I wonder about how students at Steel Valley will access their library now that the sole librarian for the high school and middle school has to teach additional classes reducing the library’s hours almost to nothing.
I wonder about our legislature mired in a more than two-month-old partisan budget stalemate between Gov. Josh Shapiro, the Democratic-controlled House and the Republican-controlled Senate.
Compliance with the judge’s ruling should have nothing to do with it. Instead we should look to ensure every public school district has enough staff to keep class size low and constructive. We should ensure all schools have safe buildings and grounds. We should make sure all schools have broad curriculum with plenty of extracurricular activities and opportunities for students to learn. We should make sure all students have the services they need and the opportunities to access those services.
But we’re not doing that.
We’re just playing politics as usual.
Meanwhile in classrooms across the state the situation gets worse every day.
Our schools are drowning and our kids inside them. No one is even looking for a life preserver.

There’s plenty of fun to be had if you go to the Waterfront in Homestead, Pennsylvania.
There’s a Dave and Busters, Primate Bros, and even an AMC Loews’s multiplex movie theater.
But right across from the Barnes and Noble is a building with a neon green sign advertising its tenant – Commonwealth Charter Academy (CCA).
This is the newest satellite office of the biggest cyber charter school network in the entire state! One of 51 locations statewide.
These are not your typical brick-and-mortar charter schools. They’re remote schools where students are taught at a distance via computer.
Like other charters, they’re still publicly financed, often privately run, and free from most safety precautions that ensure kids get a quality education at authentic public schools – things like being run by elected school boards, requiring entirely certified teachers, etc. But cyber charters don’t have to house children during the school day. They just need computers and Internet access.
Unfortunately, since Minnesota passed the first charter school law in 1991, they have spread through at least 45 states. However, only 27 states also allow CYBER charters like this – schools that teach mostly (or entirely) distance learning through the Internet.
Oh, sure! There’s an authentic public school in this neighborhood, too, right up the hill. It’s not located in nearly as trendy a spot though. Moreover, its four buildings were constructed around the 1970s and are crumbling down in places. But the new cyber charter school building looks like a palace!
“administrative offices, conference rooms, seminar areas, production labs and live session rooms. Some features include state of the art exterior lighting and signage, high-quality audio/visual and security equipment and 52 new perimeter windows to allow for ample natural lighting. The interior is complete with custom wall graphics, acoustical panels, wood plank ceilings, a fireplace and a Techworks room that provides users with a full digital experience.”
It’s hard to imagine why a glorified office building where students don’t attend school needs to be so fancy. Or why it needs to be located on such prime real estate. With such high rents. On the public dime.
I teach at Steel Valley Middle School nestled among residential homes on top of the hill. There’s no Panera nearby, but there is Munhall MiniMart just up the street.
We have no wood plank ceilings or Techworks rooms, but my classroom has fluorescent lights, a wipe board that doesn’t fully erase, wobbly tables and chairs, and no windows.
CCA doesn’t sound like a school. It sounds like a tech company. And I guess it kind of is.
The K-12 cyber network’s Homestead building isn’t designed for students – it’s designed for executives. The people who make the big bucks work here – though maybe there are a few teachers holed up here and there behind computers typing away to their students through screens across the state.
Much of the responsibility for these students doesn’t seem to rest with teachers. It belongs to their “learning coaches,” adults responsible for assisting kids at home – usually parents or guardians.
According to CCA’s Website, learning coaches are expected to spend five hours each school day helping elementary students with coursework and monitoring lessons, and between two and three hours a day with students in middle school.
Why are we paying CCA again?
And how much are we paying them?
It turns out the so-called non-profit business, which in 2020 posted almost $39 million in net income, gets at least $10,000 per student. So given its enrollment figures, that’s at least $210 million a year – not counting additional money some districts have to provide. For each child from a district that enrolls in a cyber charter, the sending district pays the cyber a rate based on what the district spends on average per pupil – one rate for students in regular education and another for students with disabilities. This means that tuition rates paid to a particular cyber school can be vastly different.
CCA spends millions of dollars each school year on advertising. For example, in its 2018-19 IRS Form 990, a required disclosure for all nonprofits, CCA reported that it paid $8.5 million to Bravo Group, an advertising, marketing, and lobbying firm.
But, of course, these trips aren’t always of much educational value. They’ve gone to petting zoos, laser tag, bowling and kayaking. A parent of a CCA student even bragged on Facebook about using these funds for Dave and Busters Arcade, a Motley Crue concert, Eagles tickets, and family vacations to Universal Studios and Disney, according to Education Voters of Pa.
Can you imagine taking your kids to an expensive theme park, or going to see an NFL game, or seeing Motley Crue play “Shout at the Devil” on the public dime?
Does that sound nice? Absolutely.
But is it fair to all the other schools in the state starving for enough money just to keep the lights on? Is it fair to kids in extra large classes, without new textbooks, and dealing with mold in the bathrooms?
Moreover, is it a good learning strategy to get kids to sit in front of a computer for 30 days with the promise of a field trip at the end of the month?
Only 28.8% of CCA students achieved proficiency on English Language Arts and Math PSSA exams on a two-year, combined basis, according to state Department of Education data. The school’s growth score was negative – so they actually regressed academically. They would have done better not to have even gone to school!
Moreover, the school’s graduation rate falls well below statewide averages and state goals. Its four-year cohort graduation rate is 53%; its five-year rate is 67%; and its six-year rate is 70%. For the 2018-19 school year, more than 10% of CCA students dropped out. That’s about twice as many as the average rate for charter schools and seven times as many as the average rate for authentic public school districts.
In short, the school’s performance ranks among the bottom 5% of schools statewide.
I don’t know about you, but as a teacher, parent and taxpayer in the Commonwealth, none of this makes me happy.
The best I can do is come down to the Waterfront and see the result of all this tax money – mine and yours – in a beautiful new building that isn’t doing anything to help students learn.

CCA started out as a great place to work. Unfortunately, it quickly went down hill. Management had little spies that taught among us and reported back. The school’s administration is very top-heavy. Teachers’ salaries are low compared to peers in brick and mortar schools. Workload among teachers is not fairly distributed. Teachers are required to award grades to students that do not reflect their learning. The hardest part of the job is not being able to engage the many students who use the cyber-school setting to avoid going to school. I worked as an in-home IA with a special needs student. There was almost no guidance from the school as far as coursework, deadlines, etc. All of my student’s goals came from the BCBA, and the school had very little to offer in terms of direction. The first paycheck came two months late, and there were no benefits involved , as it was an independent contractor position. On the plus side, though, with the relaxed approaches to education, it was quite easy to allow the student to work on subjects that interested him, and it was nice to have that kind of independence when it came to planning the school days. When I started at CCA back in 2009, the CEO was Dennis Tulli. He was a wonderful leader who truly cared not only about the students & their families but also every employee who worked for him. He made sure his staff was compensated fairly and provided free health care benefits (no monthly premium) for teachers & their families. Providing CCA met their yearly goals, generous monetary bonuses were given to all employees in September. When Dr. Tulli left and Dr. Flurrie took over, the culture slowly began to change. More and more responsibilities were added to all employees but especially teachers w/o any duties being removed. Night & weekend hours became mandatory but again, there was no compensation. Many veteran teachers, who were making a decent yearly salary, were forced out so they could be replaced by younger less experienced teachers at half the salary. Raises became smaller, w/the exception of this CEO & his senior leadership team, and bonuses all but disappeared. Dr. Flurrie made it known that all employees were replaceable so the theme became “be grateful you’ve got a job here”. Over a 2 year time frame, the culture slowly changed from a democracy, where you could voice your concerns or ideas and know you would be heard, to a micromanaged dictatorship, run from the top down. If you are an older woman, do not expect any advancement opportunities. This CEO primarily gives advancement opportunities to men and young, attractive women. Under Dr. Tulli and for the first year under Dr. Flurrie, there was very little turnover. Once Dr. Flurrie’s “honeymoon” period was over as a CEO, true colors began to show. From his second year to now, the turnover rate has continued to consistently increase. Keeping special education teachers has become a real challenge. We used to be able to work from home but the majority of those positions have been removed so plan to report to an office everyday. Bottom line, if you think CCA is better a option than the traditional brick/mortar schools, you are mistaken. The non-profit chain of 13 schools based in Pittsburgh, Pa, boasts high academics, safe campuses and certified teachers.
At least, that’s what its advertising blitz proclaims from every grocery store cart, newspaper page, radio announcement and billboard. Which just goes to show that anyone will tout your virtues if you pay them enough money – taxpayer money, that is.
Take Propel McKeesport – the franchise located in my own neighborhood.
“…ranked as ONE OF THE BEST charter schools in the nation by U.S. News World Report” (Emphasis mine).
One of the best is not THE best. But it’s still good. Let’s call it embellishing the school’s resume.
According to Propel’s Website, in 2021, the McKeesport location was #11 in the state’s charter elementary schools and #7 in the state’s charter middle schools.
I suppose that is impressive, too, though being one of the best CHARTER SCHOOLS isn’t the same as being one of the best SCHOOLS.
The percentage of students achieving proficiency in math was 7% (which is lower than the Pennsylvania state average of 38%) for the 2020-21 school year. The percentage of students achieving proficiency in reading was 34% (which is lower than the Pennsylvania state average of 55%) for the 2020-21 school year.
Moreover, test scores in both subjects were higher at the McKeesport Area School District, the local authentic public school – 17% higher in math and 3.5% higher in reading at the elementary level and 6% higher in math and 2% higher in reading at the middle school level. Propel McKeesport does not teach beyond 8th grade.
So what exactly is Propel celebrating?
Maybe it’s the fact that its McKeesport location achieved these standardized test scores while teaching an intensely racially segregated student body – 86% minority (mostly Black). By comparison, the authentic public schools range from 52-71% minority students (mostly Black).
I’m not sure that’s much of a victory. Wasn’t one of the major tenants of the civil rights movement having racially integrated schools – that doing so would help students of color achieve academically because resources couldn’t be horded away from them?
In 2015, two teenagers at Propel Braddock Hills High School were arrested after one allegedly tried to sell guns to another in a bathroom during the school day. Two guns were recovered by police and the students were taken into custody on campus. The rest of the students were placed on lockdown until police cleared the area.
In 2019, police arrested four people in connection with a scheme to steal nearly $23,000 from Propel Schools by forging checks in the charter school operator’s name. The Propel Schools Foundation filed a report with police after discovering nearly two dozen fraudulent checks in Propel’s name had been cashed at various places, a Pittsburgh Public Safety spokeswoman said. At least 28 checks drawn against the school’s bank account were counterfeit, the complaint said. The fake checks were cashed using the forged signature of the school’s co-founder, Jeremy Resnick.
So does Propel provide a safe learning environment? Maybe. But not more so than any other district.
Individual Attention and Small Class Size
The problem here is verification.
Charter schools are not nearly as transparent as authentic public schools. They are not required by law to provide as much information about their operations as neighborhood public schools. For instance, nearly every authentic public school district is run by an elected school board which has open meetings and open records.
For Propel it is unclear exactly how members are chosen for its corporate board, but it is difficult for parents and community members to be appointed.
According to an article in Public Source, individuals can only become board members if they are already members of the “Friends of Propel,” but the charter chain did not provide information on this group or how its members are selected.
When it comes to class size, most Propel schools report having student-to-teacher ratios slightly smaller or the same as at neighborhood authentic public schools. But who knows? There’s no way to tell whether classes may actually be larger.
However, individual attention is even harder to verify.
Most schools focus on more individual attention these days.
Unfortunately, the network provides very little detailed information about its curriculum.
So this claim by Propel is a way of bragging that the network doesn’t have to have certified and qualified teachers, but it does so anyway.
Unfortunately, it is definitively false.
According to those US News and World Report spotlights that the charter school network likes to highlight, several Propel schools do not have all certified teachers. For instance, Propel McKeesport only has 92% full-time certified teachers, Propel Homestead only has 94%, Propel Pitcairn only has 96%, etc.
So does Propel have 100% Certified and Qualified Teachers? Absolutely not.
Award Winning Arts Programs
Kudos to Propel for recognizing that arts are an important part of the curriculum. Or at least using it as a selling point on its advertisements. However, without details of its curriculum submitted to the state and verifiable by audit, there is nothing to back this claim up factually.
In fact, on Propel’s own Website, the only reference I see to awards for art is a brief mention in its after-school program which they label as “award-winning.”
What award did it win? The ‘Propel Presents Itself with an Award’ Award? Is there anything more substantial to this claim?
Certainly every school should have a dress code, but can’t students express themselves freely anymore? I just don’t see why emulating the worst qualities of private schools is a great thing – especially when it adds an unnecessary cost for parents.
-Tuition Free
Charter schools are funded with public tax dollars. So, yes, you don’t have to pay a tuition to attend. However, you do have to pay for extras like school uniforms.
In fact, overcoming the unpopularity of charter schools because of the increased expense for taxpayers is cited by Droz Marketing – the company that made all those glossy Propel advertisements – on its Website portfolio as an obstacle the company had to overcome to sell Propel to the masses.
Which brings us back to the beginning.
Does Propel go beyond the facts in its claims for itself?
Certainly.
Many businesses do that these days. And make no mistake – Propel IS a business. If it can cut a corner or find a loophole to put more money in operators’ pockets, it will.
Technically, this is not illegal. But it certainly doesn’t help educate children. It just goes to enrich the charter school operators.
Non-profit? Yeah, in name only.
However, let me end with what may be the most telling indicator of what it is like at Propel’s charter schools.
indeed.com is a Website workers use to decide if they should apply at a given job site. Employees anonymously review their current place of employment to let prospective job applicants know what it is like there and if they should consider seeking a job there.
The site has many entries on schools in the Propel network. Some are positive. Some are glowing. But most are incredibly negative.

The principal, at the time, had all sorts of big ideas, and no clue how to make them actionable. But good news, they’ll just fire you before you qualify for benefits, and trick the next poor sap. For reference, I was the 3rd of 5 teachers to go through that position in 2 years.
In summary, I hope you line up a therapist before you sign your soul away to Propel. I know I needed one. Pros There were no pros. I can’t even make one up. Cons Pitiful everything. People, leadership, attitudes, slogans, curriculum (or lack there of). Run away… fast.

Not only is the work never ending, but in my buildng we are not given adequate time to eat (25 minutes) or plan (50 minutes, but this time is often taken up by meetings almost daily). On top of limited planning time and expectations that never seem to stop coming, many of us have been forced into taking on additional, unpaid roles that we did not ask or agree to, and “no thank you” is not accepted as an answer. The district struggles to employee substitutes, so teachers are often expected to split classes when other grade level members are out. This has resulted in 30+ students in classrooms during non-COVID times, with one educator. teacher (Former Employee) – Montour, PA – July 24, 2020 There was always a feeling of being watched in a critical way throughout the day. Administration was constantly evaluating teacher performance in the classroom which created a negative work environment. When a student became disruptive in the classroom administrators were difficult to locate. If an administrator did come to the classroom he/she would coddle the student with candy or a fun activity before returning him/her to the classroom. Needless to say the disruptive behavior would continue within an hour. Positive effective leadership was nonexistent.

Propel varies from building to building, but overall its sounds great in theory and in their “plans”, but they’re not able to carry out what they promise to students or staff.
Pros: Let me start by saying, the students are amazing! The parents can be challenging but they truly want what’s best for their children. Cons: If you aren’t LIKED by the superintendent and assistant superintendent your days with Propel are numbered. From the onset, I was deceived by this organization. I spent 4-months interviewing for a High School principal position. I was offered the position of high school principal only to find out I would be a K-8 principal. This was the first red flag of many. Unfortunately, I wasn’t well liked therefore I received very little of what I needed to effectively lead the school. Instead, I got the unhelpful support they thought I needed and none of which I requested. By Feb. I had lost both my APs – one by choice and the other by force. In March I was given a replacement AP that wasn’t a good fit. Work-life balance does NOT exist at Propel Charter Schools. On average, I worked 12 -14-hour days. Sadly, this is the norm for principals in this network. If you are considering Propel for a position as a school administrator, I would not recommend it.

The staff is wonderful and very supportive. However, the students there are very disrespectful, rude, and have major problems with authority. As a teacher walking into the classroom, they refuse to listen, talk over you, cuss you, and not a lot is done about it.
Propel is not ran like a school, it is ran like a business. They do not give the students a fighting chance for a bright future. They are more worried about the name ‘propel’ than anything. The work-life balance is awful. They expect way too much of your own time and when they don’t get it, you are looked down on for it. They create cliques and if you are not in the clique, consider yourself gone. They place you wherever they want, certified or not, and will watch you fail. There is lack of help and support from the administration. The only decent people around are your co-workers. I would never recommend this as a work environment nor for parents to send their kids there. No learning takes place. You constantly deal with behavior problems while the children who want to learn are put on the back burner. They change rules half way into the school year and fudge their data. At the rate they are going, they will never compare to peers across the state for PSSAs due to behavior issues and poor management. Not to mention, your lunch is 20 minutes so I hope you can eat fast and 9X out of 10, your planning time to taken away from you for meetings! Be prepared for meetings!!!
There was little time to be able to practice individualized teaching practices and spend time working with students. Leaders were only focused on enrollment and test scores, and did not focus on the important needs of the child. Work/Home life balance did not exist, as emails and texts were sent at 9:00 PM at night. Money is the number one focus, and for a school system, it was not what was expected.

Honestly, I don’t know how we’d cram all the desks in the room. I can barely fit 15 in there now.
Where would we put the books, computers and cabinets? The students, alone, would be wall-to-wall.
Just imagine that many middle school kids stuffed into the room arguing about who’s touching who and which classmate stole their pencil or book. Not to mention the children striving to get my attention to solve disputes, get help with classwork, ask permission to use the bathroom – and a thousand other issues!
For example, there’s no way we could afford a school nurse at each building like we have today. We’d be lucky to have one nurse for all four buildings in the district – elementary schools, middle schools and the high school. If a student feels sick, there’s not much I could do except send the child to the office to try to call home and get a parent or guardian to pick the kid up early. And if the parents can’t make it, just let the kid put his or her head down?
What if the issue’s more psychological? There might be a school counselor somewhere in the district so a student can talk out an issue he or she is having – perhaps conflict resolution with a former friend, discuss peer pressure to try drugs or maybe deal with suicidal thoughts. But there’s probably a long waiting list to see this mythical counselor. Hopefully, the problem is not too urgent.
I feel especially bad for the special education students. Aides would be almost non-existent so many kids with special needs would have to struggle through issues with which we’d normally help them. All the individual Education Plans (IEPs) would have to be rewritten to take this new normal into account.
Even lunch would be disrupted. After all, there would be fewer cafeteria workers so it would be harder just to cook a hot meal and make sure it gets onto a tray in time for students to eat it.
There’s no doubt about it.
My classroom would be very different if Mastriano wins the gubernatorial election in November.
At my district of Steel Valley in Munhall on the western side of the Commonwealth, the situation probably would be much like I described.
I can’t imagine how any teacher could adequately tend to double the students, but I might not have to imagine it.
I’d probably be laid off.
More than half of Steel Valley’s staff would be out of a job – 92 of our current 172 school nurses, counselors, aides, cafeteria workers and teachers would be looking for work.
And that’s just where I’m employed.
Things would be even worse for my daughter where she attends McKeesport Area School District.
According to PSEA estimates, the nearby McKeesport district would lose 281 of 521 staff – a 54% reduction. Classes would go from an average of 17 students to an average of 46. That’s an increase of 29 students per class!
How can she learn in that kind of environment!? She isn’t in college yet. She isn’t in some University of Pittsburgh survey class that meets in an auditorium. She’s in middle school!
But it would be pretty similar at public schools, charter schools, career and technical centers and intermediate units across the state.
From one side of the Commonwealth to the other, we’d go from 239,902 staff to 121,198. Class size would go from an average of 16 students per class to 33. That’s an increase of 17 students per class or 109%.
Like so many wannabe big time policymakers, he is very light on the details of how we would educate the state’s 1.7 million students. This whole proposal was just something he blurted out during a March 2022 WRTA radio interview.
It’s his plan to completely eliminate local school property taxes. Funding would be provided directly to parents via “Education Opportunity Accounts,” and families could then decide whether they want a public, private, charter or home school option.
To go from a statewide average funding level of $19,000 a student to $9,000 a student requires a cut of $17.6 billion, or 53%.
But if the remainder isn’t being paid by property taxes, that’s a roughly $15.3 billion a year expenditure by the state that used to be paid by local property taxes. Where is he getting that money from? And if the state can afford to pay that much, why not just pay the full $19,000 per student and make none of these unnecessary cuts? Or why not just pay half and reduce property taxes by that much? Mastriano is not exactly forthcoming on any of this.
PSEA admits that to come up with its own estimates of the damage the organization filled in a few details. The union assumes the state would fully fund the $9,000-per-student voucher and leave other local non-property taxes and federal revenues untouched.
That might not happen. We could be looking at an even more draconian situation.
The biggest question the PSEA is sidestepping is the impact of allowing taxpayer dollars to fund so many different types of schooling.
Even under Mastriano’s plan, nontraditional educational providers like charter schools would suffer because like traditional public schools they would be receiving less funding from the state than they do now. And parents using their vouchers to pay for private schools for their children would still have to make up a pretty big gap between the amount of the voucher and the cost of private school tuition.
However, since traditional public schools serve the overwhelming majority of the state’s students, they would take the biggest hit financially. If more parents use their voucher to pay for private, charter or home schools, that’s less funding for our public school system. That means even greater cuts to student services and more staff layoffs.
Moreover, what if parents use the voucher for a fly-by-night educational option that doesn’t meet it’s obligations?
And when it comes to charter schools that took federal funding, 12% never even opened. They just gobbled up the cash with nothing to show for it.
What will happen to students whose parents lose their vouchers in schools like these? Who will pay for these kids to be educated? Or will they have to go without?
The books are riddled with counter factual claims and political bias in every subject imaginable such as abortion, gay rights and the Endangered Species Act, which one labels a “radical social agenda.” They disparage religions other than Protestant Christianity and cultures other than those descended from White Europeans.
If someone wants to pay for such an education out of their own pocket, that’s one thing. But to ask taxpayers to fund such propaganda is something else entirely!
Thankfully, Pennsylvania voters don’t have to accept this. Not yet anyway.
There are still more than three months before the election. Voters can choose the Democratic gubernatorial candidate Josh Shapiro. He has promised to INCREASE education funding and not just blow up the whole system.

For now this is only a bad dream. We still have time to wake up and vote accordingly.
Students should not have to submerge themselves in a sea of classmates and hope the teacher will have time to educate them.
We should invest in education, not sell off our future for a fast buck today.

Players from Steel Valley School District contend that during a November playoff game at their home field, rivals South Side Area School District called them the N-word and “monkeys” as well as purposefully incapacitated their star player.
WPIAL Executive Director Amy Scheuneman said her organization is refusing to take sides and students, coaches and administrators for both districts will have to undergo racial sensitivity training.
It is absurd. Imagine making a gunman and the person he shot go through firearms training.
Talk about false equivalency!
“We don’t want to walk away saying you’re right and you’re wrong, but we need to learn from this,” Scheuneman said. “We need to all work together to make that happen.”
Calls for unity are great but justice needs to come first. It’s nearly impossible for everyone to just get along when you don’t hold wrongdoers accountable for their actions – especially when the victims are mostly black and the perpetrators are mostly white.
Though Steel Valley went on to win the game, their star senior running back and linebacker Nijhay Burt suffered a season ending ankle injury which his family alleges was caused by South Side Players on purpose.
Burt’s mother Shunta Parms says, “…The two players that tackled him, they were pushing off his ankle. They were twisting it as they got up. After they got up they cheered in his face and said ‘Yeah! We got you now!’”
WPIAL board of directors and Diversity and Inclusion Council heard testimony for more than four hours on Wednesday.
The meeting was closed to the public at the request of the South Side District from Beaver County, and WPIAL officials have refused to give specific details of what was said behind closed doors.
However, Scheuneman was adamant that the board did not find any evidence the official used racial taunts.
“…The board did not find that to be accurate,” Scheuneman said.
I would love to know what evidence there was to so unequivocally clear the referee.
Especially since she noted the other allegations came down to a matter of he said-she said.
There were “conflicting reports” about what happened and “direct testimony against” the claims of Burt and the Steel Valley School District, Scheuneman said.
“Based on what we heard, I would say that, while there may be tendencies to lean one way or another, it was inconclusive, specifically, one way, as opposed to another.”
Ma’am, isn’t it your job to lean one way or another?
You need to be impartial at first but then you listen to the evidence and decide who was at fault.
Either South Side Beaver players used hate speech against Steel Valley players or not. Either they intentionally injured Steel Valley’s star player or not.
And if they did not, that means Steel Valley players made the whole thing up.
Do you really find that possibility credible?
“There was testimony on both sides, and there were missed opportunities by adults from both schools, so we do feel that it’s important for everybody to learn from the events that happened and take something positive from it,” Scheuneman said.
And Steel Valley’s coach did not report his player’s accusations to the head referee.
Therefore, they’re both to blame!?
What the heck are you smoking!?
Steel Valley Superintendent Ed Wehrer issued a statement that shed some light on the previous incident at South Side Beaver:
“The testimony by South Side Area confirmed that a month prior to the playoff game at issue a member of their team had behaved the same way in a game against Carlynton High School, as witnessed by the Athletic Director at Carlynton. Combined with our statements, that admission established a pattern of racist behavior by our opponent, which should have reinforced the trustworthiness of our complaint.”
The only specific mention of wrongdoing on Steel Valley’s part is neglecting to alert the head referee. But the district’s actions make perfect sense in context. Why would the district go to the referees after allegations that one of them was also guilty of making racial taunts!? Isn’t it logical that Steel Valley and Burt waited to file a report against the Beaver County District!?
South Side Beaver district is 96% white. There are so few black students, 2019 Census data puts the number at 0%.
Meanwhile, Steel Valley is 72% white and 23% black with a higher percentage of children of color on the football team than in the district as a whole.
Are you telling me it’s likely that a mostly black team who is already crushing their rivals (they won 20-12) would make up being the target of racism? Are you saying Burt would make up how his leg was manhandled by the opposing team?
And then we have the issue of socioeconomics.
South Side Beaver is a wealthier district than Steel Valley.
Median household income at the South Side district is $69,905. At Steel Valley it’s $42,661.
At the South Side, 7.7% of residents live below the poverty line. At Steel Valley it’s 17.4%.
These make a difference.
More privileged students are way more likely to think they deserve to win just because of who they are. Underprivileged kids have to work for everything they have.
And officials are way more likely to ignore poorer black kids in favor of richer white ones.
Scheuneman said, “Regardless if one side was more wrong than the other, it takes both parties to mend that bridge and get through anything. So we want those schools to work together in moving forward in cultural competency.”
This is a bad idea.
It won’t do anything to stem the increasing tide of racism from whiter, wealthier districts directed at poorer blacker ones.
These sorts of trainings are not in themselves enough to stop hate speech.
It’s true that having South Side Beaver and Steel Valley go through racial sensitivity training won’t hurt anyone.
Steel Valley students won’t suffer being forced to undergo this measure.
But the fact that they HAVE TO do this will underscore the injustice of the systems they have to live under.
They were the victims, and they got the same punishment as the oppressor.
And at South Side Beaver we can HOPE the training will do some good.
But let’s be honest – this sort of thing is only effective when those attending the training are receptive to its message.
The fact that South Side got away with this will poison everything being taught.
WPIAL is supposed to be about fair play.
They got it really wrong here.
If anyone needs this training, it’s them.

Even Canada follows this practice with hockey. Young athletes don’t play for their high schools; they play for one of three national hockey leagues – the Ontario Hockey League, the Western Hockey League or the Quebec Major Junior Hockey League.
The way we do things in the US – combining athletics and academics under one roof – ends up making each undertaking enemies.
Kids are unnecessarily injured in the games and indoctrinated in an ethic of dominance. In addition, sports programs gobble up limited resources meant for the classroom, and incentivize bad decisions that prize athletics over everything else.
Let’s look at each in turn:
1) Injuries
School sports began as a way to keep kids safe.
About 120 years ago, schools were not involved in organized athletics.
Perhaps the most dangerous are concussions. These are especially frequent in contact sports like football where athletes bump or smash their heads or bodies into each other. Even with protective equipment like helmets and pads, such collisions can cause traumatic brain injuries that can alter the way brains function for a lifetime.
During the 2005-06 season, high school football players sustained more than half a million injuries nationally, according to the Center for Injury Research and Policy at Columbus Children’s Hospital. While football easily incurs the highest risk, even sports like soccer and baseball are responsible for thousands of injuries to adolescents between the ages of 10 to 14 every year.
And that’s only the most obvious danger. It doesn’t even include increased steroid use, fighting during games, hazing violence, excessive training, verbal abuse, and failure to provide proper care during important matches.
Competitive extracurricular sports can be dangerous to young people’s health. It is certainly valid to question whether schools should be involved in such practices incurring liability and potentially harming their own students.
2) Warrior Mindset
And then there’s the question of whether school sports are healthy for our minds as well as our bodies.
At the turn of the 20th Century, schools started organizing their own teams because they wanted to not just keep kids physically safe, but provide a healthy alternative to the kinds of activities they might be lured into on the streets. Based on the Victorian ideal of “Muscular Christianity,” sports was considered something wholesome that would district American children (especially boys) from social ills like gambling and prostitution.
However, even then it was a manifestation of the period’s xenophobia.
In the early 1900s, the US had just admitted a surge of European immigrants. Some people were worried that immigrant children would overrun the kids already here. Physician and poet Oliver Wendell Holmes Sr. described this class of American-born kids as “stiff-jointed, soft-muscled, paste-complexioned youth.” It was suggested that organized sports would help them become as brawny as those just coming to our shores.
So the driving motives behind the creation of school sports were bigotry and fear.
Sadly, not much has changed in the intervening years.
Sports culture creates understandings of the world and self that are not entirely healthy in a democratic society.
For instance, an emphasis on competition instills the ethic that it is the outcome – winning or losing – that is most important. As kids become adults, this informs the way they frame ethical choices. Moreover, it dampens empathy. You’re discouraged from caring about members of the other team and encouraged to be hostile to anyone considered an other. Even teammates are only worthy of care in so much as they help you win. There is always latent competition because there is a constant danger that one of your teammates could take your place.
Moreover, sports do not value critical thinking or individuality. You listen to your coach or team captain or whoever in the hierarchy is above you. Questioning authority is discouraged. Instead, you’re impressed with the duty to follow and accept the decisions of those in charge.
These values would be more helpful in the development of warriors or soldiers – not democratic citizens. We need people who value tolerance, discussion, justice, caring, and diversity of ideals – exactly the opposite of what organized sports instills.
The world view promoted by organized athletic competition is not healthy for our students.
3) Expense
However, even if school sports didn’t hurt kids physically and mentally, they cost a ridiculous amount of money!
However, this is actually a minority of students, only about 42%. That’s because it often costs parents an additional fee for their kids to play on school teams – between $670 – $1,000 a year. This includes sporting registration fees, uniforms, coaching, and lessons.
Costs to districts are hard to quantify but significant.
Football is easily the most expensive high school sport. Consider that many football teams have half a dozen or more coaches, all of whom usually receive a stipend. And some schools go even further hiring professional coaches at full salaries or designate a teacher as the full-time athletic director. The cost of new bleachers can top half a million dollars – about the same as artificial turf. Even maintaining a grass field can cost more than $20,000 a year. Not to mention annual expenses like reconditioning helmets, which can cost more than $1,500 for a large team. To help offset these costs, some communities collect private donations or levy a special tax for initiatives like new gyms or sports facilities.
There are so many costs people rarely consider. For example, when teachers who also serve as coaches travel for game days, schools need to hire substitute teachers. They also need to pay for buses for the team, the band, and the cheerleaders. And that’s before you even take into account meals and hotels during away games. Even when events are at home, schools typically cover the cost of hiring officials, providing security, painting the lines on the field, and cleaning up afterward.
They often end up spending more per student athlete than they do per pupil in the classroom.
Marguerite Roza, the author of Educational Economics, analyzed the finances of one public high school in the Pacific Northwest. She and her colleagues found that the school was spending $328 a student for math instruction and more than four times that much for cheerleading—$1,348 a cheerleader.
One wonders – can we afford school athletics? Wouldn’t it be better to spend school budgets on learning – something all students participate in – rather than something that only benefits a fraction of the student body?
4) Decision Making
The cost of school sports isn’t measured just in dollars and cents but in the kinds of decisions administrators and school board members make for the sake of athletics – regardless of how it impacts academics.
People are often hired for important school positions based on their sports credentials even when their jobs are supposed to be mainly focused on improving student learning.
This is especially true where I live in Western Pennsylvania.
In my home district of McKeesport, when our superintendent, Dr. Mark Holtzman, was hired, he did not have any proven track record of scholastic success but had been a football star when he was a student here.
Likewise, the district where I work as a teacher, Steel Valley, hired Eddie Wehrer as superintendent without any degree in education but experience as a football coach.
The same goes for principals recommending new staff.
Sometimes administrators will lower their standards and recommend a less qualified applicant if he or she has experience as an athletic coach.
Whether they’ll admit it or not, the prospect of a winning season for the football team is often prioritized over new textbooks, smaller class sizes or other improvements.
The act of running for school board is often seen as a way to have greater control over district athletics. Go to most local school board meetings and you’ll hear much more discussion of various teams and extracurricular activities than academic programs.
National organizations like the NFL, NBA and Major League Baseball recruit most of their players from colleges who recruit most of their players from K-12 schools. It’s a lucrative system with billions of dollars in profit on the line.
If students get an excellent education, that’s seen as a personal benefit to them, alone. But if a student athlete gets signed to a sports contract, that enriches the team and the corporation orders of magnitude more than the athlete.
Schools bask in the reflected glory of successful athletes, teams and programs. Grown adults who are too old to participate, themselves, take vicarious pleasure in these successes.
I understand that this is a very controversial topic.
There is a small minority of students who benefits from school athletics and even come to school primarily just to participate in sports.
However, the negatives far outweigh the benefits.
I think it’s time we begin considering separating sports and schools.
Students who want to participate in such activities can do so through private athletic clubs just like kids all over the world.
And before I’m criticized as being anti-sports, consider that such a separation would benefit both endeavors. Students would have more time and resources to focus on learning, while athletes could concentrate more on their chosen sport and train all year long instead of just during a certain season.
I have no illusions that anyone will take my advice. Sports are way too entrenched in American schools and our elected officials can’t even seem to find the courage to enact obvious reforms like gun control, repealing charter schools, ending standardized testing and funding schools equitably.
However, if we really want the best for US children, we should give them what kids the world over already have – schools separate from organized sports.

My doctors tell me that I am more susceptible to contracting the virus because my medications suppress my immune system. And that also means that if I do contract the disease, I will be more likely to have severe, life-threatening complications from it.
However, starting Wednesday, about 60% of parents in my district have chosen to send their kids back to the buildings.
Of these, half the students will come in during the morning and half in the afternoon. Each will go through all their classes in 20 minute periods. On Fridays, the buildings will be closed and teachers will instruct virtually for half the day and plan during the other half.
The new reopening plan cuts instruction time by half and doesn’t meet parents need for childcare or certainly student safety. But it is better than being open 5-days a week and it provides the possibility of social distancing.
So I went to my principal asking if I could continue to teach online.
I documented my conditions, gave him doctors’ notes, and had my doctors fill out pages and pages of questions from the district’s lawyers.
In the end, my principal told me the district could not meet my request.
Administrators could provide some protections like a plexiglass barrier and take me off hall duty, but they couldn’t let me continue to teach remotely.
Certain teachers in grades K-5 have been given this option, but not secondary teachers like me. Elementary students whose parents don’t want them to return to the building will get full synchronous virtual instruction with a teacher through a video conferencing site like Zoom. Secondary students who do not return to the buildings will only get asynchronous assignments most of the week posted by their classroom teachers.
He suggested I look into taking a leave of absence.
And I guess I can see where he’s coming from.
If administrators let me teach remotely, it’s possible enough students would return to the classroom that the teachers willing to return wouldn’t be enough to meet the load. My absence from the building might necessitate a substitute teacher to be in the physical classroom with students.
Why pay for two teachers when you only need one?

…I’LL STILL BE PAID WHEN I’M ON LEAVE.
It’s just that then I’d have to sit at home instead of teach my students.
So benching me doesn’t save the district any money.
In fact, it will cost the district MORE money for me to stay home, because I could still do everything they expect of me and more for the sizable number of students whose parents say they aren’t returning.
So I brought this up to my principal figuring he must have overlooked it.
But no. He said he knew all about it.
He said this is what the district’s lawyers were telling him to do so that’s what he was going to do.
I couldn’t believe it.
I went to school board directors I had developed a relationship with teaching their children, going on field trips with them, working with their spouses.
I got the same answer.
So here I am – being asked to choose between my life and my livelihood.
Go to work and risk everything – or sit at home burning my sick days and still collecting a paycheck.
This is not what I want.
It’s not good for anyone.
I teach 8th grade Language Arts. Last year I also taught 7th grade.
So many of my students this year were in my class in the spring. We already know each other.
But more than that, I know what they like and dislike. I know their hopes and fears. I know what motivates them and what supports their individual learning.
I’ve seen tremendous growth the first 9-weeks of school and could really help them overcome the gargantuan hurdles that will be inevitable the rest of the year.
And that’s what I’d really like to do.
I don’t want to sit home collecting the taxpayer’s money when I could be making a difference in these young people’s lives. I don’t want to have to wait for an outbreak to allow me to continue my work.
Being benched like this makes me feel so worthless, and I’m not.
Wouldn’t everyone be better served with me instructing my students rather than being thrown to the side?
That can’t happen without help.
I’m just a human being like anyone else.
I have people who care about me and whom I care about.
I have a wife and daughter.
I can’t roll the dice with my life or chance taking an infection home to my loved ones.
Is a safe work environment really too much to ask?
I don’t want to sit at home.
I want to teach.

The school board will review the plan at its work session meeting on Monday in the high school auditorium at 7:30 pm. The meeting also will be live streamed on YouTube.
The board is expected to vote on the plan at its regularly scheduled meeting on Thursday, Oct. 29, at 7 pm.
I don’t want to have to contradict the school board and my administrators.
I don’t want to have to insert myself into this debate.
But I feel like I have no other choice.
Since I don’t live in the district, I can’t go to the school board meeting and speak.
And when I have expressed my concerns to those in charge, they have been repeatedly brushed aside.
So I am putting them out there in the public space.
This is what a Steel Valley teacher really thinks about this proposed plan.
This is what I feel I must say even at the risk of my job and future in this district – the proposed plan should not be adopted. We should continue with virtual instruction until infection rates in the county are extremely low.
The proposed plan would have students dividing into two groups – one would attend in the mornings and the other in the afternoons.
Both groups would have all of their classes for 20 minutes each for four days a week – Monday – Thursday. Friday would be a half day virtual learning day.
Consider that students currently have their full classes on-line for four days a week. Wednesday is an asynchronous learning day.
So the new plan would cut instruction time by half.
And this is true even for double period classes. Two 20 minute in-person classes is better than one, but not as good as two 40 minute virtual classes.
Just imagine it.
If this plan is approved, students and staff would be rushing here-and-there for the tiniest fraction of possible instruction in-person, and then rush home to do the mountains of classwork that would be necessary to move forward at all.
But parents will be given a choice whether to subject their children to this schedule or not.
Parents will have to decide whether they want their children to attend in-person or receive virtual instruction.
However, the virtual instruction being offered under this new model is not in many cases the same as what children receive now.
Remote students in K-5 would still meet with a classroom teacher on video platforms.
However, remote students in 6-12 would have to enroll in the district cyber program. This is a canned ed tech initiative modeled on credit recovery. They will have minimal to no interactions with classroom teachers or lessons taught by district educators.
This would replace an exemplary district-designed curriculum with a subpar service to parents and students in the hope that they will opt for in-person instruction instead.
No matter which option you choose for your child, from an academic standpoint, this new proposal is a step backward.
Most students would receive less instruction from classroom teachers – either half of what they’re receiving now (but in-person) or next to nothing on-line in grades 6-12.
And that will continue to happen until we work together to provide a coordinated defense against the pandemic.
You can’t have half of the schools close their doors and the other half keep them open and expect the virus to just stop. You can’t have some people wear facial masks in public and others go without and expect the virus to disappear.
We need to work together or else prepare ourselves to hunker down for a very long COVID season. Or – even worse – a very short one.
If you are a resident of Munhall, Homestead or West Homestead and you feel the same way I do, I am begging you to go to the school board meetings.
Please tell the board not to proceed with this plan.
It will result in many, many people getting sick.
Some may die. Others may have life-long debilitating complications as a result of the virus.
That’s just not worth it.
That’s just not worth a little more in-person instruction and a little less out-of-pocket childcare costs.
Healthcare, hospital stays and funeral preparations are much more expensive.

After all, there is more than one way to do remote learning.
We could ask the district’s classroom teachers to design instruction tailor made to their students but merely delivered online.
Or we could use a prepackaged platform to deliver that instruction.
To me, it’s obvious which is better.
One maximizes academic outcomes by making the virtual experience as much like the in-person experience as possible with multiple daily interactions between teachers and students. The other delegates the responsibility of educating to a corporation with minimal social interaction between students and educators.
The teacher led option is the way to go, but it only works at most districts if they give up the myth that they can make in-person instruction feasible during a pandemic that has already infected more than 7 million people in this country and killed 200,000 and counting.
So they’re committed to giving people a choice – just not THAT choice.
If they can only choose between canned cyber curriculum or fresh but dangerous in-person models, they’re betting parents will choose the latter.
And in many cases they are. But a significant number are not.
In the McKeesport Area School District (MASD), where I’ve lived most of my life, nearly a third of the parents have chosen distance learning for their children instead of a half day hybrid model. One would think that would free up enough classroom teachers to offer synchronous, authentic instruction. Students could have lessons from a certified district employee with years of experience instructing children of that age, grade and subject matter. Kids and teachers could develop trusting and caring relationships and work together to create the best possible learning environment.
The platform is Calvert Learning, a product of the ed tech giant Edmentum.
This multi-million dollar global company (it was sold for $143 million in 2010) is best known for creating Study Island and other standardized test prep based learning platforms.
The problem is it was never meant to be used as the sole provider of coursework for thousands of students in a single district.
It was created for K-8th grade, but when added to Edmentum’s Coursework platform, the company claims to be able to offer credit recovery – I mean academic classes – for K-12 and beyond.
As a parent who has spent countless hours helping his daughter navigate it, let me tell you – it’s a mess.
The instruction and assignments it provides are developmentally inappropriate, assesses things it hasn’t taught, and are filled with grammatical and spelling errors. Moreover, the pace it prescribes violates the guidelines Edmentum gives to parents about how much time students should spend on-line.
According to “A Parent Guide: Supporting Your Child During Virtual Learning,” provided by Edmentum, cyber students should limit their time online. Elementary students should spend not more than 1-2 hours a day, middle school students 2-3 hours, and high school students 3-4 hours.
My 6th grade daughter typically spends 7-8 hours a day just to barely get things done – and that’s not counting 2-3 hours on the weekends.
I’ve seen her struggle through passages that are written far above her reading level.
For example, she completed a unit on characterization where she was required to read O. Henry’s “The Ransom of Red Chief.”
I know the story well, because as a middle school teacher, I’ve taught it to my 7th grade students from time-to-time. However, the version I’ve used is not the original that O. Henry wrote. It is brought down to the level of a middle schooler and unnecessary attitudes of the time are downplayed.
In the original, one of the characters, Sam, uses big words to show how smart he is. The version I use still has him do that but reduces its frequency so that middle schoolers can understand him. After all, 6th graders shouldn’t have to wrestle with “philoprogenitiveness,” “chawbacon” and “whiskerando” just to grasp a pretty basic plot.
Moreover, the story was published in 1907. The original text throws out numerous instances of casual racism against Native Americans that serve no point in the story. Does my daughter really need to be subjected to dehumanizing native peoples as mere “red skins” just to get a lesson on characterization?
Clearly this unit was not developed with child psychologists, practicing middle school Language Arts teachers or even people of color in the room.
If that weren’t bad enough, the questions are full of grammatical errors and typos.
One question about homophones asks students to consider this sentence:
“Select the correct answer.
Is the boxed word used correctly?
I’d like a PEACE of pie for desert?”
Students were asked if “PEACE” is correct – Yes or No. They should know that PIECE is actually the right word.
However, the question made no mention of the misuse of “desert” when the authors clearly meant “dessert.”
That’s the kind of thing that really confuses a student trying to make her way through a program all by herself.
On many assessments, she is asked things that were never taught in the section that was meant to be assessed. I know this is status quo on standardized tests, but is it fair to ask this of a child navigating an online program without even a living teacher to offer support and guidance?
In a social studies assessment on Neolithic peoples, many of the questions had nothing to do with the subject matter. They asked students to infer something based on a passage and none of the multiple choices were entirely correct. You had to pick the option that was least incorrect.
This is some crappy academics being pawned off on parents and students.
And it’s not cheap.
MASD paid $146,302.25 for 40 licenses to Calvert, Exact Path K-5, Courseware for 6-12 and other online services. When hundreds of additional parents asked for their students to be put on the cyber program, the district purchased 500 more licenses from Calvert for a bundled rate of $112,500. That’s $225 per license. Normally they are $450 per license.
Imagine if we put our tax dollars and our teachers to educating these students instead of seeding our responsibility to a corporation for hire.
And we could do it, too.
I work at Steel Valley School District.
Unlike MASD, we began the year with a 100% virtual program for all students. We conduct fully synchronous classes online designed entirely by the classroom teachers. And we post materials on Google Classroom so that students who miss the live Zoom meetings can watch videos of the lesson and do the work.
I’m not saying it hasn’t been difficult or that it’s without problems. Nor is such an endeavor better than in-person learning in a safe environment.
But the teacher-led remote model is the best that can be provided under the circumstances.
They should face the realities of the world we live in.
If Coronavirus infections are significant in your county, you should not be offering in-person schooling. You should be offering the best remote option available – and that’s the teacher-led cyber option.
If only my home district knew it.
Meanwhile, my daughter has to struggle through with the cold comfort that at least she won’t get sick jumping through the hoops her school board is too partisan to eliminate for her.
I’m right next to her at the dining room table feeling guilty for putting her through this.
But what else could I do?

Thursday would have been the first day of in-person classes for hundreds of students at Steel Valley Schools.
But instead, district buildings will be closed and classes will be 100% virtual for all students.
The Western Pennsylvania district just south of Pittsburgh had planned to reopen with a hybrid model during the COVID-19 pandemic.
However, as the start date rapidly approached, it became clear that the district would not have the safety supplies necessary to protect students and staff. So administrators and school directors agreed to start the year with fully remote classes for at least the first month.
“…due to factors beyond the district’s control, efforts to upgrade systems at our buildings are not yet complete. In an effort to ensure we are proving the safest possible learning environment for students and staff, the administration – in consultation with the district’s board of directors – has decided to begin the school year with four full weeks of remote synchronous instruction. Students will still begin on schedule, but all classes for students will be held virtually for the first four weeks of the school year until October 5th.”
The original plan had students attending classes in one of three ways: enrolled in the district’s existent cyber program, doing 100% virtual assignments from the regular classroom teacher or a mixture of both virtual and in-person instruction.
Those who would have attended in-person were further divided into two groups – one of which would have attended in-person on Mondays and Tuesdays, and the other on Thursdays and Fridays. Students would have done virtual lessons when not in the classroom and on Wednesdays while buildings were being deep cleaned.
And this is the plan administrators hope to return to in October if they can install plexiglass barriers, fine tune a new HVAC system to better circulate airflow and other safety measures.
“The choice to move all classes fully online was a very difficult decision to make, and we sincerely apologize for any inconvenience this change may cause,” Macuga wrote in his letter to parents.
“The safety of our students and staff is our highest priority, and we make this decision out of an abundance of caution.”
The institute, whose previous forecasts have been cited by the White House and state officials, estimates the best case death toll with universal masking and tight safety precautions at more than 288,000, and a worst case death toll throwing care to the wind at more than 620,000.
People of color are most at risk of becoming part of that statistic.
At a meeting of the Allegheny County Health Department on Wednesday, board member Joylette Portlock noted this susceptibility gap between Black and White residents throughout the Pittsburgh region. During the last two major spikes in COVID-19 cases, Black residents were much more susceptible than White residents. In April, local Black residents tested positive for the virus twice as often as White residents. But the July outbreak was even worse. Black residents tested positive three times more for the disease than White residents.
West Homestead is populated by mostly white people, but the neighborhood has a high incidence of poverty – another factor linked to susceptibility. Munhall has the highest socioeconomic status and lowest minority population, thus the lowest infection rate.
County Health Department Director Dr. Debra Bogen cautioned how quickly the virus can be spread – especially by children. The health department had been tracking an infection from a teenager who spread COVID-19 to family members, who subsequently spread it to coworkers, who spread it to other teens, etc.
“It spread to over 40 people from this one outbreak in just two weeks,” Dr. Bogen said.
Some try to downplay the danger, likening it to the flu.
But there have been 22 times as many COVID-19 deaths this year in Allegheny County, compared to the flu.
Dr. Bogen broke it down like this: There were 330 deaths in Allegheny County from COVID-19 compared to about 15 typically experienced because of influenza. Statewide, there were 7,673 deaths from COVID compared to 102 typical from the flu. Nationwide, there were 183,563 COVID deaths, and between 24,000 – 62,000 from the flu.
And it’s not just restaurants. Several board members complained that they had seen mask infractions at healthcare organizations, salons and other retail establishments.
Though Wolf does not exclude a hybrid model as possible with this level of infection, it seems to me that “an effort to ensure we are proving the safest possible learning environment for students and staff” would be to go with the more cautious approach prescribed by Wolf – to remain in fully remote instruction until county infections decrease to a low level for at least two consecutive weeks.
However, I am thankful that district administrators and school directors have remained consistent in their plans and seem to be doing what they believe is in the best interests of everyone involved.
Hopefully when safety measures are ready to be implemented district wide, the level of infection throughout the county will have decreased as well.
But I’d rather none of us get sick or die even more.
