Virtual Learning Through Quarantine Will Leave Poor and Disabled Students Behind

In the wake of the coronavirus crisis with most people self quarantined at home, schools across the country are shut down.

 

Some offer (or are considering offering) distance learning over the Internet.

 

However, this poses problems.

 

Not all student services can be provided via computer.

 

And not all students even have a computer, online compatible device or Internet access.

 

Should our nation’s public schools soldier on anyway and provide some kind of learning experience for those not thus encumbered at the expense of those who will be left behind?

 
The U.S. Senate’s proposed coronavirus aid package includes a provision to waive existing federal law that requires all schools to provide services to special education students. Removing this specification would allow districts to move forward with virtual learning without having to worry about meeting the needs of their special education students.

 

Advocates worry that even a temporary suspension of the Individuals with Disabilities Education Act (IDEA) could have devastating long term effects on students with disabilities and ultimately remove the requirement upheld for the last 45 years that they receive a free public education.

 
Education Secretary Betsy DeVos offered a gleeful statement in favor of dispensing with protections for students with autism, cerebral palsy, learning disorders and other special needs:

 

“It was extremely disappointing to hear that some school districts were using information from the Department of Education as an excuse not to educate kids. This is a time for creativity and an opportunity to pursue as much flexibility as possible so that learning continues. It is a time for all of us to pull together to do what’s right for our nation’s students.

 

“Nothing issued by this Department should in any way prevent any school from offering educational programs through distance instruction. We need schools to educate all students out of principle, rather than educate no students out of fear. These are challenging times, but we expect schools to rise to the occasion, and the Department stands ready to assist you in your efforts.”

 

The Department of Education issued a Fact Sheet that went even further:

 

“To be clear: ensuring compliance with the Individuals with Disabilities Education Act (IDEA), Section 504 of the Rehabilitation Act (Section 504), and Title II of the Americans with Disabilities Act should not prevent any school from offering educational programs through distance instruction.”

 

This is tantamount to prioritizing the education of some students over others. In short, if we follow DeVos’ guidelines, we will be saying that regular education students are more important than students with special needs.

 

It is a dangerous precedent.

 

However, perhaps even more dangerous is the abdication of any responsibility for, even complete erasure of any mention of poor students without Internet access.

 

This just underlines the importance of legislation. Special education students have IDEA. Poor students have nothing. There is no right to education for them at all.

 

If there had been some legislation specifically enshrining the rights of the underprivileged, however, it is clear this administration would be likewise proposing measures to dispense with it.

 

I understand that we are in a crisis. I understand that some think it is better to take half measures so that something gets done rather than nothing.

 

However, the coronavirus outbreak is expected to be a temporary situation. It may last weeks or months, but it will not last forever.

 

We want to do things in the best interests of children now, but we also must be aware of later. And trying to meet some kids needs now while writing off a large chunk of the rest would have a huge negative impact later.

 

If we educate just the privileged kids, we will be worsening the socioeconomic gap between students – a gap that is already too wide.

 

According to the most recent federal data, nearly 7 million students in the United States do not have Internet access at home. That is about 14 percent of all U.S. students. And of those with online access at home, 18 percent do not have home access to broadband Internet so they would also have difficulty retrieving lessons or participating in Zoom meetings online.

 
Moving to distance learning on the Internet would leave tens of millions of children behind.

 
Is this really what we want to do?

 

In addition, there is the question of quality.

 

Few teachers are trained or have experience with distance learning. They will probably be able to provide some kind of learning – but it will almost certainly not be the best they could be providing.

 

Moreover, there are real questions about the quality of learning that CAN be provided in a virtual environment even under the best of circumstances.

 

Cyber schools are a perfect fit for some students. Older and more mature students would probably have an easier time adjusting to it.

 

However, many students – especially younger ones – need the face-to-face interactions of school to get the most out of the experience. Forcing them into a mold that may at best be unsuited to them individually and at worst developmentally inappropriate will only cause them undo trauma.

 

I understand that everyone wants to appear like they’re doing something to meet the challenges provided by this crisis. However, sometimes the best thing to do is nothing.

 

One day the quarantine will be lifted. At that point, we can reopen the schools.

 

This may mean a few months of summer school. Or we could extend the 2020-21 school year to make up the difference.

 
Neither are perfect solutions. But they’re both better than virtual learning.

 

Neither require us to write off our poor and special education students.

 

And THAT is the most important thing.

 

Public schools don’t have to settle for whatever fad is offered from disaster capitalists.

 

We can still do what’s right for our kids.

 

All of our kids.

Gov. Wolf Proposes Saving $280 Million a Year in PA With Charter School Reform

Charter schools waste taxpayer money.

 

Pennsylvania Gov. Tom Wolf proposes we stop wasting that money by holding charter schools as accountable as the state’s authentic public schools.

 

The Democratic governor made his most recent proposal yesterday as part of his 2020-21 budget address.

 

It’s a common sense proposal that only seems revolutionary because officials have been so blinded with school privatization fantasies.

 

Charter schools are funded with tax dollars but can be run by business interests thereby forgoing elected school boards and a host of regulations meant to safeguard children and the community’s investment.

 

The Commonwealth is infamous for allowing some of the most permissive charter school policies in the nation, which destabilize authentic public schools and force local tax increases and reductions in student services while charter operators get rich.

 

During his budget proposal, Wolf suggested three main improvements.

 

First, he wants charter schools to use a new tiered funding formula to determine how much money they get for special education students enrolled in their schools. He estimates this would save $147 million annually.

 

Right now, charters get tuition based on the average amount the local public school spends on special education.

 

This incentivizes charters to enroll (and identify) children with minimal special needs. That way, the school gets more money than needed to help students learn and operators can pocket the difference.

It also incentivizes charters not to enroll students with greater special needs because operators won’t receive the money necessary to meet them.

 

This helps explain why charter schools in the Commonwealth typically enroll fewer and less needy special education students than authentic public schools do. Charters typically end up collecting $10,000 or more per student than they spend providing services, according to Education Voters of Pennsylvania, a public school advocacy group.

Wolf’s new proposal would more closely match the level of special education students need with the funding charter schools get for enrolling them, thus removing any financial incentives for selective enrollment of these students.

 

 

Second, Wolf wants to stop cyber charter schools from collecting the same amount of money for each student as brick and mortar schools get.

 

Cyber charters schools do not have school buildings to keep up. They do not have physical classrooms, cafeterias, hallways, gymnasiums, athletic fields, etc. In most cases, they have administrative offices and laptop computers given to students to use at their own homes.

 

At present, the statewide tuition rate for cyber charter schools ranges from $7,700 to $21,400 per student per year.

 

Wolf figures that number should be a flat $9,500. That should save an estimated $133 million annually.

 

However, Wolf’s proposal is double the cost of providing a full-time education at home via computer. It reduces the waste, but his figure could still use a trim.

 

Finally, the governor proposes fixing the way we mediate financial disputes between charter schools and authentic public schools.

 

Right now, if a school district does not pay the tuition for its resident students who attend a charter school or there is some dispute between the two on tuition payments, the charter school turns to the state Department of Education (PDE) to reconcile the dispute. Wolf proposes several changes to increase fairness, accountability, and transparency in this process. For instance, he wants to require charter schools to report their expenditures and deductions so they could be included in deciding what the tuition should be at a given charter school.

 

If enacted such reforms would save $280 million a year and go a long way to fixing many of the problems with charter school finances.

 

The Democratic governor has suggested similar improvements before – even going so far as to threaten enacting some of them with executive orders if the Republican-controlled legislature continues to shirk its duty. However, yesterday’s budget proposal was the closest it has come to fruition.

 

Typically, Ana Meyers, executive director of the Pennsylvania Coalition of Public Charter Schools, saw Wolf’s proposal as an attack on her industry.

 

Wolf wants to cut funding to charters to increase it at public schools, she said, but charter schools are, also, public schools.

 

“The level of hypocrisy from our governor knows no bounds,” she said in a written statement. “Charter school students and their families are not second-class citizens. These parents pay their taxes and their children attend a PA-designated public school. There is no reason why charter school students deserve less financial support than their district peers.”

 

However, wolf’s proposal does not leave charter school students with less. It reduces waste and helps authentic public schools keep the same level of services without having to resort to local tax increases.

 

 

Charter schools should not be allowed to squander taxpayer money, and students at authentic public schools and their communities should not be forced to pay for that fiscal irresponsibility.

 

“Our charter school system is in desperate need of reform,” Wolf said. “It’s time to close the loopholes, it’s time to establish real standards, and it’s time to level the playing field.”

 

 

Wolf’s proposal doesn’t stop with his budget outline.

 

Democratic legislators are set to introduce a 120-page proposal in Harrisburg that builds on it even further.

 
The legislation – House Bill 2261 to be introduced by Rep. Joseph Ciresi (D-Montgomery), and Senate Bill 1024, to be introduced by Senators Lindsey Williams (D-Allegheny) and James Brewster (D-Allegheny), would do the following:

 

  • Require charter school trustees and administrators to comply with the same financial and ethical reporting standards as school board members and district officials;
  • Require charter school meetings to comply with the Sunshine Act;
  • Require any company running a charter school to open up their records;
  • Establish a statewide, data-driven cyber charter school tuition rate;
  • Apply the state special education funding formula used by public schools to charter schools;
  • Require charter schools to use actual accounting and enrollment in calculating tuition – backed up by PA Department of Education – to make sure payments are fair, consistent, and promises are kept;
  • Require charter schools to carry enough insurance to take care of kids and families if the charter closes or the parent company goes out of business;
  • Create a standard state framework for charter school applications;
  • Standardize the method to change charter schools’ missions and goals to reward innovation and best practices, and ensure school districts have the tools needed to evaluate changes to charters;
  • Create a state grading system for charters to allow high-performing schools even more self-determination while focusing attention on low-performing schools;
  • Stop the creation of new cyber charter schools until the existing schools improve performance and require PDE to create enrollment and performance standards.

Here’s hoping that such common sense initiatives can find bipartisan support.

Top 10 Reasons Bernie Sanders’ Education Policies Are Light Years Ahead of Everyone Else’s

For most of my life, the United States has been neglecting its public school children – especially the black and brown ones.

 

Since the mid 1970s, instead of integrating our schools, we’ve been slowly resegregating them on the basis of race and social class.

 

Since the 1980s, instead of measuring academic success by the satisfaction of an individuals curiosity and authentic learning, we’ve been slowly redefining it to mean nothing but achievement on standardized tests.

 

And since the 1990s, instead of making sure our schools meet the needs of all students, we’ve been slowly allowing charter schools to infect our system of authentic public education so that business interests are education’s organizing principle.

 

But now, for the first time in at least 60 years, a mainstream political candidate running for President has had the courage to go another way.

 

And that person is Bernie Sanders.

 

We didn’t see this with Barack Obama. We didn’t see it with Bill Clinton. We certainly didn’t see it with any Republican Presidents from Reagan to the Bushes to Trump.

 

Only Sanders in his 2020 campaign. Even among his Democratic rivals for the party’s nomination – Warren, Biden, Harris, Booker and a host of others – he stands apart and unique. Heck! He’s even more progressive today on this issue than he was when he ran in 2015.

 

It doesn’t take a deep dive into the mass media to find this out. You don’t have to parse disparate comments he made at this rally or in that interview. If you want to know what Bernie thinks about education policy, you can just go on his campaign Website and read all about it.

 

The other candidates barely address these issues at all. They may be open about one or even two of them, but to understand where they stand on education in total – especially K-12 schooling – you have to read the tea leaves of who they’ve selected as an education advisor or what they wrote in decades old books or what offhand comments they made in interviews.

 

In almost every regard, only Sanders has the guts to tell you straight out exactly what he thinks. And that’s clear right from the name of his proposal.

 

He calls it “A Thurgood Marshall Plan for Public Education.”

 

Why name his agenda after the first black Supreme Court justice? Because prior to accepting a nomination to the highest court in the land, Marshall argued several cases before that court including the landmark Brown v. Board of Education. He also founded the NAACP Legal Defense and Education Fund. Not only did Marshall successfully argue that school segregation violated the equal protection clause of the U.S. Constitution, but he spent his life fighting for civil rights.

 

Sanders is the only candidate out there today brave enough to connect those dots. The fight against segregation, high stakes testing and school privatization is a fight for civil rights.

 

That is clear in nearly every aspect of his plan.

 

I’m not saying it’s perfect. He doesn’t go as far as he might in some areas – especially against high stakes testing. But his plan is so far advanced of anything anyone else has even considered, it deserves recognition and strong consideration.

 

So without further ado, I give you the top 10 reasons Bernie Sanders’ education platform is the most progressive in modern American history:

 

1) He Proposes Fighting School Segregation and Racial Discrimination

 

Sanders understands that many of our public schools today are more segregated than they were 65 years ago when Brown v. Board was decided. Only 20 percent of our teachers are nonwhite – even in schools that serve a majority of black and brown children. Implicit racial bias puts these students at risk of higher suspensions, unfair discipline policies and an early introduction into the criminal justice system through the school-to-prison pipeline.

 

Bernie proposes we increase funding to integrate schools, enforce desegregation orders and appoint federal judges who will support these measures. He wants to triple Title I funding for schools serving poor and minority children and increase funding for English as a Second Language programs. He even suggests racial sensitivity training for teachers and better review of civil rights complaints and discipline policies.

 

This could have an amazingly positive impact on our schools. Imagine a school system where people of all different races, nationalities, sexualities and creeds could meet and get to know one another. It’s harder to be racist and prejudiced adults when as children you learned not to consider people different than you as an other. It’s also harder to withhold funding and opportunities to minority populations when you mix all children together in the same schools.

 

2) He Would Ban For-Profit Charter Schools

 

This is a case of Bernie just listening to what educators, school directors and civil rights organizations like the NAACP are already saying. Charter schools are publicly funded but privately operated. Though this differs somewhat from state to state, in general it means that charters don’t have to abide by the same rules as the authentic public schools in the same neighborhoods. They can run without an elected school board, have selective enrollment, don’t have to provide the same services for students especially those requiring special education, and they can even cut services for children and pocket the savings as profit.

 

Moreover, charters increase segregation – 17 percent of charter schools are 99 percent minority, compared to 4 percent of traditional public schools.
To reverse this trend, Bernie would ban for-profit charter schools and impose a moratorium on federal dollars for charter expansion until a national audit was conducted. That means no more federal funds for new charter schools.

 

Moving forward, charter schools would have to be more accountable for their actions. They would have to comply with the same rules as authentic public schools, open their records about what happens at these schools, have the same employment practices as at the neighborhood authentic public school, and abide by local union contracts.

 

I know. I know. I might have gone a bit further regulating charter schools, myself, especially since the real difference between a for-profit charter school and a non-profit one is often just its tax status. But let’s pause a moment here to consider what he’s actually proposing.

 

If all charter schools had to actually abide by all these rules, they would almost be the same as authentic public schools. This is almost tantamount to eliminating charter schools unless they can meet the same standards as authentic public schools.

 

I think we would find very few that could meet this standard – but those that did could – with financial help – be integrated into the community school system as a productive part of it and not – as too many are now – as parasites.

 

Could Bernie as President actually do all of this? Probably not considering that much of charter school law is controlled by the states. But holding the bully pulpit and (with the help of an ascendant Democratic legislature?) the federal purse strings, he could have a transformative impact on the industry. It would at least change the narrative and the direction these policies have been going. It would provide activists the impetus to make real change in their state legislatures supporting local politicians who likewise back the President’s agenda.

 

3) He’d Push for Equitable School Funding

 

Bernie understands that our public school funding system is a mess. Most schools rely on local property taxes to make up the majority of their funding. State legislatures and the federal government shoulder very little of the financial burden. As a result, schools in rich neighborhoods are well-funded and schools in poor neighborhoods go wanting. This means more opportunities for the already privileged and less for the needy.

 

Bernie proposes rethinking this ubiquitous connection between property taxes and education, establishing a nationwide minimum that must be allocated for every student, funding initiatives to decrease class size, and supporting the arts, foreign language acquisition and music education.

 

Once again, this isn’t something the President can do alone. He needs the support of Congress and state legislatures. But he could have tremendous influence from the Oval Office and even putting this issue on the map would be powerful. We can’t solve problems we don’t talk about – and no one else is really talking much about this. Imagine if the President was talking about it every day on the news.

 

4) He’d Provide More Funding for Special Education Students

Students with special needs cost more to educate than those without them. More than four decades ago, the federal government made a promise to school districts around the country to fund 40 percent of the cost of special education. It’s never happened. This chronic lack of funding translates to a shortage of special education teachers and physical and speech therapists. Moreover, the turnover rate for these specialists is incredibly high.

 

Bernie wants to not only fulfill the age old promise of special education funding but to go beyond it. He proposes the federal government meet half the cost for each special needs student. That, alone, would go a long way to providing financial help to districts and ensuring these children get the extra help they need.

5) He Wants to Give Teachers a Raise

 

Teachers are flooding out of the classroom because they often can’t survive on the salaries they’re being paid. Moreover, considering the amount of responsibilities heaped on their shoulders, such undervaluing is not only economically untenable, it is psychologically demoralizing and morally unfair. As a result, 20 percent of teachers leave the profession within five years – 40 percent more than the historical average.

 

Bernie suggests working with states to ensure a minimum starting salary of $60,000 tied to cost of living, years of service, etc. He also wants to protect and expand collective bargaining and tenure, allow teachers to write off at least $500 of expenses for supplies they buy for their classrooms, and end gender and racial discrepancies in teacher salaries.

 

It’s an ambitious project. I criticized Kamala Harris for proposing a more modest teacher pay raise because it wasn’t connected to a broad progressive education platform like Sanders. In short, we’ve heard neoliberal candidates make good suggestions in the past that quickly morphed into faustian bargains like merit pay programs – an initiative that would be entirely out of place among Sanders initiatives.

 

In Harris’ case, the devil is in the details. In Sanders, it’s a matter of the totality of the proposal.

6) He Wants to Expand Summer School and After School Programs

 

It’s no secret that while on summer break students forget some of what they’ve learned during the year and that summer programs can help reduce this learning loss. Moreover, after school programs provide a similar function throughout the year and help kids not just academically but socially. Children with a safe place to go before parents get home from work avoid risky behaviors and the temptations of the streets. Plus they tend to have better school attendance, better relationships with peers, better social and emotional skills, etc.

 

Under the guidance of Betsy Devos, the Trump administration has proposed cutting such programs by $2 billion. Bernie is suggesting to increase them by $5 billion. It’s as simple as that. Sanders wants to more than double our current investment in summer and after school programs. It’s emblematic of humane and rational treatment of children.

 

7) He Wants to Provide Free Meals for All Students Year-Round

 

One in six children go hungry in America today. Instead of shaming them with lunch debts and wondering why they have difficulty learning on an empty stomach, Bernie wants to feed them free breakfast, lunch and even snacks. In addition, he doesn’t want to shame them by having the needy be the only ones eligible for these free meals. This program would be open to every child, regardless of parental wealth.

 

It’s an initiative that already exists at many Title I schools like the one where I teach and the one where my daughter goes to school. I can say from experience that it is incredibly successful. This goes in the opposite direction of boot strapped conservatives like Paul Ryan who suggested a free meal gives kids an empty soul. Instead, it creates a community of children who know that their society cares about them and will ensure they don’t go hungry.

 

That may seem like a small thing to some, but to a hungry child it can make all the difference.

 

8) He Wants to Transform all Schools into Community Schools

 

This is a beautiful model of exactly what public education should be.

 

Schools shouldn’t be businesses run to make a profit for investors. They should be the beating heart of the communities they serve. Bernie thinks all schools should be made in this image and provide medical care, dental services, mental health resources, and substance abuse prevention. They should furnish programs for adults as well as students including job training, continuing education, art spaces, English language classes and places to get your GED.
Many schools already do this. Instead of eliminating funding for these types of schools as the Trump administration has suggested, Bernie proposes providing an additional $5 billion in annual funding for them.

 

9) He Would Fix Crumbling Schools

 

America’s schools, just like her roads and bridges, are falling into disrepair. A 2014 study found that at least 53 percent of the nation’s schools need immediate repair. At least 2.3 million students, mostly in rural communities, attend schools without high-speed internet access. Heating and cooling systems don’t work. 
Some schools have leaks in their roofs. This is just not acceptable.

 

Bernie wants to fix these infrastructure issues while modernizing and making our schools green and welcoming.

 

10) He Wants to Ensure All Students are Safe and Included

 

Our LGBTQ students are at increased risk of bullying, self harm and suicide. We need schools where everyone can be safe and accepted for who they are.

 

Bernie wants to pass legislation that would explicitly protect the rights of LGBTQ students and protect them from harassment, discrimination and violence. He is also calling for protection of immigrant students to ensure that they are not put under surveillance or harassed due to their immigration status. Finally, this project includes gun violence prevention to make school shootings increasingly unlikely.

 

There are a lot of issues that fall under this umbrella, but they are each essential to a 21st Century school. Solutions here are not easy, but it is telling that the Sanders campaign includes them as part of his platform.
So there you have it – a truly progressive series of policy proposals for our schools.
Not since Lyndon Johnson envisioned the Elementary and Secondary Education Act (ESEA) has there been a more far reaching and progressive set of education initiatives.

 

What About High Stakes Testing?

 

Unfortunately, that also highlights Sanders biggest weakness.

 

Johnson’s signature legislation which had been focused on addressing funding disparities in 1965 became under George W. Bush in the 2000s a way of punishing poor schools for low standardized test scores.

 

The glaring omission from Sanders plan is anything substantive to do with high stakes testing.

 

The Thurgood Marshall plan hardly mentions it at all. In fact, the only place you’ll find testing is in the introduction to illustrate how far American education has fallen behind other countries and in this somewhat vague condemnation:

 

“We must put an end to high-stakes testing and “teaching to the test” so that our students have a more fulfilling educational life and our teachers are afforded professional respect.”

 

However, it’s troubling that for once Bernie doesn’t tie a political position with a specific policy. If he wants to “end high-stakes testing,” what exactly is his plan to do so? Where does it fit within his education platform? And why wasn’t it a specific part of the overall plan?

 

Thankfully, it is addressed in more detail on FeelTheBern.org – a Website not officially affiliated with Sanders but created by volunteers to spread his policy positions.

 

After giving a fairly good explanation of the problems with high stakes testing, it references this quote from Sanders:

 

“I voted against No Child Left Behind in 2001, and continue to oppose the bill’s reliance on high-stakes standardized testing to direct draconian interventions. In my view, No Child Left Behind ignores several important factors in a student’s academic performance, specifically the impact of poverty, access to adequate health care, mental health, nutrition, and a wide variety of supports that children in poverty should have access to. By placing so much emphasis on standardized testing, No Child Left Behind ignores many of the skills and qualities that are vitally important in our 21st century economy, like problem solving, critical thinking, and teamwork, in favor of test preparation that provides no benefit to students after they leave school.”

 

The site suggests that Bernie supports more flexibility in how we determine academic success. It references Sanders 2015 vote for the Every Child Achieves Act which allows for states to create their own accountability systems to assess student performance.

 

However, the full impact of this bill has not been as far reaching as advocates claimed it would be. In retrospect, it seems to represent a missed opportunity to curtail high stakes testing more than a workaround of its faults.

 

In addition, the site notes the problems with Common Core and while citing Sanders reticence with certain aspects of the project admits that he voted in early 2015 against an anti-Common Core amendment thereby indicating opposition to its repeal.

 

I’ll admit this is disappointing. And perplexing in light of the rest of his education platform.

 

It’s like watching a vegan buy all of his veggies at Whole Foods and then start crunching on a slice of bacon, or like a gay rights activist who takes a lunch break at Chick-fil-a.

 

My guess is that Sanders hasn’t quite got up to speed on the issue of standardized testing yet. However, I can’t imagine him supporting it because, frankly, it doesn’t fit in with his platform at all.

 

One wonders what the purpose of high stakes testing could possibly be in a world where all of his other education goals were fulfilled.

 

If it were up to me, I’d scrap high stakes testing as a waste of education spending that did next to nothing to show how students or schools were doing. Real accountability would come from looking at the resources actually provided to schools and what schools did with them. It would result from observing teachers and principals to see what education they actually provided – not some second hand guessing game based on the whims of corporations making money on the tests, the grading of the tests and the subsequent remediation materials when students failed.

 

For me, the omission of high stakes testing from Sanders platform is acceptable only because of the degree of detail he has already provided in nearly every other aspect. There are few areas of uncertainty here. Unlike any other candidate, we know pretty well where Sanders is going.

 

It is way more likely that advocates could get Sanders to take a more progressive and substantial policy stand on this issue than that he would suddenly become a standardized testing champion while opposing everything else in the school privatization handbook.

 

Conclusion

 

So there it is.

 

Bernie Sanders has put forth the most progressive education plan in more than half a century.

 

It’s not perfect, but it’s orders of magnitude better than the plans of even his closest rival.

 

This isn’t to say that other candidates might not improve their education projects before the primary election. I hope that happens. Sanders has a knack for moving the conversation further left.

 

However, he is so far ahead, I seriously doubt that anyone else will be able to catch him here.

 

Who knows what the future will bring, but education advocates have a clear first choice in this race – Bernie Sanders.

 

He is the only one offering us a real future we can believe in.

Betsy DeVos – Extreme Image Makeover as Champion of Special Needs Children

Meet Betsy DeVos, Champion of Students With Special Needs.

 

At least that’s who she’s pretending to be this week.

 

The wealthy Republican mega-donor who bought her position as Secretary of Education published an article in the current issue of Education Week called “Commentary: Tolerating Low Expectations for Students With Disabilities Must End.”

 

It was almost like she expected us all to forget who she actually is and her own sordid history with these kinds of children.

 

Up until now, the billionaire heiress and public school saboteur always put the needs of profitizers and privateers ahead of special needs children.

 

During her confirmation hearing, she refused to say whether she would hold private, parochial and charter schools receiving tax dollars to the same standard as public schools in regard to how they treat special education students. Once on the job, she rescinded 72 federal guidelines that had protected special education students.

 

But now she’s coming off like a special education advocate!

 

What a turnaround!

 

It’s almost like David Duke coming out in favor of civil rights! Or Roy Moore coming out in favor of protecting young girls from pedophiles! Or Donald Trump coming out in favor of protecting women from crotch grabbing!

 

It begs the question – who exactly is she trying to fool?

 

Does Education Week really expect us to buy

this crap? Or has the so-called corporate media enterprise simply caved to the Trump administration’s demand to publish a puff piece for rubes without any journalistic integrity?

 

Real journalists might have published this BS, but only after giving readers the proper context.

 

Not Education Week. The only nod toward objectivity was inserting the word “Commentary” in the title of DeVos’s article.

 

It’s almost like saying – DeVos ALLEGEDLY champions students with special needs.

 

Give me a break.

 

She’s championing a feel good decision from the US Supreme Court from March. Way to get on that, Betsy!

 

Moreover, the decision isn’t exactly substantive.

 

It basically says that public schools need to ensure their special education students make more than minimal academic progress.

 

Great! Who doesn’t want that?

 

Has Congress jumped on this decision to increase federal aide to help public schools meet this requirement?

 

Nope.

 

And neither is DeVos calling for any additional federal help. In fact, her administration is proposing CUTTING federal special education funding.

 

Yet when the Individuals with Disabilities Education Act (IDEA) was enacted in 1975 by the Gerald Ford administration, the federal government was supposed to fund 40% of the cost of all special education students. It has never met that promise.

 

Today, the federal government only shoulders 15.7% of the cost with the states and individual districts picking up the rest.

 

This is extremely unfair.

 

It costs roughly twice as much to educate a special education student as a non-special education student. Yet the numbers of special needs students are on the rise.

 

According to the U.S. Census Bureau’s 2015 statistics (the most recent available), students with special needs account for 8.8% of the population. That’s up an additional 100,000 students from the previous year.

 

And the areas with the largest increase of special needs students are the most impoverished.

 

So we’re expecting the poorest communities to take up the largest percentage of the tab.

 

There are several bills in Congress demanding the federal government increase funding to the 40% threshold, but DeVos didn’t see fit to mention them.

 

To her, money is a thing only worth being lavished on private, parochial or charter schools.

 

Instead, she mentioned “personalized” education as a remedy for special needs students in public schools.

 

She wrote:

 

“No two children are the same. Each has his or her own unique abilities and needs. Personalized, student-centered education can help all children thrive, especially children with disabilities.” (Emphasis mine)

 

Though few people really disagree with this statement, the use of the word “Personalized” sets off alarm bells.

 

The term has come to mean “personalized learning” or “competency based education” which is code for making students sit on a computer or a device for hours at a time completing stealth assessments. These are programs made to look like video games that really just assess the same standardized material on the typical fill-in-the-bubble high stakes test.

 

And the results of these assessments are likewise used against schools and students as an excuse to privatize and strip them of local control, legal protections and mandated transparency.

 

There are authentic ways to use technology to help kids learn, but the rush by corporations to cash in on this emerging market has been largely unregulated, unstudied and unchallenged.

 

DeVos has already noted her commitment to edtech solutions to academic problems.

 

At a conference for edtech investors earlier this year she said:

 

“We’ve just scratched the surface in the role technology can play. I only have to look at my young grandchildren to see how powerful tech is. It is a thousand flowers, and we haven’t planted the whole garden.”

 

Another place she can look is her investment portfolio.

 

Both she and her husband have a $5 million and $25 million investment in a shady “brain performance” company called Neurocore. DeVos even sat on the company’s board until she got her job as Secretary of Education and had to step down.

 

The company claims to be able to train young brains to think better by hooking kids up to hats with wires hanging out of them.

 

I’m not kidding. The whole things goes against just about every peer-reviewed study in the field of neuroscience, but DeVos claims her company can help cure attention-deficit/hyperactivity disorder, autism, anxiety, stress, depression, poor sleep, memory loss and migraines.

 

In other words, hooking kids up to machines of dubious scientific value is the cure for special education.

 

This is where we are people.

 

Our government is run by frauds and hucksters.

 

And the media calmly gives them an unchallenged platform to spout whatever nonsense they like with little to no skepticism.

 

So Betsy DeVos is a champion for students with disabilities, huh?

 

File that under B for Bullshit.

Charter School Lotteries – Why Most Families Don’t Even Apply

Who gets to enroll in your school?

 

This question is at the heart of the charter school debate.

 

While traditional public schools have to accept any student who meets residency requirements, charter schools can be entirely more selective.

 

They don’t have to take just any student. They can pick and choose based on pretty much whatever criteria they want.

 

Despite the fact that charters are publicly funded and privately run, transparency requirements are so low in most states that regulators aren’t even allowed to check up on their enrollment practices.

 

It’s a situation rife with the potential for fraud and abuse with America’s most vulnerable students often being victimized and huge corporations raking in record profits.

 

Critics say that charter schools routinely accept only the easiest students to educate. They take those with the best academic records, without disciplinary problems or special education needs. This allows them to spend less money to run their schools and claim all their students are doing well because of artificially inflated test scores.
But when critics level such charges against the charter school industry, the most common reply is an appeal to charter school lotteries.

 

When these privatized schools get more applications than they have seats, they often resort to a lottery to determine which students get to enroll.

 

The infamous propaganda movie “Waiting for Superman” had a much quoted scene where poor children held onto their lottery tickets as they hoped and prayed to be saved from a “failing public school.”

 

Advocates claim this is what makes charters fair: Students get in by pure chance.

 

But it’s not true.

 

More often than not, whenever enrollment data is available, it shows that charter administrators are, in fact, selective.

 

Take BASIS School Inc., a charter chain with 18 schools in Arizona, three in Texas and one in Washington D.C. The chain’s schools in Tucson and Scottsdale are highly ranked on Newsweek’s “America’s Most Challenging High Schools” list, and on the Best High Schools list of U.S. News & World Report.

 

However, their enrollment figures show them to be out-and-out cherry pickers.

 

They typically over-enroll Asian-American students and under enroll Latinos. They also enroll a much lower proportion of special education students than the state average and – shockingly – have zero English Language Learners.

 

Despite corporate accolades, this is not a successful model of public education. It is prejudicial, exclusionary and entirely the goal of for-profit educational institutions everywhere.

 

But besides outright corruption from charter administrators, there are other factors that suppress the neediest students from even applying to charter schools.

 

In short, they don’t want to go to these types of schools. They can’t afford losing the services and amenities they would typically receive at traditional public schools. They can’t afford the extra out-of-pocket costs charters demand.

 

Frankly, many charter schools are set up for middle class or wealthier students. Even if accepted, the poor would get fewer services and be forced to pay more than they could afford.

 

1) They Can’t Afford Uniforms

 

Many charter schools require students to wear uniforms. Most traditional public schools do not. Therefore, even though your local charter school is funded by tax dollars, it can be a hefty financial burden to attend.

 

How much more does it cost? That depends. Each charter school has different requirements.

 

For instance, in the New Orleans Parents’ Guide, the cost for a single uniform is estimated at more than $70. That’s at least $350 for a week’s worth of clothes. However, many estimates I’ve seen have been much higher.

 

Many charters require students to wear blazers – something a traditional public school student wouldn’t be caught dead wearing. These are pretty expensive items. They can cost anywhere from $80-$250 each.

 

Moreover, some charters, like most in the KIPP network, require everyday items like socks and shirts to contain an embroidered school logo. That’s at least an additional $10-15 per item.

 

For impoverished parents who routinely shop at local thrift stores or the Salvation Army, charter school uniforms can put them out of reach.

 

To be fair, about 19% of traditional public schools also require uniforms. However, they are typically much less expensive. In fact, they rarely amount to more than requiring clothing to be of a wide variety of colors and/or styles.

 

And if parents can’t afford the extra cost, traditional districts are required to either forgo the requirement or help parents meet it. They cannot deny children an education based on their parents inability to buy uniforms. Charter schools, on the other hand, can.

 

2) They Need Special Education Programs

 

 

Charter schools are rarely – if ever – known for their special education programs. Traditional public schools, on the other hand, are renowned for meeting the needs of diverse students with various abilities. If your child has special needs, going to a charter school simply may not be an option.

 

One reason for this is the basic structure of each type of institution. Traditional public schools are usually much bigger than charter schools. As a result, they can pool their resources to better meet special students needs.

 

At charter schools nationally, disabled students represent only about 7-8% of all students enrolled. At traditional public schools, they average a little more than 11%, according to a Government Accountability Office analysis of Department of Education data. So traditional public schools already have the staff, infrastructure and experience to help these children. Moreover, it would be cost prohibitive for charters to add them, especially when they’re designed specifically to make a profit.

 

Perhaps more troubling is this: charter schools rarely identify students as having special needs. Students who would get extra help and services in a traditional public school setting, do without in charter schools. In fact, parents who feel their children’s needs aren’t being met at charters, often disenroll them and place them back in their traditional public school for the extra help.

 

Parents with students who have learning disabilities or extra needs simply can’t afford letting their children languish in a privatized school setting that may well ignore their child’s individual needs.

 

3) They Need Free/Reduced Breakfast and Lunches

 

Though the state and federal government pay for free or reduced breakfast or lunch programs, charter schools often don’t offer them. Traditional public schools do. It’s that simple. If you’re having trouble feeding your children, sending them to a charter school can mean letting them go hungry.

 

Take Arizona. Statewide, more than 47% of all students receive free or reduced-priced lunch. However, charter schools in the BASIS network have none.  This doesn’t mean none of their students qualify. Clearly some of them do. The BASIS chain has chosen not to participate.

 

Why? Perhaps it’s to keep away students who have greater needs.

 

If so, it’s working.

 

Even when charters don’t actively weed out hard to teach students, they can set things up to make them less likely to apply.

 

4) They Need Busing To-And-From School

 

Often students don’t live within walking distance of their school. Traditional public schools routinely provide busing. Charter schools often do not. If you can drive your child to-and-from school, this is not an issue. If you’re poor and don’t have your own means of transportation, this is an added burden.

 

And if you think this is only a feature of the most fly-by-night charters, think again. The BASIS network – again, which includes some of the highest rated charters in the country – does not provide busing.

 

Traditional public schools are often at the heart of the community. They spring up around community centers, parks, and social gathering places. Charter schools are more often located at new or repurposed sites that can be miles away from the people they serve.

 

When the traditional public school offers a free ride to-and-from school, it can be an insurmountable burden to go to a charter where you have to find another way to get there. Parents who are working multiple jobs and/or the night shift may find it impossible to take their kids to the local charter. But perhaps this is exactly why charters aren’t offering busing in the first place. They don’t want these children.

 

5) They Don’t Have Time and/or Money For Extra Charter Demands

 

Charter schools demand an awful lot from parents. Traditional public schools do not. While children often benefit from involved parents, that’s not always possible. It’s unfair to require parental involvement as a prerequisite of enrollment.

 

Many charter schools require parents to volunteer at the school for so many hours a week. They often require “suggested” donations for extra services and for parents to buy books, supplies, or to pay an additional fee for extra curricular activities that would be provided for free at traditional public schools.

 

The BASIS network, for instance, requests that families contribute at least $1,500 a year per child to the school to fund its teacher bonus program. Families are also required to pay a $300 security deposit, purchase books, and pay for activities that would be free if the student attended a public school.

 

This is simply out of reach for the most disadvantaged students. Their parents are out of work or working multiple jobs to support them. They can’t volunteer at the school when they have to serve a shift at WalMart. They can’t afford the additional costs.

 

So, yes, charters often select against the poorest and neediest students when deciding whom to enroll.

 

However, even when they conduct fair lotteries to determine enrollment, they often set things up to discourage the neediest families from even applying in the first place.

‘Pay Our Special Education Teachers Before Vulture Capitalists’ Demand Puerto Rican Protesters

Every student with special needs in the United States is guaranteed a Free and Appropriate Public Education under national law.

 

So why has the U.S. territory of Puerto Rico stopped paying its special education teachers?

 

More than 100 parents, therapists, psychologist, occupational therapists, students and teachers marched on Monday to the capital in San Juan to find out.

 

The rally began in front of the legislature at 9 before protesters marched to the governor’s mansion at 10:30 am. Demonstrators then met with representatives of Governor Alejandro García-Padilla.

The answer may be a crippling $72 billion debt. Puerto Rico is besieged by vulture capitalists encouraging damaging rewrites to the tax code while buying and selling the territory’s debt.

 

The Commonwealth government has been prioritizing payments to American private equity moguls instead of services for communities such as public schools.

 

“Our Children Before Vulture Capitalists,” proclaims one protestor’s sign.

Jinnette Morales agrees with the sentiment. Morales organized the protest.

 

“No credit line would back up this lack of payment,” says the mother of a child with Down Syndrome.

 

 

“These therapists have been working for months without pay and if Secretary of Education Rafael Román says that he has paid them, I want to hear him say that when we take him to court.”

Though the Commonwealth Department of Education hasn’t paid these professionals in up to six months, students still have been receiving services. Special education employees have been working without pay. However, that can’t continue indefinitely.

 

The therapists, psychologists and teachers have had enough. They simply can’t continue without an income.

 

So starting this week, roughly 1,200 students are without services they are guaranteed by law.

“We are talking about children’s humans rights to receive an appropriate and quality education,” says Mercedes Martinez, president of the Federación de Maestros de Puerto Rico (FMPR) – the teachers union.

 

 

“Children need these therapies to progress in their development. Therefore, we stand with the workers, parents, and students and demand action from the governor of our country.”

 

Protesters are demanding special education employees be paid immediately so child services can continue with as little interruption as possible.

 

After arriving at the governor’s mansion, activists met with the governor’s attorneys.

 

They were told the government will eventually pay the special education teachers, says Martinez. In the meantime, officials suggested improving billing for services. Instead of having all invoices be digitized and go through corporate channels, special education teachers can provide manual bills. This will shorten the amount of time between billing and payment.

 

Protesters are scheduled to meet again with government officials on Thursday to pin down an exact date when payments will begin.

 

Until then, many demonstrators are camping out in front of the governor’s mansion vowing not to leave until the government makes good on its fiscal responsibilities to teachers and students.

“The government needs to pay the debt with these professionals before our country’s debt,” says Martinez.

 

“Our children should come first.”

 

 

This monetary crisis is imported from the mainland. Legislation is being manipulated by corporate interests profiting off the chaos. Moreover, hundreds of American bankers and entrepreneurs are using the Commonwealth as a tax haven.

 

As a result, tax revenues are drying up while the super rich rake in profits.

 

Officials warn the government may be out of money to pay its bills sometime this year. Over the next five years, it may have to close nearly 600 more schools – almost half of the remaining facilities!

 

Of the 135 schools closed in just the last two years, Román had originally proposed shuttering 200. The remaining 65 were only kept alive because communities occupied the buildings and refused to let the government step in.

 

Despite Wall Street manipulation, Puerto Rican communities aren’t letting their government sell their children short. The fight goes on.
