School Directors Shouldn’t Double Down on PA’s Keystone Exam Circus 

 
Ladies and Gentlemen, children of all ages, welcome to the Commonwealth of Pennsylvania’s Keystone Exam Circus! 


 
Here you will see children of 14 to 18-years-old perform death defying stunts just in order to graduate! 
 


They’ll jump through the flaming hoop of the Algebra I Exam! 


 
They’ll hop through the spiked hoop of the Literature Exam! 


 
And they’ll even bound through the nitroglycerine filled hoop of the Biology Exam! 


 
All this just so they can qualify for a diploma they’ve already earned by passing 12 years or more of coursework
 
 


Now isn’t that the greatest show on Earth!!!!!!? 
 


 
Apparently, some school directors must think so. Because they’ve decided to force all the students in their districts into the center ring.  


 
 
Because as stupid as the state law is – and it is very, very stupid – it doesn’t require all students to pass these tests to graduate. Kids don’t even have to take the tests if they don’t want.  


 
If they so choose, they may skip one or more of these ridiculous assessments in favor of an alternative
 


They can take a different test like the SAT, ACT, etc., achieve an industry-based competency certification, successfully complete a service-learning project, or finish an internship or cooperative education program, among other metrics.  
 


Sure! It’s a glorified fetch quest full of unnecessary complications and anxiety, but it’s better than being forced to pass a cockamamie fill-in-the-bubble corporate boondoggle


 
Unfortunately some school board members don’t see it that way.  
 


It’s not that they want to remove this senseless hurdle from students who have already proven they’ve learned the prerequisite skills to graduate. They still want kids to go on a wild goose chase, but they can’t stomach the idea of kids picking their own goose.  


 
To switch back to the metaphor with which I started this piece, they would rather students jump through the standardized testing hoop – the one made by Data Recognition Corp (DRC), the Minnesota corporation that writes the Keystone Exams and has been gorging on $533 million in Commonwealth tax dollars for the last decade. Not the hoop that pays the College Board or one that – God forbid – doesn’t make a huge corporation any richer.


 
Why?  
 


It’s beyond me.  


 
Maybe they think forcing students down the DRC path will help improve district academics.  


 
Maybe they love fill-in-the-bubble tests.  


 
Or maybe they just hate kids…  
 

I don’t know. 
 


But one thing is certain – the Keystone Exams are a costly mistake the state forces taxpayers to fund and kids to endure unnecessary gatekeeping and narrowed classroom curriculum.  
 


The whole mess started when the federal government reauthorized its education law formerly called No Child Left Behind (NClB). That law required kids to take standardized tests in middle school and once in high school. When Congress changed the name to the Every Student Succeeds Act (ESSA), it allowed more flexibility in the high school test. It didn’t just have to be a standardized test. The state could pick from all kinds of options. Pennsylvania chose one of almost everything including new standardized tests – the Keystones!

But the state legislature couldn’t decide whether to make it a graduation requirement until just last year.
 


Students who graduated in May (2023) were the first required to pass these exams or qualify with an alternate assessment, and the data is still out on its full impact. 


 
A report conducted by The Philadelphia Education Research Consortium estimated that only about one third of city students would meet graduation requirements by passing the Keystone Exams. Specifically, nearly 50 Philadelphia high schools had less than 25% of their students with Keystone proficiency rates sufficient to graduate. The report concluded that some additional percentage of students would graduate with alternate assessments but there was no way to estimate what percentage that would be. Would fewer graduate? The same? More? No one knows yet.  

Given this uncertainty, it’s difficult to fathom why school board members  would want to require tests that may stand in the way of students’ future success. 

This is especially true in districts serving poorer families. 

Kids in wealthier districts almost always do better on the Keystone Exams than those in poorer districts, according to a report by State Auditor General Eugene DePasquale and State Sen. Andy Dinniman

In fact, the report notes that of the 100 state schools with the highest scores, only five were located in impoverished districts —where the average household income is below $50,000. 


 
Why would any district – especially those serving students with lower socioeconomics – feed kids into such a system, especially when they don’t have to play that game? 


 
“The Department of Education itself said they [the Keystone Exams] are not an accurate or adequate indicator of career or academic readiness,” Dinniman said. “…These tests have faced opposition from almost every educational organization that exists.” 

He’s right. 

A 2019 report conducted by the state Legislative Budget and Finance Committee found that state educators (both principals and classroom teachers) overwhelmingly disapprove of the state’s standardized tests. That includes the Pennsylvania System of School Assessment (PSSA) tests given in grades 3-8 and Keystone Exams given in high school. Educators think these tests are ineffective, expensive and harmful to district curriculum and students. 

When it comes to the PSSAs, 76% of teachers and 67% of principals said the tests were bad assessments. 


For the Keystone Exams, 60% of teachers and 45% of principals said the tests were ineffective indicators of student achievement. 

 
Both principals and teachers said their curriculum had been narrowed to prepare students for PSSAs and Keystone Exams. Instead of going into more depth on regular classwork or learning new skills, the focus shifts to teaching to the tests. 


 
Taking the tests also eats up valuable class time. Administering the assessments takes between 5.7 to 8 days for each kind of test – the PSSA and the Keystone Exams, according to principals. 

In addition, the report details the cost of giving these tests. In fiscal year 2017-2018, the state Department of Education paid $42.17 million for these tests.  

This is part of a national trend

“Standardized tests and test preparation have subsequently become big business and that multibillion dollar business continued to grow since the enactment of NCLB and the subsequent enactment of ESSA. According to the Pew Center on the States, annual state spending on standardized tests increased from $423 million before the NCLB (enacted in 2002) to upwards of $1.1 billion in 2008 (to put this in perspective this reflects a 160 percent increase compared to a 19.22 percent increase in inflation during the same time period). A more recent study by the Brown Center on Education Policy at Brooking put the cost at upwards of $1.7 billion in 2011 related to state spending on standardized tests.” 

 


In just one year (2019) the state paid DRC $17.6 million to administer and score the Keystone Exams, said DePasquale. Between 2015 and 2021, the state spent nearly $100 million on the exams. And if we add in the PSSA, the corporation has collected $533 million from the Commonwealth over the last decade, DePasquale said
 
 


Why are some school board members so dead set on making sure we keep paying them?  

 


Federal law requires some kind of accountability measure before graduation whether it be a standardized test or something else. Why can’t the state simply use classroom grades for this measure? These are the daily assessment of student learning. How does it help students by inserting a corporation to make more money off of taxpayers?  

 


The whole process is a complicated, unnecessary circus with our kids in the role of trained monkeys spinning plates so big business can slurp up more of our money. 


 
I hope school directors will begin to understand this and not give in to the standardized testing spectacle. 
 


It’s time for someone to send the clowns back home.

Pennsylvania Wants YOU to Give Standardized Tests to Your Kids at Home

A multi-million dollar corporation wants to make sure Pennsylvania’s children keep getting standardized tests.

 
Data Recognition Corporation (DRC) and the state Department of Education are providing the optional Classroom Diagnostic Tools (CDT) assessments for use in students’ homes.

 

 

Students are not required to take the CDT in the Commonwealth unless their district decides to give it. The test is encouraged by the state as a way of telling how students will do on the required tests.

 
With this new option, parents finally can give multiple choice standardized tests to their own children on-line.

 
Which is kind of hilarious because no one really asked for that.

 
In fact, many parents, teachers and students breathed a sigh of relief when the requirement that students take high stakes assessments was waived this year nationwide.

 
With the Coronavirus pandemic closing most school buildings and students transitioning to on-line classes created from scratch by their teachers, there hasn’t been much time for anything else.

 
But the folks at DRC, a division of CTB McGraw-Hill, have been busy, too.

 
The Minnesota-based corporation sent out an email written by Matthew Stem, Deputy Secretary of Elementary and Secondary Education at the Pennsylvania Department of Education (PDE) to district contacts from Pittsburgh to Philadelphia encouraging the use of this newly available online CDT.

 
“I am pleased to announce that PDE is providing the Classroom Diagnostic Tools (CDT) as an optional additional resource for your Continuity of Education Plan,” Stem began.

 
“We anticipate that this option will be available through the reopening of schools in 2020.”

 
So if school boards and administrators choose, districts could assign the CDT at the end of this school year, during the summer or at the start of next school year even if school buildings are not yet open due to lingering pandemic problems.

 
This is the kind of academic continuity we should be rethinking not finding new ways to force on children.

 
For some state officials and testing executives perhaps it’s comforting that no matter what happens in this crazy world, at least we’ll still be able to sort and rank kids into Below Basic, Basic, Proficient or Advanced.

 
The rest of us would prefer more authentic education and assessment.

 

 

EVERYDAY USAGE

 

 

It should be noted that the CDT is not, in itself, a high stakes test.

 
It’s an optional test districts can assign to students in reading, math and science to predict how well they’ll do on the actual high stakes tests.

 
Normally, districts are encouraged (but not required) to give the CDT to students multiple times a year to determine where they’ll struggle on DRC’s other fine products like the Pennsylvania System of School Assessment (PSSA) tests given to children in grades 3-8 and the Keystone Exams given to high schoolers.

 
Of course this data is often used to determine which classes students are placed in, so it can play a huge role in deciding which resources and opportunities kids have.

 
A child who scores well can get in the advanced courses and gain access to all the field trips, guest speakers, pizza parties and other perks. Kids who score badly are often placed in remedial courses where they forgo all the glitz for extra test prep and the abiding label that they’re inferior to their classmates in the higher academic tracks.

 
However, you don’t really need the CDT to make such placements. Just put all the kids from wealthier families in the higher courses and kids living in poverty in the lower courses and you’ll have pretty much the same distribution.

 
Because standardized testing doesn’t really measure academics. It appraises socio-economics. And race. Let’s not forget race!

 
The Coronavirus pandemic actually leveled the playing field for the first time in nearly a century. Everyone – rich and poor – had their education disrupted.

 
But at least now with the reintroduction of the CDT, we can continue to discriminate against the poor black kids while privileging the richer whiter ones.

 
In some ways, that’s just the everyday injustice of American school policy.

 
However, the method DRC and PDE are using to clear the way for this particular scheme is truly spectacular.

 

 

A DISASTER WAITING TO HAPPEN

 

 

They’re enlisting parents as test proctors.

 
Normally, as a classroom teacher when my administrator demands I give the CDT to my students, I have to block out a few days and give the tests, myself.

 
I have to pass out entry tickets with each student’s username and password so they can login to the DRC app on their iPads and take the test.

 
If there’s a problem signing in, I have to try and fix it.

 
If kids are kicked out of the testing program and can’t sign back in, I have to deal with it.

 
If there’s a problem with the Internet connection…. I think you get the idea.

 
And all of these problems are extremely common.

 
In the last five years of giving the CDT, I have never had a single day go by when I didn’t experience multiple technological snafus, disruptions or downright clusters.

 
And that’s not to say anything of the times students read a question, don’t understand what it’s asking, wave me over and I’m just as dumbfounded as they are.

 
In fact, the only positive I can imagine from such a situation is that parents will finally get to see how badly written and full of errors these tests truly are. Even the guidance materials are full of misspellings and confusing verbiage.

 
When presented with this nonsense, many kids simply zone out, clicking random answers so they can be done as soon as possible and then put their heads down for the remainder of the time.

 
This is the lions den the state wants to throw parents into.

 

 

PARENTS AS CORPORATE DEFENSE

 
Admittedly, parents won’t have a full class of 20-30 students to deal with, but complications are guaranteed.

 
However, the good folks at DRC are prepared for that.

 
They have a handy “Parent/Guardian Test Administration Guide.”

 
Here’s what it has to say on ASSESSMENT SECURITY:

 

 

“Parents/Guardians should remind their student that the CDT test content must remain secure at all times. None of the materials from the online test may be copied or recorded in any manner.”

 
That’s quite a step down from what the same company warns students on the PSSA:

 

 

“…Copying of material in any manner, including the taking of a photograph, is a violation of the federal Copyright Act. Penalties for violations of the Copyright Act may include the cost of replacing the compromised test item(s) or a fine of no less than $750 up to $30,000 for a single violation. 17 U.S.C. $ 101 et seq”

 
I guess that since the CDT questions are just the ones that prepare you for the REAL test questions, it doesn’t matter as much if their security is put at risk here. Or perhaps the risk of letting kids go without testing and having people realize how unnecessary these tests are is greater than any loss in test security or accuracy.

 

 

TECHNICAL ISSUES EXPECTED

 
The guide also cautions that the test only may be taken using a Google Chrome Internet browser. If students don’t have one installed, there is a link for parents to follow so they can install it for their kids.

 
For some parents, I’m sure this would be no problem. But many of my students’ parents have little access or knowledge of technology. They would pull out their hair at the very suggestion and come running to teachers and administrators for help.

 
Which is exactly what DRC suggests they do.

 
Here’s what the guide recommends for technical support:

 

 

“If technical issues arise during testing, parents/guardians are asked to contact the student’s teacher and/or the student’s school office for technical support. DRC customer service staff cannot directly support issues related to each home’s technology configurations.[Emphasis mine.]

 
And this is true even if the test, itself, directs parents to contact the corporation:

 

 

“If a student receives an error message during the test administration that includes instructions to contact DRC for technical support, the parent or guardian who is assisting with the test administration should contact the student’s teacher or school office for additional instructions. Parents or students should not attempt to contact DRC’s customer service directly for technical assistance.

 
Teachers and/or a school’s technology staff will have the information needed to provide parents/guardians with the level of support to resolve most technology issues. If additional support is required, a school or district representative will reach out to DRC to determine a resolution.”

 
This is certain to put quite a strain on districts since these technological problems will occur not as they normally do within school buildings but potentially miles away in students’ homes.

 
Moreover, one of the most common glitches with the CDT often occurs with the entry tickets. These are typically printed by administrators and distributed to teachers who give them to students on test day. Students use the logins and passwords to gain access to the tests.

 
Stem’s plan would have these tickets distributed digitally over Google Classroom or whatever file sharing service is being utilized.

 
So this requires yet another level of distance and technological competency from parents and students just to access the tests. And once that access is gained, these logins need to be readily available in the highly likely event that students get booted from the program and have to reenter this data.

 

 

I’m sure there will be noooooooo problems at all with this. It will run very smoothly.

 

 

PARENTS AS PRISON GUARDS

 
But let’s say parents are able to help their children login to the test and no technical problems arise.

 
Can parents let their kids simply take the test alone up in their rooms?

 
No.

 
As a test proctor, you are expected to watch your children every second they’re testing to ensure they aren’t copying any information or cheating.

 
You can let your child have scratch paper, highlighters and calculators. But no preprinted graphic organizers, cell phones, dictionaries, thesauri, grammar or spell checkers, other computers or devices.

 
One concession DRC makes is that parents are encouraged to give the shorter Diagnostic Category CDT and not the full version. I’m sure distinguishing between the two on your child’s screen will be no problem at all.

 
This would reduce the test to 35-45 minutes – about half of the full CDT. However, times may vary – my own students have taken more than 180 minutes sometimes to finish the full version.

 
Still, none of this comes close to my favorite part of this catastrophe in waiting.

These are pretty much the same videos teachers are required to watch every year before giving the CDTs.

 

 

As you can imagine, they are perhaps our favorite moments of the year. We sometimes watch them over and over again. Not because they’re so riveting but because we’re required to before we give these infernal tests!

 
Oh, parents, you are in for a treat if your district decides to take advantage of this wonderful opportunity!

 

 

AN IMPOSITION ON PARENT’S TIME

 

 

Speaking of which, I wonder when Stem thinks parents will have the time to do all this.

 
Parents are working hard just to make ends meet. They’re trying to earn enough money to support the household, cook dinner, clean house, do laundry, and a host of other things.

 
Teaching is a full-time job and most parents don’t have the privilege to set aside that kind of time nor are they disposed to do this stuff in the first place.

 
When I teach my students over ZOOM, I rarely see parents guiding their kids through the lessons.

 
If a kid falls asleep, it’s up to me to somehow prod him awake over the Internet. If a child isn’t paying attention or playing on her phone, it’s up to me to direct her back on task.

 
In class, that’s fine. It’s my job and I’m right there in front of the child.

 
On-line, I cannot do it nearly as effectively. But I do my best because I can’t realistically expect all parents to step in here.

 
Yet DRC is expecting parents to do just that by becoming test proctors.

 

 

CONCLUSIONS

 
This is a terrible idea.

 
It will lead to fabulous disasters where teachers, administrators and parents fumble to make things work as DRC pockets our tax dollars.

 

 

Over the past decade, Pennsylvania and local school districts paid more than $1.3 billion for standardized testing. In particular, the state paid DRC more than $741 million for the PSSAs, Keystone Exams and CDT tests. Two of three DRC contracts were given sole source no-bid extensions.

 
Imagine what cash-strapped districts could do with that money.

 
Yet Stem, a former assistant superintendent in Berks County and former administrator in Lancaster, thinks we should give this money to corporations and then break our own backs meeting their needs.

 

 

Even if we could give the CDTs seamlessly online at home, it would hurt our most underprivileged children by taking away opportunities and unjustly labeling them failures.

 
No, if you ask me,it is not time to try to save standardized testing with a tone deaf plan to enlist parents as test proctors while kids are chained to the Internet.

 
It’s well past time to rethink the value of these tests in the first place.

 
We don’t need them.

 
Teachers can assess learning without the help of corporate America.

 

 

Our kids and their families deserve better than this.

 
Contact your local school directors and demand they NOT give the CDT – not now, not during the Coronavirus pandemic, not when the crisis is over, not ever again.

 
And if they won’t listen, opt your children out of standardized testing including diagnostics like the CDT. Then run for school board, yourself, with other likeminded parents and community members.

 
Write letters to the editor of your local paper, make some noise.

 

 

The people still hold the power. And we’re all being tested in more ways than one.

I am pleased to announce that PDE is providing the Classroom Diagnostic Tools (CDT) as an optional additional resource for your Continuity of Education Plan. The CDT is a set of online tools designed to provide diagnostic information to guide instruction and provide support to students and teachers. It is aligned with the content assessed on the PSSA and Keystone exams. We anticipate that this option will be available through the reopening of schools in 2020.

 

 

This at-home testing option will allow students to access the CDT from a “public” browser without having it installed on their computers or being configured to their District’s Central Office Services network. The test-setup tasks that teachers/school assessment coordinators routinely complete for classroom administrations of the CDT are the same for the at-home administrations. Test tickets (login credentials) will be distributed directly to the students by school staff. Teachers will have access to all CDT data/reports from the at-home administrations as usual. All CDTs (Full and Diagnostic Category) are available for use. However, it is highly recommended to only have students take the Diagnostic Category CDTs at this time. Students and their parents/guardians may benefit from a much shorter testing experience using the Diagnostic Category CDTs that are aligned to current instructional content. The shorter, more focused testing will still provide teachers and administrators with the same level of reporting and resources to adjust instruction and planning during distance learning.

Pennsylvania’s Keystone Exam – the Monster We Refuse to Let Die

Let’s say there was a monster loose in Pennsylvania and you caught it.

 

Its days of wandering loose causing chaos and destruction were over.

 

But what would you do with such a beast now?

 

Would you kill it outright? Stop it from ever hurting anyone ever again?

 

Or would you simply neutralize it – place it perhaps in the center of a labyrinth, continue feeding it, and in fact create a whole religion based on worshipping it?

 

In the keystone state, we have just such a creature, and we’re going with the second option – the maze, nourishment and a cult.

 

The monster is, of course, the Keystone Exams. And like the Minotaur of ancient myth, we’re building a bureaucratic prison in which to house it.

 

Sure, we’ve spent billions of dollars on these unnecessary, badly written and biased graduation assessments.

 

And, heck, it would just make more sense to stop doing something that isn’t working, wastes money and causes legitimate problems for students.

 

But this is Pennsylvania! We’re not going to admit we made a mistake. Better to bury it under red tape and pretend like this is what we meant all along. Nothing to see here, folks. Nothing to see…

 

When lawmakers originally came up with this plan… correction: when testing companies bribed federal lawmakers to force state lawmakers to enact this cockamamey plan – it was supposed to function as a graduation requirement.

 

Pass these tests or no diploma for you.

 

However, somehow Harrisburg politicians couldn’t get up the nerve to actually bar tens of thousands of worthy students from graduating when they had already proven they deserved it by passing 12 years of grade school.

 

So after kicking the can down the road for more than 6 years, they came up with this solution. Make it a graduation requirement, but include a whole truckload of other options that could count instead.

 

In short, we’re creating endless corridors of paperwork, placing the tests in the center and going on with our day.

 

The good news: if students can make it through the labyrinth, they never need to take or pass the Keystone Exams!

 

The bad news: we’re still paying millions of dollars to support these tests and we’re still forcing our teachers to make all instruction about them.

 

And that’s what we in the Commonwealth call a “victory.”

 

Yippee!

 

The bill to circumvent the Keystone Exams by providing multiple means of getting a diploma was passed by the state house and senate. Gov. Tom Wolf is expected to sign it into law this week.

 

If he does, students will still be given the Keystone Exams (unless opted out) and could demonstrate they’re worthy of a diploma by passing them. But students will have many additional ways to prove they’re worthy of a cap and gown, such as:

 

  • Show proficiency on the SAT, PSAT or ACT;
  • Pass an Advanced Placement or International Baccalaureate exam;
  • Complete a dual-enrollment program;
  • Complete an apprenticeship program;
  • Get accepted to an accredited four-year nonprofit institution of higher education;
  • Complete a service-learning project;
  • Secure a letter of full-time employment;
  • Achieve an acceptable score on a WorkKeys assessment, an exam administered by the ACT which assesses workplace skills including math, reading comprehension and applied technology.

 

To sweeten the pot even further, this won’t even go into effect until the 2021-22 school year.

 

So in four years, high school seniors will be racing to submit their letters of college admission, or letters of employment or SAT scores or whatever to prove they actually deserve that diploma.

 

But that will not be the end of it.

 

Just because victims thrown into the labyrinth have an easy path to avoiding the monster doesn’t mean the monster won’t affect them.

 

Teaching evaluations are still based on test scores. Schools evaluations are still based on test scores.

 

This continues the tremendous state pressure for local districts to make instruction all about testing.

 

Kids don’t have to pass the test, but their everyday classroom experiences will still be largely determined by these test.

 

Heck, many districts will probably “voluntarily” decide to make passing the test a graduation requirement just to force their students to take them seriously.

 

So anyone who’s out celebrating that the Keystone Exams are dead is premature.

 

State Sen. Andy Dinniman, at least, understands this.

 

“Remember, the Keystones have been delayed and the graduation requirement associated with them has been stopped, but they will still be required in Pennsylvania schools for federal accountability,” he said in statement.

 

“Meanwhile, we know they are expensive, redundant and unnecessary and I will continue to work to end them once and for all.”

 

Dinniman, a Democrat, is minority chair of the Senate Education Committee.

 

It’s a problem all too typical in the state.

 

Most lawmakers are too timid to take any type of real stand. They’d rather support some half-measure so they can claim to be in favor of either or both sides of an argument.

 

For instance, consider the time it takes to finish the tests.

 

Parents, teachers and students have complained about how these assessments waste academic time that could be better used to teach the necessary skills needed to pass.

 

So Gov. Wolf cut the Keystone Exams and Pennsylvania System of School Assessment (PSSA) test by a total of almost 2 hours a year.

 

However, at the same time, his administration suggests students take a series of additional pretests that are supposed to predict success on the PSSA or Keystone Exams – tests such as the Classroom Diagnostic Tools (CDT) assessment.

 

If schools follow the state’s instructions and give students this exam in reading, math and science 3 to 5 times a year, that’s an additional 50-90 minutes per test. That comes to 22.5 hours of additional testing!

 

So 22.5 hours minus 2 hours equals… NOT A REDUCATION IN TESTING!

 

But it gives lawmakers plausible deniability.

 

They can claim to be cutting testing while actually suggesting we increase it.

 

And we see the same sort of thing here.

 

Lawmakers can claim to be reducing the power of the Keystone Exams while still enshrining it as the driving force behind all instruction in the state.

 

What we need are leaders and not politicians.

 

We need people willing to take a stand and do what’s right even if that puts them at odds with the moneyed special interests.

 

That takes more than polls and market analysis.

 

It takes moral courage.

 

But there’s no test for that.

A Teacher’s Dilemma: Take a Stand Against Testing or Keep Abusing Children

What am I?

 

Seriously. What is it I do for a living?

 

When I wake up to go to work in the morning, am I preparing to be a teacher or a test proctor?

 

Am I engaged in the practice of nurturing young minds or am I a tool of the establishment?

 

Should I be held accountable to the dozens of students in my classroom, their parents and the community – or to my administrators, the bureaucrats and moneyed interests ordering us around?

 

I ask these questions not as a rhetorical device. I really don’t know the answers. Because the solution begins with me.

 

Today was not a banner day in my classroom, and I can honestly say it was not my fault.

 

I had to give my 7th grade students the Classroom Diagnostic Tools assessment in Reading/Lit for grades 6-high school.

 

If you’re not familiar with the CDT, this is an optional test offered by Data Recognition Corporation for students in Pennsylvania’s public schools. It’s a way to assess student learning to predict whether they’ll pass there annual federally mandated standardized tests (also created by Data Recognition Corp. in the Keystone State). In addition, it offers example questions of the type that students struggled to answer correctly on the diagnostic.

 

It’s very helpful if you want to print out a buttload of test prep, give it to students and then read the paper quietly at your desk – something I never do.

 

For the second straight year, I’ve been forced to give it to my students three times annually – twice before the Pennsylvania System of School Assessment (PSSA) tests and once after.

 

I am not a fan.

 

Students hate it. It does not return valuable data. And it takes precious time that I could be using to actually teach something.

 

When I told my kids they were going to have to take the assessment this morning, one girl said, “I hate the CDTs. It stands for I Can’t Do This.”

 

Another girl had a more visceral reaction. When she saw the letters “CDT” on the board, she literally began rolling around on the floor and groaning.

 

These are the kinds of students I have – victims of generational poverty, malnutrition, childhood trauma, violence, drug abuse and systemic racism and prejudice. Strong-arming them into another standardized test isn’t doing them any favors.

 

Compare their reaction this morning to yesterday’s lesson.

 

We had just finished a unit on plot using Dr. Seuss stories and cartoons to illustrate complex concepts like exposition, conflict, rising action, climax, resolution, theme, etc.

 

I made a competitive review game through a program called Kahoot, and kids were out of their seats, jumping around, squealing with delight as they demonstrated their knowledge of what they’d learned. It got so loud one of the principals came running over from the office to make sure things weren’t getting out of hand. But what he found were students so engaged by the work they could barely contain themselves.

 

Heck! I even gave them a test of my own creation right afterward. There were no groans. There were no protests.

 

They sat at their seats like grown adults, concentrated and answered the questions to the best of their abilities.

 

Compare that with today’s assessment.

 

Behaviors off the hook. Sullen looks. Demands to use the restroom, go to their lockers, visit the nurse – ANYTHING but be here in class and do this test.

 

Why the difference?

 

Because they knew what was expected on MY test, and they knew they could meet my expectations. I was there for the lesson. I made the test. I would grade it. I have a relationship with these kids and they know I will assess them fairly.

 

But not on this standardized CDT nonsense!

 

Data Recognition Corp isn’t there for the lesson. It has no rapport with students. Kids don’t know what the expectations are and don’t think they can meet them. And they have no sense that this multi-billion dollar corporation will grade them fairly for their efforts.

 

So they act out.

 

They throw wads of paper or airdrop pictures to each others’ iPads.

 

And here I am in front of this room of unruly children forced to have to defend the bullcrap garbage that I’m being coerced to do to them.

 

I want to apologize. I want to tell them this is not my idea. And after a while, I even DID that. But it’s no use.

 

It matters little whether the executioner does his job with reluctance or not. He’s still here to end your life. And I was still cast in the role of ending their education for the day and replacing it with “proof” that they aren’t good enough.

 

When the test was over, so many children showed me their scores with hurt faces.

 

“Mr. Singer, I really tried!” one boy said.

 

“This is rigged!” another said.

 

And what am I supposed to say to that? Should I explain how they’re right – how standardized tests have always been culturally and economically biased? Why would they care!? What kind of teacher would that make me!?

 

I know this is wrong, but I still do it!?

 

What use am I?

 

What purpose do I serve enforcing policies I know to be detrimental?

 

I went through five years of college to become a teacher – not a prison guard. But on days like today that’s what I am. I’ve devoted over a decade of my life to nourishing children, not ordering them all to march in line single file.

 

But here I am, a paid thug who browbeats and coerces innocents into doing things they don’t want to do for purposes that won’t benefit them and will in fact be used against them.

 

I wonder what the school board would say if I had the guts to stand in front of them at a public meeting and tell them.

 

I guess I’ll just have to keep wondering because the last time I tried to address that august body without an explicit invitation, I was told I wasn’t allowed to do so since I don’t live in the district where I teach.

 

But sometimes I question whether the elected representatives of my district even understand what I’m being bulldozed into doing in their name.

 

Do you know I am abusing your children? I am crushing their creativity, their self-respect, their curiosity. Is that really what you want of me? Is that what you hired me for?

 

Don’t get me wrong.

 

It’s not really anything new. I’ve been doing this for almost 15 years. It’s just harder every year.

 

I heap on justifications – you have to do the bad stuff so you can do the good stuff. You have to enforce the testing so you can do authentic teaching.

 

And every year the mandates get more restrictive, the teaching gets a little less and the testing a bit more.

 

Meanwhile, politicians pretend like they’re doing something to fix it. Gov. Tom Wolf (whom I generally like) cuts off a few days from the PSSA tests this year. But he keeps the recommendation that we take the CDTs. He keeps the entire test-and-punish framework in place. Like most Democrats, he’s willing to twiddle around the edges but has no guts to do away with what’s wrong and replace it with what’s right.

 

Meanwhile, parents in my state are generally clueless.

 

You have some strong advocates here and there. Some moms and dads who understand what’s going on. But most are either oblivious, too busy putting food on the table, in jail or dead.

 

I used to send home a letter to parents reminding them of their right to opt out of standardized tests. It almost got me fired.

 

And for my efforts, I think maybe one or two parents over five years actually took me up on it.

 

I go to my local union and tell them my concerns. They nod and ask for more information and then quietly forget it.

 

Meanwhile, the national unions are behind the testocracy 100%. They’ll wag their fingers and complain about testing, but they’re too busy making sure the teaching profession even exists tomorrow to stop for small potatoes like bad practices.

 

I feel so alone here.

 

I’m pulling my hair out and the only response I get is from the choir (Hallelujah!) and the corporate education reformers (How dare you!?).

 

The majority stays silent. And complicit.

 

I’m just not sure I can do it anymore.

 

I’ve thought about calling in sick whenever I have to give a standardized test. It would be a lot of days, but I could do it.

 

That might be safe, but it would be cowardly.

 

I’d just be saving myself the pain and humiliation of giving the tests. My students would still be forced to take them.

 

So what do I do?

 

I write.

 

I write blogs like this one.

 

I pound out my cares and reservations, put them in a virtual bottle and set it adrift on the seas of the Internet.

 

It’s a constant gamble.

 

Someday someone may read them who can end my career.

 

Or maybe someone with the power to make a difference will read them.

 

Maybe that’s you.

 

Maybe it’s all of us.

 

I don’t know.

 

I have no solutions today. Just shame and regrets.

 

A dilemma that I cannot solve.

Pennsylvania Proposes Smaller Tests, Same High Stakes

It’s not the size of the tests, it’s how you use them.

 

And that’s kind of the problem with Gov. Tom Wolf’s new proposal for Pennsylvania public schools.

 

Wolf wants to reduce the amount of time students are taking standardized tests, but he seems to have little problem using those tests to hold schools accountable for all kinds of things that are beyond their control.

 

The proposal released today applies only to the Pennsylvania System of School Assessment (PSSA) tests – those taken by students in grades 3-8. Keystone Exams taken by high school students are unaffected.

 

It would cut one of three reading sections and one of three math sections – two total. Wolf also wants to cut some questions from one of the science sections.

 

Such a move is estimated to eliminate 48 minutes from the math test, 45 minutes from the reading test and 22 minutes from the science test. However, judging from my own students, these times vary considerably depending on the individual taking the tests. I’ve had 8th grade students finish a PSSA section in as little as 5 minutes or as much as two hours.

 

Most schools give either a section a day or two in one day. Therefore, this proposal probably translates to 1 to 2 fewer days testing in most districts.

 

Um. Thanks?

 

Look I don’t want to seem ungrateful here, but these suggested modifications are little more than fiddling around the edges of a massive problem.

 

Yes, it will be helpful to reduce testing times, but this does very little to address the fundamental problems with test-based accountability in the Commonwealth.

 

At best, this proposal will allow students to spend two more days a year learning. Assuming most districts don’t use that extra time for test prep, that IS a good thing.

 

But tacitly committing students throughout the state to taking these tests almost guarantees that test prep is exactly how these additional days will be used.

 

The problem with standardized testing isn’t just the number of raw days it takes students to complete the tests. It is how the tests deform the entire year-long curriculum. Students don’t just learn anymore. They learn what’s on the test – and anything else is purely optional.

 

Regardless of the size of the assessments, they are still being used to sort and judge students, teachers and schools. Shortening their length does nothing to address the fundamental unfairness of the evaluations. Rich white kids still tend to have high scores and poor minority kids still tend to have low ones.

 

At best, they reveal structural funding disparities between poor and wealthy districts. At worst, the cultural bias inherent in the questions favor those from dominant, privileged ethnicities while punishing those who don’t fit the standard.

 

That’s what “standardized test” means after all – defining normal and punishing those who don’t fit the definition. Most questions don’t assess universals like the value of 2 and 2. They evaluate cultural and social norms required to understand the questions and easily find an answer that another “normal” student would choose. (Don’t believe me? This is true whether the test takes one day or 100 days.

 

We should not be using standardized testing to meet federal accountability standards. Period.

 

The federal Every Student Succeeds Act (ESSA) contains provisions to circumvent them. States are supposed to be given leeway about testing. They may even be able to replace them with projects or other non-standardized assessments. THAT’S what Wolf and the Pennsylvania Department of Education should be exploring – not half measures.

 

To be fair, the state Department of Education is attempting reform based on the ESSA. This year, the department introduced Future Ready PA, a new way of using test scores and other measures to assess school success. To its credit, The Index does place additional emphasis on academic growth, evaluation of school climate, attendance, graduation rates, etc. However, for my money it still gives far too much importance to standardized testing and test prep.

 

Like reducing the size of the PSSAs, it’s a positive step but won’t do much to get us to our destination.

 

Neither measure will have much impact on the day-to-day operations of our public schools. Districts will still be pressured to emphasize test prep, test taking strategies, approaches to answering multiple choice questions, etc. Meanwhile, critical thinking, problem solving, and creativity will still be pushed to the side.

 

Moreover, since schools and teachers will be assessed as successful or not based largely on these test scores, districts will be under tremendous pressure to give countless practice tests throughout the year to gauge how well students are prepared for the PSSAs. The state will still be providing and encouraging the optional Classroom Diagnostics Tools (CDT) tests be taken several times in reading and math throughout the year. Trimming off two days from the PSSA will affect that not at all.

 

In addition, today’s proposal only applies to the PSSA. While that assessment is important, the Keystone Exams given to high school students are even more so. According to existing state law, passing the Keystones in Algebra I, Literature and Biology are required in order to qualify for a diploma. However, that condition has yet to go live. So far the legislature has continuously pushed back the date when passing scores become graduation requirements. The Governor and Department of Education should be proposing the elimination of this prerequisite before anything else. Other than education funding and perhaps charter school accountability, it is the most important education issue before Commonwealth lawmakers today.

 

Don’t get me wrong. The Democratic Governor is somewhat hamstrung by the Republican-controlled legislature. Partisan politics has stopped lawmakers from accepting Wolf’s more progressive education measures.

 

Though Wolf has gotten Republicans to increase education funding by hundreds of millions of dollars during his term, K-12 schools still receive less than they did before the previous GOP governor’s administration. Moreover, there have been absolutely zero inflationary increases to keep up with the rising cost of doing business. Pennsylvania schools receive less funding – whether you adjust for inflation or not – than they should, and that has a real world impact on our public schools. Moreover, how that money has been allocated by the legislature still – even with our new better funding formula in place – benefits wealthy districts more than poor ones.

 

If you want to talk about accountability, that’s where the majority of the issue belongs.

 

And primarily it’s out of Wolf’s hands. One can understand why he is proposing changes where he can and trying to do whatever good is possible given the political climate.

 

Shortening the PSSA tests would benefit our students. It is a step in a positive direction.

 

However, it is far from solving our many education problems.

 

The biggest roadblock to authentic school reform is a legislature that refuses to do anything but the absolute minimum for our neediest students.

Why Are So Many Democrats Behind Backdoor School Voucher Expansion in Pennsylvania?

Democrats are supposed to be liberals, progressives.

 

That means upholding the Constitution and the Separation of Church and State.

 

So why are so many Pennsylvania Democrats sponsoring an expansion of the state’s de facto school voucher bill?

 

A total of 11 out of 84 sponsors of HB 250 are Democrats. The bill would expand the Educational Improvement Tax Credit (EITC) and Opportunity Scholarship Tax Credit (OSTC) programs.

 

The Commonwealth already diverts $200 million of business taxes to private and parochial schools. That’s money that should be going to support our struggling public school system.

 

The new bill would add $50 million to each program for a total of $100 million more flushed down the drain.

 

Pennsylvania has a budget deficit. We’ve cut almost $1 billion a year from public schools. We can’t afford to burn an additional $300 million on private and church schools.

 

 

We expect Republicans to support this regressive nonsense. Especially in gerrymandered Pennsylvania, they’ve gone further and further right to please their Tea Party base and avoid being primaried.

 

But the few Democrats left in the House and Senate are likewise in districts that would never vote Republican. You’d expect them to get more and more progressive. Instead, even here we see them taking steps to the right!

 

Democratic sponsors of the bill are almost exclusively from the state’s urban centers – Philadelphia and Pittsburgh.

These corporate tax giveaways are based on the premise that our public schools are failures and that students must be rescued from them. The Commonwealth has developed a list of approximately 400 “failing schools” and created a voucher-like system allowing students living near them to take public taxpayer money to go to private and religious schools. Students can also go to another public school in a different district, if they will accept them. However, few public schools take part in the program because school boards know it’s just another attempt to weaken their districts.

 

How does the state define a “failing school”?

 

Partially it’s based on standardized test scores. Districts with the bottom 15% of reading and math scores on the Pennsylvania System of School Assessments (PSSA) and Keystone tests are supposed to earn this label. However, the state has been notorious for including districts that actually are making academic progress.

 

Since low test scores are highly correlated with poverty, that’s the real indicator. If you live in a poor enough district, you’re probably eligible.

 

What about charter schools?

 

It’s funny you asked. Though they often have subpar test scores, they rarely are included on the state’s list of “failing schools.” They even exclude most of the state’s execrable cyber charter schools. The Center for Research on Education Outcomes (CREDO) at Stanford University found that students in every single Pennsylvania cyber charter school performed “significantly worse” in reading and math than their peers in conventional public schools. But somehow that’s generally not failing enough to earn you a voucher-like tax credit.

 

How can we tell that students at private and parochial schools are doing better than those in public schools?

 

We can’t.

 

The scholarship organizations have no auditing requirements and almost no reporting requirements. Moreover, private and parochial schools don’t have to take the federally-mandated standardized tests! So there’s no way to do an apples-to-apples comparison!

 

But here’s the best part. The EITC law prohibits state administrators from requesting any information related to academic achievement. You’re not even allowed to ask!

 

However, the law goes out of its way to remove regulations on how these tax dollars are spent. For instance, schools taking these tax credits can spend as much as 20% of the money to cover pure administrative costs.

 

Yet the public schools are still responsible for many of the costs of students living in their attendance areas but who use these de facto vouchers. For instance, there’s no limit to how far away an EITC student can go with their publicly-subsidized scholarship. But the student’s home district is legally obligated to provide transportation for up to ten miles.

 

Vouchers have been repeatedly defeated on every referendum held on the subject in the entire country. One of the reasons people have been up in arms against Donald Trump’s nomination of Betsy DeVos as U.S. Education Secretary has been her support of vouchers.

 

What do voters have to do to tell legislators that they don’t want school vouchers – no matter what you call them? What do voters have to do to show that they support our public school system – a system that despite being underfunded and weighed down with corporate education reforms remains one of the best in the world?

 

And when will Pennsylvania’s Democrats start acting like Democrats on the subject?

PA Legislature Plans Taking Away Teachers’ Sick Days

Dear Pennsylvania legislators:

So now you want to take away teachers’ sick days.

Sabbatical, sick days, bereavement leaves – the Senate Education Committee voted 7-5 to strip them from the law and make teachers bargain for them with their districts.

So the next time I get sick, you don’t want to guarantee I can take the day off. If my mother dies, you don’t want to protect my right to attend her funeral.

The full legislature still has to vote on it, but that’s pretty cold.

Which brings me to my first question: Why do you hate public school teachers so much?

Seriously. What did teachers ever do to you? Did we give you a bad grade when you were kids? Did we give you detention? What did we ever do to earn such animosity?

You obviously must have something personal against teachers.

It’s understandable. Even though the majority of Pennsylvanians voted for Democrats, most of you are Republicans. You have gerrymandered the state so that you artificially have the majority, and as such you must espouse the most radical positions possible. Otherwise, you’ll be primaried by someone even farther right – a Tea Partier, a plutocrat, an anarcho-capitalist, a fascist.

We see the same thing playing out nationally. Hello, Donald Trump!

So it’s no surprise that after stripping public schools of almost $1 billion every year for the past five years, after tens of thousands of teachers have been laid off, after you’ve given away millions of dollars to private corporations to run fly-by-night charter schools or through tax credits to religious schools – well, it’s no surprise that you feel the need to continue the war on teachers.

It’s paying off for you big time.

Not so much for our school children. They have had to deal with increases in class size, narrowing of the curriculum, reductions in extra-curriculars, cuts in tutoring – just about every deprivation imaginable.

I wonder – do you realize that every attack against teachers is also an attack against students? Making sick teachers come to school won’t improve kids’ educations. Forcing educators to choose between work or seeing their loved ones off to their final resting places won’t boost test scores. Do you understand that or do you just not care?

Follow-up, if I may: do you realize that most public school teachers are women? Does that factor in at all? Which do you hate more, the gender of most teachers or the fact that we are unionized?

Oh, and Pennsylvania School Boards Association, don’t think we’ve forgotten you. We know you requested this mess, Senate Bill 229. Instead of standing with your teachers to fight for fair, equitable, sustainable funding, you’ve decided to ask the legislature if you can stiff teachers to make ends meet. We’re there for your kids everyday, and this is how you thank us. That’s gratitude.

It’s what we get for being one of the last workforces to be unionized. We have the temerity to demand fair treatment. You can’t just do whatever you like with us, you have to actually sit down with us at the bargaining table and talk.

Legislators, we know it’s something that infuriates your base. No, I don’t mean the people who vote for you. I mean your real base – the corporations, millionaires and billionaires who pay your real salaries – the unlimited and shadowy campaign contributions that, let’s be honest, are really nothing less than legal bribes.

We shouldn’t be surprised that you have prioritized taking away legal protections for teachers’ sick days. It is quite in line with what you want to do to the profession. You no longer want highly qualified teachers making a middle class income who then can stay in our schools for their entire careers. You want lightly trained temps who use teaching as a stepping stone to a job that pays enough to live.

After all, if we afford teachers the status of professionals, they might actually be able to jump all the other hurdles we’ve put in front of them and educate the poor.

That would be terrible.

Despite all the standardized testing, Common Core, value-added measures, budget cuts, and constant propaganda about “failing schools,” they might actually teach these kids to think. That’s the last thing you want.

A thinking public might see how much you’re screwing them over. They might actually rise up and fight. They might refuse to accept the status quo that you are so desperately trying to protect.

That’s your real endgame. And though it makes me sick, I suppose I will no longer be able to take off.

I’ll just spend the day, coughing and wheezing with the children.

The Measure of Citizenship isn’t an Exit Exam – It’s Participating in Our Democracy

Pennsylvania legislators just flunked civics – big time.

Once again, instead of offering real solutions to eradicate the ignorance of the coming generation, they clothed themselves in their own.

A bi-partisan group of 47 state lawmakers is proposing forcing all public school students to pass a test on citizenship in order to qualify for a diploma.

House Bill 1858 would require all K-12 schools receiving tax dollars — including charters schools and cybercharters — to give their students the same 100-question test that immigrants seeking U.S. citizenship will have to pass starting in 2020. Any student who doesn’t get a sufficient score will not receive a diploma or GED equivalency.

While it is admirable that legislators are concerned that high school students don’t know enough about civics, it’s unfortunate that they think the solution is another standardized test.

After all, what does being a good citizen have to do with a multiple choice exam?

Citizenship is about political independence. It’s about exercising your rights, not memorizing them. It’s about engaging in the political process, not spitting back facts about what kind of tree George Washington chopped down. It’s about using the principals of self-determination to rise up to the level of personal and community involvement, of individual sovereignty and home rule.

This involves actually teaching civics, a subject that has been cut to the quick in our schools to make room for an increasing amount of test-prep in math and reading. It used to be common for American high schools to offer three civics and government courses. Two of them – “Civics” and “Problems of Democracy” – defined the role of a citizen in relation to current events and issues. However, in most districts now these have been condensed into one “American Government” course that spends hardly any time on how students can and should participate in their government. Moreover, this course isn’t even offered until junior or senior year – far too late to make much of a difference.

Maybe instead of  putting a metaphorical gun to kids heads and demanding they care about civics, you could actually provide some resources so teachers could… I don’t know… teach it!

How about actually funding our public schools? You well-meaning dunderheads slashed school budgets by almost $1 billion a year for the last six years, and your only solution to helping kids learn has been to put more hurdles in their way without offering anything to help them achieve.

That is a losing strategy. If you want to have a winning race horse, at some point you have to feed the freakin’ horse!

If lawmakers really want kids in the Keystone state to know something about civics, why not start by making it easier for schools to broaden the curriculum to include robust civics courses?

This means REDUCING the number of standardized tests, not increasing them. Inject some money into the system so schools can hire back some of the 25,000 teachers who have been furloughed. You want kids to learn how to be citizens? Provide them with excellent teachers who actually get to experience some meaningful professional development, teachers not overburdened with meaningless paperwork to justify their jobs at every turn, teachers encouraged with rewards for seeking National Board Certification, etc. And let’s reduce class size so kids actually have the chance to be heard by their teachers and might actually learn something.

Moreover, if you really want to assess if these lessons have been learned, assess whether students are actually participating in their Democracy.

That’s the thing about citizenship. It looks like a noun, but it’s really a verb. It only has meaning if you do it.

Have high school kids registered to vote? Have they volunteered to take part in the political process, to canvass or phone bank for a candidate they believe in? Have they attended a session of the state House or Senate? (Have you provided the funding for appropriate field trips?) Have they attended a rally or protest for a cause close to their hearts?

THESE are the measures of true citizenship. And there are things you can do to make it easier for students to take part.

But no one really wants that. Come on. This is still essentially the same legislature that passed a Voter ID bill a few years back to make it harder for people to participate in our Democracy. And it would still be on the books if the state Supreme Court hadn’t struck it down as Unconstitutional.

Citizenship!? This is the same legislature that redrew state districts to be so incredibly gerrymandered that the most radical factions of both parties are unchallenged each election cycle!

You know why children don’t know more about civics? Because they’re so disgusted and demoralized by the example you’ve shown them. When politics is nothing but a show, when hardly anything ever changes or actually gets accomplished in Harrisburg, you expect kids to get excited by citizenship!? HA!

All you know how to do is pretend. That’s what this is. Just throw another standardized test on the fire of our children’s education and you can act like you’ve done something.

May I remind you we’re still dealing with the last smoldering exit exam disaster you fostered on us – the Keystone Exams?

You spent $1.1 billion on these tests since 2008, and they’re a statewide joke! You required all students to pass these assessments in Literature, Algebra and Biology, but they’re so poorly constructed and confusing that only half of our students can pass all three. So you put them on hold for two years until you could decide what to do.

And before you even fix that mess, you actually have the gall to say, “Hey! Let’s make kids take ANOTHER test!?”

I know some of you mean well, but this suggestion is a disgrace.

It’s style over substance.

This isn’t a measure to reduce ignorance. It’s a measure conceived in ignorance that’s guaranteed to proliferate it.

Instead of Nixing the Keystone Exams, PDE Recommends a Cornucopia of Tests

The answer is in.

After a summer of intense study, the Pennsylvania Department of Education (PDE) has a solution to our exit exam problem.

Last year we almost failed half of our high school seniors state wide because they couldn’t pass all three of our poorly constructed Keystone Exams. So we decided not to count the scores for two years in order to find a way to fix the problem.

And now PDE has a recommendation for the legislature.

Drop the Keystone Exams? Base graduation on the completion of high school classwork?

NOPE.

PDE still loves standardized testing. It just wants to give kids more choice about which standardized tests they can take.

Instead of having to pass the Keystone Exams in Algebra I, Literature and Biology, state policy-makers suggest a veritable Whitman’s Sampler of test-heavy paths to graduation.

Four choices.

Four paths to a diploma.

And they all involve lots and lots of multiple choice, sharpen-your-number-two-pencil, standardized tests.

PDE suggests that students can:

1)         Achieve scores on all three Keystone Exams that when averaged out produce a passing score. So maybe you fail the Biology test but your Algebra I and Literature scores are high enough to even out to a passing score.

2)         Achieve a passing score on some other standardized test approved by the state – SAT, ACT, etc. So maybe you take the Keystone Biology exam and the SAT for English and Math.

3)         For vocational students only – get passing grades in your high school classes, and pass a standardized assessment made for vocational students or otherwise provide evidence of success in that field of study.

4)         Get passing grades in your high school courses and provide at least three pieces of evidence of postsecondary success. More on what counts as evidence later.

PDE estimates these new alternative graduation requirements will be much more effective than the old ones.

The first option of allowing an average score on all three Keystone Exams, for instance, would mean that 72% of Pennsylvania students would thus be eligible for graduation vs. 51% under the old requirement.

The remaining 28% of high schoolers could then meet the graduation requirement by following one of the other three paths.

In most cases, this means more standardized testing – you just get to choose which test to take.

Under the fourth option, students only need to pass their courses and provide three pieces of evidence that they deserve to graduate. But what counts as evidence?
Please pick three from the following menu:

1)         Earn a passing grade in a dual enrollment course. In other words, pass a class in high school that will count as a college credit – maybe an advanced foreign language or math.

2)         Pass the Armed Services Vocational Aptitude Battery (ASVAB) – the entrance exam to qualify for military service. I don’t think you have to actually enlist, but you have to take and pass the test.

3)         Get a letter from an employer guaranteeing you have full-time employment after high school.

4)         Attain a high value industry credential.

5)         Get a certificate that you successfully  completed an internship related to your career goals.

6)         Pass a standardized test such as the PA Career Academic Work Standards assessment and/or SAT.

One notable absence from these choices is a Project Based Assessment (PBA).

Previous legislation allowed students who failed the Keystones to complete PBAs in place of one or more tests. Students would research a specific topic with a trained tutor who would evaluate students’ work and provide feedback. It was designed for students unable or unwilling to pass specific Keystone Exams.

However, this was extremely expensive.

Over the past year, approximately 6,700 students throughout the state completed 15,700 PBAs. In many cases, it took them more than 30 hours to finish each assessment. This put a tremendous burden on local school districts to hire additional staff and remediate students from missed coursework. It also cost the state more money to hire additional people to score the PBAs.

According to the report, an unnamed suburban southeastern district told PDE it had to hire nine specialists at a cost of $900,000. A large unnamed urban district estimated PBAs would cost it an additional $4.1 million. PDE, itself, would need an additional $7 million to grade these assessments.

There were also concerns of whether the PBAs could be completed in a secure fashion to make sure students weren’t cheating. However, the majority of concerns were financial.

As a result, PDE recommended doing away with PBAs.

This leaves the question of what to do with students whose parents opt them out of standardized testing. Under previous legislation, these kids could take PBAs. It is unclear what they could do now to achieve the graduation requirement since so many of the options suggested by PDE involve taking some form of standardized test.

It remains to be seen if lawmakers decide to trample on parents rights in this way.

So that’s it. Four paths to graduation.

There are many ways in which these alternatives are an improvement to the old pass-the-Keystones-or-else requirement.

First, the new plan acknowledges that students don’t need to be equally strong in all academic areas. Someone going into technical school has less reason to demonstrate skill in Biology than someone entering the medical field, for instance.

Also, this provides different options to qualify for a diploma instead of different kinds of diplomas. It had been suggested that students who don’t pass all tests might get a second tier diploma, perhaps even one of several tiers of diploma. So a blue diploma might mean you did pretty good, but not as good as a gold diploma, etc. We can be thankful PDE nixed that terrible idea.

Another positive is that PDE acknowledges standardized tests are not the only possible measure of success. Moreover, some measures of that success can be fairly determined at the district level.

Personally, I wish they went further with this. The authors of the report admit that colleges and employers rarely look at standardized test scores. Report card grades are a much better predictor of future success at both the college and career level. PDE cites three different peer-reviewed academic studies that come to this conclusion, but state education officials don’t have the bravery to likewise conclude that standardized assessments are unnecessary. Instead they play around at the edges, allow choice among standardized assessments and a complicated metric relying heavily on these assessments.

Moreover, as refreshing as it is to have state government admit that we can trust our local school districts to make some decisions about their students, why can’t we go one step further and say local districts can determine who deserves a diploma, in the first place? For centuries this is exactly what our schools did. In fact, the majority of people currently holding down jobs were determined to be ready for those jobs or their college experiences by just those same local school districts. Is America so incompetent that it needs standardized test corporations to bless everyone before being allowed to graduate? Would we be a better nation if everyone had to pass a standardized test to qualify for the workforce?

In short, the report from PDE certainly represents an improvement on the current Keystone Exam graduation requirement. However, it shows a real lack of courage and conviction by state functionaries.

There is no academic reason to have a graduation requirement beyond traditional coursework. It will only suppress the graduation rate as it has in other states in which it has been enacted. If we really wanted to increase the quality of high school graduates, we’d invest in them. We’d lower class size. We’d provide a wide curriculum. We’d provide equitable funding for children at different points on the socioeconomic scale. We’d provide services and tutoring for our most disadvantaged students.

Instead, we’re still just putting up more hurdles and demanding kids pull themselves up by their own bootstraps.

Something clearly must be done.

If the legislature doesn’t make changes, the requirement to pass all three Keystone Exams will apply to current high school freshman and sophomores.

There’s never been an exit exam like this in Pennsylvania before – in fact, almost the entire workforce, business community and state leadership somehow managed to get by without one. But whatever; these children today need to prove themselves.

Kids, passing your courses isn’t enough anymore. You’ve got to pass a test. Several of them in fact.

Never mind that you have to pass tests to succeed in your courses. THOSE tests are designed by teachers. You have to pass a real test – something designed by a corporation.

As big business continues to floods our lawmakers with campaign cash, somewhere along the way our representatives decided to spend a truckload of our tax dollars on big business – to make tests. Can’t imagine why.

In 2014, the legislature decided you’d have to pass a series of 10 Keystone Exams in core subjects. Fail even one of them and you’d get nothing but a certificate of attendance. So 12-13 years of schooling and you get this:

“Hey! Remember Paulie?”
 
 
“Yeah?”
 
 
“He was here.”

However, creating 10 brand new tests costs an awful lot of money. Pennsylvania shelled out more than $200 million before lawmakers said, “Okay, that’s enough,” and stopped with just the three we have. But before even these could be made permanent prerequisites of graduation, the scores came in.

It wasn’t good. About half of all students in both traditional public schools and charter schools couldn’t pass them all.

Why?

Well, the Common Core aligned tests were of dubious quality and zero validity based on actual educational research. Also, we cut off educational supports by slashing school budgets by almost $1 billion a year. Oh, and we spent way more money on rich students than poor students earning us the dubious distinction of having the most inequitable school funding in the nation.

Not exactly a recipe for success.

So what was the state to do – move forward and withhold diplomas for half of all students? Or Toss out the tests and move on?

Instead, lawmakers came up with a unanimous compromise – more time. The legislature decided to pause the Keystone requirement for two years in order to better study what could be done.

And now PDE has it’s test heavy solution to move forward.

People of conscience need to stand up and oppose any kind of additional exit exam in Pennsylvania. Parents, teachers and students need to band together. School board directors need to pass resolutions. Thoughtful lawmakers need to put forward progressive legislation.
The resistance has already begun.

State Senator: Get Ready to Sue the PA Department of Education Over Common Core Testing

Pennsylvania State Sen. Andrew Dinniman is mad as Hell and he’s not going to take it anymore.

The West Chester Democrat is furious at the state Department of Education (PDE) over the Keystone Exams.

In February, the legislature unanimously passed a law to delay for two years using the Keystones as a graduation requirement for public school students. The exams will still be given to high school students in Algebra I, Biology and English, but passing them is not necessary to receive a diploma. During this time, the legislature is supposed to investigate alternate assessments above and beyond standardized testing.

However, Dinniman sent out an email to supporters this week claiming PDE is “blatantly ignoring the law and issuing directives to local school districts to use the exam if they want to for graduation.”

This goes against the delay, says Dinniman. The legislature is unsure requiring the Keystone Exam is a good idea, yet the state Senator contends the current administration is advising districts to move forward anyway.

Under the old law that was put on hold by the delay, if parents decided to opt their children out of standardized testing, students had to complete a Project Based Assessment. However, even though there is no test-based graduation requirement for current seniors, Dinniman says PDE still is forcing these children to complete Project Based Assessments.

“It appears that PDE is forcing the children of parents who opted out to take the Project Based Assessment, whose use is currently suspended by the legislature,” he says.

“There seems to be no respect by PDE for the rights of parents concerning their own children.”

Dinniman, who also serves as minority chair of the Senate Education Committee, has long been a critic of the Keystone Exams. He lead the charge to delay their implementation.

Now that PDE seems committed to the project despite concerns by legislators, he is asking for parents and other concerned citizens to contact him about suing the organization.

“If you know parents or organizations who might want to take PDE to court or file amicus briefs, let me know…  This is a matter of great importance. A number of us have been working for years against excessive testing and have serious concerns about Common Core.”

He will hold an open meeting for those concerned about the issue on Monday, Sept. 12, at 7:30 pm in his district office along One North Church Street in West Chester.

One of the issues at stake is the exorbitant costs of the Keystone and Pennsylvania System of School Assessment (PSSA) tests. With education budgets shrinking at the federal, state and local level, this money diverted to huge testing corporations could be better spent elsewhere.

Since 2008, the Commonwealth has spent $1 billion to proctor, grade and create new versions of the PSSA and the new Common Core-aligned Keystone Exams. Of that figure, $741 million went to Data Recognition Corporation.

Dinniman included in his email an explanation of the Commonwealth’s contract with Data Recognition Corp., a chart showing how much has been paid to the company, a list of materials PDE requested from the company but that has not yet been provided and an article written by education historian Diane Ravitch published in the New York Times explaining why these tests are troublesome.

In 2013, the state Conference of NAACP Branches issued a statement condemning the Keystone graduation requirement in extremely strong terms.

The organization called it a “present day form of Eugenics”, “a human rights violation”, “a clandestine social movement that strips children of their dignity and self worth” and that it would deprive impoverished and minority students  “of decent income, decent food, decent homes, and hopeful prospects as well as the security of justice.”

In the halls of state government, Dinniman has been one of the most vocal critics of high stakes testing and national academic standards.

“I have been fighting against the use of these standardized tests as the sole determinants of high school graduation since they were first proposed by the previous [Corbett] administration in 2012.”

“Strong standards and effective assessments are needed in our schools, but they must come with the necessary resources and support to be implemented in a way that does not negatively impact both students and taxpayers,” he says.

Chester County, where Dinniman is from, has been a hotbed of testing criticism. Located in the southeastern most part of the state, parents, teachers and students publicly spoke out against the exams. Almost all school boards in the county passed resolutions opposing the Keystones and 58 superintendents and Intermediate Unit Directors up through the Philadelphia suburbs also expressed opposition.

If the delay had not been approved, this year’s seniors would have been required to pass all three Keystone Exams in order to graduate. Now the exams won’t be a graduation requirement until the 2018-19 school year.

The federal government still requires the exams be given for evaluative purposes, but it was the Republican dominated Tom Corbett administration that went the extra step of making the exams necessary to receive a diploma.

The delay is supposed to provide additional time to resolve consequences of implementing the exams. This means investigating and reporting on the following:

    • Alternative methods for students to demonstrate proficiency for graduation in addition to the Keystone Exams and project-based assessments.
    • Improving and expediting the evaluation of the project-based assessments.
    • Ensuring that students are not prohibited from participating in vocational-technical education or elective courses or programs as a requirement of supplemental instruction.

Moreover, the newly passed federal K-12 education legislation, the Every Student Succeeds Act (ESSA), allows the Commonwealth even more leeway to implement fairer and more affective means of assessment, Dinniman says.

“Until now, education policy has been largely dominated by regulations implemented by the State Board of Education in accordance with the federal government. Some of these regulations seemed to be enacted with little to no consideration of fiscal impacts or educational value,” Dinniman said.

“However, the state legislature has a Constitutional duty and responsibility to oversee and provide for ‘a thorough and efficient system of public education.’ Going forward, I believe the legislature will be more aggressive in reasserting its role in the process.”

To Supporters of Ending Common Core Exams in Pennsylvania:

Despite Act 1 of 2016, which suspended any use of the Keystone exams or the Project Based Assessments for graduation purposes during the two year period of 2016-18, the Pennsylvania Department of Education (PDE) is blatantly ignoring the law and issuing directives to local school districts to use the exam if they want to for graduation.

It certainly appears that PDE has shown their solid commitment to the Common Core testing process and the continued collection of data.  They don’t seem to care about or respect the law.  This is not government by the elected legislature but government by the bureaucracy.

You will be interested to learn the taxpayers of Pennsylvania, since 2008, spent $1.1 billion on these Common Core tests, with $741 million of that going to one testing company, Data Recognition Corporation (DRC).
