School Directors Shouldn’t Double Down on PA’s Keystone Exam Circus 

 
Ladies and Gentlemen, children of all ages, welcome to the Commonwealth of Pennsylvania’s Keystone Exam Circus! 


 
Here you will see children of 14 to 18-years-old perform death defying stunts just in order to graduate! 
 


They’ll jump through the flaming hoop of the Algebra I Exam! 


 
They’ll hop through the spiked hoop of the Literature Exam! 


 
And they’ll even bound through the nitroglycerine filled hoop of the Biology Exam! 


 
All this just so they can qualify for a diploma they’ve already earned by passing 12 years or more of coursework
 
 


Now isn’t that the greatest show on Earth!!!!!!? 
 


 
Apparently, some school directors must think so. Because they’ve decided to force all the students in their districts into the center ring.  


 
 
Because as stupid as the state law is – and it is very, very stupid – it doesn’t require all students to pass these tests to graduate. Kids don’t even have to take the tests if they don’t want.  


 
If they so choose, they may skip one or more of these ridiculous assessments in favor of an alternative
 


They can take a different test like the SAT, ACT, etc., achieve an industry-based competency certification, successfully complete a service-learning project, or finish an internship or cooperative education program, among other metrics.  
 


Sure! It’s a glorified fetch quest full of unnecessary complications and anxiety, but it’s better than being forced to pass a cockamamie fill-in-the-bubble corporate boondoggle


 
Unfortunately some school board members don’t see it that way.  
 


It’s not that they want to remove this senseless hurdle from students who have already proven they’ve learned the prerequisite skills to graduate. They still want kids to go on a wild goose chase, but they can’t stomach the idea of kids picking their own goose.  


 
To switch back to the metaphor with which I started this piece, they would rather students jump through the standardized testing hoop – the one made by Data Recognition Corp (DRC), the Minnesota corporation that writes the Keystone Exams and has been gorging on $533 million in Commonwealth tax dollars for the last decade. Not the hoop that pays the College Board or one that – God forbid – doesn’t make a huge corporation any richer.


 
Why?  
 


It’s beyond me.  


 
Maybe they think forcing students down the DRC path will help improve district academics.  


 
Maybe they love fill-in-the-bubble tests.  


 
Or maybe they just hate kids…  
 

I don’t know. 
 


But one thing is certain – the Keystone Exams are a costly mistake the state forces taxpayers to fund and kids to endure unnecessary gatekeeping and narrowed classroom curriculum.  
 


The whole mess started when the federal government reauthorized its education law formerly called No Child Left Behind (NClB). That law required kids to take standardized tests in middle school and once in high school. When Congress changed the name to the Every Student Succeeds Act (ESSA), it allowed more flexibility in the high school test. It didn’t just have to be a standardized test. The state could pick from all kinds of options. Pennsylvania chose one of almost everything including new standardized tests – the Keystones!

But the state legislature couldn’t decide whether to make it a graduation requirement until just last year.
 


Students who graduated in May (2023) were the first required to pass these exams or qualify with an alternate assessment, and the data is still out on its full impact. 


 
A report conducted by The Philadelphia Education Research Consortium estimated that only about one third of city students would meet graduation requirements by passing the Keystone Exams. Specifically, nearly 50 Philadelphia high schools had less than 25% of their students with Keystone proficiency rates sufficient to graduate. The report concluded that some additional percentage of students would graduate with alternate assessments but there was no way to estimate what percentage that would be. Would fewer graduate? The same? More? No one knows yet.  

Given this uncertainty, it’s difficult to fathom why school board members  would want to require tests that may stand in the way of students’ future success. 

This is especially true in districts serving poorer families. 

Kids in wealthier districts almost always do better on the Keystone Exams than those in poorer districts, according to a report by State Auditor General Eugene DePasquale and State Sen. Andy Dinniman

In fact, the report notes that of the 100 state schools with the highest scores, only five were located in impoverished districts —where the average household income is below $50,000. 


 
Why would any district – especially those serving students with lower socioeconomics – feed kids into such a system, especially when they don’t have to play that game? 


 
“The Department of Education itself said they [the Keystone Exams] are not an accurate or adequate indicator of career or academic readiness,” Dinniman said. “…These tests have faced opposition from almost every educational organization that exists.” 

He’s right. 

A 2019 report conducted by the state Legislative Budget and Finance Committee found that state educators (both principals and classroom teachers) overwhelmingly disapprove of the state’s standardized tests. That includes the Pennsylvania System of School Assessment (PSSA) tests given in grades 3-8 and Keystone Exams given in high school. Educators think these tests are ineffective, expensive and harmful to district curriculum and students. 

When it comes to the PSSAs, 76% of teachers and 67% of principals said the tests were bad assessments. 


For the Keystone Exams, 60% of teachers and 45% of principals said the tests were ineffective indicators of student achievement. 

 
Both principals and teachers said their curriculum had been narrowed to prepare students for PSSAs and Keystone Exams. Instead of going into more depth on regular classwork or learning new skills, the focus shifts to teaching to the tests. 


 
Taking the tests also eats up valuable class time. Administering the assessments takes between 5.7 to 8 days for each kind of test – the PSSA and the Keystone Exams, according to principals. 

In addition, the report details the cost of giving these tests. In fiscal year 2017-2018, the state Department of Education paid $42.17 million for these tests.  

This is part of a national trend

“Standardized tests and test preparation have subsequently become big business and that multibillion dollar business continued to grow since the enactment of NCLB and the subsequent enactment of ESSA. According to the Pew Center on the States, annual state spending on standardized tests increased from $423 million before the NCLB (enacted in 2002) to upwards of $1.1 billion in 2008 (to put this in perspective this reflects a 160 percent increase compared to a 19.22 percent increase in inflation during the same time period). A more recent study by the Brown Center on Education Policy at Brooking put the cost at upwards of $1.7 billion in 2011 related to state spending on standardized tests.” 

 


In just one year (2019) the state paid DRC $17.6 million to administer and score the Keystone Exams, said DePasquale. Between 2015 and 2021, the state spent nearly $100 million on the exams. And if we add in the PSSA, the corporation has collected $533 million from the Commonwealth over the last decade, DePasquale said
 
 


Why are some school board members so dead set on making sure we keep paying them?  

 


Federal law requires some kind of accountability measure before graduation whether it be a standardized test or something else. Why can’t the state simply use classroom grades for this measure? These are the daily assessment of student learning. How does it help students by inserting a corporation to make more money off of taxpayers?  

 


The whole process is a complicated, unnecessary circus with our kids in the role of trained monkeys spinning plates so big business can slurp up more of our money. 


 
I hope school directors will begin to understand this and not give in to the standardized testing spectacle.

Lobbyists Congratulate Themselves for 20 Years of NCLB Standardized Testing

It’s hard to learn your lesson – especially if doing so costs you money.

Case in point: the U.S. Chamber of Commerce Foundation, the largest lobbying organization in the country, issued a new report examining the impact of No Child Left Behind (NCLB), the George W. Bush era law making standardized testing the centerpiece of K-12 education.

So an organization representing oil companies, pharmaceutical giants and automakers just opined on public school policy as if it were made up of experts.

And guess what?

Business folks don’t know what the heck they’re talking about in education.

Because after sorting through 20 years of NCLB controversy, political shenanigans and factual mistakes, the supply side cabal thinks the law is just fine.

It’s kind of like a judge watching a driver plow his car into a brick wall repeatedly and then instead of taking away his license, awarding him a safe driver certificate.

It doesn’t take a political scientist to figure out why.

Think about it. These are supply side cultists. If our education policy is working just fine as is, then there’s no need to raise taxes on all the business interests the free market fan club represents to fix the problem.

And, moreover, we can keep funneling the education dollars we do spend to corporations (many of whom are represented by the U.S. Chamber of Commerce Foundation) who profit off the law by making tests, grading tests and selling test prep material.

The only thing shocking here (maybe) is the way the media publishes the Foundation’s results as if they were truths handed down from on high.

What’s the matter, journalists? You’ve never heard of a conflict of interest?

An organization like the U.S. Chamber of Commerce Foundation with proven ties to the Koch Brothers and the American Legislative Exchange Council (ALEC) is somehow the epitome of unbiased advocacy!?

The organization’s own report describes the Foundation as “tireless advocates for high-quality academic standards, assessments, and accountability as tools for educational equity.”

By its own admission, then, this is the testing industry evaluating itself. And – surprise – it gave itself a high score!

The report was written by Dan Goldhaber and Michael DeArmond of the Center for the Analysis of Longitudinal Data in Education Research (CALDER) at the American Institutes for Research with a qualitative analysis by Brightbeam CEO Chris Stewart and his staff.

CALDER is a federally-funded nonprofit organization with several testing industry-funded and conservative think-tank members in management, on the advisory board, and working as independent researchers – in case, you thought anything they produced might be fair and balanced.

Brightbeam is a corporate education reform think tank financed by the usual billionaires such as Michael Bloomberg, Alice Walton, Jim Walton, Laurene Jobs Powell and Mark Zuckerberg. And Stewart is a long-time standardized testing and school privatization cheerleader – not exactly the kind of people who can afford to find much fault in NCLB because doing so would put them out of work.

The report highlights eight key findings – four positive and four negative.

First, the authors of the report pat each other on the back because NCLB collected so much yummy data that had been unavailable previously. In particular, the law extracted data from the nation’s schools based on race, socioeconomics and special needs. “No longer were school districts able to hide the performance of some students behind an average,” the report states.

It’s certainly true that NCLB collected a mountain of data. However, such information conceivably could have been gathered without making standardized testing the fulcrum around which schools turn. It could just as easily have been collected based entirely on classroom grades. It’s just that doing so might have been considered invasive and a violation of privacy. You might have had to explain why you wanted such data first – but why explain when you can just take?

Moreover, it’s strange to celebrate NCLB for disallowing hiding student performance behind an average when that’s exactly what it does. Everything is an average now! Average test scores, aggregate passing scores, whether your school made adequate yearly progress… it’s all averages! Oh to go back to the times when you could look at a single student’s academic record without having to compare it to anyone else!

Second, the authors claim student test scores increased because of NCLB especially among Black, Hispanic, and low-income students. However, this depends on how you massage the data.

Test scores have stayed relatively the same throughout the last 20 years with dips here and rises there. No matter the test, the overall trajectory has been pretty flat. You can focus here or focus there to create a picture that supports whatever narrative you want, but taken as a whole, there has not been any significant progress as shown by test scores.

But even if there had been, let’s not forget that no one has ever proven standardized test scores actually have anything to do with real academic progress. Just because you get a good score on a multiple choice test, it doesn’t mean you’ve actually learned to do anything but take a very limited and artificial test that is far removed from the circumstances where anyone actually uses the skills the test purports to be assessing.

Third, the report celebrates the production of “more reliable, comparable education data.” This is a suspect claim.

Are test scores more reliable than classroom grades? That has never been proven. In fact, when it comes to predicting future success in college or careers, there is plenty of evidence that classroom grades do a better job than test scores. After all, tests are based on work done over a relatively few number of days. Grades are based on an entire year’s worth of work.

However, it is true that test scores are more easily comparable because they come from the same assessments. Why this is so important is unclear. Learning is not the same as sports statistics. It is not a competition. Students learn when they’re ready to learn – not based on anyone’s schedule. What matters is if they learn at all.

Fourth, the authors admit “Reforms in teacher evaluation and school turnaround initiatives did not consistently improve student outcomes at scale, in part due to significant variation in quality of implementation.”

It is interesting that even the U.S. Chamber of Commerce can’t spin NCLB into an unquestionable success. But it is almost a cliche among the standardized testing industry that any failures of the big tests are always excused as failures solely of “implementation.” If teachers and districts just tried harder to put the testing industry’s plans into effect, everything would be working perfectly. It’s these darn teachers and schools! Whine! Cry! Sob!

For the negative findings, the report concluded there were unknowns about the impact of NCLB that should be further studied.

First, they were unsure if schools serving minorities and the poor ended up getting more money to improve than they otherwise would have done. SPOILER ALERT: they did not.

The original Elementary and Secondary Education Act passed under Lyndon B. Johnson was focused on equity – the exact concern the authors of the report pretend to be all about. However, when the law was reauthorized as NCLB in 2002 (and reauthorized again in 2015 as the Every Student Succeeds Act) it focused instead on test scores as a gatekeeper to equity. Instead of looking at needs, you had to pass the tests to get the money to meet your needs. And if you had needs, that meant your district and teachers were failing so they had to lose funding to punish them, first. Somehow you were supposed to end up with more funding after all that nonsense.

Second, if schools did get more funding because of test scores, the authors of the report were unsure what schools did with it. SPOILER ALERT: It went to test prep and charter school expansion.

NCLB refocused education on test scores, so if students did badly on the assessments, they needed test prep material. And if the teachers and districts weren’t miraculously overcoming social, economic and special needs of students in impoverished areas, money was given to open competing charter schools.

Did this help? Just the opposite. Now you have two schools vying for an even smaller pot of funding but one of these schools (the charter) doesn’t have to follow the regulations the others school must. So anyone with no background in education can open a school, hire uncertified teachers, make decisions on how to spend tax dollars without an elected school board, etc. Not helpful.

Third, the authors of the report were unsure how many struggling schools became successful under NCLB. SPOILER ALERT: Not many.

You don’t help a malnourished person by starving him even further or making him compete for food. The same with school districts. In almost every case where a school miracle is proposed in which kids simply pull themselves up by their own bootstraps, the reality turns out to be a byproduct of creative accounting or selective data.

That was the entire foundation of NCLB – George W. Bush’s fairy tale about Texas schools during his time as Governor which miraculously improved when you tested the heck out of them. That never happened, and neither did it happen when his dream became national policy.

Take New Orleans, a district often held up by the testing and privatization industry as a success. This is the only all-charter school district in the country. After 2005 and Hurricane Katrina, a predominantly white Republican legislature forced the district’s public schools to become charters – outright experimenting on a majority African American city. The result? School enrollment declined from 65,000 before the hurricane to 48,000 a dozen years later. The most recent state scores rated 49% of the city’s charter schools as D or F, based on their academic performance. The New Orleans district scores are below the state average, and that’s saying something since Louisiana is one of the lowest performing states in the nation.

Not exactly an overwhelming success.

Fourth, the authors wondered if NCLB might have resulted in non-academic improvements – things like a reduction in chronic absences, school climate, etc. SPOILER ALERT: Nope.

A focus on standardized testing does not convince more kids to come to school. Few kids get excited about taking tests. They get excited about broad academic curriculum, arts and extra curricular activities – the kinds of things districts had to cut back on because of NCLB.

So there you have it. The U.S. Chamber of Commerce Foundation is proud of their little report about the impact of NCLB. They give themselves a gold star.

The reality though is much different than what you’ll find on this bit of propaganda.

Any reasonable examination of the last 20 years in education would show this policy is ripe for repeal. We need to forgo standardized testing entirely in our public schools – not double down on them for yet another decade of failure.

Not only should it not be required to determine which schools need what funds, it should be kicked out of our schools like foxes from the henhouse.

And charter schools should be abolished in all 45 states plus the District of Columbia that have been duped into passing laws allowing them.

We need to put the focus back on equity, back on student need.

Let’s get real. Poverty and wealth are the most important factors determining test scores. This shows up on every standardized test. In fact, that’s what the name means – STANDARDIZED test – these assessments are normed on a bell curve reflecting family income and education. Kids from families from higher socioeconomic brackets are at the top of the curve and poor kids are on the bottom.

And consider this: nearly half the students in the U.S. now qualify for free or reduced lunches – the federal measure of poverty. So if we really want to help kids achieve academically, we need to first reduce the impact of poverty on children and families by making sure that they have access to nutrition, medical care, and good housing. Ensure pregnant women get medical care so their children are born healthy.

That’s how you improve education. The federal government should fully fund the schooling of students with disabilities and at least triple the funding for low-income schools. Pay teachers the kinds of wages that will keep them on the job and stop the steady stream of educators out of the field. Teachers should be treated like professionals and never have to work at second or third jobs to make ends meet. Assessment should be a teacher’s job – they should write their own tests as we trusted them to do for generations. And we can use the billions in savings now wasted on standardized testing instead to reduce class sizes so children can get individualized help from their teacher.

In short, don’t give students corporate canned tests. Give them well-maintained schools with nurses, counselors, and libraries with flesh-and-blood librarians. These are just some of the ways we could actually make things better.

It’s been two decades already. People know high stakes testing has failed despite whatever public relations reports are issued by lobbyist organizations. It’s time we had the courage to admit NCLB was a mistake and acted to finally put things right.

It may hurt some businesses that rely on testing to make a buck. It may require big corporations to pay their fair share of taxes. But that is the only way to improve education.

We must put our money where our mouths are – or else be quiet.

If Standardized Tests Were Going to Succeed, They Would Have Done So By Now 


 
 
 
Standardized tests were supposed to be the magic remedy to fix our public schools.  


 
 
They were supposed to make all students proficient in reading and math.  


 
 
They were supposed to ensure all students were getting the proper resources.  


 
 
They were supposed to ensure all teachers were doing their best for their students.  


 
 
But after more than four decades, standardized tests have not fulfilled a single one of these promises.

 
 
 
In fact, all they’ve done is make things worse at public schools while creating a lucrative market for testing companies and school privatization concerns.  


 
 
So why haven’t we gotten rid of them? 


 
 
To answer that question, we have to understand how we got here in the first place – where these kinds of assessments came from in the US and how they became the guiding policy of our public schools. 


 
Standardized testing has been around in this country since the 1920s.  


 
It was the product of the pseudoscientific eugenicist movement that tried to justify white supremacy with bad logic and biased premises.  


 
Psychologists Robert Yerkes and Carl Brigham invented these assessments to justify privileging upper-class whites over lower class immigrants, Blacks and Hispanics. That was always the goal and they tailored their tests to find that result. 


 
From the very start, it had serious consequences for public policy. The results were used to rationalize the forced sterilization of 60,000 to 70,000 people from groups with low test scores, thus preventing them from “polluting” the gene pool.  


 
However, Brigham’s greatest claim to fame was the creation of the Scholastic Assessment Test (SAT) to keep such undesirables out of higher education. These tests were not central to school curriculum and mainly used as gatekeepers with the SAT in particular still in wide use today. 


 
The problem then – as now – is that standardized tests aren’t very good assessments. They work okay for really simple things like rudimentary math. However, the more complex a skill you’re assessing, the more inadequate the tests. For example, imagine just trying to have a conversation with someone where your only choices of reply were limited to four canned responses. That’s a multiple-choice assessment. The result is a testing system that selects against the poor and minorities. At best, it reproduces the economic and racial disparities of society. At worst, it ensures those disparities will continue into the next generation. 


 
That isn’t to say the system went unchallenged. By the 1960s, the junk science and leaps of logic behind standardized testing were obvious and people began fighting back in court. Black plaintiffs began winning innumerable lawsuits against the testing industry.  


 
 
Perhaps the most famous case is Hobson v. Hansen in 1967, which was filed on behalf of a group of Black students in Washington, DC. The court ruled that the policy of using tests to assign students to tracks was racially biased because the tests were standardized to a White, middleclass group. 


 
 
Nevertheless, just as the tests were beginning to disappear, radical economists like Milton Friedman saw them as an opportunity to push their own personal agenda. More than anything, these extreme capitalists wanted to do away with almost all public services – especially public schools. They hoped the assessments could be repurposed to undermine these institutions and usher in an era of private education through measures like school vouchers. 


 
 
 
So in the 1980s, the Reagan administration published “A Nation at Risk,” a campfire tale about how America’s public schools were failing. Thus, the authors argued we needed standardized testing to make American children competitive in a global marketplace. 


 
 
However, the report, which examined test scores from the past 20 years, was misleading and full of statistical and mathematical errors.  


 
 
For instance, it concluded that average student test scores had decreased but didn’t take into account that scores had actually increased in every demographic group. It compared two decades worth of test scores, but failed to mention that more students took the test at the end of that period than at the beginning, and many of the newer students were disadvantaged. In other words, it compared test scores between an unrepresentative group at the beginning of the comparison with a more representative group at the end and concluded that these oranges were nothing like the apples they started with. Well, duh. 


 
Most people weren’t convinced by the disaster capitalism at work here, but the report marks a significant moment in the standardization movement. In fact, this is really where our modern era began.

 
 
Slowly governors and state legislators began drinking the Kool-aide and mandating standardized testing in schools along with corporate-written academic standards the tests were supposed to assess. It wasn’t everywhere, but the model for test-and-punish was in place. 


 
It took an additional two decades, until 2001, for President George W. Bush’s No Child Left Behind (NCLB) legislation to require standardized testing in ALL public schools.  


 
With bipartisan support, Bush tied federal funding of schools to standardized test performance and annual academic progress. And from then on, the die was cast. This policy has been upheld through both Republican and Democratic regimes.  


 
In fact, standardized testing intensified under President Barack Obama and was continued with few changes by Donald Trump and even Joe Biden. Far from changing course, Biden broke a campaign promise to discontinue the tests. Once in office, he thought testing was so important that he forced schools to give the assessments during the Covid-19 pandemic when districts had trouble even keeping school buildings open. 


 
And that brings us to today.  


 
From the 1980s to 2022 we’ve had wide scale standardized testing in our schools. That’s roughly 40 years where the entirety of what is done in public school has been organized around these assessments. They drive the curriculum and are the ultimate benchmark by which success or failure is judged. If this policy was ever going to work, it would have done so by now.  


 
 
However, it has achieved NONE of its stated goals.  


 
NCLB specifically stated that all children would be proficient in reading and math by 2014. That has not happened. Despite spending billions of dollars on remediation and completely reorganizing our schools around the assessments, test scores have remained mostly static or even decreased. 


 
The law also justified its existence with claims to equity. Somehow taking resources away from districts with low test scores was supposed to increase funding at the neediest schools. Unsurprisingly this did not happen. All it did was further increase the funding gap between rich and poor schools and between wealthy and disadvantaged students.  


 
NCLB also championed the idea that competing for test scores would result in better teachers. However, that didn’t happen either. Instead, educators were forced to narrow the curriculum to cover mostly what was assessed, reduce creativity and critical thinking, and teachers who served poor and minority students were even punished for doing so.  


 
If the purpose of standardized testing was all the things the law purported, then it was a decades long failure. It is the policy equivalent of slamming your head into a wall repeatedly and wondering why you aren’t moving forward. (And where did this headache come from?) 


 
If, however, the purpose of standardized testing was to fulfill Friedman’s privatization dreams, then it was a resounding success. Public schools still persist, but they have been drained, weakened and in many ways subverted.  


 
Look at the evidence. 


 
Standardized testing has grown from a $423 million industry before 2001 to a multi-billion dollar one today. If we add in test prep, new text books, software, and consultancy, that figure easily tops the trillion dollar mark.  


 
Huge corporations make the tests, grade the tests and then sell remediation materials when students fail. It’s a huge scam. 


 
But that’s not the only business created by this policy. Test and punish opened entirely new markets that hadn’t existed before. The emphasis on test scores and the “failing schools” narrative stoked unwarranted distrust in the public school system and a demand for more privatized alternatives. 


 
 Chief among these was charter schools. 


 
The first charter school law was passed in 1991 in Minnesota. It allowed for the creation of new schools that would have special agreements (or charters) with states or districts to run without having to abide by all the usual regulations. Thus, the school could go without an elected board, pocket public money as private profit, etc. The bill was quickly copied and spread to legislatures across the country by the American Legislative Exchange Council (ALEC). 


  
Today, there are charter schools in 43 states and the District of Columbia educating nearly three million students. Charter schools enroll about 6% of the students in the country.  


 
 
However, charter schools are rife with fraud and malfeasance. For instance, more than a quarter of charter schools close within 5 years of opening. By year 15, roughly 50% of charter schools close. That’s not a stable model of public education. It’s a get rich quick scheme. And since these types of schools are free from the kinds of regulations, democratic governance and/or transparency that keeps authentic public schools in check, another charter school scandal pops up almost every day. 


 
 
But let’s not forget school vouchers. Before high stakes testing, the idea of using public money to pay for private or parochial schools was widely considered unconstitutional. Now about 4% of US students go to private and parochial schools some of which are funded with school vouchers. This is an option in 32 states and the District of Columbia, and more than 600,000 students participated in a voucher, scholarship tax credit or education savings account program last school year, according to EdChoice, a pro-voucher and school choice group.  


 
There is little evidence that school vouchers actually improve student performance, however, and there’s even evidence that students who receive vouchers to attend private schools may do worse on tests than they would have if they had stayed in authentic public schools.  


 
Moreover, the cost of attending one of these private or parochial schools isn’t completely covered by the voucher. On average, vouchers offer about $4,600 a year, according to American Federation for Children, which supports voucher programs. The average annual cost of tuition at a private K-12 school nationwide is $12,350, according to Educationdata.org, though that can be much more expensive in some states. In Connecticut, for example, the average tuition is almost $24,000. So vouchers only REDUCE the cost of attending private or parochial schools for a few kids while siphoning away tax dollars that should go to educating all kids.  


 
In short, they’re subsidies for wealthier kids at the expense of the middle class and disadvantaged. 


 
Without standardized testing, it is impossible to imagine such an increase in privatization.

 
 
 
High stakes testing is a Trojan horse. It is a way to secretly undermine and weaken public schools so that testing corporations, charter schools and voucher schools can thrive. 


 
 
Judged by its own metrics of success, standardized testing is an abject failure. Judged by the metric of business and school privatization it is a rousing success.  


 
And that’s why it has been so hard to discontinue.  


 
This is corporate welfare at its finest, and the people getting rich off our tax dollars won’t allow us to turn off the flow of funding without a fight.  


 
 
On the right, policymakers are often boldly honest about their goals to bolster privatization over public schools. On the left, policymakers still cling to the failed measures of success testing has not been able to meet time-and-again.  


 
However, both groups support the same system. They only give different reasons.  


 
 
It is past time to wake up and smell the flowers.  


 
 
If we want to ensure education dollars go to education and not profiteers, we need to end standardized testing. 


 
 
If we want to help students learn to the best of their abilities, we need to stop gaslighting them with faulty measures of success or failure. 
 


 
If we want to allow teachers to do the best for their students, we need to stop holding them back with antiquated eugenicist shackles. 


 
 
And if we truly want to save our public school system, we have to stop propping up privatization.  


 
 
In short, we need to end standardized testing.  
 


 
The sooner, the better.

The Same People Who Think Antiracists Have Gone Too Far Think Standardized Testing Hasn’t Gone Far Enough

Some folks are fed up with modern anti-racism.

Why?

For one, all this focus on equity has made it harder to support standardized testing.

That’s a big problem for these folks.

They think that if being against discrimination means also turning against something as obviously innocuous as fill-in-the-bubble tests, maybe it’s today’s brand of anti-racism that has to go.

However, most of us probably don’t see this as a difficult choice.

High stakes testing – like racism – is one of those really bad ideas that just won’t go away.

Since 2001 unless their parents actively opted out their children, standardized tests have been forced on all public school students in 3-8th grade and at least once in high school.

The scores have been used to judge students, teachers, schools – everything except the corporations who make and score the tests and then sell remediation needed to improve failing test scores. Good money if you can get it.

Low test scores have been used to justify closing schools in poor and minority communities, narrowing the curriculum in those communities to just the basics of reading, writing and arithmetic, and increasing racial and economic segregation through charter schools and voucher programs.

Most people can see it’s a scam and a racist one to boot.

In the United States, standardized testing was invented by eugenicists trying to prove white Europeans were better than darker skinned immigrants and thus deserved a privileged position in society. This is no hyperbole – in the early 20th Century they were literally used to justify the forced sterilization of tens of thousands of mostly poor, brown-skinned people.

And today the scores still routinely fail Black and Brown people while passing whites thus barring many people of color from graduation or college entrance.

However, describing such a state of affairs as “racist” has been criticized by a self-described anti-woke backlash.

People as diverse as Fox News correspondents, old school neoliberals and contrarian progressive academicians have taken arms together to fight against what they see as an overstatement of the degree of racism present in modern America and an attack on free speech.

John McWhorter, a linguistics professor at Columbia University, has long been an apologist for standardized testing and included his decades old arguments defending the practice in his new book, “Woke Racism: How a New Religion Has Betrayed Black America.”

Tony Norman, a columnist at the Pittsburgh Post Gazette, writes that McWhorter is:

“…an old-school Black progressive who doesn’t hide his disdain for white liberals and what he considers their Black enablers in academia and the culture. He argues that the anti-racism movement of the “elected” is more performative than intellectually serious and that the white allies who provide the shock troops at universities and street rallies are just as gross as white supremacists because their virtue signaling hides their condescension.”

Ultimately Norman concludes, “I agreed with so much of what the writer had to say about specific hypocrisies of white saviors while disagreeing with much of its premise.”

As a white person, I make no judgment on McWhorter’s overall thesis because I don’t feel qualified to do so.

However, as a classroom educator with more than two decades experience teaching mostly poor and minority students, I feel qualified to address the issue of testing.

After all, I have proctored hundreds of these assessments, seen their impact, studied the history and spoken with hundreds of people of color who oppose the tests and a few like McWhorter who defend them.

The linguist’s main argument can be summed up as follows.

Excusing people of color from the tests because they generally score lower is mere pity. People of color don’t need your pity. Give them the tools necessary to pass the tests like everyone else.

In 2014 he wrote:

“Is it the moral thing to exempt black and Latino kids from the serious competition we consider a normal part of life for all other children, instead of making an effort to prepare them for it?”

However, McWhorter seems to be missing the point.

Critics of standardized testing do not think the tests should be a “serious competition we consider a normal part of life for all other children.” It should be abolished altogether.

First of all, testing should not be about competition. It should be about assessment – telling who knows what, not judging who is worthy of what social and economic position later in life.

Second, it’s not just Black and Brown children who are hurt by the testing. It is ALL children.

These test are not unfair just to students of color. They are unfair to the poor, people from non-white cultures, the neurodivergent, and others.

The very term “standardized test” means an assessment based around a standard. It privileges the kinds of questions white students are more likely to get correct. After all, that’s how test questions are chosen – not based on the quality of the question but on whether the majority (i.e. white people) get the questions right and the minority (i.e. people of color and others) consistently get it wrong.

It’s not just about knowing math. It’s about knowing the cultural terms, shared experiences and assumptions the math question is embedded in.

McWhorter sees nothing wrong in this. He thinks people of color simply need the tools necessary to pass the tests even if that means being taught to respond as a white person would and to make the same linguistic assumptions and have the same cultural knowledge as privileged white people.

I think it’s kind of sad that in McWhorter’s view Black people would have to engage in such a radical and complete double consciousness or more likely give up their own uniqueness and assimilate as much as possible just to be considered the equal of a white person.

However, another thing he doesn’t seem to understand is that even if he got his wish and the playing field were level giving all children the same chances on the tests, it wouldn’t change a thing.

Standardized tests are bad at their job of assessing student learning – even when all test takers are white.

These exams are made up of multiple choice questions. This is not the best way to determine whether learning has taken place on complex topics. How a linguist could ever suppose even the most rudimentary subtleties of meaning could be captured by a simple A, B, C and D is beyond me.

Wittgenstein, Jakobson, Chomsky… all just so you could choose between a narrow set of prewritten answers!?

That seems to be McWhorter’s position because he criticizes proposed remedies to the problem:

“And yet it is considered beyond the pale to discuss getting the kids up to speed: Instead we are to change the standards—the current idea is to bring GPA, performance on a state test, and even attendance into the equation as well. What an honor to black kids to have attendance treated as a measure of excellence. What’s next, rhythm?”

However, it’s not a matter of adding ridiculous or insulting data to the mix to make Black kids look better. It’s about adding enough data to give a clear enough picture of a student’s learning.

At best a standardized test is a snapshot of a student’s learning. It shows what a student answers on a single day or even two or three. By contrast, grade point average (GPA) is made up of student assessments (informal, formal, formative and summative) over the course of 360 some days.

By that metric, alone, you should expect a GPA to be more accurate than a standardized test.

Whether you take other things into account like attendance, poverty level, per pupil spending at the school, etc. – that would just give more information.

It could be argued that some of these things are necessary and some irrelevant. But to consider standardized tests as the ne plus ultra is patently absurd.

In fact, if I were using a metric to accurately assess student learning, I would not include standardized testing at all. I would look at many of these other measures like GPA instead.

Standardized assessments are not being used because they are effective or accurate. They are a money-making scheme that victimizes those groups society doesn’t care about – the poor, people of color, English language learners, etc.

It is yet another system that enables and promotes white supremacy.

But don’t just take my word for it. Look to Black thinkers like Jesse Hagopian, Dr. Denisha Jones, Dr. Yohuru Williams, Jitu Brown, and Dr. Ibram X. Kendi who have spoken out against standardized testing. Look to the NAACP and the Black Lives Matter movement which have called for an end to standardized testing. Look to the Journey for Justice Alliance (JJA), a group made up of 38 organizations of Black and Brown parents and students in 23 states, who have never wavered in their opposition to high stakes standardized testing.

These tests are not just immoral because they’re racist, but they’re bad at the act of fairly assessing.

And part of the reason for that is their embedded prejudice.

An assessment that unfairly singles out certain groups not because of their lack of knowledge of the subject being tested but their different enculturation and lack of similar opportunities as the dominant culture can never be a good assessment.

But even if they didn’t do that, they would be like using a pencil to eat soup.

The systems of our society matter. Using the right tool matters.

Whether we call an appreciation of these facts being “woke,” “antiracist” or anything else does not.

Hope During a Pandemic is Both Hard and Inescapable

I cried when I got my second Covid-19 shot.

Not a lot.

Just a few drops.

But the flood of emotions I felt that accompanied that tiny pinch in my arm was totally unexpected.

It was like I gasped for breath and hadn’t realized until then that I was suffocating.

I looked up at the volunteer who had injected me to see if she’d noticed, but it’s hard to read someone’s expression under a mask.

So I found myself shrugging the feeling off, giving her a brisk “Thank you” and heading off to file my paperwork, get another stamp on my vaccination card and plopping in a chair for 15 minutes of observation before heading on my way.

As I sat there, I started to feel this growing sense of excitement in my chest.

Two weeks, I thought.

In two weeks I will be fully vaccinated.

Moderna is 94.1% effective at preventing infection. That means I should be able to return to school and teach my students in-person. Safely.

Some of them have been back in the classroom for weeks now, but I’ve had to stay remote putting up assignments in Google Classroom for the sub to teach.

My pre-existing health conditions make me too susceptible to the virus to take chances with stuffy classrooms and interacting with tens of students for prolonged periods every day.

So instead I spend my daylight hours grading virtual papers and writing digital comments, but I only get to hear student voices on Fridays when all classes are conducted remotely.

Rarely do I get to see a face in one of those austere Zoom boxes.

It’s a lonely life being sidelined this way.

But there seems to be an end in sight.

I can actually plot it on the calendar.

THAT day I can return.

And I wonder, is this hope?

I haven’t really felt anything like it in quite a while.

The world has been such a mess for so long.

A global pandemic that’s infected nearly 29 million Americans and killed 523,000 is bad enough. But it’s the constant bungling of local, state and federal governments response to the virus that has been absolutely demoralizing.

In fact, my second shot was delayed a week because health officials accidentally gave out the dose that had been set aside for me to someone else.

Thankfully waiting an extra 7 days isn’t supposed to have any ill effects. But that’s a week more I have to be out of the classroom and burning my sick days, trying to do 40 hours worth of work in the handful of hours the district allows me.

It’s just that this isn’t an anomaly. All through this process those in charge have dropped the ball.

At every step – bungled, mismanaged, and carelessly misjudged.

The school board refused to value my health and reopened recklessly even putting the community’s own children in danger. The state refused to mandate almost anything to keep people safe, instead offering a truckload of take-it-or-leave-it suggestions.

Hope, I thought. Is it possible to believe in hope anymore?

Barack Obama made it a campaign slogan. Hope and change.

His book was “The Audacity of Hope.”

He wrote:

“Hope is not blind optimism. It’s not ignoring the enormity of the task ahead or the roadblocks that stand in our path. It’s not sitting on the sidelines or shirking from a fight. Hope is that thing inside us that insists, despite all evidence to the contrary, that something better awaits us if we have the courage to reach for it, and to work for it, and to fight for it. Hope is the belief that destiny will not be written for us, but by us, by the men and women who are not content to settle for the world as it is, who have the courage to remake the world as it should be.”

These words ring so empty today after a presidency full of promises and very little else.

True, much of his domestic agenda was blocked by Republicans. But even when they couldn’t stop him from getting things done, the results were often disappointing. His foreign policy was hawkish full of drone strikes, his immigration policy unduly cruel and his education programs were the fever dreams of Milton Friedman made real – charter schools, high stakes testing and ed tech handouts.

You think Trump was bad!? He was the logical consequence of dashed hopes and neoliberal triumphs. You can’t run, as Obama did, as a once-in-a-lifetime transformational candidate and then legislate to support a status quo that is destroying the majority of Americans.

If you do, you get Trump.

At least now the pendulum has swung back the other way. We’ve got Biden.

Cool, smooth, dependable Biden.

He’s slowly reversing the catastrophes of Trump while quietly committing a few of his own along the way. (Reopening school buildings without mandating the opportunity for teachers to be vaccinated first!? Requiring standardized testing to tell if students have been affected by the pandemic!?)

How does one continue to hope in the wake of such disappointment?

The fabric of our society and our governmental institutions are frayed to the breaking point. They could fall apart any day now.

How does one continue to hope in light of all this?

My phone buzzes. I shake my head to dispel all these gloomy thoughts.

Well! Here’s some good news. Apparently there are no ill effects from the shot. Time to go.

I stand up and look around at the busy vaccination center.

Volunteers continue to welcome patients. They’re much more organized than when I got my first shot only weeks earlier.

Everyone is friendly and there’s even a sparkle in their eyes.

What is that sparkle?

Why does everyone smile?


Why did I cry?

There’s only one possibility.

It’s hope.

Goddamit.

It’s hope.

The teardrop that escaped my eye wasn’t a response to any pain from the injection. It was pain at the possibility that all this would end.

It was the feeling – the certainty – that the pandemic was only temporary and that I would come out the other side. We all would.

Because in the part of our hearts where hope grows, the past doesn’t matter.

What’s happened is always past.

The only thing that counts is the future.

And when you have a future you have to hope.

It’s simply built in. There’s no way around it.

It would be easier not to hope. But the only way to do that is to die, and apparently I’m going to live.

So you pick yourself up, you dust off your knees and you get to the work ahead.

Because no matter how disappointing the past, how demoralizing the events you’ve lived through, there is always the possibility that things will be better tomorrow.

If only you work to make it so.

Virtual Learning Through Quarantine Will Leave Poor and Disabled Students Behind

In the wake of the coronavirus crisis with most people self quarantined at home, schools across the country are shut down.

 

Some offer (or are considering offering) distance learning over the Internet.

 

However, this poses problems.

 

Not all student services can be provided via computer.

 

And not all students even have a computer, online compatible device or Internet access.

 

Should our nation’s public schools soldier on anyway and provide some kind of learning experience for those not thus encumbered at the expense of those who will be left behind?

 
The U.S. Senate’s proposed coronavirus aid package includes a provision to waive existing federal law that requires all schools to provide services to special education students. Removing this specification would allow districts to move forward with virtual learning without having to worry about meeting the needs of their special education students.

 

Advocates worry that even a temporary suspension of the Individuals with Disabilities Education Act (IDEA) could have devastating long term effects on students with disabilities and ultimately remove the requirement upheld for the last 45 years that they receive a free public education.

 
Education Secretary Betsy DeVos offered a gleeful statement in favor of dispensing with protections for students with autism, cerebral palsy, learning disorders and other special needs:

 

“It was extremely disappointing to hear that some school districts were using information from the Department of Education as an excuse not to educate kids. This is a time for creativity and an opportunity to pursue as much flexibility as possible so that learning continues. It is a time for all of us to pull together to do what’s right for our nation’s students.

 

“Nothing issued by this Department should in any way prevent any school from offering educational programs through distance instruction. We need schools to educate all students out of principle, rather than educate no students out of fear. These are challenging times, but we expect schools to rise to the occasion, and the Department stands ready to assist you in your efforts.”

 

The Department of Education issued a Fact Sheet that went even further:

 

“To be clear: ensuring compliance with the Individuals with Disabilities Education Act (IDEA), Section 504 of the Rehabilitation Act (Section 504), and Title II of the Americans with Disabilities Act should not prevent any school from offering educational programs through distance instruction.”

 

This is tantamount to prioritizing the education of some students over others. In short, if we follow DeVos’ guidelines, we will be saying that regular education students are more important than students with special needs.

 

It is a dangerous precedent.

 

However, perhaps even more dangerous is the abdication of any responsibility for, even complete erasure of any mention of poor students without Internet access.

 

This just underlines the importance of legislation. Special education students have IDEA. Poor students have nothing. There is no right to education for them at all.

 

If there had been some legislation specifically enshrining the rights of the underprivileged, however, it is clear this administration would be likewise proposing measures to dispense with it.

 

I understand that we are in a crisis. I understand that some think it is better to take half measures so that something gets done rather than nothing.

 

However, the coronavirus outbreak is expected to be a temporary situation. It may last weeks or months, but it will not last forever.

 

We want to do things in the best interests of children now, but we also must be aware of later. And trying to meet some kids needs now while writing off a large chunk of the rest would have a huge negative impact later.

 

If we educate just the privileged kids, we will be worsening the socioeconomic gap between students – a gap that is already too wide.

 

According to the most recent federal data, nearly 7 million students in the United States do not have Internet access at home. That is about 14 percent of all U.S. students. And of those with online access at home, 18 percent do not have home access to broadband Internet so they would also have difficulty retrieving lessons or participating in Zoom meetings online.

 
Moving to distance learning on the Internet would leave tens of millions of children behind.

 
Is this really what we want to do?

 

In addition, there is the question of quality.

 

Few teachers are trained or have experience with distance learning. They will probably be able to provide some kind of learning – but it will almost certainly not be the best they could be providing.

 

Moreover, there are real questions about the quality of learning that CAN be provided in a virtual environment even under the best of circumstances.

 

Cyber schools are a perfect fit for some students. Older and more mature students would probably have an easier time adjusting to it.

 

However, many students – especially younger ones – need the face-to-face interactions of school to get the most out of the experience. Forcing them into a mold that may at best be unsuited to them individually and at worst developmentally inappropriate will only cause them undo trauma.

 

I understand that everyone wants to appear like they’re doing something to meet the challenges provided by this crisis. However, sometimes the best thing to do is nothing.

 

One day the quarantine will be lifted. At that point, we can reopen the schools.

 

This may mean a few months of summer school. Or we could extend the 2020-21 school year to make up the difference.

 
Neither are perfect solutions. But they’re both better than virtual learning.

 

Neither require us to write off our poor and special education students.

 

And THAT is the most important thing.

 

Public schools don’t have to settle for whatever fad is offered from disaster capitalists.

 

We can still do what’s right for our kids.

 

All of our kids.

PA Officials Want to Replace Bad Keystone Exams with Bad College Entrance Exams

Pennsylvania officials are scandalized that the Commonwealth is wasting more than $100 million on unnecessary and unfair Keystone Exams.

 
They’d rather the state spend slightly less on biased college entrance exams.

 
State Auditor General Eugene DePasquale and State Sen. Andy Dinniman held a joint press conference last week to introduce a new report compiled by DePasquale’s office on the subject which concludes with this recommendation.

 

Replacing bad with bad will somehow equal good?

 
Under the proposal, elementary and middle school students would still take the Pennsylvania System of School Assessment (PSSA) tests. However, instead of requiring all high school students to take the Keystone Exams in Algebra I, Literature and Science, the report proposes the same students be required to take the SAT or ACT test at state expense.

 

This is certainly an improvement over what the state demands now, but it’s really just replacing one faulty test with another – albeit at about a $1 million annual cost savings to taxpayers.

 

The report does a good job of outlining the fiscal waste, lack of accountability and dubious academic merits of the Keystone Exams, but it fails to note similar qualities in its own proposal.

 

From 2008 to 2019, the state already paid Minnesota-based Data Recognition Corp. more than $426 million for the PSSAs, Keystone Exams and Classroom Diagnostic Tools (an optional pretesting program). The federal government paid the company more than an additional $106 million. Officials wonder if this money couldn’t have been better spent elsewhere, like in helping students actually learn.

 

DePasquale, who recently launched a congressional bid, puts it like this:

 

“When the federal law changed in 2015, why didn’t Pennsylvania begin to phase out Keystone Exams? I could understand if they use them for a short period of time after that, but it’s been four years, and will cost taxpayers nearly $100 million by the end of the contract for tests our students do not even need to take.”

 

The federal government dropped its mandate four years ago and the state legislature did the same last year.

 

Originally, state lawmakers intended to make the Keystone Exams a graduation requirement, but in 2018 they passed legislation to make the assessments one of many avenues to qualify for graduation starting in 2021-22. Students can instead pass their core courses and get into college among other things.

 

“The Department of Education itself said they [the Keystone Exams] are not an accurate or adequate indicator of career or academic readiness,” Dinniman said. “So what I’m always surprised about is, they said it and then they continue to use it. These tests have faced opposition from almost every educational organization that exists. And when we got rid of the requirement and put in [more] pathways to graduation, this was passed unanimously by both the Senate and the House.”

 

The federal government also changed its testing mandate. It used to require all public school students to take state-specific assessments in grades 3-8 and once in high school.

 

When Congress reauthorized the federal law overseeing education in 2015, it offered states more flexibility in this regard. Elementary and middle school students still have to take a state-specific test. But now the high school portion can be fulfilled with college admissions tests – and, in fact, a dozen other states legislate just such a requirement.

 
Democrats DePasquale and Dinniman think the SAT and ACT test are an improvement because students who taken them are more likely to go to college. But that’s a classic case of confusing correlation and causation.

 

Students motivated to go to college often take these exams because they are required to get in to a lot of these schools. Taking these tests doesn’t make students MORE motivated and determined to enroll in post-secondary education. They’re ALREADY motivated and determined.

 

Moreover, one of the faults the report finds with the Keystone Exams is that the assessments measure student’s parental income more than children’s academics.

 

Kids in wealthier districts almost always do better on the Keystone Exams than those in poorer districts. In fact, the report notes that of the 100 state schools with the highest scores, only five were located in impoverished districts —where the average household income is below $50,000.

 

Yet the report fails to note that this same discrepancy holds for the SAT and ACT tests. Poor kids tend to get low scores and rich kids get the highest scores.

 

In fact, the College Board – the corporation that makes and distributes the SAT – recently started adjusting scores on its test in an attempt to counteract this effect thereby accounting for high schools and neighborhoods “level of disadvantage.”

 

Does this creative scoring actually work? Who knows – but it’s kind of like being forced to swallow poison and an antidote at the same time when any sensible person would simply refuse to swallow poison in the first place.

 

And that’s the best solution state officials have for our children.

 

They’re suggesting we replace discriminatory Keystone Exams with discriminatory college entrance exams.

 

To be fair, DePasquale and Dinniman are somewhat constrained by boneheaded federal law here.

 

Though the Every Student Succeeds Act (ESSA) is an improvement over No Child Left Behind, it still requires all high school students to take standardized tests.

 

Given what we know about the limits and biases of these assessments, policymakers should remove that hurdle altogether. But until the federal government gets its act together, one could argue that DePasquale and Dinniman’s policy suggestion may be the best available.

 

When you can’t do right, maybe it’s best to do less wrong.

 

But we must acknowledge that this isn’t the ultimate solution, it’s only a stopgap. We must continue to push for intelligent assessment policy that’s best for our children.

 

Standardized testing should be eliminated altogether – especially in high stakes situations. Instead we should rely on classroom grades, portfolios of student work and/or other authentic measures of what children have learned in school.

 

Accountability – the typical reason given behind these assessments – should be determined by the resources provided to students, not a highly dubious score given by a corporation making a profit off of its testing, test prep and ed tech enterprises.

 

The most we can expect from DePasquale and Dinniman’s program if it is even considered by the legislature is a band-aid on a gaping wound.

Would Democrats Really Do Better Than Betsy DeVos on Education?

Everybody hates Betsy DeVos.

 

 

As Donald Trump’s Secretary of Education, she’s ignorant, unqualified and insincere.

 

 

But would the Democrats really do much better if they had control of the Executive Branch?

 

 

The Center for American Progress (CAP), a left leaning think tank, wants you to believe that they would.

 

 

The organization founded by John Podesta and deeply tied to both the Clinton and Obama administrations has come out with a list of seven policy goals if Democrats take back the House and/or Senate in the midterm elections this November.

 

 

On the face of it, many of these goals are smart and worthy ends to pursue.

 

 

But this is the Center for American Progress, after all! These are the same people who pushed charter schools down our throats, the same people who never met a standardized test they didn’t love, the same people who think Teach for America temps are just as good – if not better – than fully licensed, fully trained teachers with 4 or 5 year education degrees.

 

 

Frankly, I don’t trust a thing they say.

 

 

The last two Democratic administrations pushed almost the same education policies as the last three Republican ones. They often use different rhetoric and pretend to dislike policies that BOTH parties have championed for decades.

 

 

So when an organization with a history like CAP offers school policy proposals – even if they’re innocuous on the surface – a closer look often reveals something disturbing hiding just under the skin.

 

 

In any case, it’s worth taking a look at this new report to examine what’s helpful in these think tank proposals and in what ways they might hide dangers for students, teachers, parents and society.

 

 

 

THE BAD

CAP proposes we:

 

  1. Provide a tutor for all students who are below grade level:

 

 

This includes both academic and emotional support. And it sounds great! Imagine what struggling students could do with more one-on-one help!

 

However, according to the report, CAP’s major problem with previous tutoring initiatives like those provided under the No Child Left Behind Act was that they weren’t “high-quality.” Moreover, “tutoring could grow at the local level, helped along by things like an AmeriCorps expansion.”

 

Oh great! “high-quality” is often used by think tanks as a euphemism for standardized testing. And AmeriCorp has helped push more Teach for America temps into positions that should be held by teaching professionals.

 

I would love for struggling students to have extra help, but this sounds too much like sending Teach for America to give poor and minority students test prep and skill drills for hours and hours after school.

 

2) Go to a 9-to-5 school day:

 

 

Child psychologists have been suggesting we start school later in the day for at least a decade to better suit growing bodies and brains. Students would be able to get more sleep and come to school more rested and ready to learn. It would also help parents if students didn’t get out of school up to two hours before most adults are home.

 

 

In addition, CAP is cognizant that this would have to be a local decision – it couldn’t be handed down at the federal level. They suggest encouraging the move with more Title I funding and other sweeteners.

 

 

However, this ignores the fact that U.S. kids already spend more time in class than their international peers. Few countries make their children suffer through an 8-hour day. In Finland, for example, where kids start later and are released earlier than U.S. children, students get a 15-minute break for every 45 minutes of class work.

 

 

This suggestion, coming as it does from test-obsessed partisans, could be just another way to try to increase the amount of work piled on students in order to raise test scores. I advise caution.

 

3) Pay teachers more

 

 

I’m certainly not against this one. CAP notes that teachers only take home about 60 percent of the salaries that employees with similar levels of education earn. They suggest a base salary of $50,000 – up from the current average of $38,000 for incoming educators.

 

 

“More-experienced educators with a track record of success should make at least $100,000,” the report suggests (emphasis mine). And THAT’S where I start to feel queasy. What exactly do they mean “track record of success”? Well, this is CAP, so that probably means teachers whose students score well on standardized tests.

 

 

So I’m guessing it’s a back door merit pay policy. In other words, they want to offer more money to teachers who clobber their students with the test prep club so they’ll magically score Advanced on high stakes tests. This is yet another attempt to bribe educators to narrow the curriculum, avoid collaboration and sideline students who don’t traditionally score well on these kinds of assessments – the poor and minorities.

 

 

I want a raise, believe me. I DESERVE a raise! But not if you’re going to make me sign a Faustian bargain first.

 

 

 

THE GOOD

CAP proposes we:

 

4) Offer free breakfast and lunch to all students, no matter what their parents income:

 

We have this at both my daughter’s school and the district where I teach in western Pennsylvania. It is a tremendous success. Making it a nationwide initiative is an excellent idea.

 

 

It’s hard to argue with this, even if the main justification is that better nutrition will lead to better academic outcomes (read: test scores). Plus this removes the stigma of a free meal because all students receive it, and once initiated it would be harder to take away.

 

5) Provide more opportunity for students going to college to get technical workplace experience:

 

 

Students should be able to get real world experience to help them decide if certain careers are for them. I’m struggling to see a downside.

 

6) Hire more social workers, counselors and school psychologists:

 

 

Heck to the yeah. I see no downside there.

 

 7) Initiate a national infrastructure program to fix crumbling school facilities:

 

It’s about time! Schools in impoverished neighborhoods are falling apart. We need to bring them up to the same level as those in the upper middle class and wealthy communities. Obviously, we’ll need to audit these programs and make sure money isn’t being wasted or embezzled, but this is a worthy goal well past due.

 

 

AND THE OTHER SHOE DROPS

And that’s it.

 

 

Not a bad list, over all.

 

 

I do have some reservations as noted above. However, many of these proposals would be really positive…

 

 

…until the other shoe drops.

 

 

Queue Lisette Partelow, CAP’s director of K-12 Strategic Initiatives and the lead author of the report. Pay careful attention to her remarks about the report in Education Week.

 

 

The think tank doesn’t expect these policies to be introduced or enacted anytime soon, she says. And even if they were, Partelow understands they would probably go under significant legislative changes before becoming law.

 

“We’re really excited about this as a counter balance, as an answer to the ideas we’re seeing put forward by [U.S. Secretary of Education] Betsy DeVos and the Trump administration,” Partelow says.

 

So THAT’S their game!

 

CAP is playing the long con here. They are putting forward a bunch of puppy dog and teddy bear proposals to contrast with Trump and DeVos.

 

These aren’t policies as much as they are advertisements for the Democratic party. It’s the equivalent of saying, “We promise we’ll do good things like THESE if you elect Democrats – despite the fact that we mainly focused on standardization and privatization when we were in power.”

 

Look. Maybe I’m being too cynical.

 

Maybe the Democrats really, really are going to do a better job this time, cross their hearts and hope to die, if we give them just one more chance.

 

But words aren’t nearly enough.

 

I like many of these policy suggestions. But I just don’t trust the Democrats.

 

The brand has been tainted for me by the Clinton and Obama administrations – by leadership from the same people who are making these suggestions.

 

In short – I’ll believe it when I see it.

 

Perhaps the greatest lesson organizations like CAP have taught is not to trust organizations like CAP and the faux progressives they’re selling.

Don’t Trash the Department of Education. Fix It.

How do you get people to refuse a helping hand?

Answer: Prove to them that it’s not helping.

That’s the strategy of the Trump administration in regard to his cabinet of billionaires. The Reality TV star turned President has nominated a series of out-of-touch and unqualified one percenters to head various federal government agencies.

Rex Tillerson, Rick Perry, Ben Carson – Each of these silver spooned numbskulls was put in place to “prove” to the American public how inane and useless the federal government is – by making the federal government inane and useless.

Nowhere is this more obvious than the Department of Education with its Republican mega-donor turned Education Secretary, Betsy DeVos.

DeVos has spent her entire adult life buying off mostly Republican lawmakers throughout the country to destroy public schools and replace them with charter, private and parochial schools.

She is a self-inflicted cancer on the system, a know-nothing religious zealot who spouts more factually challenged whoopers than Sean Spicer and Donald Trump combined.

But the endgame for putting a person who barely ever walked into a public school in charge of nationwide public school policy is clear – she’s there to demonstrate why the department should be disbanded.

With every idiotic statement, every Unconstitutional policy suggestion – she’s a corporate sponsored demo of why we need to trash this cabinet position altogether.

This has been the conservative dream since President Ronald Reagan. How dare his Democratic predecessor Jimmy Carter create a Department of Education, in the first place! Not only did Ronnie, the B-movie actor turned chief executive, have to defeat Carter, he needed to erase all of his predecessor’s policies. (Sound familiar? [Cough!] [Obamacare!] [Cough!])

And with Betsy DeVos’ help, Trump may finally get to realize Reagan’s dream.

To be fair, President George W. Bush did his fair share to make the department unpalatable. And so did Barack Obama!

Under Carter, the department was an extension of the Elementary and Secondary Education Act (ESEA) of 1965, which tried to bring equity to America’s public schools. However, Bush transformed it into No Child Left Behind, a blatant federal power grab changing the focus to high stakes standardized testing and punishing schools that taught poor children.

Obama took this terrible legislation to its inevitable conclusion and transformed the Department of Education into a bribe factory, dangling federal help before impoverished schools only if these schools would spend it on test prep, edutech software and Common Core. Never mind that these “reforms” don’t actually help children. It was all about helping the corporations behind them.

Much of the modern zeitgeist behind the continued movement to disband the department comes from authentic bipartisan opposition to these changes. The modern Department of Education hasn’t been much of a helping hand for almost two decades. It’s been a cruel taskmaster and a money laundering service for the publishing and testing industry. And it’s overstepped its federal authority coercing states to do as Washington bureaucrats (or at least their wealthy donors) demand.

Add to that the new wrinkle of DeVos – a representative who is all of those things but also transparently self-serving and – frankly – stupid.

No wonder people want to disband the department!

It’s a rallying cry that’s not hard to get behind. Unless you think about it for two minutes.

Because it’s not the Department of Education that’s the problem. It’s what we’ve done to it.

The department has a vital and important role to play in making sure our system of public education serves everyone. Speaking in broad terms, the department should be dedicated to these three things: ensuring public schools are being properly funded, student and parent civil rights are not being violated and to be a repository for national data and research.

These are incredibly important. Right now we have one of the most inequitable school funding systems in the world. The majority of public education funding comes not from the federal government or the states, but from individual communities. If you live in a poor neighborhood, your kids get less education funding. If you live in a rich neighborhood, your kids get more. This is why the nearly 50% of all public school children living in poverty are struggling academically – we aren’t providing them with the resources to succeed.

The state and federal government could be doing something about that. At the federal level, the department of education oversees billions of dollars in grants to poor schools. Admittedly much of that money is tied to standardized testing and other corporate education reforms. We should cut those ties. We should provide help for proven, authentic education practices freely chosen by these districts. That’s something that could have a huge impact on student success. And it’s a project we should expand, not destroy under draconian budget cuts or the closure of the department.

Second, we have to admit that parents’ and students’ civil rights are often in jeopardy. This means special education students seeking an appropriate learning environment and modifications. This means students being discriminated against because of their religious beliefs or lack thereof. This means minority students facing disproportionate discipline policies, unfair grading and/or lack of opportunities offered to other racial or ethnic groups. This means women and transgender students suffering discriminatory dress codes or bathroom policies. In short, it means that someone needs to be the moderator and protector of student and parent rights.

And finally, there needs to be a repository of national student data. This has gotten a negative connotation lately because of Bush and Obama’s incredibly permissive policies allowing edutech companies to collect a horde of student data for economic purposes. Let me be clear: The department shouldn’t be doing that at all. Student privacy should be respected. Computer programs and apps should not collect sensitive information about individual students to be sold to advertisers or used to market products to them.

But there is an incredible amount of aggregate information about student groups collected by the federal government that could be used to help improve the lives of students. This includes information on the racial proficiency gap and the amount of resources provided by states and municipalities. Moreover, we need an impartial entity to fund educational research about which reforms actually help students learn. Relying on corporations to fund research that “proves” the efficacy of their own products is not good science.

In short, disbanding the Department of Education would be a disaster. What would happen to Pell Grants, for instance? What would happen to the bundles of federal money that boost our public schools? Who would make sure states are doing their jobs? Where could we go to find accurate data about how our schools are doing nationally and not just state-by-state?

If we got rid of the department, at best these jobs would fall back on other government agencies that haven’t the funding, staff or ability to accomplish them. More likely, it would result in the elimination of billions of education dollars that the states simply couldn’t (or wouldn’t) replace. Abuses against students on the grounds of civil rights, gender, special education, etc. would skyrocket with little to no recourse. And we would be in the dark about how well we were educating our nation’s children.

I sympathize with those who wish to make government more efficient, but the Department of Education is not a place to make cuts. If you really wanted to close an unnecessary federal department, start with the most recent one – the Department of Homeland Security. Nowhere else is there a more obvious duplication of services and waste of tax dollars to provide a service that was already being provided. But you never hear anyone suggest we close this department because (1) it was proposed by a Republican, and (2) as a nation, we have a broad, bipartisan priority on the safety of our citizens.

If only we had the same for public education!

But we don’t. In fact, many conservatives scoff at the very idea of public schools on the grounds that it’s “socialism” – as if social security, Medicare and a standing military were not!

Too many people have bought into the lie that there is something unAmerican about public school. On the contrary, our system is implicit in our very form of government and the flower of our founding fathers’ thoughts.

The rich and powerful don’t want a robust system of public education because it goes against their interests. An informed, thinking public is harder to control. They especially don’t want minorities or the poor to be well-educated because once people realize how much they’re being exploited, they won’t continue to submit to the status quo.

In short, the Department of Education needs to change. It needs to be revitalized from the ground up. And DeVos is not the person to do it.

However, we shouldn’t let her incompetence make us throw it all away. We need to find ways to agitate, resist and survive the Trump administration while preserving as much as we can of our Democracy – and our sanity – in the process. We need to find and support prospective lawmakers and public servants who will actually represent us, the people, instead of Trump’s billionaire buddies. We need a robust, grassroots movement to take back our government.

And then we can begin the hard work of making our government work for us again. Part of that will involve the Department of Education.

Standardizing Whiteness: the Essential Racism of Standardized Testing

Consistent with notions of American identity, standardized testing, as an opposition to a cultural other, represents the normalization of whiteness, richness, and maleness.”

We talk about standardized testing as if we don’t really understand what it is.

We say we want No child left behind!

And then we pass a law named after that very sentiment that ensures some students MUST be left behind.

We say we want Every student to succeed!

And then we pass a law named after that very sentiment that ensures every student will NOT succeed.

It would be absurd if not for the millions of children being forced to endure the harsh reality behind our pretty words.

It’s not these ideals that are the problem. It’s standardized testing.

Researchers, statisticians, and academics of every stripe have called for an end to high stakes testing in education policy. Parents, students and teachers have written letters, testified before congressional committees, protested in the streets, even refused to take or give the tests. All to deaf ears.

The federal government still requires all students in 3-8th grade and once in high school to take standardized tests.

But these assessments are graded on a curve. A certain amount of students are at the bottom, a certain amount are at the top, and most are clustered in the middle. This would be true if you were testing all geniuses or all people with traumatic brain injuries.

It doesn’t matter how smart your test takers are. There will always be this bell curve distribution. That’s how the tests are designed. So to talk about raising test scores is nonsensical. You can raise scores at school A or School B, but the total set of all test takers will always be the same. And some students will always fail.

But that isn’t even the worst part.

Standardization, itself, has certain consequences. We seem to have forgotten what the term even means. It’s defined as the act of evaluating someone or something by reference to a standard.

This socket wrench is a good socket wrench because it most closely resembles some ideal socket wrench. This McDonald’s Big Mac is good because it resembles the ideal McDonald’s Big Mac.

That’s what we’re doing to people – children in fact. We’re evaluating them based on their resemblance to some ideal definition of what a child should know and what a child should be.

But children are not socket wrenches nor are they Big Macs. It is not so easy to reduce them to their component parts and say this is good and that is bad.

When you try to abstract them to that point, it is impossible to remove various essential factors of their identity – race, gender, socio-economic status, etc. Nor would it be admirable if you could, because you would have abstracted to the point where the individual is no longer visible or valued. A child raised in poverty is simply not the same as a child from a privileged upbringing. A child from a culture that values cooperation is not the same as a child from a culture that values individual achievement. And that’s often a good thing.

But when you define a standard, an ideal, you make certain choices – you privilege some attributes and denigrate others. Since the people creating the tests are almost exclusively upper middle class white people, it should come as no surprise that that is the measure by which they assess success.

Is it any wonder then that poor kids and children of color don’t score as well on these tests? Is it any wonder that upper middle class white kids score so well?

We’ve known this for almost a century. Standardized tests do a poor job of assessing intelligence or knowledge. Those things are too complex and the tests are too simple. If you’re evaluating something equally simple like basic addition and subtraction, these tests can work alright. But if you’re trying to get at something complex like critical thinking or creativity, they end up doing little more than prizing the way some people think and not others. In short, they elevate the thought processes most associated with rich white kids.

It doesn’t mean poor and/or black children are any less intelligent. It just means rich white kids have the things for which the test designers are looking. Some of this is due to economic factors like greater access to private tutoring, books in the home, parents with more time to read to their kids, coming to school healthy and more focused. However, a large portion is due to the very act of taking tests that are created to reflect white upper class values and norms.

Think about it. Almost all the questions are field tested before they become a permanent part of the exam. Students are given a question that doesn’t count to their final score, but test makers tabulate how many kids get it right or wrong. So when most white kids answer a field tested question correctly and most black kids get it wrong, it still becomes a permanent test question because there are so few blacks relative to whites. Maybe it’s a question that references sun tan lotion, something with which darker skinned people don’t have as much experience. Imagine if a question referencing the hair care practices of  black people became a test item. White people would have difficulty with it because they can’t easily relate. But the field testing process doesn’t allow that because it normalizes whiteness.

So black kids stumble while white kids have an easier time. We even have a name for it: the racial proficiency gap.

Many well-intentioned progressive voices have bemoaned this problem and wondered how to solve it. But it’s not the scores that are the problem. It’s the assessments. They are doing exactly what they were designed to do.

That’s right. You cannot have such obvious, historical problems perpetuated year-after-year, decade-after-decade, and still think they are mere unintended consequences.

This is how the system was designed to work. This is how it’s always been designed to work.

If you were going to create a racist and classist school system from scratch, what would you do? How would you go about it?

You’d need the lower classes to have SOME mediocre education so they are able to do the menial work that keeps society running. But only so much. Education as a social ladder is all well and good as propaganda. But you don’t want that ladder to lead out of the basement for more than a few.

You need something that will create a hierarchy with people of color at the bottom and poor whites only slightly better off so they can feel ennobled compared to their darker subordinates.

You need a biased sorting mechanism – something that allows you to put students into privileged and unprivileged categories but that will look to all the world like it was doing so fairly. It would have to appear like you were choosing students based on merit.

You’d need something like standardized test scores.

This is how these assessments have functioned from their very beginnings.

When Carl Brigham and Robert Yerkes, U.S. Army psychologists during WWI, designed the alpha and beta intelligence tests to determine which soldiers deserved to be officers, they were creating a pseudoscientific justification for white privilege. They used biased and unfair assessments to “prove” that rich white folks were best suited to give orders, and the rest of us belonged in the trenches.

Brigham and Yerkes were drawing upon eugenics, also called “racial hygiene” or “scientific racism.” This was a radical misreading of Gregor Mendel and Charles Darwin. Eugenicists thought positive traits such as intelligence were widespread in Northwestern European races and almost nonexistent in others. Moreover, negative traits such as laziness and criminality were common in nonwhites and almost absent in those same Northwestern Europeans.

“We should not work primarily for the exclusion of intellectual defectives but rather for the classification of men in order that they may be properly placed,” wrote Yerkes.

THIS is the basis of standardized testing.

After the war, Brigham took the same principles to create the Scholastic Aptitude Test or S.A.T. – in principle the same exam still taken by 2.1 million teenagers every year to ensure they get into their chosen college.

The test was further refined by fellow eugenicist Lewis Terman, Professor of Education at Stanford University and originator of the Stanford-Binet intelligence test. Together these three men created the foundations for the modern field of standardized testing. And make no mistake – its axiomatic principle is still that some races are genetically superior and others are inferior.

Or as Terman put it:

“A low level of intelligence is very common among Spanish-Indian and Mexican families of the Southwest and also among Negroes. Their dullness seems to be racial, or at least inherent in the family stocks from which they come… They constitute a grave problem because of their unusually prolific breeding.”

After WWII, the eugenicist brand suffered from comparison to the Nazis who had been inspired by the findings of Brigham, Yerkes and Terman among others. In the post war years, we’ve discarded the overtly racist language but kept the assessments. Yet they still function the same way – sorting out blacks and the poor while prizing the rich and white.

This information is not secret. It is not kept under lock and key in some hidden military base somewhere. It’s accessible to anyone with Internet access or a library card.
We ignore it, because otherwise it would destabilize the current power structure – the corporate education policies that drive school practices in our country. We close our eyes and pretend it isn’t happening.

But it is.

“Standardized tests are the last form of legalized discrimination in the US,” said Education and Psychology Prof. Phil Harris.

With them you can give rich and middle class whites every advantage while withholding the same from students of color. And we don’t call it racism or classism because we pretend the whites earned their privileges by their test scores.

“We are using the testocracy as a proxy for privilege,” said civil rights theorist Lanni Guinier. Test scores are the excuse for prejudicial and unjust practices that would be impossible without them.

For instance, if you really wanted to help someone who’s struggling, you might offer extra help. But low test scores are used as the reason for withholding that help. We actually use these invalid scores as a means of demeaning and firing poor black kids’ teachers – as if anything they could do could completely overcome biased assessments and poverty. In this way, we not only remove those already in place to help these kids, we ensure few people will volunteer to take their place.

And when you have a teacher shortage in these poor urban neighborhoods, you can use that to justify further deprivations. Instead of teachers with 4-year education degrees, you can hire lightly trained Teach for America temps – college grads who’ve taken no coursework in education beyond a six weeks cram session.

And if the parents of these children complain, you can open charter schools to pull a quick bait and switch. Make them feel like they have a choice when really you’re pulling the rug out from under them. You provide them with a school with none of the safeguards of a traditional public institution – no elected school board, no transparency on how tax dollars are spent, little oversight, a right to refuse any student they wish, etc. And when the school goes belly up, these kids will be pushed back to their former traditional public school that has had to make due with less funding and now can provide even fewer  services than it could before students jumped ship.

Using standardized test scores to judge not just students but whole schools, you can destabilize the entire system of public education. Charter schools and traditional public schools fight over ever-dwindling funding, one required to prove everything it does, the other able to do whatever it wants until it closes with little to no consequences for charter operators who take the money and run.

The US Supreme Court ruled in Brown vs Board that we can’t have “separate but equal” schools because when they’re separate, they’re rarely equal. But somehow that doesn’t apply to charter schools.

Somehow we’ve stopped caring about integration – one of the central victories of the Civil Rights movement! This plays right into the hands of the corporate education reformers. They have done everything they can to increase segregation because it makes it so much easier to privilege rich white kids and crush poor black ones.

They don’t want an equal mix of black and white, rich and poor in our schools. That would make it much harder to select against one class of student while boosting another.

They need to keep the races and classes as separate as possible. Charter schools help in this regard, but they would be insufficient without the help from many white families who flee from these “other” darker complected kids. It’s just another way to send more funding to white kids and less to poor black kids. They say it’s based on local property taxes. That way they can pretend it’s all fair and above board. Rich folks have a right to be able to give their kids the best, and if poor folks can’t afford to do the same, who do you expect to pick up the tab?

Oh! And let’s not forget setting “high academic standards” while all this is going on. They throw out everything that’s been working and come up with a Common Core of knowledge that all kids need to learn. Don’t include black and brown history, culture or the arts – just the stuff the business community thinks is valuable because they know so much about what’s really important in life. And have the whole thing written up by non-educators and non-psychologists and don’t bother testing it out to make sure it works.

Your rich white kids will have no problem jumping through these hoops. But your poor black and brown kids will stumble and fall – just as planned.

This is what has become of our public schools.

This is corporate education reform.

This is our racist, classist school system.

And it’s all based on standardized testing – a perfectly legal system of normalizing rich whiteness.
