What Real School Choice Would Look Like – And Why What They’re Selling Isn’t It

I can’t hear the words “School Choice” without thinking of Inigo Montoya from the classic film “The Princess Bride.”

 

I hear Mandy Patinkin’s voice saying, “You keep using that word. I do not think it means what you think it means.”

 

Because just like the constant cries of “Inconceivable!” from Sicilian boss Vizzini (portrayed by the inimitable Wallace Shawn), policymakers seem a bit confused.

 

You would expect School Choice to mean that parents would get to choose the school their children attend. However, the policy being pushed by corporate education reformers has nothing to do with that.

 

It’s about allowing schools to choose students, not the other way around.

 

Want your child to attend a charter school? Great! In many cases he needs to meet the requirements of admission – good grades, well behaved, no learning disabilities – otherwise they boot him back to the traditional public school he came from.

 

Want your child to use a voucher to attend a private school? Fine! The voucher will pay for some of her tuition, but you’d better be able to make up the rest AND she needs to meet the criteria for admission.

 

If administrators don’t want to accept your child, they don’t have to, nor do they ever have to explain why, nor do you get a public forum where you can question them, nor do you have any power to vote them out.

 

They could decide to turn you down because your child is a minority, disabled, gay, has a belief system of which they do not approve, anything really! And they will never have to explain themselves to anyone.

 

To me, that’s not school choice. But that’s what they’re selling and some folks are buying it all up like an email sent to you by an inconvenienced Nigerian Prince who just needs your help with a funds transfer.

 

However, this isn’t to say that the idea of School Choice – REAL School Choice – is inconceivable. (Forgive me, Vizzini.)

 

You could devise a system of School Choice that actually involved parents being able to choose the school their children attend.

 

I wouldn’t suggest it. I’m opposed to all forms of School Choice for reasons I’ll make clear later. But I would certainly be more amenable to a plan that actually did what it seems to promise.

 

So what would real educational choice look like? What would we need to achieve this goal?

 

First, it would require a massive increase in school funding.

 

Think about it. You’re asking the government to pay for several separate, parallel systems of education. Students won’t just have School A to choose from. They’ll have School A, B and C.

 

So we need to construct more schools. We need to staff them. We need to provide each one with books, computers, equipment, etc. That’s going to cost an incredible amount of money.

 

We’re talking about at least doubling the amount of money we pay for public schools – more likely tripling or quadrupling it.

 

This is certainly possible. Maybe it’s even preferable. But it won’t be politically acceptable for many people. The push has been to downsize government, do things on the cheap, lower taxes, etc.

 

Strangely, School Choice cheerleaders often push their agenda as a way to save money. That’s because they don’t care about the quality of the choices they’re offering. They’re not providing enough money for several excellent schools that parents can pick from. They’re taking the money we already spend on one school and having multiple schools fight for it.

 

It’s like a dogfight for schools. They’ll rip and tear at each other, and the winner gets to take away the most funding. It’s a bad model for animals and an even worse one for schools because everyone loses. No one walks away with enough money to get the job done. You end up with several choices but none of them can really provide the best academic experience. None of them can even provide the kind of education that would come from having just one well-funded choice.

 

What’s worse, in most states even before you start adding parallel schools, the current funding system is broken. We simply don’t provide enough funding for the schools we already have without adding even more choices.

 

All public schools don’t get the same amount of money per pupil. That’s true even when you adjust for costs.

 

Under the current system, schools with a rich tax base provide Cadillac resources for their children. Meanwhile, schools with a poor tax base can’t provide everything that is needed so their kids have to do with less. That means fewer resources, fewer teachers, larger classes, etc.

 

So-called School Choice policies only make this worse. Schools that already don’t have enough funding to meet their students needs have to give larger portions of their shrinking budgets to charter schools. So instead of one school without enough funding, we have two. That doesn’t fix anything.

 

However, both of these problems are solvable and the solution is the same in both cases – money.

 

If you want real choice, you need to do two things: (1) discontinue funding schools based on local property taxes and (2) dramatically increase school funding. Both the state and federal government would have to kick in much more. Local taxes could still be collected to pay a portion for public schools – this could even be collected based on how much each community can afford – but no longer could we allow poor students to get less funding than rich kids. No matter where you lived – in the slums or in a gated community – you’d get whatever funding your school deemed necessary.

 

This would probably be paid for with a substantial tax increase, though you could also make cuts in other places in local, state, and federal budgets. For most people, I think this would be unacceptable, but it is certainly conceivable.

 

Second, you need the same rules governing these separate systems – especially when it comes to admissions.

 

This would be especially hard on charter school and private school administrators.

 

There could be no more picking and choosing which students get to attend your school. If an emotionally disturbed student with bad grades and an even worse record of behavior wants to attend your charter school, you’ve got to accept him. If a poor student whose parents don’t have the money for tuition (even with the voucher in hand) want to attend your private school, you’ve got to accept her.

 

This shouldn’t be such a burden. It’s what traditional public schools do now. They take everyone regardless of grades, ability, behavior or poverty.

 

Third, all schools would have to be transparent and democratically controlled. Their budgets and internal documents would have to be open to public record. Moreover, decisions about how to run the school could not be made behind closed doors – they would have to be made in public. And school directors would have to be subject to democratic control. Decision-makers could no longer be appointed by boards of investors, the mayor or any other bureaucrat. They’d be selected by voters. These would all be public schools, after all, and as such would be subject to rule by the public.

 

Think about what that means. If your child attends a school, you should get a say in what happens at that school. Even if your child doesn’t attend the school, even if you have no children, you should have a say simply because you pay taxes.

 

This has been the practice at traditional public schools since forever. In fact, unless the school has been taken over by the state, it’s required by law. But at charters and private schools, it’s not always the case.

 

It’s funny. In many ways under our current system, the public gets much more input, much more choice at traditional public schools than at so-called School Choice institutions.

 

Many charters and private schools would balk at this. They are not run democratically and are not beholden to the public.

 

That’s just the way they like it. Their business model requires it. If they had to be fully transparent and accountable to taxpayers, what would happen to those schools organized for-profit?

 

I would assume that they would disappear. I think very few parents and taxpayers would allow a fully transparent school to pocket a large chunk of its budget like that. I can’t imagine the public approving a decision to cut student services to boost the bottom line – but this is exactly what happens at certain charter schools every day. Only the protection of current School Choice policies that shield investors from taxpayers allows this kind of malfeasance.

 

But it doesn’t have to be this way.

 

We can have real School Choice without all the drawbacks of charters and voucher schools. We can have a system where parents get to pick their children’s schools, where the public is in control, where every child gets an excellent education.

 

To do so, we’d need a series of fully funded, fully transparent, democratically run schools subject to the same rules and expectations.

 

Hmm. But that’s not so different than the traditional public school system we have now. Perhaps doing so would give all schools the latitude to experiment that is usually given to charter schools. But for the most part, we’ve equalized our school system and simply eliminated the worst abuses of charter and voucher schools.

 

We’ve also radically increased the raw number of schools in the system. And we’ve allowed students to attend schools where they don’t necessarily live, but ensured they get adequate funding no matter where they attend.

 

The result is real Student Choice. Parents get to decide where their children attend, and – at least in theory – all choices would be excellent.

 

I’ve got to admit – from a certain vantage point – it doesn’t look so bad. Sure it’s going to cost a lot of money, but maybe it’s worth it.

 

However, finding the cash isn’t the only obstacle. For instance, how do you adequately administrate such a system?

 

I cannot imagine how administrators could decide how much money their school needs from year to year if the student population can change so dramatically in that time period. How would administrators know how many teachers they need and in which subjects? How would they be able to determine the number of classrooms, how many school lunches are necessary and a host of other things? Wouldn’t it be terribly disruptive to have teachers moving from school-to-school every year following student mobility?

 

Additionally, how do we provide transportation with students traveling hither and thither? It would be difficult just to organize buses to get kids to school. Older students could be given bus passes, but that wouldn’t be safe for elementary and middle school kids to be traveling this way unaccompanied by adults.

 

I’m not saying it’s impossible, but it would be very difficult. Perhaps someone could find a system that works. However, I fear this kind of institutional instability would result in some schools being woefully understaffed and underprepared while others have too much.

 

Moreover, such a situation would be extremely wasteful. We’d be spending much more than we need to provide children with an excellent education. We’d be duplicating services unnecessarily. Personally, I can deal with that much more than its opposite. However, flushing tax dollars down the toilet is a bad practice.

 

Is there a middle ground that provides parents and students choice without wasting so much money?

 

Yes.

 

Instead of providing a series of parallel education systems, supply one system that is able to deliver multiple services.

 

First, you’d need to fix the funding inequities mentioned above. You don’t have to double or triple what we spend, but you’d probably have to increase support somewhat. And it would have to be distributed fairly.

 

Then once every school has the funding necessary to give every student what he/she needs, we can work on individualizing that experience. This is exactly the opposite of current education policies from the Bush and Obama administrations.

 

I’m not talking about Competency Based Education, either, the latest scam to make standardization look like a student centered model. I mean no more high stakes standardized tests, no more Common Core, no more corporate education reform.

 

Imagine if every district allowed parents and students to choose what kind of education they got within the system. Your child wants to study music? We’ve got an excellent music program. You want your child to study a foreign language? We have plenty of award-winning programs to choose from.

 

Schools would be able to meet the needs of all students because they would be fully funded. No more poor schools and rich schools – just schools.

 

To meet this ideal, we need to forgo the fake School Choice being offered at present. We need to stop having schools fight over dwindling resources like pit bulls.

 

THAT would be a choice worth making.

 

It would be the best kind of school choice.

Irony Alert: The Founder of Trump University Is Selling School Choice

Donald Trump is in favor of school choice.

Well of course he is! After all, he made a lot of money scamming poor suckers out of their hard-earned cash with Trump University.

He knows how privatized education benefits the corporations who run the school and not the poor schmucks who want to learn.

If he gets his way, our national education motto will be caveat emptor.

He is betting the American public is so stupid they’ll give a man caught in a scandal for cheating people out of an education the power to set all education policy for our nation’s children.

And it’s all right there before the public.

In fact, the parallels between Trump University and school choice policies are apparent to anyone who looks. Here are just a few of the similarities:


1) False advertising

First of all, Trump University was never an actual university!

The New York State Education Department warned administrators when the institution was founded in 2005 that it was operating without a license. So what did the “school” do? It changed its legal name to The Trump Entrepreneur Initiative.

See? We’re not saying it’s a university anymore. I mean we still call it Trump University colloquially and in advertising brochures and so on. But on legal documents we never make that claim.

It’s a classic bait and switch scheme.

But the same could be said of many charter schools.

They don’t claim to be private schools. They claim to be public schools. However, they aren’t subjected to nearly the same transparency and accountability standards.

Public schools are run by an elected school board. Most charters are run by appointed boards.

Public school board meetings are held in public. Any taxpayer can attend, comment on the proceedings and demand access to public records such as its budget. Many charter school meetings are held behind closed doors. Taxpayers have no access or input in the decision-making process nor access to records that should by all accounts be public record.

Charter schools are public schools just like Trump University was a university.


2) Choosing Students

So who could attend Trump University?

Not just anyone. According to the “Private and confidential” playbook obtained by The Atlantic, the one essential qualification listed all in caps was “ALL PAYMENTS MUST BE RECEIVED IN FULL.” In other words, Trump’s school would accept anyone who could pay the entrance fee.

That same playbook, by the way, admonished staffers not to talk with reporters and “If a district attorney arrives on the scene, contact the appropriate media spokesperson immediately.”

Similarly, charter and voucher schools get to choose their students, too.

Advocates pretend school choice means parents get to choose where their kids go to school. Wrong! It means school administrators get to choose who they’ll accept.

At private schools that accept vouchers, the amount of taxpayer money spent at a traditional public school and given to the private school in the form of the voucher is rarely enough to pay for the full tuition. So voucher programs often make it impossible for poor kids to attend private schools. They just reduce the cost for rich kids whose parents can afford to pay the difference.

At charter schools, administrators are infamous for picking students based on the ease with which they can be taught. Sometimes they don’t accept students having academic difficulties or who are in special education programs. Other times they kick them out before state-mandated standardized tests. That way they can falsely inflate their own test scores and pretend like they’re doing a great job teaching all students when they’re not.


3) Quality of Services:

Former Trump University students are suing the reality TV star and Presidential candidate because they claim they paid tens of thousands of dollars for nothing.

You got a free 90-minute seminar that promised enrolling in the school would teach you everything you need to know about real estate investment. Then you were told to enroll in a $1,495 three-day seminar where you were told to enroll in increasingly more expensive additional seminars even up to an Elite Gold package costing $35,000.

However, very little attention was spent to actually teaching students much of anything. Each seminar was basically an advertisement for the next seminar.

Prospective students were told they would be “mentored” by “handpicked” real estate experts showing them Trump’s own real estate strategies.

But no one has yet been able to produce a single instructor handpicked by Trump. Moreover, many of these instructors didn’t even have any knowledge of real estate, They came from other academic fields.

Trump never reviewed the school’s curricula. It was developed by a third party for motivational speakers and timeshare rental companies.

Moreover, Trump never attended any of these seminars personally. Attendees were often told that he was in the building or on his way, but he never showed up. At one seminar, attendees were told they’d get to take their pictures with Trump but ended up getting pictures with his cardboard cutout!

Similarly, many of our nations charter schools provide a substandard education.

When compared with traditional public schools, no evidence has been found that they do a better job. In fact, the evidence says charter do no better and often much worse than traditional public schools.

One reason is that many charters don’t require their teachers to be of the same quality as traditional public schools. Charter often skimp by hiring uncertified teachers or Teach for America trainees who have no degree in education and have only passed a six weeks course.

Also, cyber charter schools, in particular, often use third party companies to create their entire curriculum. This is usually just taking a text book in a given subject, digitizing it and having students answer the questions that used to be in the back of the book.


The parallels are clear. Perhaps that’s why Trump feels comfortable championing choice in education.

He is, after all, an expert on how it works and how it cheats the public.

Creating one excellent education system for everyone is both cheaper and more efficient than dividing children up so they can be monetized. But such a system doesn’t allow corporations and investors to turn a profit. Let’s be real – that’s why Trump is advocating for it.

Several lawsuits have been filed about the Trump University scam and will continue haunting Trump well past the November election.

However, he still maintains it was “a terrific school that did a fantastic job”.

His son, Donald J. Trump, Jr., even gave a speech touching upon school choice at the Republican National Convention this week.

Young Trump never attended public school, but he knows his dad’s business model.

His comments came under fire largely because he repeated several passages written by conservative writer and law professor F. H. Buckley. However, the campaign defended the move saying Buckley helped write Junior’s speech.

It may not be outright plagiarism, but it shows the thinking of the Trump campaign. Rehash old ideas that have failed in the past and hope the voting public buys it.

And maybe they’ve got a point. As H. L. Menken wrote -“Nobody every went broke underestimating the intelligence of the American public.”

That’s what the Trumps are doing. And if their education policy becomes a reality at our nations schools, they’re going to do everything they can to ensure that stupidity continues for generations to come.

For them education isn’t about making America great again. It’s about providing an endless stream of suckers to be taken advantage of by the predators of big business.

The Charter School Swindle – Selling Segregation to Blacks and Latinos

These may sound like the campaign cries of George Wallace or Ross Barnett. But this isn’t the 1960s and it isn’t Alabama or Mississippi.

 

These are the cries of modern day charter school advocates – or they could be.

 

School choice boosters rarely if ever couch their support in these terms, but when touting charter schools over traditional public schools, this is exactly what they’re advocating.

 

According to the Civil Right Project at UCLA, “The charter school movement has been a major political success, but it has been a civil rights failure.”

 

It’s choice over equity.

 

Advocates have become so blinded by the idea of choice that they can’t see the poor quality of what’s being offered.

 

Because charter schools DO increase segregation. They DO suspend children of color at higher rates than traditional public schools. And they DO achieve academic outcomes for their students that are generally either comparable to traditional public schools or – in many cases – much worse.

 

In Brown vs. Board of Education, the U.S. Supreme Court ruled that it is Unconstitutional to have “separate but equal” schools because when they’re separate, they’re rarely equal. Having two parallel systems of education makes it too easy to provide more resources to some kids and less to others.

 

Who would have ever thought that some minority parents would actually choose this outcome, themselves, for their own children!?

 

After Bloody Sunday, Freedom Rides, bus boycotts and countless other battles, a portion of minority people today somehow want more segregation!?

 

It’s hard to determine the extent of this odd phenomena. Charter advocates flood money into traditional civil rights organizations that until yesterday opposed school privatization. Meanwhile they hold up any examples of minority support as if it were the whole story. However, it is undeniable that large minority populations still oppose their school systems being charterized.

 

It’s especially troubling for civil rights advocates because black and brown charter supporters have been sold on an idea that could accurately be labeled Jim Crow. And they don’t even seem to know it.

 

The reason is two-fold: (1) the success of privatization propaganda and (2) the erosion of our public school system.

 

Charter schools are big business. Many of them are managed by huge corporations for a profit. They are run at taxpayer expense with little to no oversight. As you might expect, this often results in multi-million dollar financial scandals and worse outcomes for students. But these facts have not fazed some of the public. Propagandists know how to sell people on things that are bad for them: Fast food, miracle cures and charter schools.

 

They’ve marketed corporate McSchools as if these were mostly charitable institutions founded for the sole purpose of making children’s lives better. Meanwhile, funds that might actually help kids learn are funneled to hedge fund mangers and investors: Schools don’t open yet tax money disappears. Student services are reduced below that offered at comparable neighborhood public schools. Charter students are expelled for low test scores or special needs. Yet the public still buys the glossy full-color advertisement without bothering about the small print.

 

One thing corporate education reformers have over advocates of traditional public schools is their willingness to talk about race. They clothe their arguments in the terms of the Civil Rights movement. They talk about having high expectations for children of color. They talk about closing the achievement gap. They talk about understanding the needs of minority children.

 

It’s all bullshit.

 

Their “high expectations” are really just an excuse for treating brown and black kids as if they weren’t human. They put these children under intense pressure, berating them for wrong answers and kicking them out if they don’t perform.

 

Yet the academic results produced at charter schools are often less than stellar. Sometimes they’re downright abysmal. Instead of addressing the fundamental inequalities inherent in the achievement gap – economically and culturally biased high stakes testing, shoddy and developmentally inappropriate academic standards, etc. – they reinforce that status quo. It’s like instead of fighting a prohibition against sitting in the back of the bus, they berate black folks for not enjoying the ride.

 

I’m sorry. But when it comes to understanding the needs of black and Latino kids, I refuse to believe children of color need a second-class education system. (Just as I refuse to believe Teach for America’s claim that all black kids really need are less experienced, less educated and less committed teacher trainees.)

 

Perhaps if traditional public schools actually addressed these issues head on, privatizers wouldn’t appear to be saviors. There are real problems faced by children of color in our school systems. They have real needs that most of our schools – charter, traditional, private or parochial – just are not meeting. But while charter schools pay lip service to the problems without fixing them and in fact often making them worse, public schools pretend these problems don’t exist in the first place.

 

No wonder some minority parents choose charter schools. At least there they get the illusion that someone cares about their needs.

 

In fact, privatizers couldn’t sell their substandard products if it weren’t for what we’ve allowed to happen to our traditional public schools. Segregation is made worse in charter schools, but it is also prevalent at our traditional public schools – though often to a lesser degree.

 

We have allowed traditional public schools to be largely segregated based on parental income. We have schools for poor kids and schools for rich kids. Thus, we have schools for black kids and schools for white kids. And guess which ones are well-funded and which go lacking?

 

This is what people are really talking about when they mention “failing schools.” They pretend as if the teachers are failing, the principals are failing, the democratic process, itself, is failing. In reality, it is our state and federal lawmakers who are failing. They have failed to provide equitable resources that our nation’s children need.

 

Schools cost money. If you don’t provide the funding necessary to properly educate children, you will get an inferior result. Meanwhile, pundits play with numbers and make false comparisons to hide this basic fact – we aren’t providing all kids with the resources they need to succeed. Rich kids have enough. Poor kids don’t. But we look at national averages, add in unfunded legal mandates and pretend that tells the whole story.

 

How does this happen? Segregation. In fact, we’re allowing segregation of place to determine segregation of school. Instead of counteracting an unfair status quo, we’re letting the way things are today determine how things will be tomorrow.

 

Fact: people of different ethnicities tend to cluster together, like with like. Part of this is because people tend to self-segregate with people around whom they feel most comfortable. However, this is also a function of social planning. Banks tend to shy away from giving loans to families of color who want to move into white neighborhoods. Moreover, white homeowners are often reluctant to sell to families of color. The result is an America made up of black neighborhoods and white neighborhoods.

 

In organizing our public schools we could try to overcome these differences, but instead we amplify them. In many states we insist that schools be funded based on local property taxes. So poor brown and black people who happen to live clustered together get poorly funded schools for their kids. And rich white folks who live together in their gated communities get well-funded schools for their progeny.

 

Is it any wonder then that some people of color buy into the charter school lie? They’re offered the choice between an obviously under-resourced public school or a glossy new charter school that actually offers them less. But they don’t see that far. They’re tired of the indifference behind traditional public school funding and opt to try something different. Unfortunately, it’s just another lie and a more pernicious one for several reasons.

 

First, charter schools take an already segregated population and make it worse. Second, they weaken the already stumbling traditional public schools by siphoning off their dwindling funding. And finally, they obscure the fact that it’s often the same policymakers who champion charters that are responsible for eroding public schools in the first place.

 

People of color would be much better served by sticking with their traditional public schools and fighting to make them better. For all their faults, traditional public schools often provide a better quality education. They have more resources and less flexibility to take away those resources. They have more well-trained and experienced staff. And since they serve a more diverse population, they offer the chance for people of similar economic backgrounds but diverse cultures to join together in common cause.

 

Dividing people makes them weaker politically. When people band together, they have power. They can fight more effectively for what they deserve. Perhaps this is the greatest problem with charter schools – they destroy communities and rob neighborhoods of the collective power that is their due.

 

In many areas of the country, communities of color know this. Ask them in New Orleans what they think of their all-charter school district. Ask them in Chicago what they think of the city’s plan to close public schools and turn them into charters. Ask them in Philadelphia or any urban district taken over by the state.

 

They’ll tell you straight out how privatized education is cultural sabotage. They’ll tell you how it’s the new colonialism, another element of the new Jim Crow. They’ll tell you how important it is to fight for our system of public schools.

 

And when privatizers and propagandists try to paint all communities of color as if they support charter schools, these folks will loudly cry foul.

 

They aren’t buying the snake oil. The rest of us need to step up and help those who have been swindled to see the truth. Likewise we need to recognize their truth – that the struggle for civil rights is ongoing.

 

Because we can’t win the fight against privatization without them. And they can’t win the fight for equality without us.

 

We need each other.

 

Public school advocates need to recognize it’s not all about testing, Common Core and privatization. We can’t be so afraid to talk about race. We need to recognize that racism is not an unnecessary distraction, it’s at the center of our struggle.

 

We need communities of color.

 

We need our black and brown brothers and sisters.

 

Because only together shall we all overcome this madness.

Co-opting the Language of Authentic Education: The Competency Based Education Cuckoo

Such is the incessant cry of the hour from one of the most popular souvenirs of the black forest of Germany – the cuckoo clock.

 

Time is demarcated by the chirp of an 18th century animatronic bird jumping forward, moving a wing or even opening its beak before making its distinctive cry.

 

However, in nature the cuckoo has a more sinister reputation.

 

It’s one of the most common brood parasites.

 

Instead of investing all the time and energy necessary to raise its own young, many varieties of cuckoo sneak their eggs into the nests of other birds. When the baby cuckoos hatch, they demand an increasing amount of their clueless foster parents’ care often resulting in neglect of the birds’ own children.

 

Parental care is co-opted. The love and affection natural to raise parent birds’ own children are diverted to another source. And the more parent birds try to help the interloper’s child, the less they can help their own.

 

Corporate education reformers must be bird lovers. Or at very least they must enjoy antique cuckoo clocks.

 

In fact, one could describe the entire standardization and privatization movement as a Homo sapien version of brood parasitism.

 

Profiteers co-opt authentic education practices so that they no longer help students but instead serve to enrich private corporations.

 

When parents, teachers and administrators unwittingly engage in corporate school reform strategies to help students learn, they end up achieving the opposite while the testing industry and charter school operators rake in obscene profits.

 

But some of us have seen through the scam, and we think it’s cuckoo.

 

We’ve seen this kind of bait and switch for years in the language used by oligarchs to control education policy. For instance, the defunct federal No Child Left Behind legislation had nothing to do with making sure no kids got left behind. It was about focusing obsessively on test and punish even if that meant leaving poor kids in the rear view.

 

Likewise, the Obama administration’s Race to the Top program has nothing to do with quickening the pace to academic excellence. It’s about glorifying competition among students while providing them inequitable resources. Teach for America has very little to do with teaching or America. It’s about underpreparing poor children with unqualified instructors and giving cover to privatization operatives. School Choice has nothing to do with giving parents educational alternatives. It’s about letting privatized schools choose which students they want to admit so they can go through the motions of educating them as cheaply as possible and maximize profits for shareholders.

 

And on and on.

 

The latest such scheme to hoodwink communities out of authentic learning for their children is Competency Based Education (CBE) a term used interchangeably with Proficiency Based Education (PBE). Whatever you call it, this comes out to the same thing.

 

Like so many failed policy initiatives that came before it offered by the same group of think tank sycophants, its name belies the truth. CBE and PBE have nothing to do with making children competent or proficient in anything except taking computer-based tests.

 

That’s what the whole program consists of – forcing children to sit in front of computers all day at school to take unending high stakes mini-tests. And somehow this is being sold as a reduction in testing when it’s exactly the opposite.

 

This new initiative is seen by many corporate school reformers as the brave new world of education policy. The public has soundly rejected standardized tests and Common Core. So this is the corporate response, a scheme they privately call stealth assessments. Students will take high stakes tests without even knowing they are doing it. They’ll be asked the same kinds of multiple-choice nonsense you’d find on state mandated standardized assessments but programmers will make it look like a game. The results will still be used to label schools “failing” regardless of how under-resourced they are or how students are suffering the effects of poverty. Mountains of data will still be collected on your children and sold to commercial interests to better market their products.

 

The only difference is they hope to trick you, to hide that it’s even happening at all. And like a cuckoo pushing its egg into your nest, they hope you’ll support what’s in THEIR best interests while working against what would really help your own children.

 

And the method used to achieve this deception is co-opting language. They’d never enact what real classroom teachers want in school, but they will take our language and use it to clothe their own sinister initiatives in doublespeak.

 

So we must pay attention to their words and tease out what they really mean.

 

For instance, they describe CBE as being “student-centered.” And it is – in that their profit-making machine is centered on students as the means of sucking up our tax dollars.

 

They talk about “community partnerships,” but they don’t mean inviting parents and community members into the decision making process at your local school. They mean working together with your local neighborhood privatization firm to make big bucks off your child. Apple, Microsoft, Walmart – whatever huge corporation can sell computers and iPads to facilitate testing every day.

 

 

They talk about “personalized instruction,” but there’s nothing personal in it. This just means not allowing students to progress on their computer programs until they have achieved “mastery” of terrible Common Core standards. If standardized testing is a poor form of assessment, these edu-programs are worse. They don’t measure understanding. They measure zombie cognitive processes – the most basic surface type of spit-it-back to me answers.

 

And if that isn’t bad enough, such an approach subtly suggests to kids that learning is only valuable extrinsically. We don’t learn for intrinsic reasons like curiosity. We lean to get badges on the program, to progress forward in the game and compulsively collect things – like any good consumer should.

 

Today’s children already have problems socializing. They can more easily navigate cyber relationships than real flesh-and-blood interactions. And CBE will only make this worse. Not only will children continue to spend hours of after-school time on-line, the majority of their school day will be spent seated at computer terminals, isolated from each other, eyes focused on screens. And every second they’ll be monitored by that machine – their keystrokes, even the direction their eyes are looking!

 

I’m not making this up! It shows engagement, tenacity, rigor – all measurable, quantifiable and useful to justify punishing your school.

 

They call it “one-to-one computer technology.” Yes, each child will be hooked up to one device. But how does that alone help them learn? If every child had a book, would we call it one-to-one book access? They call it “blended learning” because it mixes instruction from a living, breathing person with sit-and-stare computer time. It sounds like a recipe. I’ll blend the sugar and milk until I have a nice whipped cream. But it conceals how much time is spent on each.

 

Don’t get me wrong. There are effective uses of technology in schools. But this is not one of them.

 

Students can make Keynote presentations, record movies, design graphics, write programs, etc. But taking endless testing disguised as a video game adds nothing but boredom to their day. A few years ago, I was forced by administrators to put my own students on iStation twice a week. (I’ve since convinced them to let us be.) In any case, when we used the program, it would have been more effective had we called it nap time. At least then my kids wouldn’t have felt guilty about sleeping through it.

 

The corporate education reformers are trying to sneak all of this under our noses. They don’t want us to notice. And they want to make it harder to actually oppose them by stealing our words.

 

When public school advocates demand individualized learning for their children, the testocracy offers us this sinister CBE project. When we decry annual testing, they offer us stealth assessment instead.

 

We must continue to advocate for learning practices that work. We can’t let them steal our language, because if we do, they’ll steal our ability to engage in authentic learning.

 

And to do that, we must understand the con. We have to deny the technocrats their secrecy, deny them access to our children as sources of profit.

 

We must guard our nests like watchful mama birds.

 

The cuckoos are out there.

 

They are chirping in the darkness all around us.

 

Don’t let them in.

New PAC Descends on Pittsburgh Public Schools to Charterize and Take Over School Board

Prepare yourself, Pittsburgh.

A new Political Action Committee (PAC) has descended on the ‘Burgh to further privatize our public schools and wrest control away from parents who are in favor of school reforms that actually work.

It’s called Campaign for Quality Schools, but make no mistake. The wealthy special interests behind it don’t care about quality schools – they care about quality profits for their investors.

PACs are political committees organized for the purpose of raising and spending money to elect and defeat candidates. Unlike federal PACS which can only give up to $5,000 to a candidate per election, state PACs in Pennsylvania have no spending limits. In that way, they are like federal Super PACs which also have no limits on donation size.

Besides giving an unfair advantage to special interest groups, PACS also have notoriously been used for nefarious ends. For instance, former Republican U.S. Rep. John Doolittle’s leadership PAC paid 15% to a firm that only employed his wife. One Leadership PAC purchased $2,139 in gifts from the Bose Corporation. Former Republican U.S. Rep. Richard Pombo used his leadership PAC to pay almost $23,000 in hotel bills and buy $320 in baseball tickets for donors.

And now we’ve got one in Pittsburgh with its sights on city schools.

The moneyed interests behind it want to swipe control of even more Pittsburgh schools away from the community and give them to for-profit companies in the shape of charter schools. Since charter school boards are appointed, not democratically elected, this means the decisions about how these newly charterized schools operate would be made behind closed doors out of public view. The community would have no way to hold them accountable. Likewise, this means operators could spend taxpayer money however they want with little to no oversight. They would have nearly unlimited power to reduce student services and pocket the savings as profit.

THAT’S what they mean by “Quality” schools.

The PAC is run by the usual suspects of Pittsburgh corporate school reformers.

In 2015, four of the nine Pittsburgh School Director seats were up for grabs and voters sided in all cases against candidates running on a standardization and privatization platform. One of these losers is Kirk Burkley. He lost against Lynda Wrenn for school board and now is listed as chairman of the political action committee.

Though Burkley well outspent Wrenn, voters made it clear they didn’t want the lawyer specializing in bankruptcy, restructuring and creditors rights anywhere near our public schools. He only got 19% of the vote. Apparently Pittsburghers want candidates who support well-resourced community schools, positive discipline policies with supports, etc. But a host of wealthy investors behind this PAC must feel otherwise. They know better than you and me.

The PAC’s treasurer is Cate Reed, our own Teach for America (TFA) recruiter. Perhaps she took it personally when the newly elected school board overturned a decision by its predecessors to contract with TFA for three-years and pay $750,000. This is one of the few times – if not the only time –this has happened across the nation. Reed is also a Broad Center residency recipient. Established by billionaire Eli Broad, the Broad Center runs an unaccredited training program for school leaders, where candidates learn Broad’s philosophy of school management. Broad has no education experience. He is a self-proclaimed expert, a businessman who made his billions in home-building, mortgage lending, and insurance (AIG).

On the Broad alumni page, Reed speaks about making sure every child has an opportunity to succeed, especially students of color in low income communities.

“The Broad Residency affords me the opportunity to be a part of the change I wish to see—and to use my skills to pursue my wildest dream of educational equity,” she says.

The problem she identifies is real. However, her solution is ludicrous. You don’t provide better opportunities for poor black children by making the leaders of their schools unaccountable to the public. You don’t help poor black kids by removing qualified teachers from their classrooms and replacing them with lightly trained Teach for America recruits. You don’t help poor black kids by giving them an endless series of culturally and economically biased standardized tests and ignoring the fact that they receive substantially less resources than their richer, whiter peers.

Leigh Halvorson, one of the managers of the Heinz Endowment, gave the PAC a boost soliciting donations. She sent an email in early March asking for money. I’ll post the entire email below, but here is Halverson’s description of the PAC:

“I am proud to be part of a group that is launching Campaign for Quality Schools-Pittsburgh, a bi-partisan Political Action Committee that is committed to supporting candidates of any political party who (1) believe that all children, regardless of their background can succeed; (2) embrace policies that hasten the growth of high-performing schools that serve all children; and (3) have the courage to challenge the status quo and tackle this problem with fierce urgency and determination.”

In other words, she’s looking for folks willing to (1) pay lip service to helping kids while actively working to hurt them, (2) will work to privatize more Pittsburgh schools and (3) are willing to run for office counter to the emphatic will of Pittsburgh voters who soundly rejected the corporate school reform agenda in the last election.

Halvorson continued:

“Our kick-off event on March 2nd at 5:30 pm, at the home of Cate Reed and Doug Anderson, will feature State Representative Jake Wheatley, from District 19 here in Pittsburgh who embodies these principles.”

Wheatley, a Democrat, has been a longtime supporter of charter schools and an enemy of public school teachers. He is one of only two Democrats to vote a bill out of the House Education Committee that was meant to eliminate due process for teachers. The bill has been languishing in the legislature, but if approved, it would allow teachers to be fired for almost any reason. It would eliminate the provision that teachers cannot be furloughed for “economic reasons.” (NOTE: it could come up for a vote any day now.)

Wheatley also teamed up with Republican House Speaker Mike Turzai to hold a roundtable discussion praising charter schools and the need to increase them in the city. He joined Turzai again in January for a school choice rally in Harrisburg.

Halvorson closed her email like this:

“If you are unable to attend, but would like to donate, please see the attached invite for instructions how you can do that.”

The invite asked for donations of between $50 and $250 per person.

Reed and Halvorson are both on the board of A+ Schools – Pittsburgh Community Alliance for Public Education. The organization serves an advisory position to help improve city schools. Though the organization includes people on both sides of the standardization and privatization movement, it has been co-opted in recent years by a $1 million grant from the Gates Foundation given between 2011 and 2013. Since the grant, the organization went from issuing an annual “Report to the Community” on the state of city schools to pushing for corporate education reform measures such as doing away with teacher seniority. Many disillusioned volunteers now consider it to be a paid proxy for Gates to make it appear his pet projects are supported by communities.

Like most urban districts, Pittsburgh Public Schools is struggling because of lack of resources. If you live in a poor neighborhood, your school gets less money from local taxes to help kids learn. Moreover, the district has lost almost $1 billion annually in state funding for the last five years. Living in poverty increases the need for wraparound social services, tutoring, nutrition and counseling that isn’t present for more affluent kids. But there’s no money to help them, and it’s hard for students to concentrate on school when they’re experiencing food insecurity and post traumatic stress. Likewise, state and federal education policies are giving an increasing portion of our shrinking funding to charter schools while forcing the traditional public schools to give new and more difficult standardized tests and enact unproven and developmentally inappropriate academic standards. If these corporate education reformers actually wanted to improve Pittsburgh schools, they’d focus on the real problems – not make wild attempts to grab more money for charter schools, deprofessionalize our kids’ teachers and grab power for themselves.

It’s unclear how many people showed up to the PACs kickoff fundraising event and how much money the PAC took in. But one thing is certain – consider yourself on notice, Pittsburgh.

After being defeated for school board and after the board rejected Teach for America, the corporate education reformers are preparing to strike back.

They are gathering people and resources to take the five school board seats up for re-election in 2017.

Will we let them steamroll over us with their big money and political connections or will we continue to fight for reforms that actually help our children?

Most Charter Schools are Public Schools in Name ONLY

Charter schools are public schools.

But are they?

Really?

They don’t look like a duck. They don’t quack like a duck. Do you really want to serve them confit with a nice orange sauce?

Sure, charters are funded by tax dollars. However, that’s usually where the similarities end.

They don’t teach like public schools, they don’t spend their money like public schools, they don’t treat students or parents like public schools – in fact, that’s the very reason they exist – to be as unlike public schools as possible.

Advocates claim charters exist as laboratory schools. They are free to experiment and find new, better ways of doing things. Once they’ve proven their successes, these improved practices will eventually trickle down to our more traditional houses of learning.

At least, that’s the ideal behind them. But to my knowledge it’s never happened.

As a public school teacher, I can never recall being at a training where charter operators taught us how to do things better with these time-tested strategies. I do, however, recall watching excellent co-workers furloughed because my district had to meet the rising costs of payments to our local charters.

Moreover, if the freedom to experiment is so important, why not give that privilege to all public schools, not just a subset?

The reality is much different than the ideal. In the overwhelming majority of cases, charter schools are vastly inferior to their more traditional brethren. To understand why, we need to see the differences between these two kinds of learning institutions and why in every case the advantage goes to our much-maligned, long suffering traditional public schools:

1) Charters Don’t Accept all Students

Charter schools are choosey. They don’t take just any old students. They only accept the ones they want. And the ones they want are usually easy and less expensive to teach.

The process is called “Creaming” because they only pick the cream of the crop. Then when these students who are already doing well continue to do well at a charter, the administrators take all the credit. It’s as if they were saying – Look how well we teach. All these former A-students continue to get A’s here at our school. It’s really quite an achievement. (Not.)

However, sometimes the bait-and-switch isn’t so obvious. Occasionally, charters actually do accept special needs and/or difficult students – for a few months. Then when the big standardized test is coming up, they quietly give these kids the boot. That way they can claim they accept everyone but still get excellent standardized test scores.

Ironically, that’s what they mean by “School Choice.” It’s usually touted as a way of giving alternatives to parents and students. In reality, the choice only goes to administrators. Not “Which school do YOU want to attend?” but “Which students do WE want to accept to make our charter look good?”

Keep in mind, this situation is allowed by law. Charters are legally permitted to discriminate against whichever students they want.

By contrast, traditional public schools accept all students who live within the district. It doesn’t matter if children have special needs and therefore cost more to educate. If a child lives within district boarders, your neighborhood public school will take him or her in and provide the best experience possible.

Bean counters complain about poor test scores, but traditional public schools aren’t gaming the system. They aren’t weeding out difficult students. They take everyone. Administrators have no choice. This is dictated by law. Public schools are equal opportunity educators.

2) Charters Have No Transparency

Have you ever been to a school board meeting? Ever listened to school directors debate the merits of one course of action versus another? Ever looked over public documents detailing district finances and how money is spent? Ever read over bids vendors provide for services? Ever spoken at a public meeting to school directors about what you think is the best way to proceed in a given situation? Ever had a school director or two disappoint and then worked to vote him or her out of office?

At traditional public schools, you can do all of this – even if you don’t have any children in the school system! At a charter school, you’re out of luck.

Charters rarely have to tell you how they spend their money, rarely debate management decisions in public, rarely invite or even permit you a seat in the audience. Heck! They don’t have to!

Charters survive on public money, but once that money goes in those charter doors, the public never sees it again. If you don’t like how the charter is treating your child, you can remove the little dear from the school. But if a non-parent doesn’t like how they suspect the charter is spending his or her tax money, there is absolutely no recourse. You are taxed without any representation. Wars have been fought over such things. It’s hard to imagine how that can be Constitutional.

In sum, traditional public schools are like most other government organizations. They are required by law to be transparent to the public. Charter schools, however, are money pits and what goes down those gaping holes is lost forever from public view.

3) Charters Advertise

Have you ever seen those huge billboards by the side of the road trying to convince motorists to send their children to a charter chain? Ever hear a radio advertisement about how happy little kiddos are at Brand X Charter School?

Those advertisements cost money. Your money, to be exact. You paid for those commercials. And what’s more, every penny spent on those glossy advertisements is one less that actually goes to educate your child.

By contrast, traditional public schools are not allowed to advertise. All their budget dollars have to be spent on things broadly educational. They have to spend on books, teachers, building upkeep, etc.

Not only are charters allowed to keep quiet about how they spend their money, even if they told you, it doesn’t all have to be spent on the children in their care. What could possibly go wrong with that?

4) Charters Defraud the Public

Despite all their best efforts at secrecy, charter school operators have been caught in countless financial scandals in recent years. According to Integrity in Education$200 million in taxpayer money was lost, misused, or wasted in just 15 of the 42 states that have charter schools.

These aren’t mere allegations. These abuses are well documented. The report states: “Charter operators have used school funds illegally to buy personal luxuries for themselves, support their other businesses, and more.”

Mountains of evidence demonstrate fraud throughout the country: Schoolchildren defrauded in Pennsylvania; “out-of-control” charters in Michigan and Florida; rampant misspending in Ohio; bribes and kickbacks, also in Ohio; revenues directed to a for-profit company in Buffalo, NY; subpoenas for mismanaged charters in Connecticut. Heck! In California alone, $100 million in fraud losses were expected just last year.

And that’s just the fraud we can see!

I’m not saying our traditional public schools are scandal free, but nothing like this level of malfeasance has been revealed. Traditional schools are under much stricter regulations. People are actually watching to make sure nothing like these charter scandals happen at our time-tested neighborhood schools. They are much better value for your money.

5) Charters Often Get Worse Results

It all comes down to teaching and learning. When we compare the results at charters versus traditional public schools, who does better?

Bottom line: the research shows that the overwhelming majority of charter schools are no better – and often much worse than traditional public schools. This is true even of studies backed by the charter school industry, itself!

For example, a recent study by charter-friendly CREDO found that in comparison to traditional public schools “students in Ohio charter schools perform worse in both reading and mathematics.”

In a study of Chicago’s public schools, the University of Minnesota Law School found that “Sadly the charter schools, which on average score lower that the Chicago public schools, have not improved the Chicago school system, but perhaps made it even weaker.”

Another report from Data First – part of the Center for Public Education – says, “the majority of charter schools do no better or worse than traditional public schools.”

However, there is plenty of evidence of charter schools producing dismal academic results for students. For instance, a Brookings report showed low performance in Arizona’s charter schools. A District of Columbia researcher for In the Public Interest group, “could not provide a single instance in which its strategy of transferring a low-performing school to a charter management organization had resulted in academic gains for the students.” The Minnesota Star Tribune reported that “Students in most Minnesota charter schools are failing to hit learning targets and are not achieving adequate academic growth.” Over 85 percent of Ohio’s charter students were in schools graded D or F in 2012–2013. In the celebrated New Orleans charter experiment, the Investigative Fund found that “eight years after Hurricane Katrina…seventy-nine percent of RSD charters are still rated D or F by the Louisiana Department of Education.”

That’s not exactly a record of success!

Meanwhile, our traditional public schools often do a much better job.

The National Assessment of Educational Progress (NAEP) reports that U.S. math and reading skills have improved for all levels of public school students since the 1970s, with the greatest gains among minority and disadvantaged students. Other results indicate that our schools achieve even greater success when properly funded.

The facts seem pretty clear. Charter schools are not like traditional public schools at all.

Most charter schools are a losing prospect for our children and our Democracy. Yet well-funded corporate lobbying interests continue to push charters as a public policy solution while instigating the closure of an increasing number of traditional public schools.

This is like closing hospitals and opening clinics on the power of crystals, snake oil and phrenology.

We need a national moratorium on new charter schools. We need to investigate every existent charter to determine if each are providing a quality service to students and not just the charter’s corporate share holders.

We know what works, and it isn’t charter schools. Support your friendly, neighborhood, traditional public school.

Top 10 Reasons School Choice is No Choice

On the surface of it, school choice sounds like a great idea.

Parents will get to shop for schools and pick the one that best suits their children.

Oh! Look, Honey! This one has an exceptional music program! That one excels in math and science! The drama program at this one is first in the state!

But that’s not at all what school choice actually is.

In reality, it’s just a scam to make private schools cheaper for rich people, further erode the public school system and allow for-profit corporations to gobble up education dollars meant to help children succeed.

Here’s why:

1) Voucher programs almost never provide students with full tuition.

Voucher programs are all the rage especially among conservatives. Legislation has been proposed throughout the country taking a portion of tax dollars that would normally go to a public school and allowing parents to put it toward tuition at a private or parochial school. However, the cost of going to these schools is much higher than going to public schools. So even with your tax dollars in hand, you don’t have the money to go to these schools. For the majority of impoverished students attending public schools, vouchers don’t help. Parents still have to find more money somewhere to make this happen. Poor folks just can’t afford it. But rich folks can so let’s reduce their bill!? They thank you for letting them buy another Ferrari with money that should have gone to give poor and middle class kids get an education.

2) Charter and voucher schools don’t have to accept everyone

When you choose to go to one of these schools, they don’t have to choose to accept you. In fact, the choice is really all up to them. Does your child make good grades? Is he or she well-behaved, in the special education program, learning disabled, etc.? If they don’t like your answers, they won’t accept you. They have all the power. It has nothing to do with providing a good education for your child. It’s all about whether your child will make them look good. By contrast, public schools take everyone and often achieve amazing results with the resources they have.

3) Charter Schools are notorious for kicking out hard to teach students

Charter schools like to tout how well they help kids learn. But they also like to brag that they accept diverse students. So they end up accepting lots of children with special needs at the beginning of the year and then giving them the boot before standardized test season. That way, these students’ low scores won’t count against the charter school’s record. They can keep bragging about their high test scores without actually having to expend all the time and energy of actually teaching difficult students. Only public schools take everyone and give everyone their all.

4) Voucher and charter schools actually give parents less choice than traditional public schools

Public schools are governed by different rules than charter and voucher schools. Most public schools are run by a school board made up of duly-elected members from the community. The school board is accountable to that community. Residents have the right to be present at votes and debates, have a right to access public documents about how tax money is being spent, etc. None of this is true at most charter or voucher schools. They are run by executive boards or committees that are not accountable to parents. If you don’t like what your public school is doing, you can organize, vote for new leadership or even take a leadership role, yourself. If you don’t like what your charter or voucher school is doing, your only choice is to withdraw your child. See ya.

5) Charter Schools do no better and often much worse than traditional public schools

Pundits and profiteers love to spout euphoric about how well charter schools teach kids. But there is zero evidence behind it. That is nothing but a marketing ploy. It’s like when you’re in a bad neighborhood and walk past a dive that claims to have the best cup of coffee in the city. Yuck. Surely, some charter schools do exceptionally well. However, most charters and almost all cyber charters do worse than their public school counterparts. Fact.

6) Charters and voucher schools increase segregation

Since the 1950s and ’60s, we used to understand there was no such thing as separate but equal education. Before then we had Cadillac schools for white kids and broken down schools for black kids. The Supreme Court ruled that unconstitutional. But today we have Cadillac schools for rich and middle class kids (most of whom are white) and broken down schools for the poor (most of whom are black or brown.) After making tremendous strides to integrate schools and provide an excellent education for everyone, our public schools have been resegregated. Charter and voucher schools only make this problem worse. They either aid in white flight or leach away minority students. This just makes it easier to give some kids a leg up while keeping others down.

7) Charter and voucher schools take away funding at traditional public schools

It costs almost the same amount of money to run a school building of a given size regardless of the number of kids in it. When students leave the public schools for charter or voucher schools, the public school loses valuable resources. It now has less revenue but the same overhead. So even if you found an excellent charter or voucher school to send your child, you would be hurting the chances of every other student in the public school of having their own excellent education. This is what happens when you make schools compete for resources. Someone ends up losing out on an education.

8) Properly funding parallel school systems would be incredibly wasteful and expensive

We could fix this problem by providing adequate funding for all levels of the school system – traditional public schools, charters, voucher schools, etc. However, this would be exorbitantly expensive. We don’t adequately fund our schools now. Adding additional layers like this would mean increasing national spending exponentially – maybe by three or four times the current level. And much of that money would go to waste. Why have three fully stocked school buildings in one community when one fully stocked building would do the job? I don’t imagine residents would relish the tax hike this would require.

9) School choice takes away attention from the real problems in our public schools – poverty and funding equity

We have real problems. More than half of public school students live below the poverty line. They are already several grade levels behind their non-impoverished peers before they even enter kindergarten. They need help – tutoring, counseling, wraparound services, nutrition, etc. The predicament is even more complicated by the way we fund our schools. Throughout the country, poor districts get less money than wealthy or middle class ones. The students who go to these schools are systematically being cheated out of resources and opportunities. And instead of helping them, we’re playing a shell game with charter and voucher schools. The problem isn’t that parents don’t have several excellent choices. If they’re poor, they often don’t have one.

10) School choice is not supported by a grass roots movement. It is supported by billionaires.

The proponents of school choice will tell you that they are only doing the will of the people. This is what parents want, they say. Baloney. While there are individuals who support school choice, the overwhelming majority of money behind this movement comes from conservative billionaires actively trying to dismantle the public education system. They want to steal the public system and replace it with a private one. They don’t care about your child. They just want to steal the hundreds of billions of tax dollars we pay to educate our children. This is not philanthropy. It is a business transaction meant to screw you and your child out of your rights.

If we really want to ensure every child in this country gets an excellent education, the answer isn’t school choice. Instead, we need to commit to supporting our public school system. We all need to be in this together. Yes, our schools should look at the needs of each child and tailor education to fit appropriately. But that shouldn’t be done in parallel school systems. It should be done under the same umbrella. That way, you can’t defund and defraud one without hurting all. It can’t just be about your child. It has to be about all children.

That’s the only choice worth making.

Hillary Clinton’s Charter School Problem

Good news! Democratic Presidential candidate Hillary Clinton just admitted there are significant problems with the nation’s charter schools!

Bad news! She has no interest in solving them! In fact, she thinks charters are just great.

Here’s Clinton criticizing charter schools:

Most charter schools — I don’t want to say every one — but most charter schools, they don’t take the hardest-to-teach kids, or, if they do, they don’t keep them. And so the public schools are often in a no-win situation, because they do, thankfully, take everybody, and then they don’t get the resources or the help and support that they need to be able to take care of every child’s education.

And all over the country, teachers, parents and students rejoice. Someone actually notices our problem!

Charter school scandals seem to hit the paper with the regularity of a grandfather clock. Charters cut student services and boost overhead to produce profit. Charters rack up debt and then sell it for a profit. Charters fudge the paperwork so they get paid for students who don’t actually attend. And just as Clinton said, they push out the children who are most in need and hardest to teach.

In short, most charter schools stink. Clinton admits we have a problem. But how do we solve it?

Clinton:

I have for many years now, about 30 years, supported the idea of charter schools, but not as a substitute for the public schools, but as a supplement for the public schools. And what I have worked on through my work with the Children’s Defense Fund and my work on education in Arkansas and through my time as first lady and senator is to continue to say charter schools can have a purpose, but you know there are good charter schools and there are bad charter schools, just like there are good public schools and bad public schools.

So I want parents to be able to exercise choice within the public school system — not outside of it — but within it because I am still a firm believer that the public school system is one of the real pillars of our democracy and it is a path for opportunity. …the original idea… behind charter schools was to learn what worked and then apply them in the public schools…

So Clinton’s solution to the charter school crisis is what exactly? She seems to be saying that charter schools have major problems, but the best way to fix them is to redouble our belief in this flawed and failing system.

It sounds like a line from Peter Pan: Clap your hands, children, and Tinkerbell will live! You just have to believe! Oh! Close your eyes and believe in charter schools, and they’ll be all fixed!

It’s a non-answer, an evasion. It’s the kind of politics Hillary Clinton excels at – say something so empty and middle-of-the-road that both sides of a position can find something to like about it. Take something and focus group the hell out of it until it’s almost meaningless.

The problem is that this kind of spin doctoring doesn’t help improve our schools one bit. It’s really an endorsement of the status quo. After all, what solution has she offered here?

If you aren’t paying attention, it sounds like a commitment to fix our charter schools, but it’s actually just a commitment to gift wrap them more of your tax dollars with zero accountability.

Notice what Clinton said about choice. She supports parents having a choice between various kinds of public schools – but not parochial and private schools.

Choice!? What a bunch of baloney! By and large parents don’t want to have to shop around for a school the way you would melons at the grocery store. Weigh them in your hands, look for soft spots and hope they’ll be sweet once you cut through the rind.

Parents want all public schools to be excellent. “Let The Buyer Beware” is a poor principle on which to found our system of public education.

Mrs. Clinton, who exactly are you trying to give choice to – parents or corporations? Do you want parents to be able to choose between several mysterious options or do you want to give corporations another market in which to make a profit?

It’s almost a veiled threat. There are some people out there, she might as well as be saying, who want to give your tax dollars to private and parochial schools. Not me. Nope. I’ll only give your tax dollars to traditional pubic schools or charters.

What goes unsaid is the fact that many charters run themselves like private schools. They’re almost the same thing but on the public dime. Why do you think so many call themselves “academies”? They want to look exactly like private schools. The biggest difference is they can’t violate the separation of church and state.

So Clinton is against private schools if they’re called private schools, but if we call them charter schools, they’re just peachy! Wow! There’s such a world of difference between that view and Jeb Bush’s!

Thanks a bunch, Mrs. Clinton. That’s a mighty progressive position you’ve got there. You’re going to support public schools by allowing parents to opt out of them? This is the best the Democrats can do these days!? Yikes!

And please spare me the nonsense about the original purpose of charter schools. They were supposed to be laboratories to try out new things that would eventually get applied in the traditional public school setting!? That has never happened! Not once! No one has ever looked at the charter school model and said, ‘Gee! They’re really doing such a great job! Let’s do that here!” unless it was in terms of the Cadillac funding they often receive while public schools strive to get by on what’s left between the couch cushions.

Moreover, if having the freedom to experiment is so great, why not offer traditional public schools the same option? Why not free public schools to experiment instead of weighing them down with Common Core and toxic testing (which – if I’m not mistaken – you wholeheartedly support, Mrs. Clinton)?

If most charter schools are abusing that freedom by pushing out needy students, why not take that power away? Why not support a national moratorium on any new charters? Why not investigate every existent charter and close down the ones that aren’t effective? Why not take the money saved by such a venture and use it to invest in the traditional public school system that has proven time-and-again to be the best educational alternative for our nation’s children?

Instead of pretending to offer choices, why not make sure every public school is excellent and allow parents and students choices within those schools such as whether they want to take art, music, foreign languages, extracurricular activities, etc.?

Why? Because those would be real solutions, and if there’s one thing politicians hate, it’s solving problems.

If Clinton did that, she might offend someone. She’d lose votes. Better to try to appear to be pleasing everyone.

And thus she pleases no one.

WANTED: Progressive Candidate With the Guts to Stand Up For Public Education

Wanted:

Progressive presidential candidate.

MUST SUPPORT PUBLIC EDUCATION.

No. Not just the words. Not as a soundbite. Must actually support policies that help public schools – not tear them apart and sell them away piece-by-piece while you smile and brag about how much you support education.

This means you must:

1) Repudiate and Vow to Repeal Common Core State Standards

-Must know how they were created by unqualified partisans with little input from real educators.

-Cash strapped states were coerced into accepting them – in many cases even before they were done being written – as a condition for increased funding.

-They have never been proven to help kids learn and are in fact a massive social experiment at taxpayers’ expense and students’ peril.

-They are a huge payday for the testing and test prep industry who provide the new standardized assessments and new textbooks necessary for their implementation.

-They are developmentally inappropriate, demanding all students to learn at the same rate and at a time frame that is inconsistent with the way children cognitively develop.

2) End Annual Standardized Testing

-Must promise to end policies forcing public schools to give standardized tests in reading and math to all students in grades 3-8 and once in high school. Ideally, standardized tests should be completely eliminated.

-Must understand that standardized tests are poor assessments that have never been proven to measure academic achievement. However, they do an excellent job of demonstrating a student’s parental income – rich kids do well, poor kids less so.

-Must realize these tests are nothing but a money-maker for private industry and are used as an excuse to close under-funded schools predominantly serving children of color.

MUST REPUDIATE THE MEDIA NARRATIVE OF FAILING SCHOOLS, which is not supported by facts and merely the propaganda of an industry feeding off of our public taxes and children’s misery.

3) Stop the Expansion of Charter Schools

-Must understand how for-profit charters siphon away public money for use as private profits. Charters reduce services for children to increase the bottom line.

-Must vow to protect funding meant for traditional public schools that is lost when charters open in the district.

-Must know that no research has ever shown charters to be better than public schools, and many studies have shown them to be drastically worse.

-Must appreciate the lack of transparency charters are afforded feeds the growing plague of national charter financial scandals.

4) Work to Stop School Segregation

-Our public schools are more segregated now than they were before Brown vs. Board of Education 60 years ago. This is intolerable and makes it easy to disenfranchise students of color.

-Must not only recognize this, but have a plan to solve the problem.

5) Promise to Increase Public School Funding – Especially to the Poorest Districts

-Must understand that nationwide, rich schools spend on average 15.6% more than high poverty schools. Being born poor should not mean you get a worse education. In fact, impoverished students have greater needs than wealthy ones. It costs MORE to educate them.

-Must champion an effective plan to address funding inequalities with an emphasis an equity.

6) Have a Plan to Address Child Poverty

-Must understand that more than half of public school students live below the poverty line.

-Must have an effective plan to help children, parents and families rise out of poverty.

7) Allow Teachers Autonomy and Recognize Them as Professionals

-Must support letting teachers run their own classrooms, champion teacher-created tests over standardized ones – in short, LET TEACHERS TEACH.

-Must vow to eliminate any so-called teacher accountability programs that evaluate educators based on student test scores. Let teachers be evaluated by their own administrators based on classroom observations.

8) Stop Supporting Teach For America

-Must admit six weeks training for college graduates without education degrees is not good preparation to become classroom teachers. All students deserve a teacher with a 4-year degree specializing in education.

-Must condemn valuing TFA recruits who have only promised to be in the classroom for two years over teachers who have devoted their whole lives to their students.

9) Repudiate Any So-called School Choice or Voucher Programs

-Must understand that these policies are often backdoor support for the unconstitutional practice of spending public money on religious or parochial schools.

-Must recognize these policies are another attempt by private industry to convert public taxes into profits. Private schools are not subject to the same regulations as public entities and as such can freely use tax money in more nefarious ways.

-Must acknowledge that school choice is a sham – sending children to schools without public school boards paradoxically reduces the choice parents have over how the school is run.

-Public schools must remain public. Policies allowing for choice among schools – if done fairly – would increase the cost of public education exponentially. It is a much more efficient policy and less open to fraud if we instead ensure every student has a quality education. We need one excellent education system – not multiple ones.

10) Support the Right of Workers to Unionize

-Must support policies to make it easier for private citizens to exercise their collective bargaining rights. Period.


I would be willing to vote for any candidate who met all of these requirements regardless of race, gender, sexual orientation, background or party affiliation.

That’s right. This job need not be filled by a Democrat. Any party will do. I am sick of being offered false progressives under a Democratic banner.

And Hillary Clinton coming right out of the gate praising Common Core may have been the last straw.

Why vote for her over Jeb Bush when they support THE SAME THING!?

No. I will not vote Democrat just because. Never, never again.

If they want my vote, they will have to meet my job application. I will vote to hire the best candidate. Whoever that is.

And I bet I’m not alone.

The education vote is no longer a gimme for the Democrats.

Progressive education candidates? Are you out there?
