School Directors Shouldn’t Double Down on PA’s Keystone Exam Circus 

 
Ladies and Gentlemen, children of all ages, welcome to the Commonwealth of Pennsylvania’s Keystone Exam Circus! 


 
Here you will see children of 14 to 18-years-old perform death defying stunts just in order to graduate! 
 


They’ll jump through the flaming hoop of the Algebra I Exam! 


 
They’ll hop through the spiked hoop of the Literature Exam! 


 
And they’ll even bound through the nitroglycerine filled hoop of the Biology Exam! 


 
All this just so they can qualify for a diploma they’ve already earned by passing 12 years or more of coursework
 
 


Now isn’t that the greatest show on Earth!!!!!!? 
 


 
Apparently, some school directors must think so. Because they’ve decided to force all the students in their districts into the center ring.  


 
 
Because as stupid as the state law is – and it is very, very stupid – it doesn’t require all students to pass these tests to graduate. Kids don’t even have to take the tests if they don’t want.  


 
If they so choose, they may skip one or more of these ridiculous assessments in favor of an alternative
 


They can take a different test like the SAT, ACT, etc., achieve an industry-based competency certification, successfully complete a service-learning project, or finish an internship or cooperative education program, among other metrics.  
 


Sure! It’s a glorified fetch quest full of unnecessary complications and anxiety, but it’s better than being forced to pass a cockamamie fill-in-the-bubble corporate boondoggle


 
Unfortunately some school board members don’t see it that way.  
 


It’s not that they want to remove this senseless hurdle from students who have already proven they’ve learned the prerequisite skills to graduate. They still want kids to go on a wild goose chase, but they can’t stomach the idea of kids picking their own goose.  


 
To switch back to the metaphor with which I started this piece, they would rather students jump through the standardized testing hoop – the one made by Data Recognition Corp (DRC), the Minnesota corporation that writes the Keystone Exams and has been gorging on $533 million in Commonwealth tax dollars for the last decade. Not the hoop that pays the College Board or one that – God forbid – doesn’t make a huge corporation any richer.


 
Why?  
 


It’s beyond me.  


 
Maybe they think forcing students down the DRC path will help improve district academics.  


 
Maybe they love fill-in-the-bubble tests.  


 
Or maybe they just hate kids…  
 

I don’t know. 
 


But one thing is certain – the Keystone Exams are a costly mistake the state forces taxpayers to fund and kids to endure unnecessary gatekeeping and narrowed classroom curriculum.  
 


The whole mess started when the federal government reauthorized its education law formerly called No Child Left Behind (NClB). That law required kids to take standardized tests in middle school and once in high school. When Congress changed the name to the Every Student Succeeds Act (ESSA), it allowed more flexibility in the high school test. It didn’t just have to be a standardized test. The state could pick from all kinds of options. Pennsylvania chose one of almost everything including new standardized tests – the Keystones!

But the state legislature couldn’t decide whether to make it a graduation requirement until just last year.
 


Students who graduated in May (2023) were the first required to pass these exams or qualify with an alternate assessment, and the data is still out on its full impact. 


 
A report conducted by The Philadelphia Education Research Consortium estimated that only about one third of city students would meet graduation requirements by passing the Keystone Exams. Specifically, nearly 50 Philadelphia high schools had less than 25% of their students with Keystone proficiency rates sufficient to graduate. The report concluded that some additional percentage of students would graduate with alternate assessments but there was no way to estimate what percentage that would be. Would fewer graduate? The same? More? No one knows yet.  

Given this uncertainty, it’s difficult to fathom why school board members  would want to require tests that may stand in the way of students’ future success. 

This is especially true in districts serving poorer families. 

Kids in wealthier districts almost always do better on the Keystone Exams than those in poorer districts, according to a report by State Auditor General Eugene DePasquale and State Sen. Andy Dinniman

In fact, the report notes that of the 100 state schools with the highest scores, only five were located in impoverished districts —where the average household income is below $50,000. 


 
Why would any district – especially those serving students with lower socioeconomics – feed kids into such a system, especially when they don’t have to play that game? 


 
“The Department of Education itself said they [the Keystone Exams] are not an accurate or adequate indicator of career or academic readiness,” Dinniman said. “…These tests have faced opposition from almost every educational organization that exists.” 

He’s right. 

A 2019 report conducted by the state Legislative Budget and Finance Committee found that state educators (both principals and classroom teachers) overwhelmingly disapprove of the state’s standardized tests. That includes the Pennsylvania System of School Assessment (PSSA) tests given in grades 3-8 and Keystone Exams given in high school. Educators think these tests are ineffective, expensive and harmful to district curriculum and students. 

When it comes to the PSSAs, 76% of teachers and 67% of principals said the tests were bad assessments. 


For the Keystone Exams, 60% of teachers and 45% of principals said the tests were ineffective indicators of student achievement. 

 
Both principals and teachers said their curriculum had been narrowed to prepare students for PSSAs and Keystone Exams. Instead of going into more depth on regular classwork or learning new skills, the focus shifts to teaching to the tests. 


 
Taking the tests also eats up valuable class time. Administering the assessments takes between 5.7 to 8 days for each kind of test – the PSSA and the Keystone Exams, according to principals. 

In addition, the report details the cost of giving these tests. In fiscal year 2017-2018, the state Department of Education paid $42.17 million for these tests.  

This is part of a national trend

“Standardized tests and test preparation have subsequently become big business and that multibillion dollar business continued to grow since the enactment of NCLB and the subsequent enactment of ESSA. According to the Pew Center on the States, annual state spending on standardized tests increased from $423 million before the NCLB (enacted in 2002) to upwards of $1.1 billion in 2008 (to put this in perspective this reflects a 160 percent increase compared to a 19.22 percent increase in inflation during the same time period). A more recent study by the Brown Center on Education Policy at Brooking put the cost at upwards of $1.7 billion in 2011 related to state spending on standardized tests.” 

 


In just one year (2019) the state paid DRC $17.6 million to administer and score the Keystone Exams, said DePasquale. Between 2015 and 2021, the state spent nearly $100 million on the exams. And if we add in the PSSA, the corporation has collected $533 million from the Commonwealth over the last decade, DePasquale said
 
 


Why are some school board members so dead set on making sure we keep paying them?  

 


Federal law requires some kind of accountability measure before graduation whether it be a standardized test or something else. Why can’t the state simply use classroom grades for this measure? These are the daily assessment of student learning. How does it help students by inserting a corporation to make more money off of taxpayers?  

 


The whole process is a complicated, unnecessary circus with our kids in the role of trained monkeys spinning plates so big business can slurp up more of our money. 


 
I hope school directors will begin to understand this and not give in to the standardized testing spectacle. 
 


It’s time for someone to send the clowns back home.

Classroom Grades Show Learning Better than Standardized Test Scores

This summer my family suffered a tremendous blow.

My grandmother, Ce Ce, died.

She was in her 90s and had been unwell since before COVID. But she was also our matriarch, the point around which so much of our interrelations orbited and met.

After the funeral, I found myself at my uncle’s house somehow tasked with watching over several young cousins who had had just about enough of sitting around quietly in itchy suits and dresses.

To get a moment to myself, I set them a task: go downstairs among the assorted relatives and ask them to tell you a story about Ce Ce. Best story wins.

They went off like an explosion. And when they came back, they each had a touching tale about Ce Ce.

One was about how she defended a niece who wanted to marry someone of another faith. Another story was a fond recollection of the sweet and sour spaghetti sauce she used to make, the recipe of which is lost forever.

I was even surprised to hear some stories I had never known like that after my grandfather died, a semi-famous painter had asked Ce Ce on a date!

When my little cousins’ recitations were done, they were united in one thing – wanting to know who won.

I stumbled. I stammered.

I really had no way of judging such a thing.

They had all brought back such wonderful stories. Who won? We were ALL enriched by hearing them.

And that’s kind of how I feel about learning.

It is a fool’s errand to try and compare one person’s acquisition of knowledge with another. But that’s exactly what our current education system is built on.

Unless opted out by a parent or guardian, every public school child in America is required to take standardized tests in grades 3-8 and once in high school.

And the results of these tests are used to make high stakes decisions about which classes the students can enroll in, which enrichments, field trips or remediation they require, and even how much funding will be given or withheld from the schools and districts where they attend.

As a result, the social effects of poverty and racial discrimination end up being transformed into numbers. Thus, instead of being seen as indictments of the economic and racist status quo, they are viewed as the problem of schools and the individual students, themselves.

Standardized tests purport to show that poor children and/or children of color aren’t learning at the same rate as other children. So by the end of 12th grade they have learned less. When they are discriminated against in the job market then, that discrimination is justified – because it is not based on economics or race; it is based on numbers.

However, to perform this alchemy, we have to ignore the fact that standardized assessments are not the only way to determine whether students have learned anything. In fact, for the majority of students’ school experience that learning is assessed by something else entirely – classroom grades.

What if we took classroom grades as seriously as we take standardized test scores?

What if we valued them MORE?

The world would be a very different place.

The entire narrative of failing students and failing schools would turn on its head. After all, graduation rates have steadily increased over the last decade.

Students are completing more courses and more difficult courses. And students are even getting higher grades in these classes!

Yet at the same time, standardized test scores on national exams have remained at about the same level or gone down.

How is that possible?

The new analysis comes from the U.S. Department of Education, and tracks transcripts of a representative sample of high school graduates in 1990, 2000, 2009, and 2019.

It does not include scores from 2020 and 2022 when both classroom grades and national test scores fell. But that’s clearly because of the pandemic and the fact that most students educations and testing schedules were disrupted.

Before COVID, students increasingly were taking higher-level courses, and their Grade Point Averages (GPAs) were steadily rising — from an average of 2.68 in 1990 to 2.94 in 2000, 3.0 in 2009, and 3.11 in 2019. 

This is true of students from all backgrounds, but disparities still existed. On average, white and Asian students had higher GPAs than Black and Hispanic students. Though girls, overall, had higher GPAs than boys.

However, on the National Assessment of Educational Progress (NAEP), given to a sample of students across the country, test scores during the same period did not show a similar increase. Math and reading scores in 2019 were slightly lower than in 2009 and unchanged from 2005. Science scores haven’t budged since 2009. 

Why the disparity?

It seems that either teachers are making it too easy to get good classroom grades or standardized testing does not assess student learning accurately.

Scholars, teachers, parents and students have been complaining about the validity of standardized testing for more than a century. But business interests make billions of dollars off the industry it creates. Guess which group policymakers continue to heed over the other.

It doesn’t take much to show why classroom grades are better at assessing student learning. Compare them with standardized test scores.

Students earn grades based on a wide range of assessments, activities, and behaviors – quizzes, class participation, oral and written reports, group assignments, homework, and in-class work.

Standardized tests, on the other hand, are not assigned on such a multifaceted range of factors. Instead, they are designed to obtain a measure of student proficiency on a specified set of knowledge and skills within limited academic areas, such as mathematics or reading.

Classroom grades are tapestries sown from many patches showing a year’s worth of progress. Standardized tests are at best snapshots of a moment in time.

In class, students can speak with teachers about grades to get a better sense of how and why they earned the marks they did. They can then use this explanation to guide them in the future thus tailoring the classroom experience to individuals.

The value seen in standardized test is its apparent comparability. Scores are supposed to reflect student performance under roughly the same conditions, so the results can be equated and analyzed.

So the biggest difference isn’t a matter of validity, it is pragmatism. Test scores can be used to rate students from all over the country or the world. They can be used to sort kids into a hierarchy of best to worst. Though why anyone would want to do that is beyond me. The purpose of education is not like the National Football League (NFL). It’s to encourage learning, not competition based on a simulation of learning.

And there is evidence that classroom grades are more valid than standardized test scores.

After all, high stakes assessments like the Scholastic Aptitude Test (SAT) do NOT accurately predict future academic success as classroom grades, in fact, do.


 
Kids with perfect scores on the SAT or American College Testing (ACT) tests don’t achieve more than kids who received lower scores or never took the tests in the first place.


 
Numerous studies have shown this to be true. The most recent one I’ve seen was from 2014.


 
Researchers followed more than 123,000 students who attended universities that don’t require applicants to take these tests as a prerequisite for admission. They concluded that SAT and ACT test scores do not correlate with how well a student does in college.


 
However, classroom grades do have predictive value – especially when compared to standardized tests. Students with high grades in high school but middling test scores do better in college than students with higher test scores and lower grades.

Why? Because grades are based on something other than the ability to take one test. They demonstrate a daily commitment to work hard. They are based on 180 days (in Pennsylvania) of classroom endeavors, whereas standardized tests are based on the labor of an afternoon or a few days.

Classroom grades would not have such consistent predictive value if they were nothing but the result of grade inflation or lenient teachers.

In fact, of the two assessments – classroom grades and standardized tests – one is far more essential to the daily learning of students than the other.

We could abolish all standardized testing without any damage to student learning. In fact, the vacuum created by the loss of these high stakes tests would probably result in much less teaching to the test. Days, weeks, months of additional class time would suddenly appear and much more learning would probably take place.

Academic decisions about which classes students can enroll in or what remediation is necessary could just as easily be made based on classroom grades and teacher observations. And funding decisions for schools and districts could be made based on need and equity – not the political football of standardized testing.

However, getting rid of classroom grades would be much more disruptive. Parents and students would have few measures by which to determine if students had learned the material. Teachers would have fewer tools to encourage children to complete assignments. And if only test scores remained, the curriculum would narrow to a degree unheard of – constant, daily test prep with no engagement to ones life, critical thinking or creativity.

To be fair, there are mastery-based learning programs that try to do without grades, but they are much more experimental and require a complete shift in how we view learning. This is a more holistic system that requires students to demonstrate learning at one level before moving ahead to the next. However, it is incredibly labor intensive for teachers and often relies heavily on edtech solutions to make it viable.

I’m not saying this is an impossible system or even taking a stance on its value. But a large scale shift away from classroom grades would be chaotic, confusing and probably a failure without serious support, scaffolding and parental, teacher and student buy-in.

At the end of the day, classroom grades are the best tool we have to determine whether learning has taken place and to what degree. We should do everything we can to change the way policymakers prefer the standardized approach to the personalized one.

To return to a fuller quote by sociology professor Cameron with which I began this article:

‘It would be nice if all of the data which sociologists require could be enumerated because then we could run them through IBM machines and draw charts as the economists do. However, not everything that can be counted counts, and not everything that counts can be counted.”

Thus, the urge to quantify student learning seems predicated on the popular maxim: If you can’t measure it, you can’t manage it.

Standardized testing is about managing students – sorting them into valuable and disposable for the workforce.

Classroom grades are actually concerned with the project at hand – assessment of learning.

Which brings me back to my little cousins.

When I told them I couldn’t possibly pick a winner between them based on their stories, there were lots of groans of annoyance.

They viewed the whole project as a competition and they wanted to win.

I hope on reflection they’ll see that we all won.

Everything isn’t a contest. We are not all opponents.

If they can grasp that, it would be the greatest lesson I could teach.

Every Teacher Knows

I tried to compile a list of things that every teacher knows. I thought it might be helpful to see what kinds of things all teachers understand but that the general public probably doesn’t grasp.

Here’s my list.

Every teacher knows:  

You can’t force students to learn.  

You can’t control what students learn or think. You can only encourage them to learn and think. 

All students can learn something. Most will not learn everything you’re trying to teach

Relationships are more important than curriculum. 

Race, ethnicity, gender, sexuality, identity all matter in the classroom.  

Students who feel safe and cared for engage more in the process of schooling than those who don’t. 

Home life affects academics – positively and negatively. 

Almost all parents want the best for their kids, but most are struggling to achieve it. 

The best teacher cannot make up for an absent or abusive parent. 

It is important to differentiate instruction but there is only so much differentiation a single person can do effectively. 

Special education is vitally important but it is an unfunded mandate that demands teachers and schools provide services without providing the funding or tools to get things done. 

Class size is important, and most classes would be better with fewer students. 

Education is more of an art than a science

Learning is not quantifiable. It cannot be measured like a physical quantity.  

Standardized tests are poor ways to assess learning. Teacher created tests are better ways to assess learning. Student projects are often the best way to assess learning. 

Student test scores are poor ways to assess teachers. The best way is peer observation of teachers in a classroom context with the nonpunitive goal of improving instruction. 

Per pupil spending has a positive impact on academic outcomes. And in general the more per pupil spending, the better. 

Teachers get no respect

Politicians are afraid of the power teachers have over the next generation. 

Education is a pawn in the culture war. Most things politicians and policymakers say about education are untrue. 

Decision makers rarely listen to teachers

There are very few bad teachers who last beyond 3-5 years in the classroom. There are many bad administrators who spent very little time in the classroom. 

Public school teachers with 4-year (or more) degrees are generally better at their jobs than teachers with emergency certifications, Teach for America temps and uncertified charter school teachers

Teachers’ working conditions are students’ learning conditions. 

Teachers absorb student trauma. Whether intentionally or not, students often hurt their teachers – emotionally and/or physically. Teachers sometimes hurt their students. 

Teachers’ safety, well-being and health are not valued by most school districts. 

Teachers are not paid a fair wage for the work they do, the amount of education required to get the job, and the impact they have on the lives of their students. 

Teachers are not able to use the bathroom during most of the school day

Teachers do not have enough time untethered to students to plan, collaborate and speak to parents effectively. 

Most paperwork teachers are required to complete, most meetings teachers are required to attend, and most professional development teachers are required to undergo is meaningless. 

Teachers are expected to put their students before their own children and families. 

Teachers are expected to take work home every day, and they often feel guilty if they don’t. 

Teachers are expected to correct the wrongs of every level of society – and accept all the blame. 

Teaching is one of the most important jobs in the world. 

Teachers make a difference every day. 

Many teachers who love their jobs are considering leaving at the first opportunity

‘Schools of the Future’ And Other Scams to Monetize Your Child

Do you feel it?

The future is coming.

There it is hovering just over the horizon.

You squint your eyes trying to get a quick peak before it arrives. But that rarely works. By the time it’s here, it’s never quite in the shape you expected.

Yet we always stop and listen to the prophets and prognosticators. Those google eyed figures, wearing trench coats and sandwich boards standing proudly on milk crates and cracking open their mouths to vociferously voice their “visions.”

They smell like B.O. There are insects in their hair. And their mouths spray halitosis as much as haloes.

Under normal circumstances, we wouldn’t trust them to park our cars, to give us directions, to do just about anything. But when it comes to “The Future” somehow we swallow their swill with conviction.

Through sheer force of charisma they convince us that their predictions will come to pass and if we’re smart we’ll invest in their brand of patented polished snake oil.

So we’ll be ready.

Just once I wish people would heed the skepticisms of the doubting Cassandras. But so it goes.

This week it’s “Schools of the Future.”

Everywhere you look it seems you’ll find some slickly produced inducement to “Rethink schools.” Some admonition to completely change public schools. Some empty promise in naked technology to save us all.

They’ll tell you that our public schools haven’t changed in a century. They’re set up for the agricultural past. Or schools are great for creating assembly line workers for the industrial revolution, but times have changed. And education needs to change with them.

Never mind that schools were never designed to supply any workforce. Their goal was – and is – to help the next generation become citizens capable of free thought.

But whatever.

This sales pitch about outmoded schools sounds really nice.

It resonates.

It makes us feel good.

Yes, I KNEW there was something wrong with my public school. That explains my own failures. I mean, I went through 12 plus years of public schooling and look at me! I’m not one of the handful of billionaires who own the world. It MUST have been the school’s fault!

Forget economic inequality, money in politics or any of that progressive crap! I could be sitting on top of the world with my boot firmly planted on the neck of everyone else – if only the public school had taught me right.

PLEASE!

But this is the comforting lie many folks tell themselves and one of the major reasons corporate school reformers get away with raiding public education. Their lies flatter white people’s vanity.

So billionaire Laurene Powell Jobs’ bought a four-network propaganda hour telling us to “rethink” high school while Education Secretary Betsy DeVos’ began her “Rethink Schools” publicity tour days later.

As if the thought never occurred to anyone else.

Rethink schools? What do you think classroom teachers do? We rethink every lesson every day!

It’s standard practice. We call it reflection. Some of us even keep reflection journals where we jot down things that worked and things that didn’t.

Haven’t these privileged fools ever logged on to the blogosphere? The Internet is fit to bursting with teacher blogs overflowing with ideas about how to change things up. This very blog has been pushing authentic reform after authentic reform – but the powers that be – people like DeVos and her billionaire philanthrocapitalist peers – aren’t listening.

You want to rethink schools? How about sitting down and shutting up?

Seriously.

Let the experts have a say for once.

Classroom teachers have much more experience than you do. We’re there every single day engaged in the actual practice of teaching children. You learn something about it by doing it for at least 180 days a year, for decades. And that’s not even counting the years of college preparation before even entering the classroom, the pedagogy, debate, and hard won wisdom of generations of teachers before us.

Meanwhile, all you have is a bank account.

You’ve hardly stepped foot in a public school to do more than spit on it. Nor did you likely experience it as a student or parent of students who go there.

You know nothing. And that’s no sin in itself.

Many people are ignorant of a great many things. I, for one, am completely ignorant of how to fly an airplane. That’s why I’d never dream of busting open the cockpit and preceding to tell the captain how to land the plane!

But you are not humble enough to admit your own ignorance. You think your money gives you the ability to do anything. After all, you DESERVE all those billions. It’s not an accident of birth or circumstances. You’re just that good, that special, that much better than the rest of us.

And what kind of brilliance do we get from these pampered prophets?

Here’s DeVos remarks to faculty and students at Woods Learning Center in Casper, Wyoming, from Sept. 12:

“…I’m issuing a bold challenge this week: it’s time to rethink school.

For far too many kids, this year’s first day back to school looks and feels a lot like last year’s first day back to school. And the year before that. And the generation before that. And the generation before that!

That means your parent’s parent’s parents!

Most students are starting a new school year that is all too familiar. Desks lined up in rows. Their teacher standing in front of the room, framed by a blackboard. They dive into a curriculum written for the “average” student. They follow the same schedule, the same routine—just waiting to be saved by the bell.”

All that money and the best you can come up with are that we should rearrange the desks!?

It just goes to show that you don’t know what goes on in real public schools.

My middle school classroom doesn’t have desks. We have tables that seat four.

Yes, those seats typically begin the day with students facing the teacher and the board. But you could say the same of seats at any auditorium since Plato’s day. I don’t hear anyone talking about rethinking that!

In any case, seats are mobile. I direct my students to move their seats all around the room. Just yesterday we had them in a circle. The day before, they were in small groups. And many days my students aren’t even in their seats – they’re wandering around the room doing some sort of task or project.

None of this is that revolutionary. Most middle school teachers do the same thing. You have to. Kids that age don’t have the attention span to sit in their seats in the same position for 40 plus minutes at a time.

Seats are often more stationary at the high school level, and they’re probably even less fixed at the elementary.

You would know this if you ever talked to a public school teacher. But, no. You know best because of your net worth.

Let me tell you something. Public schools today are much different than they were in the past.

For example, the way we teach special needs children is light years away from what it was just a few decades ago. We used to send these children to specialized facilities or classrooms in the basement well away from other students. Now, they’re mainstreamed and their educations are dramatically tailored to meet each student’s individual needs.

Schools used to just be about the three R’s – reading, writing and ‘rtithmetic. Today at wealthier districts, students have a wide range of courses to choose from. They have arts, music, foreign languages, vo-tech, extra-curriculars, computer science, robotics, drama, almost anything you can think of! I wish this were true at all schools, but that’s a funding issue, not a lack of innovation.

Many schools are less segregated today than they were before Brown v. Board. The courts have let us down in supporting this Supreme Court decision, instead permitting an awful lot of regression in some districts. But even at the most resegregated schools, they are rarely100% one race or another. We should do something to increase integration, but don’t tell me we haven’t made progress.

Let’s get one thing straight.

People like DeVos and Jobs only care about “rethinking” schools because they have a product to sell.

They’re promoting a problem so they can sell us the solution. They want us to buy more charter and voucher schools, more edutech competency based education B.S., more testing, more publisher and computer boondoggles.

Here’s what you do.

First step, give the reigns to public school teachers. We’ll tell you what needs to be done.

Here’s a short list:

-Stop privatizing and start supporting public schools.

-Give us equitable funding so that poor and minority students have the funding they need to learn.

Integrate schools again – both racially and economically – no more schools for rich white kids and schools for poor black kids.

Get rid of high stakes testing use funding allocation, spending decisions, principal classroom observations and student projects for accountability purposes, not scores on a limited and biased multiple choice test.

Repeal Common Core and let teachers write their own academic standards instead of being beholden to goals written by corporations to sell their own products and tests.

-Make a national commitment to reducing class size across the board, hire more teachers, increase their autonomy and salary.

Examine very closely every use of technology in the classroom to make sure student data isn’t being stolen by corporations, devices aren’t used for test prep or babysitting, and beware Trojan horse edutech applications like so-called personalized learning and competency based education.

Those are the kinds of reforms that would actually help improve our public schools.

But you can only learn that if you have the humility to listen to the experts – classroom teachers.

And people like DeVos and Jobs have proven they don’t have an ounce of humility.

Perhaps we don’t need to rethink schools. We just need to rethink our standards of expertise.

Pennsylvania Proposes Smaller Tests, Same High Stakes

It’s not the size of the tests, it’s how you use them.

 

And that’s kind of the problem with Gov. Tom Wolf’s new proposal for Pennsylvania public schools.

 

Wolf wants to reduce the amount of time students are taking standardized tests, but he seems to have little problem using those tests to hold schools accountable for all kinds of things that are beyond their control.

 

The proposal released today applies only to the Pennsylvania System of School Assessment (PSSA) tests – those taken by students in grades 3-8. Keystone Exams taken by high school students are unaffected.

 

It would cut one of three reading sections and one of three math sections – two total. Wolf also wants to cut some questions from one of the science sections.

 

Such a move is estimated to eliminate 48 minutes from the math test, 45 minutes from the reading test and 22 minutes from the science test. However, judging from my own students, these times vary considerably depending on the individual taking the tests. I’ve had 8th grade students finish a PSSA section in as little as 5 minutes or as much as two hours.

 

Most schools give either a section a day or two in one day. Therefore, this proposal probably translates to 1 to 2 fewer days testing in most districts.

Look I don’t want to seem ungrateful here, but these suggested modifications are little more than fiddling around the edges of a massive problem.

 

Yes, it will be helpful to reduce testing times, but this does very little to address the fundamental problems with test-based accountability in the Commonwealth.

 

At best, this proposal will allow students to spend two more days a year learning. Assuming most districts don’t use that extra time for test prep, that IS a good thing.

 

But tacitly committing students throughout the state to taking these tests almost guarantees that test prep is exactly how these additional days will be used.

 

The problem with standardized testing isn’t just the number of raw days it takes students to complete the tests. It is how the tests deform the entire year-long curriculum. Students don’t just learn anymore. They learn what’s on the test – and anything else is purely optional.

 

Regardless of the size of the assessments, they are still being used to sort and judge students, teachers and schools. Shortening their length does nothing to address the fundamental unfairness of the evaluations. Rich white kids still tend to have high scores and poor minority kids still tend to have low ones.

 

At best, they reveal structural funding disparities between poor and wealthy districts. At worst, the cultural bias inherent in the questions favor those from dominant, privileged ethnicities while punishing those who don’t fit the standard.

 

That’s what “standardized test” means after all – defining normal and punishing those who don’t fit the definition. Most questions don’t assess universals like the value of 2 and 2. They evaluate cultural and social norms required to understand the questions and easily find an answer that another “normal” student would choose. (Don’t believe me? This is true whether the test takes one day or 100 days.

 

We should not be using standardized testing to meet federal accountability standards. Period.

 

The federal Every Student Succeeds Act (ESSA) contains provisions to circumvent them. States are supposed to be given leeway about testing. They may even be able to replace them with projects or other non-standardized assessments. THAT’S what Wolf and the Pennsylvania Department of Education should be exploring – not half measures.

 

To be fair, the state Department of Education is attempting reform based on the ESSA. This year, the department introduced Future Ready PA, a new way of using test scores and other measures to assess school success. To its credit, The Index does place additional emphasis on academic growth, evaluation of school climate, attendance, graduation rates, etc. However, for my money it still gives far too much importance to standardized testing and test prep.

 

Like reducing the size of the PSSAs, it’s a positive step but won’t do much to get us to our destination.

 

Neither measure will have much impact on the day-to-day operations of our public schools. Districts will still be pressured to emphasize test prep, test taking strategies, approaches to answering multiple choice questions, etc. Meanwhile, critical thinking, problem solving, and creativity will still be pushed to the side.

 

Moreover, since schools and teachers will be assessed as successful or not based largely on these test scores, districts will be under tremendous pressure to give countless practice tests throughout the year to gauge how well students are prepared for the PSSAs. The state will still be providing and encouraging the optional Classroom Diagnostics Tools (CDT) tests be taken several times in reading and math throughout the year. Trimming off two days from the PSSA will affect that not at all.

 

In addition, today’s proposal only applies to the PSSA. While that assessment is important, the Keystone Exams given to high school students are even more so. According to existing state law, passing the Keystones in Algebra I, Literature and Biology are required in order to qualify for a diploma. However, that condition has yet to go live. So far the legislature has continuously pushed back the date when passing scores become graduation requirements. The Governor and Department of Education should be proposing the elimination of this prerequisite before anything else. Other than education funding and perhaps charter school accountability, it is the most important education issue before Commonwealth lawmakers today.

 

Don’t get me wrong. The Democratic Governor is somewhat hamstrung by the Republican-controlled legislature. Partisan politics has stopped lawmakers from accepting Wolf’s more progressive education measures.

 

Though Wolf has gotten Republicans to increase education funding by hundreds of millions of dollars during his term, K-12 schools still receive less than they did before the previous GOP governor’s administration. Moreover, there have been absolutely zero inflationary increases to keep up with the rising cost of doing business. Pennsylvania schools receive less funding – whether you adjust for inflation or not – than they should, and that has a real world impact on our public schools. Moreover, how that money has been allocated by the legislature still – even with our new better funding formula in place – benefits wealthy districts more than poor ones.

 

If you want to talk about accountability, that’s where the majority of the issue belongs.

 

And primarily it’s out of Wolf’s hands. One can understand why he is proposing changes where he can and trying to do whatever good is possible given the political climate.

 

Shortening the PSSA tests would benefit our students. It is a step in a positive direction.

 

However, it is far from solving our many education problems.

 

The biggest roadblock to authentic school reform is a legislature that refuses to do anything but the absolute minimum for our neediest students.

Instead of Nixing the Keystone Exams, PDE Recommends a Cornucopia of Tests

The answer is in.

After a summer of intense study, the Pennsylvania Department of Education (PDE) has a solution to our exit exam problem.

Last year we almost failed half of our high school seniors state wide because they couldn’t pass all three of our poorly constructed Keystone Exams. So we decided not to count the scores for two years in order to find a way to fix the problem.

And now PDE has a recommendation for the legislature.

Drop the Keystone Exams? Base graduation on the completion of high school classwork?

NOPE.

PDE still loves standardized testing. It just wants to give kids more choice about which standardized tests they can take.

Instead of having to pass the Keystone Exams in Algebra I, Literature and Biology, state policy-makers suggest a veritable Whitman’s Sampler of test-heavy paths to graduation.

Four choices.

Four paths to a diploma.

And they all involve lots and lots of multiple choice, sharpen-your-number-two-pencil, standardized tests.

PDE suggests that students can:

1)         Achieve scores on all three Keystone Exams that when averaged out produce a passing score. So maybe you fail the Biology test but your Algebra I and Literature scores are high enough to even out to a passing score.

2)         Achieve a passing score on some other standardized test approved by the state – SAT, ACT, etc. So maybe you take the Keystone Biology exam and the SAT for English and Math.

3)         For vocational students only – get passing grades in your high school classes, and pass a standardized assessment made for vocational students or otherwise provide evidence of success in that field of study.

4)         Get passing grades in your high school courses and provide at least three pieces of evidence of postsecondary success. More on what counts as evidence later.

PDE estimates these new alternative graduation requirements will be much more effective than the old ones.

The first option of allowing an average score on all three Keystone Exams, for instance, would mean that 72% of Pennsylvania students would thus be eligible for graduation vs. 51% under the old requirement.

The remaining 28% of high schoolers could then meet the graduation requirement by following one of the other three paths.

In most cases, this means more standardized testing – you just get to choose which test to take.

Under the fourth option, students only need to pass their courses and provide three pieces of evidence that they deserve to graduate. But what counts as evidence?
Please pick three from the following menu:

1)         Earn a passing grade in a dual enrollment course. In other words, pass a class in high school that will count as a college credit – maybe an advanced foreign language or math.

2)         Pass the Armed Services Vocational Aptitude Battery (ASVAB) – the entrance exam to qualify for military service. I don’t think you have to actually enlist, but you have to take and pass the test.

3)         Get a letter from an employer guaranteeing you have full-time employment after high school.

4)         Attain a high value industry credential.

5)         Get a certificate that you successfully  completed an internship related to your career goals.

6)         Pass a standardized test such as the PA Career Academic Work Standards assessment and/or SAT.

One notable absence from these choices is a Project Based Assessment (PBA).

Previous legislation allowed students who failed the Keystones to complete PBAs in place of one or more tests. Students would research a specific topic with a trained tutor who would evaluate students’ work and provide feedback. It was designed for students unable or unwilling to pass specific Keystone Exams.

However, this was extremely expensive.

Over the past year, approximately 6,700 students throughout the state completed 15,700 PBAs. In many cases, it took them more than 30 hours to finish each assessment. This put a tremendous burden on local school districts to hire additional staff and remediate students from missed coursework. It also cost the state more money to hire additional people to score the PBAs.

According to the report, an unnamed suburban southeastern district told PDE it had to hire nine specialists at a cost of $900,000. A large unnamed urban district estimated PBAs would cost it an additional $4.1 million. PDE, itself, would need an additional $7 million to grade these assessments.

There were also concerns of whether the PBAs could be completed in a secure fashion to make sure students weren’t cheating. However, the majority of concerns were financial.

As a result, PDE recommended doing away with PBAs.

This leaves the question of what to do with students whose parents opt them out of standardized testing. Under previous legislation, these kids could take PBAs. It is unclear what they could do now to achieve the graduation requirement since so many of the options suggested by PDE involve taking some form of standardized test.

It remains to be seen if lawmakers decide to trample on parents rights in this way.

So that’s it. Four paths to graduation.

There are many ways in which these alternatives are an improvement to the old pass-the-Keystones-or-else requirement.

First, the new plan acknowledges that students don’t need to be equally strong in all academic areas. Someone going into technical school has less reason to demonstrate skill in Biology than someone entering the medical field, for instance.

Also, this provides different options to qualify for a diploma instead of different kinds of diplomas. It had been suggested that students who don’t pass all tests might get a second tier diploma, perhaps even one of several tiers of diploma. So a blue diploma might mean you did pretty good, but not as good as a gold diploma, etc. We can be thankful PDE nixed that terrible idea.

Another positive is that PDE acknowledges standardized tests are not the only possible measure of success. Moreover, some measures of that success can be fairly determined at the district level.

Personally, I wish they went further with this. The authors of the report admit that colleges and employers rarely look at standardized test scores. Report card grades are a much better predictor of future success at both the college and career level. PDE cites three different peer-reviewed academic studies that come to this conclusion, but state education officials don’t have the bravery to likewise conclude that standardized assessments are unnecessary. Instead they play around at the edges, allow choice among standardized assessments and a complicated metric relying heavily on these assessments.

Moreover, as refreshing as it is to have state government admit that we can trust our local school districts to make some decisions about their students, why can’t we go one step further and say local districts can determine who deserves a diploma, in the first place? For centuries this is exactly what our schools did. In fact, the majority of people currently holding down jobs were determined to be ready for those jobs or their college experiences by just those same local school districts. Is America so incompetent that it needs standardized test corporations to bless everyone before being allowed to graduate? Would we be a better nation if everyone had to pass a standardized test to qualify for the workforce?

In short, the report from PDE certainly represents an improvement on the current Keystone Exam graduation requirement. However, it shows a real lack of courage and conviction by state functionaries.

There is no academic reason to have a graduation requirement beyond traditional coursework. It will only suppress the graduation rate as it has in other states in which it has been enacted. If we really wanted to increase the quality of high school graduates, we’d invest in them. We’d lower class size. We’d provide a wide curriculum. We’d provide equitable funding for children at different points on the socioeconomic scale. We’d provide services and tutoring for our most disadvantaged students.

Instead, we’re still just putting up more hurdles and demanding kids pull themselves up by their own bootstraps.

Something clearly must be done.

If the legislature doesn’t make changes, the requirement to pass all three Keystone Exams will apply to current high school freshman and sophomores.

There’s never been an exit exam like this in Pennsylvania before – in fact, almost the entire workforce, business community and state leadership somehow managed to get by without one. But whatever; these children today need to prove themselves.

Kids, passing your courses isn’t enough anymore. You’ve got to pass a test. Several of them in fact.

Never mind that you have to pass tests to succeed in your courses. THOSE tests are designed by teachers. You have to pass a real test – something designed by a corporation.

As big business continues to floods our lawmakers with campaign cash, somewhere along the way our representatives decided to spend a truckload of our tax dollars on big business – to make tests. Can’t imagine why.

In 2014, the legislature decided you’d have to pass a series of 10 Keystone Exams in core subjects. Fail even one of them and you’d get nothing but a certificate of attendance. So 12-13 years of schooling and you get this:

“Hey! Remember Paulie?”
 
 
“Yeah?”
 
 
“He was here.”

However, creating 10 brand new tests costs an awful lot of money. Pennsylvania shelled out more than $200 million before lawmakers said, “Okay, that’s enough,” and stopped with just the three we have. But before even these could be made permanent prerequisites of graduation, the scores came in.

It wasn’t good. About half of all students in both traditional public schools and charter schools couldn’t pass them all.

Why?

Well, the Common Core aligned tests were of dubious quality and zero validity based on actual educational research. Also, we cut off educational supports by slashing school budgets by almost $1 billion a year. Oh, and we spent way more money on rich students than poor students earning us the dubious distinction of having the most inequitable school funding in the nation.

Not exactly a recipe for success.

So what was the state to do – move forward and withhold diplomas for half of all students? Or Toss out the tests and move on?

Instead, lawmakers came up with a unanimous compromise – more time. The legislature decided to pause the Keystone requirement for two years in order to better study what could be done.

And now PDE has it’s test heavy solution to move forward.

People of conscience need to stand up and oppose any kind of additional exit exam in Pennsylvania. Parents, teachers and students need to band together. School board directors need to pass resolutions. Thoughtful lawmakers need to put forward progressive legislation.
The resistance has already begun.

State Senator: Get Ready to Sue the PA Department of Education Over Common Core Testing

Pennsylvania State Sen. Andrew Dinniman is mad as Hell and he’s not going to take it anymore.

The West Chester Democrat is furious at the state Department of Education (PDE) over the Keystone Exams.

In February, the legislature unanimously passed a law to delay for two years using the Keystones as a graduation requirement for public school students. The exams will still be given to high school students in Algebra I, Biology and English, but passing them is not necessary to receive a diploma. During this time, the legislature is supposed to investigate alternate assessments above and beyond standardized testing.

However, Dinniman sent out an email to supporters this week claiming PDE is “blatantly ignoring the law and issuing directives to local school districts to use the exam if they want to for graduation.”

This goes against the delay, says Dinniman. The legislature is unsure requiring the Keystone Exam is a good idea, yet the state Senator contends the current administration is advising districts to move forward anyway.

Under the old law that was put on hold by the delay, if parents decided to opt their children out of standardized testing, students had to complete a Project Based Assessment. However, even though there is no test-based graduation requirement for current seniors, Dinniman says PDE still is forcing these children to complete Project Based Assessments.

“It appears that PDE is forcing the children of parents who opted out to take the Project Based Assessment, whose use is currently suspended by the legislature,” he says.

“There seems to be no respect by PDE for the rights of parents concerning their own children.”

Dinniman, who also serves as minority chair of the Senate Education Committee, has long been a critic of the Keystone Exams. He lead the charge to delay their implementation.

Now that PDE seems committed to the project despite concerns by legislators, he is asking for parents and other concerned citizens to contact him about suing the organization.

“If you know parents or organizations who might want to take PDE to court or file amicus briefs, let me know…  This is a matter of great importance. A number of us have been working for years against excessive testing and have serious concerns about Common Core.”

He will hold an open meeting for those concerned about the issue on Monday, Sept. 12, at 7:30 pm in his district office along One North Church Street in West Chester.

One of the issues at stake is the exorbitant costs of the Keystone and Pennsylvania System of School Assessment (PSSA) tests. With education budgets shrinking at the federal, state and local level, this money diverted to huge testing corporations could be better spent elsewhere.

Since 2008, the Commonwealth has spent $1 billion to proctor, grade and create new versions of the PSSA and the new Common Core-aligned Keystone Exams. Of that figure, $741 million went to Data Recognition Corporation.

Dinniman included in his email an explanation of the Commonwealth’s contract with Data Recognition Corp., a chart showing how much has been paid to the company, a list of materials PDE requested from the company but that has not yet been provided and an article written by education historian Diane Ravitch published in the New York Times explaining why these tests are troublesome.

In 2013, the state Conference of NAACP Branches issued a statement condemning the Keystone graduation requirement in extremely strong terms.

The organization called it a “present day form of Eugenics”, “a human rights violation”, “a clandestine social movement that strips children of their dignity and self worth” and that it would deprive impoverished and minority students  “of decent income, decent food, decent homes, and hopeful prospects as well as the security of justice.”

In the halls of state government, Dinniman has been one of the most vocal critics of high stakes testing and national academic standards.

“I have been fighting against the use of these standardized tests as the sole determinants of high school graduation since they were first proposed by the previous [Corbett] administration in 2012.”

“Strong standards and effective assessments are needed in our schools, but they must come with the necessary resources and support to be implemented in a way that does not negatively impact both students and taxpayers,” he says.

Chester County, where Dinniman is from, has been a hotbed of testing criticism. Located in the southeastern most part of the state, parents, teachers and students publicly spoke out against the exams. Almost all school boards in the county passed resolutions opposing the Keystones and 58 superintendents and Intermediate Unit Directors up through the Philadelphia suburbs also expressed opposition.

If the delay had not been approved, this year’s seniors would have been required to pass all three Keystone Exams in order to graduate. Now the exams won’t be a graduation requirement until the 2018-19 school year.

The federal government still requires the exams be given for evaluative purposes, but it was the Republican dominated Tom Corbett administration that went the extra step of making the exams necessary to receive a diploma.

The delay is supposed to provide additional time to resolve consequences of implementing the exams. This means investigating and reporting on the following:

    • Alternative methods for students to demonstrate proficiency for graduation in addition to the Keystone Exams and project-based assessments.
    • Improving and expediting the evaluation of the project-based assessments.
    • Ensuring that students are not prohibited from participating in vocational-technical education or elective courses or programs as a requirement of supplemental instruction.

Moreover, the newly passed federal K-12 education legislation, the Every Student Succeeds Act (ESSA), allows the Commonwealth even more leeway to implement fairer and more affective means of assessment, Dinniman says.

“Until now, education policy has been largely dominated by regulations implemented by the State Board of Education in accordance with the federal government. Some of these regulations seemed to be enacted with little to no consideration of fiscal impacts or educational value,” Dinniman said.

“However, the state legislature has a Constitutional duty and responsibility to oversee and provide for ‘a thorough and efficient system of public education.’ Going forward, I believe the legislature will be more aggressive in reasserting its role in the process.”

To Supporters of Ending Common Core Exams in Pennsylvania:

Despite Act 1 of 2016, which suspended any use of the Keystone exams or the Project Based Assessments for graduation purposes during the two year period of 2016-18, the Pennsylvania Department of Education (PDE) is blatantly ignoring the law and issuing directives to local school districts to use the exam if they want to for graduation.

It certainly appears that PDE has shown their solid commitment to the Common Core testing process and the continued collection of data.  They don’t seem to care about or respect the law.  This is not government by the elected legislature but government by the bureaucracy.

You will be interested to learn the taxpayers of Pennsylvania, since 2008, spent $1.1 billion on these Common Core tests, with $741 million of that going to one testing company, Data Recognition Corporation (DRC).

School Accountability Without Standardized Testing

Q: Is it possible to ensure educational accountability without giving standardized tests?

 

A: Not only is it possible, it is necessary.

 

In fact, we will never have accountability while we continue giving standardized tests.

 

This is the irony of modern education policy.

 

High stakes testing is seen as the only tool that can ensure schools operate correctly when in reality it is the very thing that blocks true responsibility.

 

Pundits and policymakers cry crocodile tears as they draw up elaborate ways to punish teachers and students for low test scores. Meanwhile they ignore some of the most basic facts about how education works.

 

FACT: Students and teachers are not the only factors.

 

FACT: Students and teachers don’t decide how much funding their schools get.

 

FACT: Students and teachers don’t get to decide education policy.

 

FACT: An education system is made up of a complex interplay of several interconnected factors that include parents, the community, the economy, culture, media, and local, state and federal governments.

 

FACT: High stakes testing ensures that teachers and students are held accountable for the entire education system including the vast majority of factors beyond their control.

 

So let’s stop pretending that standardized tests hold schools accountable. They don’t. They just point the finger without offering anything to help.

 

True accountability would be about diagnosing problems so we can fix them, not trying to fire your way to the top. When you break your arm, the doctor doesn’t immediately suggest you chop it off. He sets the bone and puts it in a cast and sling so it can heal.

 

When it comes to true accountability, we need to look beyond the school at all the factors involved. We also need to look to the legislature, the taxpayers, parents, the community, the media, and all stake holders.

 

However, this does not mean there are no ways to assess if schools, superintendents, administrators, teachers, and students are doing a good job.

 

In fact, it’s not even difficult to achieve. And we don’t need a single standardized test to do it.

 

We need a two-pronged approach. We must assess student learning, but we also must assess the adequacy of school funding, where it’s going and where it needs to go.

 

These measures are most often ignored in accountability discussions. When it comes to adequate funding, we usually blame the poor for being unable to provide for their children. And since many states allocate education funding based largely on local property taxes, we have rich schools with oodles of cash and poor schools that are falling over. True accountability would ensure all students – both rich and poor – start from an equal playing field. When society neglects this, it is society that is failing, not poor children.

 

When it comes to how funding is spent, we either throw up our hands that there’s no way to evaluate school funding or we pretend that school directors will be transparent just because. Both are untrue.

 

I still believe that local control is the best way to ensure true accountability. When school directors are not elected but appointed– as they are in charter schools – there is no reason to spend wisely. In fact, the laws are set up to shield charter school boards from having to show the community how they are spending taxpayer money. And since most are set up for-profit, there is an incentive to reduce services for students while keeping the saving as profit for themselves and their shareholders.

 

When school boards are elected and are required to hold deliberations in public, accountability is built in. Voters decide who gets to make decisions and if those decisions made in the light of day are in the best interests of their children. Moreover, elected school directors who come from the community have an incentive to make that community in which they live the best it can be and to provide the best quality education they can.

 

This isn’t to say that elected school boards are perfect. They are made up of human beings and are therefore fallible. You don’t have to go far to find local school directors who try to deliberate important decisions in private without notifying the public, circumvent the bidding process, make backroom deals, etc.

 

But there are ways to hold them and the community accountable for providing a quality education.

 

California has come up with an ingenious plan.

 

For the second year, the Golden State has been engaged in a bold experiment. Policymakers have initiated a new K-12 finance system: the Local Control Funding Formula (LCFF) and the Local Control Accountability Plans (LCAPs) that go with it.

 

Basically, California public schools use multiple-indicators to determine where funding needs to go and how to hold schools accountable for spending it wisely.

 

It’s not perfect. It certainly has some bugs in it, and I do NOT recommend we simply extend the program nationwide as is.

 

For instance, the program still uses standardized testing as one of many multiple measures of success. This is better than having testing be the sole measure or even the most important one. But – as you shall see – we can do better.

 

The law requires each district to identify specific goals and spending priorities in eight areas. I would modify them as follows:

  1. Basic services such as equipped classrooms, qualified teachers, textbooks and materials. It is essential to know if these needs are being met so we can budget accordingly. If funding is lacking, assessing the deficiency in this way helps make the argument for an increase of cash.

 

  1. Implementation of District Created Standards for all students, including English Learners (ELs). California specifically denotes Common Core standards here. I think that is a mistake. Accepting wholesale a set of unproven standards made by non-educators who have never been inside a district building or in front of a classroom is a recipe for disaster. Instead, teachers in each district should develop their own standards and then test whether they are achieving their goal. Many policymakers are in love with the idea of national standards but that’s like suggesting all restaurants must have some version of the McDonalds value menu. Standards should be locally developed to meet the needs of real students not idealized ones.

 

 

  1. Parental Involvement. This simply cannot be ignored. Schools need to know if parents are invested in the district, and if not, administrators and faculty need to work to find ways to bring them in. Schools can institute family game nights, community picnics, parent-teacher nights with food and babysitting services. No school can ever achieve greatness without parents. We must find ways to increase involvement where it is lacking and encourage increased involvement where it is present at all. We must work to make parents feel welcome and make them a part of the decision-making process for school activities and functions.

 

  1. Student Achievement as measured by district assessments, English Learner reclassification to fluency, and other criteria. California includes Common-core aligned standardized tests in this area. I think this is a mistake and that we can find better assessments here. I’ll return to this in a moment.

 

  1. Student Engagement determined by rates of attendance and absenteeism, dropout rates, and graduation. We must gauge how well students are buying in to what the school has to offer. And if it is lacking, we must take steps to improve it. Schools shouldn’t just provide a prepackaged product. They should actively engage students and provide classes and services suited to their needs. Student engagement is one way to determine if schools are successfully doing that.

 

 

  1. School Climate evident in rates of suspension and expulsion, as well as other locally-identified measures. Discipline is very important but must be conducted judiciously. It must be fair and not unduly harsh. It must serve the purpose of improving academic outcomes. Moreover, we need to make sure there are no racial or cultural biases at work – even if they are unconscious. We want to create an inviting atmosphere, not a stepping stone to the prison system.

 

  1. Access to a Broad Curriculum evident through student enrollment across grade levels and subject areas. We know high stakes testing narrows the curriculum. We must work to actively broaden the curriculum and offer students a wide range of classes to maximize their educational experience. This includes arts, music, foreign languages and extra curricular activities. If we don’t have the funds to make that happen, what better tool to help argue for an increase than a detailed account of what’s missing and why it’s important?

 

  1. Other Student Outcomes as identified locally, which may include locally chosen tests and assessments. This could include participation in AP exams, college courses, etc. No accountability system would be complete without an “Other” category. Districts should be free to customize to meet the needs of students, parents and the community.

 

Which brings us back to testing.

 

We’ve got to have it. There must be some way to assess student learning. But we needn’t resort to money-making corporate products.

 

Teachers have been creating tests since the beginning of time. No one ever thought there was anything wrong with that until giant corporations discovered they could make huge profits selling us their standardized assessments.

 

We need to trust teachers again to assess as they see fit. But we can do more than that. We can have district-wide assessments systems that are not standardized – that are personalized – yet comparable across the district.

 

Performance or portfolio-based assessments.

Schools around the country are incorporating direct demonstrations of student learning into their assessment programs. These include projects, individual and group presentations, reports, papers and portfolios of work collected over time. These provide much more accurate reflections of student learning than snapshot tests developed far from the classroom. Moreover, if properly coordinated by departments and administrators, these assessments are comparable across the district.

 

The New York Performance Standards Consortium is leading the way. It consists of 28 schools, including grades 6-12, throughout the state that rely on these teacher-created assessments to the exclusion of standardized tests.

 

And the results have been tremendous! These public schools have higher graduation rates and better college-retention rates, while serving a population similar to that of other urban schools. We say we’re looking for innovations that work. This is it!

 

Just imagine a school that used such an accountability system. It would have a plethora of data about what’s working, what isn’t working and what needs to be done to correct deficiencies.

 

We forget that accountability systems show our values. High stakes testing pretends that the only thing that matters is the results of a standardized test. Nothing could be farther from the truth.

 

A system like the one I’ve described would ensure every student receives a robust education that is assessed fairly. It would invigorate children, parents and the community. And when students graduate from such a school, they would be prepared for whatever comes next.

 

Moreover, there’s not a single standardized test necessary in the whole system!

 

Our policymakers need to start thinking along these lines. These aren’t pie in the sky suggestions. Most of these ideas already have been tested and proven effective.

 

We need to free our minds from a reliance on the testing industry. We need to think outside the bubble and free our children from corporate servitude as education policy – a system that ensures they won’t receive a quality education – all under the guise of “accountability.”

 

Can real accountability exist without standardized tests?

 

Yes. That’s the only way it can.
