid for with public tax dollars. He had to say that it was an official White House event and not (as he indicated in the tweet) that it was a campaign event.

 

You know, for once I agree with Trump.

 

Rick Saccone IS Trump’s kind of guy.

He has lots of experience as a Yes Man. That’s really all he’s done in Harrisburg.

 

We used to have our own version of Trump – a Republican Governor who had no idea how to do his job – Tom Corbett.

 

Of course, Corbett’s reign was short lived. Like the President, his popularity plummeted and he was voted out of office like yesterday’s garbage.

 

But he had his loyal bobble head Saccone backing him every step of the way.

 

In fact, he voted for Corbett’s initiatives 95% of the time giving him the nickname of Corbett’s “Mini-me.”

 

Even when Corbett proposed something deeply unpopular, like cutting almost $1 billion from the state’s poorest public schools, Saccone went out there to explain why our children, our future, just weren’t worth the investment.

 

The Swamp recognizes Saccone as one of their own.

 

That’s why big moneyed interests are pouring cash on the sycophantic lawmaker. That and the fact that the district in question went for Trump in the last election by 20 points.

 

The National Republican Congressional Committee has spent at least $1 million on ads for broadcast and cable TV stations to boost Saccone’s candidacy.

 

And that’s not all.

 

Congressional Leadership Fund has put aside at least $1.6 million for ads, not to mention funding from outsiders like the 45Committee and Ending Spending – a group founded by the mega-donor Ricketts family.

 

All this money just to serve out the remainder of Murphy’s term!

 

Whoever wins would be up for re-election in November to secure a full two-year term.

 

Moreover, now that the state Supreme Court has overturned the Commonwealth’s gerrymandered districts that unfairly favor Republicans, that November race is likely to include newly drawn legislative lines.

 

So this GOP wonderland that boosted Trump and Mitt Romney in 2012 will likely become more competitive.

 

In fact, it may already be.

Some polls have Saccone up over Lamb by only a 3 point lead. This may be in part because of Trump’s steadily deflating support – even among Republicans. The President’s approval rating in the district has dropped to 49 percent – not far from the national picture where 47 percent disapprove of his job performance.

 

This is not good news for Saccone.

 

The SuperPACS supporting him are trying to paint Lamb, a former federal prosecutor, as a Nancy Pelosi puppet.

 

But Lamb has repeatedly criticized Pelosi, telling The Pittsburgh Post-Gazette that he would not support Pelosi as the Democratic leader. There is a “need [for] new leadership on both sides,” Lamb said.

 

Yet Saccone has done everything in his power to suck up to Trump.

 

Taking his cue from the Commander in Chief, Saccone took to twitter to express his feelings:

“I’m humbled that @realDonaldTrump for President, Inc, has officially endorsed my campaign for Congress!”

 

I’m not sure why he wrote “President, Inc.”

 

Perhaps Saccone thinks the office belongs to a private company.

 

Perhaps he doesn’t understand that a politician’s job is to serve the needs of his or her constituents.

 

Judging by his less than stellar performance in state government, this would seem to be the case.

 

He’s come a long way from earnestly trying to legislate past the establishment clause of the first amendment to fighting to starve our schools to running for a position as Trump’s favorite puppet.

 

Or not.

 

That depends on voters this March.
