Public School Boards Need to Do Better at Embracing Transparency 

 


They say sunlight is the best disinfectant.  


 
So why do so many public school boards hide in the shadows?  


 
 
One of the shining virtues of public schools is the requirement that they be transparent and open to the public.  


 
And they are! 


 
But too often school directors do so in ways that are unnecessarily burdensome, equivocal or combative.  


 
Let me give you an example.  


 
I live in the McKeesport Area School District (MASD) – a community just south of Pittsburgh in Pennsylvania.  


 
When I heard my school board was considering a proposed district budget for 2022-23 without a tax increase, I wanted to take a look at it. So I went to the district Website and there was a link labelled:  


 
“Preliminary Budget Information for 2022-23 School Year.”
 


 
I clicked on it and got this: 


 
“The Board of Directors of the McKeesport Area School District has prepared a Preliminary Budget in the amount of funds that will be required by the School District for the fiscal year beginning July 1, 2022. The Proposed Budget is on file in the Office of the Business Manager/Board Secretary, and is available for public inspection in the McKeesport Area School District Administration Building…” [Emphasis mine.


What the heck!?  


Why not just post the preliminary budget on the Internet!? Why make me go all the way to the administration building (during business hours) to see a copy? 


It’s not like I can even turn to my local newspaper to tell me about the district’s budget. With so many cutbacks in local media, our papers rarely even cover school districts anymore unless there’s a big story.  


If I want to know how my district proposes to spend the community’s tax dollars next year, I need to either go to the school board meeting or go to the administration office and look at a copy. Will I be able to take a copy with me to peruse at my leisure? Maybe or maybe not.  


We should be able to do better than this. 


Don’t get me wrong. 


 
Authentic public schools are way better than privatized schools.  


 
They’re preferable to anything you’d find at charter or private schools that take school vouchers.  


 
And one of the biggest reasons why is this requirement of local control, self-government, and a free exchange of information between representatives and the community who elected them.   


 
Authentic public schools HAVE TO hold public meetings to conduct their business.  


 
They HAVE TO take comments from the community. 


 
They HAVE TO make their documentation available to the public.  


 
And except under extreme circumstances, they HAVE TO be run by elected school boards.

 
 
None of that is a given at charter and voucher schools. 


 
The problem is how too many public school directors meet these obligations. 


 
MASD, for example, makes its proposed budget available – but not in the most convenient way that it could.  


 
Let’s be honest. It wouldn’t take much to improve this.  


 
Posting the full budget online would take just a few seconds. In fact, it’s actually more trouble to have it available in the administration building and task a secretary with presenting it to anyone who comes in-person and asks for it. 


 
The same thing goes for school board meetings.  


 
Before I became a public school teacher, I was a journalist often covering public schools.  


 
I’ve gone to a lot of school board meetings in my life. A LOT.  


 
And almost every board put unnecessary or onerous restrictions on public comments.  


 
Residents could come to the meetings and address the board but they often had to sign in before-hand. They couldn’t just show up and speak. They had to let the board know days in advance that they were coming and the subject they planning to speak on.  


 
If something came up during the meeting unplanned, technically residents weren’t allowed to comment – though I admit I’ve never seen a school board hold to such a policy in the case of unexpected events.

 
 
Also there are almost always time limits on public comments.  


 
Now I know it’s unreasonable to expect members of the public who volunteer to serve as school directors to spend all night listening to rambling or incoherent comments. But these time limits are often way too restrictive – especially when only a handful of people actually turn up to speak.  


 
Limiting people to two minutes of public comment in a month or even a two-week period is ridiculous.

 
 
Then we have the issue of audio visuals at board meetings.  


 
Many school boards have microphones for people to speak into during the proceedings. This is supposed to allow everyone present to hear what is being said. However, the equipment is often so bad that it actually ends up blurring the speaker’s voice until its incomprehensible or board members who don’t want to be heard simply don’t speak into the microphone.  


 
Sure – the entire proceedings are being taken down by hand by an administrator for an official written copy of the minutes. But this isn’t even available to the public until a month later when the board votes on last month’s minutes document. The public can’t get a copy of this material until more than a month has passed from it taking place. And it probably isn’t available on-line. 


 
Finally, we have recordings of the meetings.  


 
Many school boards now video tape their meetings and stream them live on YouTube, Facebook or some other social media site.  


 
This is a nice improvement from when community groups had to do this, themselves. And, in fact, it’s really a response to that phenomenon to gain control over what becomes public record. School boards began recording the meetings to discourage others from doing it so the district would have control over this material. And in most cases it worked. 


 
However, these recordings are almost always of exceedingly poor quality.

 
 
Cameras (and microphones) are placed so far away that it is almost impossible to tell what is happening, what is being said or who said it.  
 


Any teenager with a smart phone and a YouTube channel could do a better job.  


 
Moreover, these videos often don’t stay posted online for very long. They could easily remain posted so anyone could rewatch them and catch up with what happened at a school board meeting they were unable to attend in-person. But school boards make the express decision to take these videos down so that record is not available. 


 
Very few of these are accidents. In most cases these are intentional to push the public away at the exact time when they should be inviting them in.  


 
These are just some examples of how school boards comply with transparency requirements but do so in ways that are inconvenient, onerous or antagonistic. 


 
It is so unnecessary. 


 
Things don’t have to be this way.  


 
School boards should welcome transparency. They should embrace public participation in the process.  


 
After all, this is one of the major factors that distinguish authentic public schools from privatized ones.  


 
School directors complain about losing revenue to charter and voucher schools. If they treated the public more like valued members of the decision-making process, they would do a lot to boost their own reputation.  


 
President James Madison wrote


 
 “[a] popular Government, without popular information, or­ the means of acquiring it, is but a Prologue to a Farce or a Tragedy.”  


 
School directors should take this to heart. 


 
Public schools should not be shadowy corners for school directors to try to sneak through policies under the nose of stake holders.  


 
They should be shinning centers of the community. 


 
The sooner school boards understand this, the better it will be for the state of public education and the students, families and communities we are supposed to be serving in the first place.

What is Taught in Public Schools? Volunteer as a Substitute Teacher and See for Yourself! 

Some lawmakers want more transparency in public schools.

Meanwhile, there’s a nationwide substitute teacher shortage.

It seems to me we can solve both problems at once.

PROBLEM 1: BOGUS LEGISLATION

Pennsylvania state Representative Andrew Lewis is terrified that students are being taught things in school.

Things like history and science and – oh my word! – socialism.

To make sure this doesn’t happen, the Republican businessman is sponsoring a bill requiring public schools to post curriculum materials online.

This would include a course syllabus or written summary of every class, the state academic standards for each course, and a link or title for every textbook used.

It sets up a mountain of paperwork for the state’s already overburdened teachers to repeat information that’s readily available elsewhere.

Moreover, the whole thing is really just a political sham to stoke the radical Republican base. The measure has little chance of actually being implemented.

The bill (HB 1332) passed the House largely along party lines last week with a few Republicans joining Democrats against it.

Now it is set for a full vote by the Senate where it will probably sail through with GOP support after which Democratic Governor Tom Wolf has already promised to veto it.

So why is Lewis putting on this dog and pony show?

In a now deleted Facebook post, the 33-year-old Dauphin County man wrote:

“Parents need to be in the driver’s seat when it comes to education, not some out-of-state textbook publisher teaching heaven knows what (hint: anti-American socialism) to our students.”

Apparently Lewis doesn’t understand that parents vote and serve on school boards that, in fact, pick the textbooks which are used in public schools.

Moreover, I guess no one told him that state law already requires that public schools give parents and guardians access to information about instructional materials.

Or that Medicare, Social Security, Minimum Wage and Child Labor Laws are all examples of – GASP! – socialism.

Lewis and other Republicans continue to spread the insinuation that something nefarious is happening behind the closed doors of our public schools.

Well guess what, fellas! Those doors aren’t closed at all.

PROBLEM 2: SUB SHORTAGE

Nationwide there’s a substitute teacher shortage. And you can apply!

Even schools in the Keystone state are scrambling to find enough subs.

If you want to know what happens in public schools, you can do better than clicking on some Website. You can actually volunteer to come in and cover an absent teacher’s class!

“Substitute lists are very small in most districts,” says Mark DicRocco, Executive Director of Pennsylvania Association of School Administrators (PASA).

The organization reports that the Commonwealth is experiencing a dramatic decline in the supply of new teachers. 

The number of state Instructional I licenses granted for all subject areas in grades K-12 has decreased by at least 49% from 2011 to 2018. 

About eight years ago, 40,000 teachers were graduating from Pennsylvania colleges a year. This past year, it was only 14,000. 

That means not only fewer classroom teachers to replace those who retire, but fewer substitute teachers to take over for professional absences.

The situation has gotten so bad that the legislature (on which Lewis serves) had to pass a new measure allowing college students who are studying education to fill in as substitutes.

Many districts such as Erie, Greater Latrobe and State College have increased substitute pay to entice more people to apply for the job.

And, frankly, almost anyone can do it.

Even folks like Lewis and his Republican buddies! Heck! The legislature is only in session a few weeks every month! They have plenty of time to moonlight as substitute teachers and get the low down about what’s really happening in our public schools!

To be a sub in most public school districts in Pennsylvania, essentially all you need is a bachelors degree (it doesn’t even have to be in education) and pass criminal background checks.

Districts that aren’t experiencing a shortage may require a teaching certificate as well, but beggars can’t be choosers. In districts where it is hard to get subs (i.e. those serving poor and minority kids) you can get emergency certified for a year.

And many states are lowering the bar even further!

In Oregon, where the shortage of subs is even worse, the state is even temporarily waiving the need to have a bachelor’s degree!

SOLUTION: VOLUNTEER AS A SUB

Just imagine!

Republicans uneasy about public school can get in there and see it all first hand.

And they’ll even get paid to do it!

Not as much as they make as lawmakers. Pennsylvania’s legislature is paid the third highest salary in the country! Way more than classroom teachers or certainly substitutes. But they’d get remunerated for their time.

All they’d have to do is watch over classes of 30 or more real, live students!

Not only would lawmakers have a chance to look over teacher’s lesson plans, but they’d get detailed instructions from the absent teacher about how to actually teach the lesson!

They’d get to interact with principals as they’re told which additional classes they have to cover in their planning periods and which extra duties they’d be responsible for performing.

They’d get to do things like monitor the halls, breakfast and lunch duty, watch over in-school suspension, and – if they’re lucky – they might even get to attend a staff meeting and be front row center for all the educational initiatives being conducted in the school!

If our representatives took this opportunity, they would learn so much!

They might even understand that this critical race theory thing they’re being warned about on Fox News and on talk radio isn’t actually taught in public schools. It’s a legal framework you only find in colleges and universities, and even there it’s mostly in the law department.

They’d see that indoctrination isn’t really something we do in public schools.

I mean, sure, we encourage kids to stand for the pledge to the flag and things like that but when it comes to telling them how to think – that’s not a public school thing. That’s a private and parochial school thing.

They’d see that public school lessons give students information on a subject but then ask them to come to their own conclusions about it.

They’d see our students struggle with large class sizes, crumbling infrastructure and facilities, and an overabundance of standardized tests.

They’d see kids grappling with social and emotional needs caused by the Covid-19 pandemic, generational poverty, and systemic racism.

They’d see the scarcity of resources available to classroom teachers to meet those needs and the profusion of expectations heaped on them. (For example, the expectation of bills like HB 1332 that they post all their curriculum and daily lessons on-line in addition to everything else they have to do on a daily basis.)

They’d see the dangers of putting themselves on the front line of a global pandemic and in the line of fire of potential school shooters without adequate gun safety laws.

In fact, this would be such an educational experience, I think legislators on both sides of the aisle should take advantage of this unique opportunity.

And not even just those in Harrisburg. What better way for school directors to understand the institutions they’re overseeing than to volunteer as subs? What better way for the mayor and city council to understand the needs of children than putting themselves in the classroom when the teacher can’t be there?

Instead of pontificating about the culture wars, class grievances, business interests or innuendos, lawmakers might actually learn what the real problems are in our public schools and what needs to be done about them.

It could make them better public servants who craft legislation that would actually do some good in this world and not – like Lewis – just showboat to enrage partisans and stoke them to vote for people willing to feed their fears and prejudices.

McKeesport Schools Are Hiding At Least Six More COVID Cases at the High School & Twin Rivers

At least six more cases of COVID-19 have been identified at McKeesport Area School District, but you wouldn’t know it from administrators.

The information at the Western Pennsylvania district is being kept quiet instead of being released to the public.

So at the high school, two students tested positive, and at Twin Rivers Elementary, three staff and one student were identified as having the virus last week, according to a reliable source close to the school board.

Of those, two of the three Twin Rivers staff are awaiting confirmation of their test results from Allegheny County Health Department. The rest have all been tested and their results confirmed.

However, there are a few additional potential cases that remain to be investigated, according to the same source.

The district used to send out telephone, email and conventional mail alerts when students or staff tested positive.

However, the district created a Covid Tracker on its Website in October after I suggested it at a school board meeting.

Though the tracker has not yet been updated to include this information, it is being considered as the sole source of information to the community about cases, according to the school board source.

As of Monday night, the tracker only lists 14 cases in the district since buildings reopened in September – seven students at the high school, a student and a staff member at Founders Hall, two staff at Francis McClure Elementary and three staff at Twin Rivers.

The new cases would bring the district total to 20 – nine at the high school, seven at Twin Rivers with the numbers at other buildings unchanged.

That’s 11 students and 9 staff total – not counting any additional cases that may be coming.

I still think the tracker is a good idea, but it shouldn’t be the sole source of this information.

Parents should not have to check it every day to discover if an outbreak is underway. Administration should continue to provide this data with parents as things happen so parents can make informed decisions about continuing to send their children to in-person classes or not. (Many parents have their children enrolled in the district cyber program instead.)

And school directors should be using this data to determine if it is safe to keep buildings open at all.

Moreover, the tracker has its own glitches.

It does not come up when accessed through certain browsers like Firefox. Unless you use the most reliable browsers like Chrome, you can get nothing but an empty white screen.

With the county in the midst of a steadily increasing surge in Coronavirus cases, now is not the time to hold back on information.

On Sunday, the county broke precedent to report over the weekend an increase of 527 cases of COVID-19, the highest daily number reported since the pandemic began in March.

This followed a week of record-breaking reports from the Pennsylvania Department of Health, with an all-time high of 5,551 cases reported on Saturday throughout the state.

There have been 4,230 cases of COVID-19 in Allegheny County this month, alone.

Nationwide, it took the country 300 days to reach 11 million cases, but over just the last six days, that number increased by another million.

Over the last week, the country has averaged more than 1,080 deaths a day – more than 30% higher than two weeks previous.

The McKeesport community deserves up-to-date information about viral spread in our schools.

Administrators need to step up the transparency.

Pennsylvania Wants YOU to Give Standardized Tests to Your Kids at Home

A multi-million dollar corporation wants to make sure Pennsylvania’s children keep getting standardized tests.

 
Data Recognition Corporation (DRC) and the state Department of Education are providing the optional Classroom Diagnostic Tools (CDT) assessments for use in students’ homes.

 

 

Students are not required to take the CDT in the Commonwealth unless their district decides to give it. The test is encouraged by the state as a way of telling how students will do on the required tests.

 
With this new option, parents finally can give multiple choice standardized tests to their own children on-line.

 
Which is kind of hilarious because no one really asked for that.

 
In fact, many parents, teachers and students breathed a sigh of relief when the requirement that students take high stakes assessments was waived this year nationwide.

 
With the Coronavirus pandemic closing most school buildings and students transitioning to on-line classes created from scratch by their teachers, there hasn’t been much time for anything else.

 
But the folks at DRC, a division of CTB McGraw-Hill, have been busy, too.

 
The Minnesota-based corporation sent out an email written by Matthew Stem, Deputy Secretary of Elementary and Secondary Education at the Pennsylvania Department of Education (PDE) to district contacts from Pittsburgh to Philadelphia encouraging the use of this newly available online CDT.

 
“I am pleased to announce that PDE is providing the Classroom Diagnostic Tools (CDT) as an optional additional resource for your Continuity of Education Plan,” Stem began.

 
“We anticipate that this option will be available through the reopening of schools in 2020.”

 
So if school boards and administrators choose, districts could assign the CDT at the end of this school year, during the summer or at the start of next school year even if school buildings are not yet open due to lingering pandemic problems.

 
This is the kind of academic continuity we should be rethinking not finding new ways to force on children.

 
For some state officials and testing executives perhaps it’s comforting that no matter what happens in this crazy world, at least we’ll still be able to sort and rank kids into Below Basic, Basic, Proficient or Advanced.

 
The rest of us would prefer more authentic education and assessment.

 

 

EVERYDAY USAGE

 

 

It should be noted that the CDT is not, in itself, a high stakes test.

 
It’s an optional test districts can assign to students in reading, math and science to predict how well they’ll do on the actual high stakes tests.

 
Normally, districts are encouraged (but not required) to give the CDT to students multiple times a year to determine where they’ll struggle on DRC’s other fine products like the Pennsylvania System of School Assessment (PSSA) tests given to children in grades 3-8 and the Keystone Exams given to high schoolers.

 
Of course this data is often used to determine which classes students are placed in, so it can play a huge role in deciding which resources and opportunities kids have.

 
A child who scores well can get in the advanced courses and gain access to all the field trips, guest speakers, pizza parties and other perks. Kids who score badly are often placed in remedial courses where they forgo all the glitz for extra test prep and the abiding label that they’re inferior to their classmates in the higher academic tracks.

 
However, you don’t really need the CDT to make such placements. Just put all the kids from wealthier families in the higher courses and kids living in poverty in the lower courses and you’ll have pretty much the same distribution.

 
Because standardized testing doesn’t really measure academics. It appraises socio-economics. And race. Let’s not forget race!

 
The Coronavirus pandemic actually leveled the playing field for the first time in nearly a century. Everyone – rich and poor – had their education disrupted.

 
But at least now with the reintroduction of the CDT, we can continue to discriminate against the poor black kids while privileging the richer whiter ones.

 
In some ways, that’s just the everyday injustice of American school policy.

 
However, the method DRC and PDE are using to clear the way for this particular scheme is truly spectacular.

 

 

A DISASTER WAITING TO HAPPEN

 

 

They’re enlisting parents as test proctors.

 
Normally, as a classroom teacher when my administrator demands I give the CDT to my students, I have to block out a few days and give the tests, myself.

 
I have to pass out entry tickets with each student’s username and password so they can login to the DRC app on their iPads and take the test.

 
If there’s a problem signing in, I have to try and fix it.

 
If kids are kicked out of the testing program and can’t sign back in, I have to deal with it.

 
If there’s a problem with the Internet connection…. I think you get the idea.

 
And all of these problems are extremely common.

 
In the last five years of giving the CDT, I have never had a single day go by when I didn’t experience multiple technological snafus, disruptions or downright clusters.

 
And that’s not to say anything of the times students read a question, don’t understand what it’s asking, wave me over and I’m just as dumbfounded as they are.

 
In fact, the only positive I can imagine from such a situation is that parents will finally get to see how badly written and full of errors these tests truly are. Even the guidance materials are full of misspellings and confusing verbiage.

 
When presented with this nonsense, many kids simply zone out, clicking random answers so they can be done as soon as possible and then put their heads down for the remainder of the time.

 
This is the lions den the state wants to throw parents into.

 

 

PARENTS AS CORPORATE DEFENSE

 
Admittedly, parents won’t have a full class of 20-30 students to deal with, but complications are guaranteed.

 
However, the good folks at DRC are prepared for that.

 
They have a handy “Parent/Guardian Test Administration Guide.”

 
Here’s what it has to say on ASSESSMENT SECURITY:

 

 

“Parents/Guardians should remind their student that the CDT test content must remain secure at all times. None of the materials from the online test may be copied or recorded in any manner.”

 
That’s quite a step down from what the same company warns students on the PSSA:

 

 

“…Copying of material in any manner, including the taking of a photograph, is a violation of the federal Copyright Act. Penalties for violations of the Copyright Act may include the cost of replacing the compromised test item(s) or a fine of no less than $750 up to $30,000 for a single violation. 17 U.S.C. $ 101 et seq”

 
I guess that since the CDT questions are just the ones that prepare you for the REAL test questions, it doesn’t matter as much if their security is put at risk here. Or perhaps the risk of letting kids go without testing and having people realize how unnecessary these tests are is greater than any loss in test security or accuracy.

 

 

TECHNICAL ISSUES EXPECTED

 
The guide also cautions that the test only may be taken using a Google Chrome Internet browser. If students don’t have one installed, there is a link for parents to follow so they can install it for their kids.

 
For some parents, I’m sure this would be no problem. But many of my students’ parents have little access or knowledge of technology. They would pull out their hair at the very suggestion and come running to teachers and administrators for help.

 
Which is exactly what DRC suggests they do.

 
Here’s what the guide recommends for technical support:

 

 

“If technical issues arise during testing, parents/guardians are asked to contact the student’s teacher and/or the student’s school office for technical support. DRC customer service staff cannot directly support issues related to each home’s technology configurations.[Emphasis mine.]

 
And this is true even if the test, itself, directs parents to contact the corporation:

 

 

“If a student receives an error message during the test administration that includes instructions to contact DRC for technical support, the parent or guardian who is assisting with the test administration should contact the student’s teacher or school office for additional instructions. Parents or students should not attempt to contact DRC’s customer service directly for technical assistance.

 
Teachers and/or a school’s technology staff will have the information needed to provide parents/guardians with the level of support to resolve most technology issues. If additional support is required, a school or district representative will reach out to DRC to determine a resolution.”

 
This is certain to put quite a strain on districts since these technological problems will occur not as they normally do within school buildings but potentially miles away in students’ homes.

 
Moreover, one of the most common glitches with the CDT often occurs with the entry tickets. These are typically printed by administrators and distributed to teachers who give them to students on test day. Students use the logins and passwords to gain access to the tests.

 
Stem’s plan would have these tickets distributed digitally over Google Classroom or whatever file sharing service is being utilized.

 
So this requires yet another level of distance and technological competency from parents and students just to access the tests. And once that access is gained, these logins need to be readily available in the highly likely event that students get booted from the program and have to reenter this data.

 

 

I’m sure there will be noooooooo problems at all with this. It will run very smoothly.

 

 

PARENTS AS PRISON GUARDS

 
But let’s say parents are able to help their children login to the test and no technical problems arise.

 
Can parents let their kids simply take the test alone up in their rooms?

 
No.

 
As a test proctor, you are expected to watch your children every second they’re testing to ensure they aren’t copying any information or cheating.

 
You can let your child have scratch paper, highlighters and calculators. But no preprinted graphic organizers, cell phones, dictionaries, thesauri, grammar or spell checkers, other computers or devices.

 
One concession DRC makes is that parents are encouraged to give the shorter Diagnostic Category CDT and not the full version. I’m sure distinguishing between the two on your child’s screen will be no problem at all.

 
This would reduce the test to 35-45 minutes – about half of the full CDT. However, times may vary – my own students have taken more than 180 minutes sometimes to finish the full version.

 
Still, none of this comes close to my favorite part of this catastrophe in waiting.

These are pretty much the same videos teachers are required to watch every year before giving the CDTs.

 

 

As you can imagine, they are perhaps our favorite moments of the year. We sometimes watch them over and over again. Not because they’re so riveting but because we’re required to before we give these infernal tests!

 
Oh, parents, you are in for a treat if your district decides to take advantage of this wonderful opportunity!

 

 

AN IMPOSITION ON PARENT’S TIME

 

 

Speaking of which, I wonder when Stem thinks parents will have the time to do all this.

 
Parents are working hard just to make ends meet. They’re trying to earn enough money to support the household, cook dinner, clean house, do laundry, and a host of other things.

 
Teaching is a full-time job and most parents don’t have the privilege to set aside that kind of time nor are they disposed to do this stuff in the first place.

 
When I teach my students over ZOOM, I rarely see parents guiding their kids through the lessons.

 
If a kid falls asleep, it’s up to me to somehow prod him awake over the Internet. If a child isn’t paying attention or playing on her phone, it’s up to me to direct her back on task.

 
In class, that’s fine. It’s my job and I’m right there in front of the child.

 
On-line, I cannot do it nearly as effectively. But I do my best because I can’t realistically expect all parents to step in here.

 
Yet DRC is expecting parents to do just that by becoming test proctors.

 

 

CONCLUSIONS

 
This is a terrible idea.

 
It will lead to fabulous disasters where teachers, administrators and parents fumble to make things work as DRC pockets our tax dollars.

 

 

Over the past decade, Pennsylvania and local school districts paid more than $1.3 billion for standardized testing. In particular, the state paid DRC more than $741 million for the PSSAs, Keystone Exams and CDT tests. Two of three DRC contracts were given sole source no-bid extensions.

 
Imagine what cash-strapped districts could do with that money.

 
Yet Stem, a former assistant superintendent in Berks County and former administrator in Lancaster, thinks we should give this money to corporations and then break our own backs meeting their needs.

 

 

Even if we could give the CDTs seamlessly online at home, it would hurt our most underprivileged children by taking away opportunities and unjustly labeling them failures.

 
No, if you ask me,it is not time to try to save standardized testing with a tone deaf plan to enlist parents as test proctors while kids are chained to the Internet.

 
It’s well past time to rethink the value of these tests in the first place.

 
We don’t need them.

 
Teachers can assess learning without the help of corporate America.

 

 

Our kids and their families deserve better than this.

 
Contact your local school directors and demand they NOT give the CDT – not now, not during the Coronavirus pandemic, not when the crisis is over, not ever again.

 
And if they won’t listen, opt your children out of standardized testing including diagnostics like the CDT. Then run for school board, yourself, with other likeminded parents and community members.

 
Write letters to the editor of your local paper, make some noise.

 

 

The people still hold the power. And we’re all being tested in more ways than one.

Subject: Availability of the Classroom Diagnostic Tools (CDT) for use by students at home

 

 

I am pleased to announce that PDE is providing the Classroom Diagnostic Tools (CDT) as an optional additional resource for your Continuity of Education Plan. The CDT is a set of online tools designed to provide diagnostic information to guide instruction and provide support to students and teachers. It is aligned with the content assessed on the PSSA and Keystone exams. We anticipate that this option will be available through the reopening of schools in 2020.

 

 

This at-home testing option will allow students to access the CDT from a “public” browser without having it installed on their computers or being configured to their District’s Central Office Services network. The test-setup tasks that teachers/school assessment coordinators routinely complete for classroom administrations of the CDT are the same for the at-home administrations. Test tickets (login credentials) will be distributed directly to the students by school staff. Teachers will have access to all CDT data/reports from the at-home administrations as usual. An overview of the at-home testing option and a guidance document for parents/guardians can be accessed from the following links (or directly from DRC’s INSIGHT Portal under General Information >> Documents >> 2019-2020 Classroom Diagnostic Tools >> Memos/Documents).

All CDTs (Full and Diagnostic Category) are available for use. However, it is highly recommended to only have students take the Diagnostic Category CDTs at this time. Students and their parents/guardians may benefit from a much shorter testing experience using the Diagnostic Category CDTs that are aligned to current instructional content. The shorter, more focused testing will still provide teachers and administrators with the same level of reporting and resources to adjust instruction and planning during distance learning.

Gov. Wolf Tries to Stop Charter Schools Gorging on Public School Funding

No one minds that healthy call at the hog farm when it’s time to feed the sows.

 

But taxpayers do take issue with it when it’s the call of the state legislature gathering a different kind of swine around public tax dollars.

 

Pennsylvania’s 180 charter schools gobbled up $1.8 billion last year from the Commonwealth’s public schools.

 

And Gov. Tom Wolf is refusing to let them continue to gorge on public funding meant to nourish everyone.

 
Last week, he took executive action to hold these schools accountable and force them to be more transparent – even if the legislature won’t.

 
Charter schools are publicly financed but privately run. Unlike authentic public schools, charters are often administered by appointed boards. They don’t have to provide the same level of services for children, don’t have to accept all students, can make a profit and don’t even have to be transparent about how they spend their money.

 

 

Yet that money comes from taxpayers.

 

For years fiscal watchdogs have complained that the state’s 22-year-old charter school law needs revising. However, after lining lawmakers pockets with charter school cash, the legislature continually refuses to do anything about it.

 

A few Democrats have offered plans that would increase accountability, but they’ve gotten no traction. And Republican plans have almost exclusively offered to make matters worse by dumping more money in the trough and putting up a thicker curtain so we don’t see the school privatizers eat.

 

So finally Gov. Wolf, a Democrat, took action on his own.

 

He has directed his Department of Education to circumvent the legislature to develop regulations that he says,  “will level the playing field for all taxpayer-funded public schools, strengthen the accountability and transparency of charter and cyber charter schools and better serve all students.”

 

His plan would:

 
•Allow districts to limit student enrollment in charter schools where students aren’t making academic gains.

 

•Require charter schools to stop turning away students based on race, ethnicity, gender, disability, intellectual deficits, lack of athletics or other student characteristics.

 
•Make charter schools as transparent as authentic public schools.

 

 

•Stop conflicts of interests for charter school board members and operating companies so that they can’t make decisions on behalf of the school that would enrich themselves, their families and/or friends.

 
•Make charters submit to financial audits to state regulators, make them publicly bid contracts for supplies and services and use fair contracting practices.

 
•Provide greater oversight of charter school management companies so they can’t profit off of the students enrolled in the schools they’re managing.

 
•Seek more information about how prospective charters will be run in a new model state application to be used when charters seek to open up shop or renew existing charters.

 

 

•Require charters to accurately document their costs.

 
•Prevent charters from overcharging for services they provide to students.

 

•Make charters pay to cover the state’s costs for implementing the charter school law.

 

•Recoup money from charter schools for the time and services the state provides when it reviews applications, distributes payments and provides legal and administrative support to them.

 
It’s a bold step for a governor, but apparently Wolf is tired of waiting on a dysfunctional legislature to actually legislate.

 

The problem is Wolf has to be more than a governor. He has to be a goalie.

 

The state House and state Senate are deeply gerrymandered and controlled by Republicans.

 
Every year, lawmakers pass mostly crap bills written by Koch Brothers proxies only to be vetoed by Wolf.

 

 

Occasionally, the GOP convinces enough right-leaning Democrats to go with them and Wolf can’t or won’t veto the bills.

 
And that’s pretty much how things work in Harrisburg.

 

However, this time Wolf wasn’t content to just guard the net. He actually took the puck down the ice, himself, and made a slap shot on the opposing team.

 

Can he do this? Is he still operating within the law?

 

Time will tell – though I’d argue that in the absence of legislative action, he is within his job description.

 

Moreover, this is only a first step.

 

Wolf, himself, has said that more needs to be done by the legislature. Even after his executive actions, much needs to be done to make charter schools function properly in the Commonwealth.

 

Specifically, Wolf asked the legislature to pass a moratorium on new cyber charter schools, cap enrollment in low-performing charter schools until they improve, subject charter management companies to the same transparency rules that districts must follow, and create a fair, predictable and equitable charter school funding formula.

 

I’d like them to go even further.

 

Frankly, I’d like to see charter schools ended as educational institutions.
Why should the public pay for schools that aren’t locally controlled? Why pay for privatized schools at all?

 

I suppose if there are some that are functioning well for students, they can be grandfathered in, but they should be funded separately. When two districts have to compete for the same funding, the students lose.

 

At least, we should not be opening up new charters. The public should not be in the business of funding privatized schools.

 

I am grateful to Gov. Wolf for finally having the guts to stand up to this powerful industry.

 

The state exists to further the public good – not enrich private corporations like those running many charter schools.

 

It’s time we admitted that charter schools are a failed experiment and shut them down.

 

It’s time to block these pigs from chowing down on public funding without public oversight.

Classroom Teachers are the Real Scholastic Experts – Not Education Journalists

When you want an expert on health, you go to a doctor.

 

When you want an expert on law, you go to a lawyer.

 

So why is it that when the news media wants an expert on education they go to… themselves!?

 

That’s right. Education journalists are talking up a storm about schools and learning.

 

You’ll find them writing policy briefs, editorials and news articles. You’ll find them being interviewed about topics like class size, funding and standardized tests.

 

But they aren’t primary sources. They are distinctly secondary.

 

So why don’t we go right to the source and ask those most in the know – classroom teachers!?

 

According to a Media Matters analysis of education coverage on weeknight cable news programs in 2014, only 9 percent of guests on MSNBC, CNN and Fox News were educators.

 

This data is a bit out of date, but I couldn’t find a more recent analysis. Moreover, it seems pretty much consistent with what I, myself, have seen in the media.

 

Take Wyatt Cenac’s “Problem Areas,” a comedy journalism program on HBO. The second season focuses entirely on education issues. Though Cynac interviews numerous people in the first episode (the only one I saw), he put together a panel of experts to talk about the issues that he would presumably return to throughout the season. Unfortunately, only two of these experts were classroom teachers.

 

There were more students (3), policy writers (3) and education journalists (3). There were just as many college professors (2), civil rights leaders (2), and politicians (2). Plus there was one historian (Diane Ravitch).

 

I’m not saying Cynac shouldn’t have talked to these other people. From what I’ve seen, his show is a pretty good faith attempt to talk about the issues, but in under representing classroom teachers, we’re left with a false consensus. It’s like having one climate denier debate one scientist. They aren’t equal and should not be equally represented.

 

And that’s as good as it gets!

 

Turn to most discussions of education or scholastic policy in the news and the discourse is bound to be dominated by people who are not now and have never been responsible for a class full of K-12 students.

 

Allowing journalists who cover education to rebrand themselves as “experts” is just not good enough.

 

Take it from me. Before I became a classroom teacher, I was a newspaperman, myself. Yet it’s only now that I know all that I didn’t know then.

 

If anyone values good, fact-based reporting, it’s me. But let’s not confuse an investigator with a practitioner. They both have important jobs. We just need to be clear about which job is being practiced when.

 

Reporters are not experts on the issues they cover. Certainly they know more than the average person or some political flunkey simply towing the party line. But someone who merely observes the work is not as knowledgeable as someone who does it and has done it for decades, someone with an advanced degree, dedication and a vocation in it.

 

Moreover, there is a chasm between education reporting and the schools, themselves, that is not present between journalists and most fields of endeavor. In the halls of academia, even the most fair-minded outsiders often are barred from direct observation of the very thing they’re trying to describe. We rarely let reporters in to our nation’s classrooms to see what’s happening for themselves. All they can do most of the time is uncritically report back what they’ve been told.

 

It’s almost as if sportswriters never got to see athletes play or political reporters never got to attended campaign rallies. How could their ideas about these subjects be of the same value as the practitioners in these fields!?

 

It couldn’t.

 

Think about it. Journalists are rarely permitted inside our schools to see the day-to-day classroom experience. Legal issues about which students may be photographed, filmed or interviewed, the difficulty of getting parental permissions and the possibility of embarrassment to principals and administrators usually keeps the school doors closed to them.

 

In many districts, teachers aren’t even allowed to speak on the record to the media or doing so can make them a political target. So reporters often have great difficulty just disclosing the opinions of those most knowledgeable about what is going on.

 

At best, our nation’s education reporters are like aliens from another galaxy trying to write about human behavior without actually having seen it. It’s like a bad science fiction movie where some alien with plastic ears asks, “What is this thing you call love?”

 

Sorry. These are not experts. And if we pretend that they are, we are being incredibly dishonest.

 

Some of this obfuscation is by design.

 

Education reporting is incredibly biased in favor of market-based solutions to academic problems.

 

Why? The corporations that own the shrinking number of newspapers, news stations and media outlets are increasingly the same huge conglomerates making money off of these same policies. The line between news and advertising has faded into invisibility in too many places.

 

Huge corporations make hundreds of millions of dollars off of the failing schools narrative. They sell new standardized tests, new test prep materials, new Common Core books, trainings for teachers, materials, etc. If they can’t demonstrate that our schools are failing, their market shrinks.

 

Even when they don’t put editorial pressure on journalists to write what the company wants, they hire like-minded people from the get go.

 

Too many education journalists aren’t out for the truth. They’re out to promote the corporate line.

 

This is why it’s so important to center any education discussion on classroom teachers. They are the only people with the knowledge and experience to tell us what’s really going on.

 

And – surprise! – it’s not the same narrative you’re getting from corporate news.

 

Schools are being defunded and dismantled by the testing and privatization industry. Corporate special interests are allowed to feed off our schools like vultures off road kill. And all the while, it is our children who suffer the results.

 

High stakes standardized testing must end. Charter and voucher schools must end. Parasitic education technologies must be controlled, made accountable and in many cases barred from our schools altogether.

 

But that’s a truth you can only find by talking to the real experts – classroom teachers.

 

Until we prize their voices above all others, we will never know the whole truth.

The Further You Get From Public Schools, the Greater the Chance of Child Abuse

A California home-school where parents shackled, starved and abused their children is a symptom of a larger disease.

 

 

And that disease is privatization.

 

 

David Allen Turpin and his wife, Louise Anna Turpin, were arrested after police found the couple’s 13 children living in deplorable conditions in their Perris, California, home.

 

 

Some of the children were actually young adults but were so malnourished investigators at first mistook them for minors.

 

 

It is a situation that just could not have happened had those children been in the public school system.

 

 

Someone would have seen something and reported it to Child Protective Services. But school privatization shields child predators from the light and enables a system where minors become the means to every adult end imaginable.

 

 

Let me be clear. Privatization is defined as the transfer of a service from public to private ownership and control.

 

 

In education circles, that means home-schools, charter schools and voucher schools – all educational providers that operate without adequate accountability.

 

 

We are taking our most precious population – our children – and allowing them to be educated behind closed doors, out of sight from those tasked with ensuring they are getting the best opportunities to learn and are free from abuse.

 

 

And since home-schooling operates with almost zero oversight, it is the most susceptible to child neglect and mistreatment.

 

 

Children who in traditional public schools would have a whole plethora of people from teachers to counselors to principals to cafeteria workers who can observe the danger signs of abuse are completely removed from the home-school environment.

 

 

Home-schooled children receive their educations almost exclusively from parents.

 

 

While most moms and dads would never dream of abusing their kids, home-schooling provides the perfect cover for abusers like the Turpins to isolate children and mistreat them with impunity.

 

 

It is a situation that at least demands additional oversight. And at most it requires we rethink the entire enterprise as dangerous and wrongheaded.

 

 

Charter and voucher schools at least utilize whole staffs of people to educate children. The chances of something like this happening at these institutions is much smaller. However, both types of school also are much less accountable for their actions than traditional public schools.

 

 

And that is the common factor – responsibility. Who is being held answerable when things go wrong? At traditional public schools, there is a whole chain of adults who are culpable for children. At these other institutions, the number of people in the hot seat shrinks to zero.

 

 

Much of that has to do with the regulations each state puts on privatized schools.

 

 

Just look at the regulations governing home-schooling.

 

 

In 14 states including Delaware, California and Wisconsin, parents don’t have to do anything but let the school district know they’re home-schooling. That’s it! And in 10 states including Texas, Illinois and New Jersey, you don’t even have to do that!

 

 

Kids just disappear without a trace. If no one reports them missing, we assume they’re being home-schooled.

 

 

But even in states that appear to be more exacting on paper, the reality is a virtual free-for-all.

 

 

Take my home state of Pennsylvania. To begin home-schooling, parents must notify the superintendent, have obtained a high school degree themselves, provide at least 180 days of instruction in certain subjects and maintain a portfolio of their child’s test results and academic records.

 

 

That sounds impressive. However, this doesn’t really amount to much in practice because these regulations have few teeth. Hardly anyone ever checks up to make sure these regulations are being met – and they’re only allowed to check up under certain circumstances and only in certain ways and at certain times!

 

 

Even when it comes to charter and voucher schools, most states, including Pennsylvania, go little further than that.  

 

 

Frankly, most of the time we don’t know what happens in charter and voucher schools, because few state governments insist on audits, unscheduled visits or reports.

 

 

For instance, though few charter or voucher schools starve, lock up or torture students, many have zero tolerance discipline policies. Few would claim even these controversial behavior management systems sink to the level of some home-school parents who have allegedly withheld food and bound children’s hands with zip ties. But adolescents being forced to sit silently with their eyes looking forward, hands on the table or else receive loud rebukes – as they are in many charter or voucher schools – may qualify as another kind of abuse.

 

 

Moreover, all privatized schools can withhold providing a proper education. Home-school parents can refuse to teach their children not just truths about science and history but the basics of reading, writing and math. Likewise, charter and voucher schools can cut student services and pocket the savings as profit. And no one is the wiser because the state has abrogated its responsibility to check up on students or even require they be taught much of anything at all.

 

 

Meanwhile, none of this is possible in the traditional public school setting because it must operate in the light of day. It is fully accountable to the public. Its documents are public record. Decisions about how it should be run and how tax dollars are spent are made at open meetings by duly-elected members of the community.

 

 

Some, including myself, would argue that the regulations required of public schools by the state and federal government are sometimes too onerous, unnecessary or even just plain dumb. But that doesn’t change the fact that regulations are necessary. It just leaves open the question of which ones.

 

 

The bottom line is this: Public school is the equivalent of teaching children in an open room with qualified educators that have proven and continue to prove they have no criminal record and are able and ready to educate.

 

 

Privatized schools are the equivalent of teaching children in a closed room with educators who may not deserve the name and may or may not have deplorable criminal pasts.

 

 

Looked at in the abstract, no one in their right mind would conceivably suggest the latter is a better educational environment than the former. However, we have been subjected to an expensive propaganda campaign to make us think otherwise.

 

 

Look. I’m not saying public schools are perfect. Certainly students can be abused there, too. The media salaciously reports every doe-eyed teacher who stupidly has a sexual relationship with a student – whether it be at a public or privatized school. But in comparison with the worst that can and often does happen at privatized schools, these incidents at public schools are extremely rare (1 in 800,000) and of much less severity.

 

 

Though both are bad, there is a world of difference between the infinitesimal chance of being propositioned by your high school teacher and the much more likely outcome of being treated like a prison inmate at 13 by the charter school corporation or being starved, shackled and beaten by your parents!

 

 

Human beings aren’t going to stop being human anytime soon. Wouldn’t it be better to entrust our children to an environment with regulations and accountability than letting them go off in some locked room and just trusting that everything will be alright?

 

 

Our posterity deserves better than privatization.

 

 

They deserve the best we can give them – and that means fully responsible, fully regulated, fully accountable public schools.

Arne Duncan Designed Rahm Emanuel’s Latest Attack on Poor Students of Color

Sometimes an idea is just too stupid to keep it all to yourself.

Ask Arne Duncan.

Sitting at his lonely desk as managing partner of the Emerson Collective, a limited liability corporation pushing school and immigration policy, he must have missed his days as President Barack Obama’s Education Secretary.

After all, he was the architect of Race to the Top, a federal policy that at best wasted billions of tax dollars without helping students learn – at worst it enriched private charter school operators, standardized test and publishing corporations and private prison operators without helping kids learn.

At the dawn of 2017 with Donald Trump just beginning to flush public education down the toilet in favor of school vouchers, Duncan took to the Internet wondering how he, too, could bring harm to inner city students.

On Jan. 11, he sent an email to Chicago Mayor Rahm Emanuel with a suggestion that was pure Duncan – let’s help poor children of color by making it harder to graduate!

Chicago Public School students have suffered from decades of budget cuts, teacher layoffs and even the closure of 49 schools almost exclusively in poor, black or Latino neighborhoods. A former district CEO even plead guilty to a $23 million kickback scheme.

As a result, the more than 400,000 students, 37.7% of which are black and more than 80% of which are poor, have struggled academically.

How would Arne help them? Make them submit more paperwork in order to get a diploma. They must prove that after 12th grade they’re going to college, trade school, an internship, the military or would otherwise be gainfully employed. OR ELSE they can’t graduate!

“Think about making completing a FAFSA [financial aid application] and applying to two or three colleges or the military a new CPS graduation requirement,” Duncan wrote to Emanuel in emails released to the Chicago Sun-Times through a Freedom of Information Act request. “Graduation rates continue to rise. This would signal the importance of ongoing education/training. A HS diploma is great, but not enough. No other school system I know of has taken this next step.”

Duncan followed up in February, and Emanuel replied, “Thanks. You know we are doing a version of your graduation requirement.”

Duncan responded, “Didn’t know. Good?”

No. Not good, Arne.

Because of your neoliberal meddling, when this year’s 9th graders finish their senior year, they’ll have to jump through yet another hoop to get their diplomas.

The Brookings Institute concluded in 2016 that cities like Chicago with pronounced income inequality are more likely to see higher rates of secondary school drop-outs, and lower graduation rates. An unrelated 2014 study found that Chicago ranked eighth among American cities in an index of income inequality.

None of that is helped by a new graduation requirement.

But Duncan disagrees.

He wrote an op-ed published in the Chicago Tribune praising the plan – his plan.

“Some people worry that raising graduation standards will cause more young people to drop out, but they’re wrong,” he wrote. “Young people don’t drop out because school is too hard. They drop out because it is too easy and they are not engaged. They don’t understand how it’s relevant to their lives.”

Wrong, Arne. It’s not a matter of school being too easy. It’s a matter of life being too hard. Imagine being an impoverished inner city student. You’re malnourished, there are few books in your home, you’re struggling to survive in a world populated by drugs and gangs, you’re suffering from post traumatic stress and your neighborhood school is closed, your teacher is laid off, there’s no tutoring, no arts or humanities classes. And they keep making you take endless high stakes standardized tests. THAT’S what makes students loose interest in school. Not because it’s too easy!

But Emanuel, a former investment banker and Obama’s White House Chief of Staff, only understands business solutions to human challenges.

When proposing this new graduation requirement, he said he got the idea from charter schools.

But of course! Private corporations running schools at public expense always know what is best!

Or is that NEVER know what is best? I guess it depends on whose interest you’re looking out for – businesspeople or students.

Emanuel doesn’t think this new policy is a major change.

“We already have around 62 percent of our kids are already either accepted into college or accepted into community college, and our goal is to make sure nobody spikes the ball at 12th grade,” Emanuel said. “We want to make 14th grade universal. That’s the new goal line.”

Is it, Rahm? It’s interesting that you’re doing this for inner city kids but no one is suggesting it for wealthy kids in the suburbs.

This statement about expectations explains why:

“Just like you do with your children, college, post-high school, that is what’s expected,” Emanuel said. “If you change expectations, it’s not hard for kids to adapt.”

So poor black and Latino kids need YOUR expectations. Is that it? It’s up to YOUR patriarchy to step in and tell them what to do with their lives after high school or else – what? They’ll just sit home on food stamps doing nothing?

This is Chicago – where police brutality is an everyday thing. Gun violence is out of control. And you think these kids and their parents live in crippling, generational poverty because they aren’t trying hard enough to get jobs or better themselves?

Those seem to be the underlying assumptions here. It’s not about giving these 18-year-olds a helping hand. It’s about pushing them to pull themselves up by their own bootstraps.

It only takes a second of thought to realize why this is a bad idea.

The district has been cutting staff positions left and right – especially at schools serving poor students of color. Has any additional funding been budgeted to ensure district guidance counselors are in place to help students meet this goal? NOPE.

Students can graduate if they prove they’ve got a job after high school. Those aren’t exactly growing on trees – especially jobs that pay more than minimum wage. What if students can’t find employment? That’s reason to withhold their diplomas? Your academic fate should be held up because there aren’t enough positions as a fry chef!?

Sure, seniors can apply to a local community college, which according to a spokesperson for City Colleges of Chicago, lets everyone in. But what if this isn’t the path for them? Not everyone is made for college. Why is the city stepping in to demand a post graduate plan from students? Isn’t this really just a recruitment plan for these community colleges and/or the military?

Is this even legal? These kids have passed all their classes. They’ve earned a diploma. You can’t simply withhold it because their post-secondary plans don’t meet with your approval.

When the district withholds its first diploma, look for a legal challenge where taxpayers will be in the uncomfortable position of paying for legal counsel to stop a child from graduating.

This Duncan/Emanuel policy is something you might expect from a certified moron like current Education Secretary Betsy DeVos. (She wants teachers armed against grizzly bear attacks.)

But it should be noted that both Duncan and Emanuel are Democrats. They’re just not progressives.

You wonder why a fool like Trump won the Presidency? It’s because of neoliberal attitudes like these. Both of these men were part of the Obama administration. And Hillary Clinton was following in the same footsteps – or certainly she didn’t speak out against it.

Emanuel’s political career is backed by the same big money conservatives that back Chris Christie, Mitt Romney and Bruce Rauner. He’s a puppet of charter schools, hedge fund managers and the Koch Brothers.

In fact, his corruption was so bad that during the 2016 primary, he became an issue for Democratic Presidential contenders. Bernie Sanders actually called him out in a tweet saying: “I want to thank Rahm Emanuel for not endorsing me. I don’t want the endorsement of a mayor shutting down schools and firing teachers.”

Rahm had endorsed Clinton putting her in a bad position. Ann O’Leary, Clinton’s education advisor, said in private emails that Emanuel was “bad for Chicago schools.”
Like Clinton’s campaign manager, John Podesta, O’Leary was a longtime supporter of corporate education reform policies – and so was Clinton. Hillary supported George W. Bush’s terrible No Child Left Behind – the law that changed federal education policy from focusing on equity to holding schools hostage for their standardized test scores.

O’Leary was worried about how Emanuel might hurt Clinton – especially in light of Bernie’s tweet.

In a private email to senior Clinton staff, she wrote:

“Bernie is beating us up over Rahm’s record on schools in Chicago. The Chicago school system is overloaded with debt and likely to run out of cash before the end of the school year. As a result, they are withholding their pension contributions, and laying off teachers and support staff.

I reached out to Randi W[eingarten, President of the American Federation of Teachers] and she suggested that she tweet something tomorrow making it clear that Rahm and Rauner have been bad for Chicago schools and then HRC [Hillary Rodham Clinton] retweets.

That sounds like a toxic idea to me given Rahm’s endorsement, but I don’t think this issue is going away.

We could: (a) have HRC say something more forceful about the state working to help Chicago pay off debt so the schools can focus on teaching and learning; (b) have Randi say something more mild and we could retweet. But I do worry that short of going after Rahm, these options are not going to be satisfactory. So the (c) option is to stay silent for now.

Thoughts?”

O’Leary’s final decision was to do nothing.

And we all know how that turned out.

The worst part is that the Democrats don’t appear to have learned anything.

Here’s what Duncan had to say just this month about how Democrats should be fighting the Trump administration’s education policies:

“The federal government is disinvesting in public education and withdrawing from accountability, so states and districts have to step up and lead.”

But Arne, your administration disinvested in public schools, too. Emanuel is famous for it!

And we all know what “accountability” means to neoliberals like you. It means endless standardized testing and closing schools catering to poor students of color. It means giving charter schools, book publishers and testing corporations a blank check.

No one is going to vote for that anymore.

That is just not a viable alternative to Republican policies that take all of this to its logical conclusion.

Destroying public schools slowly is not a viable alternative to destroying them quickly. Democrats need to either discover their real progressive roots or else move aside for grassroots groups to take over.

That’s a suggestion worth sending to your buddies Rahm, Hillary and Barack via email.

Congress Frees Public Schools From Federal Test & Punish – Where’s the Catch?

Let’s say you were kidnapped and kept in a small basement room where you were routinely beaten and starved.

Then after years of this treatment, your captors brought in a massage table and offered you a filet mignon after your spa treatment.

You’d be more than a little bit confused.

That’s the position of parents, students and teachers today.

After almost two decades of punishing public schools and their students for low test scores, Congress suddenly decides to step back and leave it to the states!?

Until now the federal government had mandated increasing high stakes standardized tests and forcing schools that don’t meet a certain threshold to be stripped of their school boards, turned into charters or simply closed. Until now, the federal government coerced states to enact every fly-by-night corporate education reform from Common Core to Teach for America to evaluating teachers based on student test scores.

But now the feds are just walking away!?

First, in 2015 lawmakers passed the Every Student Succeeds Act (ESSA), a reauthorization of federal K-12 education policy that (depending on how you interpret it) limited federal power over public schools. However, the Obama administration offered guidelines that put much of that federal power back in place.

Now both the House and Senate have voted to repeal those Obama administration guidelines in favor of… well… some other interpretation.

Sen. Lamar Alexander (R-Tennessee), chairman of the Health, Education, Labor and Pensions committee and one of the architects of the ESSA, says states can just follow what’s written in the law. But this is a 1,061 page document full of legalese, meandering bipartisan compromises and – frankly – contradictory language. Even the most simple legislation needs interpretation, and in this case it needs extensive interpretation.

Education Secretary Betsy DeVos is expected to offer her take on what all this means by Monday. So buckle up for that one. I’m sure the nation’s Grizzlies are so upset they can barely finish their picnic baskets.

As for the rest of us, it’s hard to know what this all will mean.

Alexander offered a detailed explanation that anyone interested in this issue should read.

I’m no fan of the Senator’s. I think he’s a blatant opportunist, an unapologetic partisan and out to protect only one person – numero uno.

But he makes some excellent points about federal overreach in the Department of Education under the previous two administrations.

Moreover, unlike DeVos, the supremely unqualified Education Secretary he helped ram through Congress over bipartisan objections, he knows something about schools. He was Secretary of Education, himself, from 1991-93 under President George H. W. Bush.

First, the ESSA still mandates annual testing. Even without the Obama guidelines, students will still be tested in grades 3-8 and once in high school.

Second, Alexander says the law still requires each state to hold its public schools accountable. Each state must submit a plan detailing how it intends to do that by September of 2017. There is plenty of latitude on exactly how states will do this, but whatever they decide, this new accountability system must be implemented by next school year (2017-2018).

Moreover, he says, states have to identify and provide support to at least the lowest performing 5% of their schools. This must be done by the beginning of the 2018-2019 school year.

They also must use academic and English language proficiency indicators in their accountability systems. Which indicators? Standardized testing? Maybe – maybe not.

Many accountability provisions, such as the requirement that educators measure reading scores, math scores, and graduation rates, are specifically mentioned in the ESSA.

Still, many questions remain.

For instance: if the Department of Education isn’t allowed to tell states what to do, how is it supposed to help them comply with the law?

Alexander cites “Non-regulatory guidance; Dear Colleague letters; Frequently-Asked-Questions documents; Webinars, phone calls, and in-person conferences.”

Alexander stresses that repealing the Obama regulations does not open to door for the Department of Education to mandate a nationwide school voucher plan – unfortunately.

He writes, “A school choice program cannot be unilaterally created by the Department of Education. Only Congress could create a voucher program, and, unfortunately, Congress has rejected doing that.”

However, the Trump administration and DeVos have already made their intentions known about school vouchers. They intend to use Title I dollars – money usually earmarked for the most impoverished students – as federal bribes to enact vouchers. It’s basically the same thing Obama did with Race to the Top – promising federal money to states if their schools do what the feds want them to do.

For all his talk about states rights, Alexander appears to have no problems with this same kind of Obama-style coercion.

But he does appear to be correct about the transfer of power.

Apparently, the states really will regain control over their public schools.

This could be a very positive thing. And it’s not the only one.

In addition to repealing Obama’s accountability regulations, Congress scrapped Obama’s teacher preparation rules.

This change was less controversial. Eight Democrats joined Republicans in voting to repeal the teacher preparation regulations. By comparison, no Democrats voted to dismantle the accountability rules and one Republican joined them in opposition.

The teacher preparation rules were released in October after years of delay.

The main point of contention was the requirement that states develop a rating system aimed at evaluating the success of their teacher preparation programs. This would have included how programs’ teachers perform based on a measure of student academic achievement. Though the final version gained some flexibility with how to determine student academic success beyond just test scores, it remained a hot mess.

Any programs that didn’t perform well on the state’s rating system would have lost access to federal grants aimed at supporting teachers who work in high-need certification areas and in low-income schools (or TEACH grants). In effect, it would have pushed for a new generation of teachers dedicated to test prep and Common Core.

And these repeals of Obama regulations – these seeming improvements just waiting for Donald Trump’s signature – are brought to us by the same people who support removing protections for trans students. These are the same legislators who gave us an unexperienced mega-donor as Education Secretary.

Frankly, I’m having trouble believing it.

I hope I’m wrong, but I’m waiting for the other shoe to drop.

Perhaps the standardized testing industry has consolidated so much support at the various Republican controlled state legislatures that it no longer needs support in Washington. Perhaps our ridiculously gerrymandered state legislative districts will make any resistance even more difficult. Perhaps a completely toothless Department of Education will embolden the most racist state legislators to dramatically increase segregation and civil rights abuses for the poor and minorities.

Or perhaps Republicans actually got one right?

Why Are So Many Democrats Behind Backdoor School Voucher Expansion in Pennsylvania?

Democrats are supposed to be liberals, progressives.

 

That means upholding the Constitution and the Separation of Church and State.

 

So why are so many Pennsylvania Democrats sponsoring an expansion of the state’s de facto school voucher bill?

 

A total of 11 out of 84 sponsors of HB 250 are Democrats. The bill would expand the Educational Improvement Tax Credit (EITC) and Opportunity Scholarship Tax Credit (OSTC) programs.

 

The Commonwealth already diverts $200 million of business taxes to private and parochial schools. That’s money that should be going to support our struggling public school system.

 

The new bill would add $50 million to each program for a total of $100 million more flushed down the drain.

 

Pennsylvania has a budget deficit. We’ve cut almost $1 billion a year from public schools. We can’t afford to burn an additional $300 million on private and church schools.

 

 

We expect Republicans to support this regressive nonsense. Especially in gerrymandered Pennsylvania, they’ve gone further and further right to please their Tea Party base and avoid being primaried.

 

But the few Democrats left in the House and Senate are likewise in districts that would never vote Republican. You’d expect them to get more and more progressive. Instead, even here we see them taking steps to the right!

 

Democratic sponsors of the bill are almost exclusively from the state’s urban centers – Philadelphia and Pittsburgh.

These corporate tax giveaways are based on the premise that our public schools are failures and that students must be rescued from them. The Commonwealth has developed a list of approximately 400 “failing schools” and created a voucher-like system allowing students living near them to take public taxpayer money to go to private and religious schools. Students can also go to another public school in a different district, if they will accept them. However, few public schools take part in the program because school boards know it’s just another attempt to weaken their districts.

 

How does the state define a “failing school”?

 

Partially it’s based on standardized test scores. Districts with the bottom 15% of reading and math scores on the Pennsylvania System of School Assessments (PSSA) and Keystone tests are supposed to earn this label. However, the state has been notorious for including districts that actually are making academic progress.

 

Since low test scores are highly correlated with poverty, that’s the real indicator. If you live in a poor enough district, you’re probably eligible.

 

What about charter schools?

 

It’s funny you asked. Though they often have subpar test scores, they rarely are included on the state’s list of “failing schools.” They even exclude most of the state’s execrable cyber charter schools. The Center for Research on Education Outcomes (CREDO) at Stanford University found that students in every single Pennsylvania cyber charter school performed “significantly worse” in reading and math than their peers in conventional public schools. But somehow that’s generally not failing enough to earn you a voucher-like tax credit.

 

How can we tell that students at private and parochial schools are doing better than those in public schools?

 

We can’t.

 

The scholarship organizations have no auditing requirements and almost no reporting requirements. Moreover, private and parochial schools don’t have to take the federally-mandated standardized tests! So there’s no way to do an apples-to-apples comparison!

 

But here’s the best part. The EITC law prohibits state administrators from requesting any information related to academic achievement. You’re not even allowed to ask!

 

However, the law goes out of its way to remove regulations on how these tax dollars are spent. For instance, schools taking these tax credits can spend as much as 20% of the money to cover pure administrative costs.

 

Yet the public schools are still responsible for many of the costs of students living in their attendance areas but who use these de facto vouchers. For instance, there’s no limit to how far away an EITC student can go with their publicly-subsidized scholarship. But the student’s home district is legally obligated to provide transportation for up to ten miles.

 

Vouchers have been repeatedly defeated on every referendum held on the subject in the entire country. One of the reasons people have been up in arms against Donald Trump’s nomination of Betsy DeVos as U.S. Education Secretary has been her support of vouchers.

 

What do voters have to do to tell legislators that they don’t want school vouchers – no matter what you call them? What do voters have to do to show that they support our public school system – a system that despite being underfunded and weighed down with corporate education reforms remains one of the best in the world?

 

And when will Pennsylvania’s Democrats start acting like Democrats on the subject?
