Training Teachers to be Antiracist Sparks Backlash in PA for Good Reasons and Bad

We all agree racism is bad. Right? 


 
So teaching people to be less racist is good.  


 
And teaching teachers to be less racist is even better.  


 
So why are three western Pennsylvania schools suing the state Department of Education (PDE) over guidelines for antiracist teacher training programs? 
 


The Mars Area, Penn Crest and Laurel school districts filed a lawsuit Monday trying to stop Democratic Gov. Josh Shapiro’s administration from implementing a program called Culturally Relevant and Sustaining Education (CRSE) in every school district in the Commonwealth starting next school year. 


 
CRSE is a set of 49 cultural competency standards kind of like the Common Core – guidelines for teacher training programs to be used for both new educators and continuing education credits for current educators.  


 
Plaintiffs complain that the program is vague, requires teachers to think a certain way, encroaches on districts’ autonomy to pick their own curriculum and threatens to take away owed subsidies if districts don’t comply. 
 


Let’s examine each in turn. 
 

Is the policy vague? No way. It has nine core competencies, each with between 4 and 7 standards. These are guidelines and certainly don’t outline every possible use, but you could argue they’re detailed to a fault. One regulation requires educators to disrupt harmful institutional practices. Another asks educators to acknowledge microaggressions –  when someone unintentionally expresses prejudice towards a person or group. 


 
Do they require teachers to think a certain way? Yes. They ask teachers to embrace the idea that racism is bad and to strive to work against it.  I’m not seeing how that’s a problem.
 


Do they encroach on district’s autonomy? That’s debatable – but should districts really resist taking steps to make themselves less racist?  


 
Do they threaten districts with loss of funding if schools don’t comply? I don’t see anything explicit in the program that says this, but that could be implicit in the program or have been expressed by PDE employees. In any case, I don’t see why it’s a problem to offer tools to do something you really should want to do anyway.
 


In short, there’s nothing wrong with the guidelines, per se, if you agree that racism is something schools and teachers should strive against. Now I can’t read people’s minds, and I don’t know explicitly what their motivations are, but the real issue seems to be that certain people don’t believe in the cause.  


 
They don’t believe racism is much of a problem today or that schools should be engaged in antiracist work.  


 
It’s a culture war issue for them. That’s all. Republicans vs Democrats. So-called conservatives vs so-called liberals. The usual cable TV political football game. 


 
However, for some of us, the matter isn’t so simple. 
 


Frankly, I’m of two minds when it comes to these new guidelines for antiracist teacher training. 


 
On the one hand, I am in favor of teaching people to be less racist – especially when those people are teachers, themselves, who can spread the message even further and use it to be more fair and equitable to students.  
 


However, taken in context, such guidelines are little more than passing the buck onto teachers while letting the most powerful get away with doing nothing. 
 


Consider where these guidelines come from.  
 


They were created by the previous Democratic Gov. Tom Wolf’s administration with help from The New America Foundation. In fact, most of these guidelines come directly from the foundation by use of a creative commons attribution
 


This is a left-leaning DC think tank with ties to President Barack Obama’s administration. Why does that matter? Look at who funds the organization – The Bill and Melinda Gates Foundation, Bloomberg Family Foundation, JPMorgan Chase Foundation, etc.  


 
These are the architects of the most dominant education policies of the last two decades – high stakes standardized testing, charter schools, etc.  
 


Think about that for a minute.  
 


Here we have the same people responsible for the most racist public school policies of the last several generations writing guidelines to teach educators how to fight racism! 


 
Well isn’t that something!?  
 


Imagine if these same billionaire philanthropists demanded an end to their own policies! Now THAT would be antiracism!


 
Standardized testing is based on eugenics. Children of color and the poor get lower test scores than wealthier whiter kids BY DESIGN, and we use those scores to justify doing all kinds of terrible things to them – narrowing the curriculum at their schools, cutting funding to anything but test prep, closing their schools and forcing them into unproven privatized alternatives.

Speaking of which, take a look at charter and voucher schools. These are institutions surviving on public tax dollars that aren’t held to the same accountability standards. Charter schools target black and brown kids giving them less quality educations and pocketing the tax money provided to educate them as profit. Voucher schools use tax dollars to fund religious and parochial education, teaching blatantly racist and anti-scientific ideas.  


 
If the people behind CRSE really wanted to make a dent in racism, they’d abolish these policies.  


 
If the state really wanted to be antiracist, it would stop the tyranny of high stakes testing, abolish no account charter schools and stop funneling tax dollars to private and parochial schools. It would work to reduce school segregation, equitably fund all districts – especially those serving poor and minority children, etc.


 
But no. They do none of these things. Instead they throw it all on teachers.  
 


Once again the powerful do nothing to actually fix our problems but put the burden of our crumbling societies on our crumbling public schools and traumatized teachers. 
 


THAT’S my problem with this program. 


 
It’s not that they want to teach teachers to be antiracist and to take steps to create more fair and equitable classrooms. It’s that this is all a smokescreen to allow the people who are really behind many of the racist systems in our society to keep getting away with it and perpetuating more and more inequality. 
 


I can just imagine how well the state would greet educators “disrupt[ing] harmful institutional practices” by refusing to give standardized tests!

Teachers have an attrition rate of nearly 50% every 5 years. We can’t keep dumping every social problem into their laps and expecting them to perform miracles all by themselves.

Public schools are a PART of the solution to our broken society. But they are not the WHOLE.  


 
We need real public policy to address these issues. We need to get rid of reductive and prejudicial laws.  

And the fact that we don’t have any of that is certain to poison the fervor of many teachers next year who will be required to sit through antiracist programs paid for and conducted by the same folks behind the public school apartheid that is our everyday reality.

Rick Saccone Hopes to Become Trump’s New Bobble Head in Western Pennsylvania

Rick Saccone’s signature achievement in the Pennsylvania House was to get “In God We Trust” posted in every public school.

 

Actually, he didn’t even get that.

 

He wrote a successful bill that merely allowed public schools to post that – if they wanted.

 

To my knowledge not a single school in the Commonwealth has taken him up on it.

 

His second greatest hit was to authorize a state day of fasting.

 

I’m not kidding. And it’s all down hill from there.

 

Now he’s running for U.S. Senate!

 

Oh. Wait. His fundraising was terrible.

 

Excuse me. He’s running for U.S. House – because that’s an easier win!

 

Whatever. So long as he can get to Washington, DC. He’s had enough of this small potatoes Pennsylvania politics – even though he’s one of the smallest potatoes in the patch.

 

If you know what I mean.

 

He’s running against Democrat Conor Lamb in a special election to be held March 13 to fill Republican Tim Murphy’s seat.

 

You may recall Murphy. He made his name voting for anti-abortion legislation until his alleged mistress got pregnant and then he allegedly pushed for her to abort their love child.

 

You know. Family values stuff.

 

Is Saccone up to that level of hypocrisy?

 

Donald Trump thinks he is.

 

The least popular President in U.S. history with only a year under his bulging golf shorts thinks Saccone is his kind of guy.

 

Trump even came to western Pennsylvania to support Saccone tweeting:

“Will be going to Pennsylvania today in order to give my total support to RICK SACCONE, running for Congress in a Special Election (March 13). Rick is a great guy. We need more Republicans to continue our already successful agenda!”

 

Of course, Trump immediately had to walk back this comment because his trip to the keystone state was being paid for with public tax dollars. He had to say that it was an official White House event and not (as he indicated in the tweet) that it was a campaign event.

 

You know, for once I agree with Trump.

 

Rick Saccone IS Trump’s kind of guy.

He has lots of experience as a Yes Man. That’s really all he’s done in Harrisburg.

 

We used to have our own version of Trump – a Republican Governor who had no idea how to do his job – Tom Corbett.

 

Of course, Corbett’s reign was short lived. Like the President, his popularity plummeted and he was voted out of office like yesterday’s garbage.

 

But he had his loyal bobble head Saccone backing him every step of the way.

 

In fact, he voted for Corbett’s initiatives 95% of the time giving him the nickname of Corbett’s “Mini-me.”

 

Even when Corbett proposed something deeply unpopular, like cutting almost $1 billion from the state’s poorest public schools, Saccone went out there to explain why our children, our future, just weren’t worth the investment.

 

The Swamp recognizes Saccone as one of their own.

 

That’s why big moneyed interests are pouring cash on the sycophantic lawmaker. That and the fact that the district in question went for Trump in the last election by 20 points.

 

The National Republican Congressional Committee has spent at least $1 million on ads for broadcast and cable TV stations to boost Saccone’s candidacy.

 

And that’s not all.

 

Congressional Leadership Fund has put aside at least $1.6 million for ads, not to mention funding from outsiders like the 45Committee and Ending Spending – a group founded by the mega-donor Ricketts family.

 

All this money just to serve out the remainder of Murphy’s term!

 

Whoever wins would be up for re-election in November to secure a full two-year term.

 

Moreover, now that the state Supreme Court has overturned the Commonwealth’s gerrymandered districts that unfairly favor Republicans, that November race is likely to include newly drawn legislative lines.

 

So this GOP wonderland that boosted Trump and Mitt Romney in 2012 will likely become more competitive.

 

In fact, it may already be.

Some polls have Saccone up over Lamb by only a 3 point lead. This may be in part because of Trump’s steadily deflating support – even among Republicans. The President’s approval rating in the district has dropped to 49 percent – not far from the national picture where 47 percent disapprove of his job performance.

 

This is not good news for Saccone.

 

The SuperPACS supporting him are trying to paint Lamb, a former federal prosecutor, as a Nancy Pelosi puppet.

 

But Lamb has repeatedly criticized Pelosi, telling The Pittsburgh Post-Gazette that he would not support Pelosi as the Democratic leader. There is a “need [for] new leadership on both sides,” Lamb said.

 

Yet Saccone has done everything in his power to suck up to Trump.

 

Taking his cue from the Commander in Chief, Saccone took to twitter to express his feelings:

“I’m humbled that @realDonaldTrump for President, Inc, has officially endorsed my campaign for Congress!”

 

I’m not sure why he wrote “President, Inc.”

 

Perhaps Saccone thinks the office belongs to a private company.

 

Perhaps he doesn’t understand that a politician’s job is to serve the needs of his or her constituents.

 

Judging by his less than stellar performance in state government, this would seem to be the case.

 

He’s come a long way from earnestly trying to legislate past the establishment clause of the first amendment to fighting to starve our schools to running for a position as Trump’s favorite puppet.

 

Or not.

 

That depends on voters this March.

 


Full Disclosure: I am not a Saccone fan. Along with teachers, parents and students from across western Pennsylvania, I’ve picketed outside of his offices demanding he do his job and provide for students. He was deaf to our cries. Do you hear me now, Rick?

Pennsylvania GOP Lawmakers Demand Seniority For Themselves But Deny It For Teachers

Seniority.

Somehow it’s great for legislators, but really bad for people like public school teachers.

At least that was the decision made by Republican lawmakers in the Pennsylvania House Tuesday. They voted along party lines to allow schools to furlough educators without considering seniority.

But the House’s own leadership structure is largely based on seniority!

Hypocrisy much?

Most legislative bodies in the United States from the federal government on down to the state level give extra power to lawmakers based on how long they’ve been there.

Everything from preferential treatment for committee assignments to better office space and even seating closer to the front of the assembly is often based on seniority. Leadership positions are usually voted on, but both Republicans and Democrats traditionally give these positions to the most senior members.

And these same folks have the audacity to look down their noses at public school teachers for valuing the same thing!?

As Philadelphia Representative James Roebuck, ranking Democrat on the House Education Committee, said, “If it’s wrong for teachers, why is it right for us?”

If passed by the state Senate and signed by the Governor, the law would allow public schools to lay off teachers based on the state’s new and highly controversial teacher evaluation system.

Teachers with a “failing” ranking would go first, then those with a “needs Improvement,” label.

This system is largely untested and relies heavily on student standardized test scores. There is no evidence it fairly evaluates teachers, and lawsuits certainly would be in the wings if furloughs were made based on such a flimsy excuse.

Value-Added Measures such as these have routinely been criticized by statisticians as “junk science.”

It’s kind of like giving legal favor to the management practices of Darth Vader. In “The Empire Strikes Back,” when one of his minions displeased him, he choked them to death with the Force.

No second chances. No retraining. No due process. One misplaced foot and you’re gone.

Pennsylvania’s proposed method isn’t quite so harsh, but it’s essentially the same. You’re fired because of this flimsy teaching evaluation that has no validity and can really say whatever management wants it to say.

Technically, things like salary are not allowed to be considered, but given the unscientific and unproven nature of this evaluation system, management could massage evaluations to say anything. Administrators didn’t mean to fire the teachers with the highest salaries but those voodoo teaching evaluations said they were “failing.” What are you gonna’ do? OFF WITH THEIR HEADS!

While seniority is not a perfect means of selecting who gets laid off, at least it’s impartial. Moreover, teachers who have lasted in the classroom longest almost always are highly skilled. You don’t last in the classroom if you can’t hack it.

Being a public school teacher is a highly political job. Your boss is the school board and members are elected by the community. While many school directors have the best interests of their districts at heart, favoritism, nepotism and political agendas are not unknown. Teachers need protections from the ill-winds of politics so they can be treated fairly and best serve their students. Otherwise, it would be impossible – for instance – to fairly grade a school director’s child in your class without fear of reprisal.

As it stands, state school code specifically mandates layoffs to be made in reverse seniority order, also known as “first in, last out.” Pennsylvania is one of six states that calls for this to be the sole factor in school layoff decisions.

It’s unclear how the legislature could pass a law that contradicts the school code without specifically voting to alter the code which governs the Commonwealth’s public schools.

Moreover, it may be illegal on several additional counts. Public school districts have work contracts with their teachers unions. The state can’t jump in and void those contracts between two independent parties when both agreed to the terms of those contracts. Not unless there was some legal precedent or unconstitutionality or violation of human rights or SOMETHING!

Get our your pocketbooks, Pennsylvanians. If this law is somehow enacted, you’re going to be paying for years of court challenges.

And speaking of flushing money down the toilet, the law also allows school districts to furlough employees for financial reasons. At present, layoffs are allowed only when enrollment drops or by cutting programs wholesale.

This is especially troubling given the legislature’s failure the past four years to fairly fund its public schools. Ninety percent of school districts have had to cut staff in recent years, either through attrition or furlough, according to the Pennsylvania Association of School Administrators.

So this law makes it easier to rob poorer schools of funding. If it were enacted, districts could fire teachers and reduce programs to pinch pennies. Now they are constrained to keep the highest possible level of quality for students regardless of funding shortfalls. This puts them at odds with the legislature and forces them to demand fair funding for their districts. Under this new law, school boards could more easily ensure that some students get a higher quality education than others in the same district!

Oh! We increased class size for the struggling students (most of whom are poor and minorities) but decreased it for the advanced classes (most of whom are rich and white).

Finally, we get to the issue of viability. Will the state Senate pass this bill?

Maybe.

The House passed it without a single Democrat voting in favor. The Senate is likewise controlled by the GOP. However, Gov. Tom Wolf is a Democrat and has said he’s against it. Seniority issues, he said, should be negotiated through the local collective bargaining process.

So once again we have partisan politics reigning over our public schools – Republicans actively trying to sabotage our public schools and fire their way to the top! Democrats vainly trying to hold the line.

Couldn’t we all just agree to value our public schools and public school teachers?

Or at very least couldn’t we all agree to give others the same benefits we demand for ourselves?

You know. Things like seniority!
