The First Taste is Free: Ed Tech Follows Drug Dealer Sales Techniques with Schools During Coronavirus Crisis

“Pst! Hey, Kid! Come here!”

 

Educational technologies are a multi-billion dollar industry.

 

“Who? Me?”

 

The coronavirus pandemic has closed schools across the globe, and districts have tried to solve this problem by putting their classes online.

 

“Yeah, you. I’ve got some… candy I want to give you.”

 

Nearly every ed tech company has offered help with this processes.

 
“Oh boy! I sure love candy… Wait a minute! How much does it cost?”

 

Teachers, parents, students and education activists are wary of educational technologies in the classroom, and research backs them up. Ed tech has been shown to widen socioeconomic divides, it hasn’t lived up to its promise of increasing academic gains, and – perhaps most tellingly – Silicon Valley executives restrict their own children’s use of technology and send them to tech-free schools.

 
“Nothing. It’s free.”

 

These for-profit corporations are offering limited time promotions – they’re providing additional services for free that would normally be behind a paywall.

 

“Oh goodie!”

 

Districts are jumping at the chance. They’re encouraging teachers to use apps, services and software that have never been tried before locally in an attempt to abide by continuity of education guidelines written by departments of education.

 

“That’s right. Absolutely free. But if you want some more, next time I’ll have to charge you a little something…”

 

So when the pandemic is over and classes eventually are reopened, a great deal of the technology that schools used to get through the crisis will no longer be on the house.

 

Continuing to use them will require an additional fee, and if districts end up budgeting for them, the money has to come from somewhere. So that means fewer books, field trips, tutors, classroom aides, and – yes – teachers.

 

In short, well-meaning governors, law-makers, administrators, school directors and even educators are participating in a program that in the long run may enrich private corporations but not be in the best interests of the students we’re supposed to serve.

 

I bring this up not to stop schools from using online learning during the crisis. Unfortunately that ship has sailed. Nor do I voice my objections to criticize teachers, parents or students. We all have to do what needs to be done to get through all this.

 

However, it is vital that we are aware of the compromises being made today so as to better avoid the pitfalls ahead.

 

When teachers use Zoom, Google Classroom, or any of dozens of other ed tech products during this season of social distancing, we must be aware that these should only be temporary measures. Do not resign yourself to any of this becoming the new status quo.

 

When classes resume, we can’t simply go back to normal. Nothing can ever be normal again. Normal is what got us into this mess – a society ill equipped to meet this pandemic – ill equipped to take care of its citizens, provide basic resources, equity and put people before profits.

 

The post coronavirus world must be one of universal healthcare, a social safety net for all and a robust, fully funded system of public education. We cannot allow it to be a dystopian world of edu-tech vulture capitalism where the economics of street corner drug pushers is used to dictate how public money is spent.

 
There are many clear reasons why.

 
First, education technologies are almost completely unregulated. Cybersecurity and student privacy laws are woefully out of date if not entirely nonexistent.

 

These applications collect a torrent of data on students. So do teachers, in fact, to calculate grades. However, if an educator were to share this information with outsiders, she could be sued. But if a corporation did the same thing, it falls into a legal no man’s land.

 

Each state has different laws denoting the limits of privacy.

 

The main federal law safeguarding student data privacy, the Family Educational Rights and Privacy Act (FERPA), was written in 1974 before much of these technologies even existed. It hasn’t been significantly amended since 2001.

 

So it’s left to individual districts, administrators, school boards and teachers to navigate these murky waters.

 
They end up trying to decipher the individual terms of service agreements and privacy statements with these companies that are often full of legal loopholes. In many cases, decision makers don’t even bother or give the job to school lawyers unversed in cybersecurity concerns or law.

 

While Congress has neglected its duty to regulate the industry, the matter is important enough that the Federal Bureau of Investigations (FBI) put out a strong warning. Two years ago, the Bureau cautioned consumers about the risks of classroom management tools like Class Dojo as well as student testing and remediation applications like Classroom Diagnostic Tools and Study Island.

 

The FBI warned schools and parents that widespread collection of student data involved in these applications could cause safety concerns if the information is compromised or exploited.

 

The Bureau was concerned about ed tech services because many are “adaptive, personalized learning experiences” or “administrative platforms for tracking academics, disciplinary issues, student information systems, and classroom management programs.”

 

And these are many of the same applications being used today for distance learning initiatives.

 

Education advocates have been sounding the alarm for years.

 

Commonsense.org – a nonprofit studying education issues – conducted a three-year review of 100 ed tech companies. It concluded that 74% of these businesses hold the right to transfer any personal information they collect if the company is acquired, merged, or files for bankruptcy. And since many are start-ups, this often happens.

 

The authors wrote that there is “a widespread lack of transparency, as well as inconsistent privacy and security practices” in how student information is collected, used, and disclosed.

 

Leaking student data is often not a security failure. It’s part of a company’s business model.

 

This is valuable information about one of the most lucrative demographics in the marketplace. Companies use it to help sell products targeted directly to consumers. And they can even sell student data as a commodity, itself.

 

For instance, imagine how much more effective the hiring process would be if businesses had access to applicants school attendance records. Imagine if businesses had an applicant’s entire academic record.

 

Employers could buy vast amounts of data and use algorithms to sort through it looking for red flags without fully comprehending what was being compiled. Imagine an applicant being turned down for a job because of low middle school attendance but not being able to explain that this was due to a legitimate illness.

 

There are reasons we protect people’s privacy. You shouldn’t have to explain your score on a 1st grade spelling test the rest of your life or have the need for special education services damage your credit rating.

 

Yet all of these things are possible when student data is up for grabs.

 

No one is protecting our children from this kind of mercantile future – one which will only be exacerbated if we allow educational technologies to become common place after the current crisis.

 

And tightening our student privacy laws, will not solve everything.

 

Hardly any attention is being paid to how these technologies can be used for harms unrelated to business and industry.

 

Tablets, laptops or monitoring devices such as cameras or microphones could be exploitable by tech savvy criminals – especially since many ed tech programs allow remote-access capabilities without the user even being aware of what is happening.

 

Pedophiles could use this data to find and abduct children. Criminals could use it to blackmail them. Other children could use it to bully and harass classmates.

 
It’s hard to imagine how children could be protected on such devices without increasing surveillance and thereby running similar risks. Using them will always involve a chance of endangerment so they should be kept away from the youngest and most vulnerable potential users.

 

How did we let ed tech get so out of control? Like so many problems of the pre-coronavirus world, money was allowed to dictate policy.

Global venture capital investments in ed tech finished 14 times higher by the end of the decade than they started. Investments went from $500 million in 2010 to $7 billion in 2019. And insiders expect that to triple in the next decade to more than $87 billion.

 

The two biggest spenders by far are China and the US.

 

Yet enthusiasm for such technologies are not nearly as prevalent among educators.

 

A 2019 study of educator confidence in ed tech conducted by Houghton Mifflin Harcourt found that 60% of teachers were concerned that implementing technology tools could damage the student-teacher relationship.

 

Moreover, education research in the United States concluded these technologies only widen the gap between different socioeconomic groups. Global initiatives like the One Laptop per Child program, which distributed 25 million low-cost computers with learning software to children in the developing world, failed to improve language or math results.

 

Meanwhile, students seem to be telling us they prefer more old school methods of instruction. Studies have shown preference for everything from physical books over eBooks to having “ordinary, real-life lessons” and “a smart person at the front of the room.”

 

Parent Blogger Alison McDowell has studied these issues in more depth than nearly anyone else. She warns that adaptive applications become the gatekeeper of children’s educations. They only allow students to move on once they’ve demonstrated mastery on a previous academic standard – or at least once they’ve been able to guess which one answer a programmer thought correct:

 

“The “personalized learning” model conditions students to view themselves as independent operators, free agents attempting to navigate a precarious gig economy alone. Screen-based isolation and an emphasis on data-driven metrics steadily erode children’s innate tendencies to creative cooperation. Which is ultimately better for society, an algorithm that learns each student in a classroom and delivers a pre-determined reading selection that they review and are quizzed on online, or a human teacher who selects an all class reading in which there is lively debate? The first scenario forecloses creative thought in service of data generation and reinforces there is but one correct answer. The second opens up chances for students to gain new insights while limiting opportunities for digital surveillance.”

 
Ed tech may allow us to stumble forward during the coronavirus quarantine, but it is not a central part of a healthy education system.

 

It may play a limited role in remediation and augmentation, but it cannot be the fulcrum around which everything else revolves.

 
I’d like to see a new education system built from the ashes of the old where every child has the chance to learn, a system that forgoes standardized testing and corporate-written academic standards for individualization and human interaction. I’d like to see a world where charter and voucher schools are things of the past, where schools are integrated and differences valued, where teachers and learning are respected and esteemed.

 

That is not an ed tech centered world. It is a student centered one.

 

It is a world where our priorities are such that even the promise of the new and the free won’t encourage us to indulge in practices that put our children in greater danger.

 

It is a place where the pusher has no power because his product is seen for what it is – treacherous and unnecessary.

Every Charter School Must Be Closed Down – Every. Single. One.

The problem with charter schools isn’t that they have been implemented badly.

 

Nor is it that some are for-profit and others are not.

 

The problem is the concept, itself.

 

Put simply: charter schools are a bad idea. They always were a bad idea. And it is high time we put an end to them.

 

I am overjoyed that lawmakers on both sides of the aisle are starting to hear the criticisms leveled against the charter school industry in the face of the naked greed and bias of the Trump administration and its high priestess of privatization, Betsy DeVos. However, I am also disappointed in the lack of courage displayed by many of these same lawmakers when proposing solutions.

 

Charter schools enroll only 6 percent of students nationwide yet they gobble up billions of dollars in funding. In my home state of Pennsylvania, they cost Commonwealth taxpayers more than $1.8 billion a year and take more than 25 percent of the state’s basic education funding. That’s for merely 180 schools with 135,000 students!

 

Charter schools are privately run but publicly financed. They are what happens when the public abrogates its responsibility to run a school and signs that right away (in a charter agreement) with another entity, usually a business or corporation.
As such, these schools are not held to the same standards as authentic public schools. Unlike your neighborhood school, charters are not required to be run by elected boards, to have public meetings, to have open records, or to spend all their money in the service of their students. Nor do they have to provide the same standard of services for students – even children with special needs. Nor do they have to accept all students within their coverage area who enroll. And that’s to say nothing of how they increase racial segregation, are susceptible to fraud and malfeasance, often produce much worse academic results, close without notice, hire many uncertified teachers, trample workers rights and destabilize the authentic neighborhood public schools.

 

These are not problems that can be solved by fiddling around the edges.

 

 

We cannot simply constrain them from stealing AS MUCH from authentic public schools and consider it a victory.

 

We need to address the issue head on – and that issue is the very concept of charter schools.

 

Why would the public give up its schools to a private entity? Why allow someone else to take our money and do whatever they want with it behind closed doors? Why allow anyone to give our children less of an education than we’re already providing at our own schools?

 

We must end this failed experiment. Nothing less will do. It will only provide more breathing room so  that this unjust situation can drag on for another generation.

 

In Pennsylvania, Gov. Tom Wolf has proposed sweeping reforms via executive order that would make real progress toward holding charter schools accountable. He has asked that the state senate and house take the next step with legislation to finish the job.

 

Just this past week, Wolf visited Twin Rivers Elementary School in McKeesport along with state Senator Jim Brewster and state Reps Austin Davis and Jake Wheatley to listen to resident and teachers’ concerns and propose solutions.

 

Such a move is unprecedented and represents a seismic shift in the political landscape. However, I am concerned that lawmakers are too timid to fix the real problem here.

 

No one has the bravery to come out and say what I’ve said here.

 

Consider this statement from Brewster, my state Senator:

 

I have legislation to address some of these issues, but it’s not an indictment on charter school teachers. It’s not an indictment on the charter school concept. It’s an indictment on the process that was put in place 20 some years ago that has put in a playing field that’s not level. Together I believe if we get the charter school folks to the table we can iron this out, we can fix several things that need to be fixed – the funding formula, the capacity, the cap and those sort of things – and when we do that, then the mission statements of the charter schools and the public schools are the same – educate our children, bring their skill sets out, help them achieve their dreams.”

 

 

I am deeply grateful for Brewster’s support and willingness to take on the charter industry. And he is right about many things. But not all of them.

 

He is right, for example, about the financial impact of charter schools on authentic neighborhood public schools.

 

At the same meeting, McKeesport superintendent Mark Holtzman said, “Charter schools are depleting our resources with no accountability or without being financially responsible. Taxpayer money is being used to flood the media with commercials and billboards right before the start of school so that they can take our students.”

 

There are roughly 500 students living in the McKeesport district enrolled in brick-and-mortar charter schools and 100 students enrolled in cyber charters. The district spends about $7 million — or 10% of its budget — on charter school payments, according to Holtzman.

 

It’s roughly the same at other districts in the Mon-Valley. Steel Valley Schools, where I work as a middle school teacher, has budgeted a $6 million payment to charter schools this year – 16% of our spending plan.

 

Again, I am extremely grateful that Wolf and other state Democrats recognize this fact and are willing to take measures to make matters more fair. I hope many Republicans will join them in this.

 

However, fixing the way charters are funded alone will not correct the problem.

 

Charter schools are a parallel service to authentic public schools. If you’re suggesting we fund them both, you’re asking taxpayers to pay for two complete and separate school systems.

 

Why should we do that? Why should we waste our money on it? I don’t think the people of Pennsylvania – or any state of the union – have money to spare on a pointless duplication of services.

 

It is a politically impossible position that has zero justification – especially when you consider all the inequitable practices charter schools are allowed to get away with.

 

In his executive orders, Wolf proposes putting a stop to some of this.

 

For example, he wants to require charter schools to stop turning away students based on race, ethnicity, gender, disability, intellectual deficits, or other factors. He wants to make charter schools as transparent as authentic public schools. He wants to stop conflicts of interests for charter school board members and operating companies so that they can’t make decisions on behalf of the school that would enrich themselves, their families and/or friends.

 

These are excellent suggestions and I hope he is able to make them a reality.

 

However, these “fixes” are all things that authentic public schools already do. They don’t discriminate in enrollment. They are financially accountable and transparent. They aren’t allowed to engage in conflicts of interest.

 

Why bother making charter schools act like authentic public schools when we already have authentic public schools? That’s like genetically engineering your cat to have a longer snout and say “woof.” Why bother when you already have a dog?

 

The same could be said about for-profit and non-profit charter schools.

 

Apologists want to pretend that the former is the “bad” type of charter and the latter is the “good” type.

 

Wrong.

 

As Jeff Bryant, an editor at Education Opportunity Network, puts it, this is a “Distinction without a difference.”

 

These terms only define an organization’s tax status – not whether it is engaged in gathering large sums of money for investors.

 

With a knowledgeable accountant or hedge fund manager, almost anyone can claim nonprofit status while still enriching yourself. It happens all the time.

 

For instance, take the use of management companies.

 

A for-profit charter school can simply cut services to students and pocket the savings as profit.

A nonprofit charter school can do the same thing after engaging in one additional step.

All they have to do is start a “nonprofit” charter school and then hire a for-profit management company to run it. Then the management company can cut services and pocket the profits!

 

 

Yet we call such a school “nonprofit.” It’s meaningless.

 

 

It doesn’t even matter who owns the for-profit management company. It could even be the same people who own the nonprofit charter school.

 

The law actually allows you to wear one hat saying you’re nonprofit and then put on a different hat and rake in the cash! The only difference is what hat you’re wearing at the time! You get to claim to be a nonprofit while enjoying all the advantages of being for-profit.

 

You can even buy things with public tax dollars through your for-profit management company and then if your “nonprofit” school goes bankrupt, you get to keep everything you bought! Or your management company does.

 

So the public takes all the risk and you reap all the reward. And you’re still called a “nonprofit.”

 

 

But let’s not forget real estate shenanigans.

 

 

If I own property X, I can sell it to my own charter school and pay myself whatever I want. And I can do the same thing with a nonprofit charter school, I just need to sell it to my for-profit management company which will still buy my property for whatever I decide to pay myself.

 

 

Face it – charter schools are a scam.

 

They are a failed policy initiative.

 

It’s time they were ended.

 

But don’t get me wrong. I’m not suggesting we simply throw away the people who work there or the students who are enrolled there.

 

We need to look at each charter on a case-by-case basis and decide how best to transition them to an authentic public school system.

 

In some cases, it may make sense to rehabilitate charters into fully public schools with all the transparency and regulations that means. However, in most cases it will mean eventually closing them.

 

If there are any charters that actually provide valuable services for students and their families wish to keep children enrolled there, we should allow these students to finish their academic careers there. But let the present classes be the last.

 

In schools that do not offer better outcomes than the neighborhood public school (i.e. the overwhelming majority) students should be transitioned back to the neighborhood schools.

 

If there are any charters that do not wish to abide by such changes, they should have the opportunity to become what they already are except in name – private schools. The only difference is that taxpayers will no longer take up the tab.

 

And when it comes to charter school teachers, they should not be punished for having worked in the industry. In fact, we should find ways to bring them into the authentic public schools.

 

Our public schools need more teachers. Charter teachers who are fully certified should be given first chance to fill some of those vacancies. And charter teachers who are not certified should be given the opportunity to go back to school and complete their education degrees.

 

Any sane solution to the charter school mess would include these measures with the ultimate goal of ending school privatization in all its forms financed at public expense.

 

We don’t want privatized prisons. We don’t want privatized mercenary armies like Blackwater. We don’t want privatized schools.

 

Tax dollars should go to our authentic neighborhood public schools so that we can make them even better than they already are.

 

Our students deserve the best we can give them – and we can’t give them the best when we’re needlessly paying for two separate school systems and passing legislation with more of an eye on private investors than the welfare of the next generation.

 

It is my sincere hope that this push for real charter school reform becomes an effort to solve this problem once and for all.

 

Are we brave enough to do it?

 

 

Do we have the courage and conviction to take that on?

There is Virtually No Difference Between Nonprofit and For-Profit Charter Schools

Stop kidding yourself.

 

Charter schools are a bad deal.

 

It doesn’t matter if they’re for-profit or nonprofit.

 

It doesn’t matter if they’re cyber or brick-and-mortar institutions.

 

It doesn’t matter if they have a history of scandal or success.

 

Every single charter school in the United States of America is either a disaster or a disaster waiting to happen.

 

The details get complicated, but the idea is really quite simple.

 

It goes like this.

 

Imagine you left a blank check on the street.

 

Anyone could pick it up, write it out for whatever amount your bank account could support and rob you blind.

 

Chances are you’d never know who cashed it, you’d never get that money back and you might even be ruined.

 

That’s what a charter school is – a blank check.

 

It’s literally a privately operated school funded with public tax dollars.

 

Operators can take almost whatever amount they want, spend it with impunity and never have to submit to any real kind of transparency or accountability.

 

Compare that to a traditional public school – an institution invariably operated by duly elected members of the community with full transparency and accountability in an open forum where taxpayers have access to internal documents, can have their voices heard and even seek an administrative position.

 

THAT’S a responsible way to handle public money!

 

Not forking over our checkbook to virtual strangers!

 

Sure, they might not steal our every red cent. But an interloper who finds a blank check on the street might not cash it, either.

 

The particulars don’t really matter. This is a situation rife with the possibility of fraud. It is a situation where the deck is stacked against the public in every way and in favor of charter school operators.

 

But most people don’t want to take such a strong stance. They’d rather find good and bad people on both sides and pretend that’s the same thing as impartiality.

 

It isn’t.

 

Sometimes one side is just wrong.

 

Policymakers may try to feign that there are good and bad charter schools and that the problems I’m talking about only apply to the nefarious ones.

 

But that’s a delusion.

 

There is no good way to write a blank check and leave it on the street to the whims of passers-by.

 

Most apologists want to draw the distinction between for-profit and nonprofit charters.

 

But as Jeff Bryant, an editor at Education Opportunity Network, puts it, this is a “Distinction without a difference.”

 

These terms only define an organization’s tax status – not whether it is engaged in gathering large sums of money for investors.

 

The law is full of loopholes that allow almost any organization – not just charter schools – to claim nonprofit status while enriching those at the top.

 

We live in an age of philanthrocapitalism, where the wealthy disguise schemes to enrich themselves as benevolence, generosity and humanitarianism.

 

So-called “nonprofit” charter schools are just an especially egregious example. No matter what label you pin to their name, they all offer multiple means to skim public funding off the top without adding any value for students.

 

For instance, take the use of management companies.

 

A for-profit charter school can simply cut services to students and pocket the savings as profit.

 

A nonprofit charter school can do the same thing after engaging in one additional step.

 

All I have to do is start a “nonprofit” charter school and then hire a for-profit management company to run it. Then my management company can cut services and pocket the profits!

 

It’s really that simple! I turn over nearly all of my public tax dollars to the management company that then uses it to operate the school – and keeps whatever it doesn’t spend.

 

 

Heck! It doesn’t even matter who owns the company! It could even be me!

 

The law actually allows me to wear one hat saying I’m nonprofit and then put on a different hat and rake in the cash! The only difference is what hat I’m wearing at the time!

 

SO I get to claim to be a nonprofit while enjoying all the advantages of being for-profit.

I may even be able to buy things with public tax dollars through my for-profit management company and then if my “nonprofit” school goes belly up, I get to keep everything I bought! Or my management company does.

 

So the public takes all the risk and I reap all the reward. And I’m still graced with the label “nonprofit.”

 

Oh, and speaking of spending, being a “nonprofit” doesn’t stop me from the worst kind of real estate shenanigans routinely practiced by the for-profit charter schools.

 

Both types of privatized institution allow for huge windfalls in real estate. If I own property X, I can sell it to my charter school (or management company) and then pay myself with tax dollars. Who determines how much I pay for my own property? ME! That’s who!

 

And I can still be a nonprofit.

 

Think that’s bad? It’s just the tip of the iceberg.

 

Thanks to some Clinton-era tax breaks, an investor in a charter school can double the original investment in just seven years!

I can even get the public to pay for the same building twice! And even then taxpayers still won’t own it!

 

But that’s the complicated stuff. There’s an even easier way to get rich off the public with my “nonprofit” charter school, and operators do it all the time: write myself a fat check!

 

After all, I’ve gotta’ pay, myself, right? And who’s in charge of determining how much I’m worth? ME!

 

I can even pay myself way more than my counterparts at traditional public schools who oversee exponentially more staff and students.

 

For instance, as New York City Schools Chancellor, Richard Carranza is paid $345,000 to oversee 135,000 employees and 1.1 million students. Meanwhile, as CEO of Success Academy charter school chain, Eva Moskowitz handles a mere 9,000 students, for which she is paid $782,175.

 

And this is by no way a unique example.

 

There are just so many ways to cash in with a charter school even at a so-called “nonprofit” – especially if I want to dip my toe into legally dubious waters!

 

I could do like the almost exclusively “nonprofit” Gulen charter schools and exist solely as a means to raise money for an out-of-favor political movement in Turkey.

 

I could use charter funds to finance other businesses. I could decide to discontinue programs that students receive in traditional public schools such as providing free or reduced lunches but keep the cash. I could fake enrollment and have classes full of “ghost students” that the local, state and federal government will pay me to educate.

 

Fraud and mismanagement are rampant at charter schools because we don’t require them to be as accountable as their traditional public school counterparts.

 

If a traditional public school tried this chicanery, we’d almost certainly catch it at the monthly meetings or frequent audits. But charter schools don’t have to submit to any of that. They’re public money spent behind closed doors with little to no requirement to explain themselves – ever.

 

And all of this – nearly every bit of criticism I’ve leveled against the industry – doesn’t even begin to take into account the educational practices at these types of schools.

 

There is plenty of evidence that charters provide a comparable or worse education than children routinely receive at traditional public schools.

 

Where it is comparable, the issue is clouded by selective enrollment, inadequately servicing students with special needs and generally encouraging the hardest to teach to get an education elsewhere. Where it is worse, it is colossally worse, robbing children not just of funding but what is likely their only chance at an education.

 

But we don’t even need to go there.

 

We only need the issue of fiscal responsibility to bring down this behemoth.

 

Charter schools are no way to run a school. They are a blatant failure to meet our fiduciary responsibilities.

 

Traditional public schools are the best way to run a school. They protect the public’s investment of money and resources while providing a quality education to students.

 

So all this talk about nonprofit and for-profit charter schools is either a mark of supreme ignorance or a ploy for weak willed politicians to weasel their way out of taking a stand on an issue whose merits are obvious to anyone who knows what really happens in our education system.

 

It’s time to stop wasting taxpayer money on this expensive fraud.

 

 

It’s time for the charter school experiment to end.

 

 

And it’s way passed time to support fully public schools.

Charter School Lobby Panics as NAACP Rejects For-Profit Schools

White America has a history of freaking out at perfectly reasonable suggestions by the black community.

 

 

Hey, maybe black people shouldn’t be slaves.

 

 

SOUTHERN STATES SECEDE! THE CIVIL WAR BEGINS!

 

 

Hey, maybe black lives should matter as much as white ones.

 

 

BLUE LIVES MATTER! MAGA! TRUMP!

 

 

Hey, maybe we shouldn’t be making money off of children’s educations?

 

 

PANIC!

 

 

That’s what seems to be happening at think tanks and school privatization lobbying firms across the country after a new report by the National Association for the Advancement of Colored People (NAACP) this week.

 

 

Some news sources are characterizing the report as “radical” or “controversial.”

 

 

However, the report, titled “Quality Education for All: One School at a Time,” basically says nothing more revolutionary than that all public schools should be transparent and accountable.

 

That includes charter schools.

 

“Public schools must be public,” the report states. “They must serve all children equitably and well. To the extent that they are part of our public education system, charter schools must be designed to serve these ends.”

 

And why shouldn’t they?

 

More than 3 million students attend charter schools across the country. Approximately 837,000 of them are black. Don’t they deserve the same kinds of democratically controlled schools and fiscal responsibility as their counterparts in traditional public schools?

 

 

Somehow your local public school is able to teach kids while still keeping a record of how it’s spending its money – your money. And if you don’t like what’s being done, you can go to a school board meeting and speak up or even run for a leadership position.

 

 

How does getting rid of that help kids learn? How does operating in secret in the shadows benefit children?

 

 

The report also recommends that local communities should have more control over whether to open charter schools in their districts and calls for an end to for-profit charter schools, altogether.

 

 

Not exactly the musings of anarchist provocateurs.

 

 

Charter school cheerleaders like Education Secretary Betsy DeVos call their movement School Choice. Shouldn’t communities get to choose whether they want them there in the first place? If the program is based on the free market, let them make their case to the community before setting up shop. They shouldn’t get to make a backroom deal with your congressman and then start peddling their wares wherever they want.

 

 

Moreover, if charter schools are, indeed, public schools, why should they be allowed to operate at a profit? They are supported by tax dollars. That money should go to educating children, not lining the pockets of venture capitalists and hedge fund managers.

 

 

The authors were very specific on this point:

 

“No federal, state, or local taxpayer dollars should be used to fund for-profit charter schools, nor should public funding be sent from nonprofit charters to for-profit charter management companies.”

 

But that’s not all.

 

 

The author’s also call out charters infamous enrollment and hiring practices. Specifically, these kinds of privatized schools are known to cherry pick the best and brightest students during admissions, and to kick out those who are difficult to teach or with learning disabilities before standardized testing season. The report called for charters to admit all students who apply and to work harder to keep difficult students – both hallmarks of traditional public schools.

 

 

In addition, the report suggests charters no longer try to save money by hiring uncertified teachers. If charters are going to accept public money, they should provide the same kind of qualified educators as their traditional public school counterparts.

 

 

However, even if such reforms are made, the report is doubtful that privatized education could ever be as effective and equitable as traditional public schools. In perhaps the most damning statement in the report, the authors wrote:

 

“While high-quality, accountable, and accessible charters can contribute to educational opportunity, by themselves, even the best charters are not a substitute for more stable, adequate and equitable investments in public education.”

 

The report was written by the 12-member NAACP Task Force on Quality Education after a set of intensive hearings or “listening sessions” across the country in cities such as New Haven, Memphis, Orlando, Los Angeles, Detroit, New Orleans and New York. The final product is the result of the input they received during these meetings.

 

 

This is only the latest in a growing movement of skepticism toward privatized education of all sorts – especially in relation to its impact on students of color.

 

 

Less than a year ago, the NAACP, the oldest civil rights organization in the country, called for a moratorium on any new charter schools. This week’s report takes that caution to the next level.

 

 

Despite a truly controversial record, over the past decade, the number of students in charter schools has nearly tripled. In terms of pure numbers, black students only make up more than a quarter of charter school enrollment. However, that’s a disproportionately high number since they make up only 15 percent of total public school enrollment. To put it another way, one in eight black students in the United States today attends a charter school.

 

 

The NAACP isn’t the only civil rights organization critical of charter schools. Groups such as the Journey for Justice Alliance, a coalition of grassroots community, youth, and parent-led organizations, and the Movement for Black Lives, a conglomeration of the nation’s youngest national civil rights organizations, have also expressed concern over the uses and abuses of students of color in charter schools.

 

 

 

However, this week’s report wasn’t focused solely on privatization. It also addressed the central issue at traditional public schools – funding disparities.

 

 

The report identifies severe inequalities between rich vs. poor communities as the cause of so-called failing schools. The report argues that “to solve the quality education problems that are at the root of many of the issues, school finance reform is essential to ensure that resources are allocated according to student needs.”

 

 

Closing the achievement gap requires specific investment in low-performing schools, not punitive measures. There should be more federal, state, and local policies to attract and retain fully qualified educators, improve instructional quality, and provide wraparound services for young people.

 

 

The report suggests states model their funding formulas on those of Massachusetts and California and that the federal government should fully enforce the funding-equity provisions in the Every Student Succeeds Act (ESSA).

 

 

It would be difficult to find more rational and reasonable solutions to the education problems in today’s schools.

 

 

But pay attention to the response it’s getting.
