Near Silence on Education at First Democratic Debate

Nada.

That’s how many questions CNN anchors asked presidential hopefuls about America’s public schools at the first Democratic Debate.

Imagine if Anderson Cooper and company had been silent on Climate Change. The candidates would have brought it up anyway. Bernie Sanders actually did talk about the threat to the environment when asked a question about national defense.

Imagine if moderators had no questions about gun violence. Candidates competed with each other to demonstrate which took a stronger stance against the National Rifle Association.

Imagine if no one asked about finance reform. On that stage each candidate tried to position his or herself as the new sheriff of Wall Street.

But when it comes to one of the most important issues of the day – our children’s struggling schools – the media apparently thought it was of no interest to the viewing public.

Admittedly both Hillary Clinton and Sanders briefly brought it up when asked about other things.

Clinton said we need universal pre-kindergarten and good schools. However, she neglected to say what those good schools would look like.

It’s almost like saying nothing at all. EVERYONE wants good schools – Even dunderheads like Chris Christie, Jeb Bush and Donald Trump! But their ideas of good schools differ greatly from that of most parents, teachers and students. McCharter schools for the poor and Cadillac campuses for the rich isn’t exactly what real progressives have in mind.

And universal pre-k? Great! But that’s kind of the flavor of the month. Who really disagrees that we should help toddlers prepare for school? It’s like asking, “Who wants ice cream?” in a room full of little kids on a hot day. EVERYONE wants ice cream – even the kids who are lactose intolerant!

Sanders took a second in a diatribe about social services to mention the need to fund schools. However, he didn’t say a thing about equity or if that funding would have strings attached. President Obama talked about funding schools, too, when he was running for president in 2008. Once he got into office those education dollars came at the cost of accepting untested and developmentally inappropriate Common Core State Standards. And equity meant closing poor schools to save them.

I wonder if CNN would have felt more pressure to ask even a single token education question if the largest national teachers unions hadn’t already endorsed Clinton. Both the American Federation of Teachers representing 1.5 million members and the National Education Association representing 3 million members have backed Clinton.

Well, leadership has. Member outreach, polling, even voting by the organizations largest representative boards has been almost entirely absent.

But now that teachers have been pigeonholed in Clinton’s camp, what’s the point of asking education questions? In the public eye educators have already chosen their candidate. Why would they need to hear Clinton’s thoughts on education policy? Why hear her opponents thoughts? Their minds are made up.

Meanwhile, the Obama administration continues to run roughshod over teachers concerns. For 7 years education professionals from all walks of life have complained about the administration’s failing school policies and its buffoonish education secretary Arne Duncan. But now that Duncan is leaving, the President replaces him with John King – ex-New York State Commissioner of Education who enraged parents so much he was run out of the state on a rail.

The media just doesn’t care about public education. Nine times out of ten if they even print a story about schools, it’s a puff piece spin doctoring a school reform policy that isn’t working, never has been working and is – in fact – making things much worse for our nation’s students. Otherwise it’s an expose of how teachers can’t make these horrendous policies work so its their fault and don’t even glance at the ballooning child poverty rate – that’s completely irrelevant to the issue of all these lazy teachers who can’t be fired because we’d have to prove they’re bad first.

And what of the candidates? Do they care about public education?

The Democrats say they do and then zip their lips. They might make positive noises about preschool or universities – especially when it comes to funding. But they have next to nothing to say about K-12 schools. When the issue comes up, they deflect to toddlers or the college campus.

Meanwhile Republicans can’t contain their glee about mentioning teachers during debates and stump speeches. They want prospective voters to know that conservative types like them want to punch teachers in the face. During the first Republican debate, at least half of the candidates in that crowded boasted how much they stood up to the teachers unions.

And so there you have it, folks. That’s what passes for a substantive Democratic debate of all the important issues of the day. Now voters can make an informed decision in the primaries. There will be a few more debates, but they’ll probably be no different than this one.

And if you actually care about public schools, if you have children in the system, or derive your livelihood from it, or even if you just don’t want to live in a society of uneducated dummies – you’d be better served using Tarot cards to determine where the Democrats stand on this issue.

Teachers Told They’re Endorsing Hillary Clinton by NEA Leadership. Membership Opinions Unnecessary

The decision has been made, teachers.

YOU WILL ENDORSE HILLARY CLINTON IN THE 2016 PRESIDENTIAL PRIMARIES.

Your union has spoken.

Now please donate to the Political Action Committee (PAC).

The National Education Association (NEA) represents 3 million educators. It is the largest labor union in the country. However only about 180 people made the decision to back Clinton.

The NEA Board of Directors voted today 118 to 39 in favor of the endorsement with 8 abstentions and 5 absences.

Thursday the 74 member PAC Council voted to endorse Clinton with 82% in favor, 18% against and some of the largest delegations – California and New Jersey – abstaining.

Check my math here. So 61 PAC votes plus 118 Directors plus one President Lily Eskelsen Garcia equals 180 in favor.

That’s about .00006% of the membership.

And we call that an endorsement.

But wait. It can’t really be that simple. All of these people are voted in by members. Surely they polled their constituencies to gauge how individuals wanted them to vote.

Nope.

To be fair, some NEA directors may have polled state union leaders.

Ronnie Ray James, NEA Director from South Carolina, wrote in to this blog saying he took a straw poll of the South Carolina Education Association (SCEA) board about an early endorsement. He said the vote was close but came out in favor of making the endorsement.

However, that’s a far cry from asking actual card carrying members of the rank and file! Moreover, it is unclear how widespread these straw polls were, if they polled board members about outright support for Clinton and if the leaders of state boards have the pulse of their constituents.

According to NEA by-laws, the organization need go no further to obtain input from individual members for a primary endorsement. Even these straw polls are a formality.

The 8,000 strong Representative Assembly (RA) did not get a say. This larger body representing state and local affiliates will get to vote on an endorsement in the general election when the field is narrowed down to only two major candidates.

But anything like a poll of individual members is apparently not desired by leadership – now or later.

Perhaps that’s because for weeks the rank and file have been vehemently criticizing leaderships’ mounting push to endorse Clinton.

Some opposed to the decision are certainly Bernie Sanders supporters. However, many others complain that it is too early to endorse before candidates have clearly outlined their positions on education or even had a chance to debate.

In an effort to solidify the vote among wavering leadership, Garcia called in the big gun – Hillary Clinton, herself.

The Democratic candidate met with Directors today before the vote. No other candidate was present.

It’s one thing to vote. It’s another thing to do it in the presence of one of the candidates!

This whole process has been a mockery of what labor is supposed to stand for.

Unions are supposed to be about solidarity. The word, itself, means joining together. But this move by NEA leadership has been nothing like that. It has been a top down decision imposed on membership.

It is ludicrous that leaders claim they are representing card carrying rank and file when they haven’t asked us what we think. Nor do they even seem to have the slightest interest in doing so.

Full disclosure: I am not a Clinton supporter. I lean towards Sanders. However, I could accept this decision if it had been conducted democratically – if it really was a reflection of the thoughts of my union brothers and sisters.

Instead, we’ve been treated like sheep. We’ve been herded, fenced in, hushed and placated.

The way I see it, there are only two ways to go from here: we can give up or we can fight back.

It is tempting to become despondent and stop participating in the union. Why bother with people who don’t care what I think? In fact, maybe all those fat cats fighting to destroy us are right. If the NEA won’t include me in something this important, why should I continue defending it? Why keep paying dues?

But I can’t go that route. I won’t. Together we bargain, alone we beg.

The problem is not unions. The problem is our leadership. We must fight to take it back.

We must replace those who would silence the rank and file. We must vote in new leaders who actually represent us and have an interest in our input.

We need leaders who will fight for us, not those who are satisfied with a mere seat at the table and an opportunity to enrich themselves at our expense.

This is hard. It’s much easier to just wave a white flag, go home and watch the football game.

A union is not made of leaders. It is made of members.

Lily is not the NEA. I am.

And I will fight to take it back.

A Handful of NEA Leaders Have Taken Another Step Toward Endorsing Hillary Clinton Despite Member Outcry

“We are what Democracy looks like.”

With those words, Lily Eskelsen Garcia took the reigns of the National Education Association (NEA) as President in 2014.

A little more than a year later, the NEA is set to prove those words false by endorsing a candidate for the 2016 Presidential Primaries without input from the rank and file.

Despite vocal opposition from thousands of members of the largest union in the country, the NEA Political Action Committee (PAC) Council voted to endorse Hillary Clinton.

The council of 74 educators from the organization’s political arm voted Thursday. The NEA Board of Directors is expected to make a final decision on Saturday.

Despite Garcia’s fierce rhetoric, the decision is being made by a handful of union leaders with next to no input from the more than 3 million members.

Many details of the vote, itself, are shrouded in secrecy and bad math.

Numerous sources in the NEA say the PAC council voted 82% in favor and 18% against. However, these figures are suspect. Two of the largest state delegations – California and New Jersey – abstained. The percentages being touted by PAC Council representatives do not seem to take that into account. The actual total should be somewhat closer.

When the Board of Directors votes later this week, at least 58% will be needed to give Clinton the organization’s endorsement.

However, the main body of representatives – the Representative Assembly (RA) – will be excluded from voting. The larger RA’s say is unnecessary according to NEA by-laws to give an endorsement in the primary election. However, the RA will get to vote on an endorsement in the general election when the field is narrowed to only two major candidates.

Any additional outreach to card carrying educators and other dues paying members is apparently not needed or desired.

Opposition to this much anticipate vote has been mounting. State chapters in New Jersey, Massachusetts and Vermont have come out publicly against the Clinton endorsement. However, when it came to a vote in the PAC Council, New Jersey abstained instead of voting the measure down. Moreover, the California chapter has been riddled with outspoken critics of the endorsement, yet they only pushed the state delegation to another abstention.

Ohio and Massachusetts delegations voted against it, but full tallies of the roll call vote could not immediately be determined.

Those in-favor of the endorsement claim Clinton is the most electable candidate who supports positive education policies. However, even Garcia is reported to have admitted that Bernie Sanders has better education positions.

While some opposing the endorsement clearly favor Sanders, many oppose any endorsement so early in the race before even the first Democratic debate.

Clinton and Sanders are polling neck-and-neck in the first two Democratic primary states. A Clinton endorsement could give her a much needed edge over her political rival.

Meanwhile as labor unions are attacked on all sides, it seems the biggest opponent to union Democracy may come from inside these organizations, themselves.

Teach for America Deletes Educator Counter-Narratives; Educators Repost EVERY SINGLE ONE!

On Sept. 23, Teach for America (TFA) published an article on its Website about the “Badass Women of Teach for America.”

Many of the more than 56,000 members of the Badass Teachers Association (BATS) commented on this article.

A few days later, all comments were deleted and the ability to make any additional comments was disabled. TFA then published two additional articles about the comments BATS had made. The authors of these new articles then attempted to debunk what had been written about them but was too dangerous to be left for their readers to see for themselves.

The counter-narratives of hundreds of people had been erased. But as any good public school teacher will tell you – nothing that is posted on the Internet is ever lost.

Below is every comment made on the original TFA article.

Badass Teachers don’t Teach For Awhile, they earn valid
credentials and commit their lives to public service. They speak
out against sham operations like TFA that pretend to have the
neediest of children at heart, but which really deprive them of
skilled professional guidance. I earned my M.Ed degree in 1990,
the year TFA crawled out of a dark hole…how many TFAers who
began that year remain as active educators? Badass is as badass

exceptions, TFA sends “teachers” into classrooms completely ill
prepared for the realities of teaching. MANY quit before the end
of the year. Few make it more than 2 years. They are

improve your program rather than airily dismiss the criticisms? I

and trust me — these kids that go on to TFA are not ready to

Getting paid a mid six-figure salary to participate in the neoliberal
assault on public education is far from badass. Basass implies
fighting against the powers that be; TFA is embedded in the
power structures that uphold racism and growing economic
inequality. Teach For America is a central cog in the
anti-democratic, racist machine working to privatize public
education. Their influence has severely impacted the teaching
profession and worsened the educational experiences and

means putting yourself at risk, but these women have by and

TFA is not helping our kids, but rather hurting our great
educational system. Assuming that someone can train for 5
weeks and then teach is a complete nonsensical idea. Kids and
schools are more complex than 5 weeks could ever train one for.

Imagine for a moment the instant promotion of butchers to

Scout troop leaders as military generals … or menu makers as the

I’m certain that five week preparation period offered by the

practice swings from the major leagues. When do I get my
contract and uniform?

I’m not angry that people assume they can do my job. I’m
amused. You know, I’ve been thinking … wondering what I might
do when I’m done in the classroom. I think I might dabble in some

WHAT?!?!? Use your critical thinking skills you honed in college
and think about that. The design is that you go into a
marginalized school where parents can’t or don’t know to

As an educator, I find this article insulting to my chosen
profession of 21 years!! I chose education and began teaching
after completing my B.A. in Education and my master’s degree. I
am currently working on my doctorate in Education while I am still
in the classroom! TFA teachers, I challenge you to spend more
than one or two years in a classroom. I challenge you to join a
district as a person with a degree who wants to teach, and I want
you to apply for alternative certification, a process that takes
about 2-3 years. I challenge you, as a new teacher, to join the
local teacher union, so that you can understand the importance
of banding together. I want you to explain to me how you
differentiate in a class of 27 students–where you have 12 of them
with IEPS, 2 ESOL students, and 6 students with 504s. I want to
challenge you to one year in my classroom at my high school or
ANY Title One school in our country. I want you to be there for
the football games, dances, lockdown drills, medical
emergencies, and Homecoming Spirit Weeks. I pity you, because
you will NEVER have the satisfaction of seeing the younger
siblings of families come through your classes, you will never
have the joy of celebrating school milestones, and you will never
have the respect of the community because “she left after a year
or two”. And you will never….be Badass. That takes courage and
commitment.

In Puerto Rico, Students Go On Strike to Stop Teacher Relocations

Students streamed out of their classrooms chanting in unison in the mountainous Utuado region of Puerto Rico earlier this month.

They took over the halls and doorways of Luis Muñoz Rivera High School on Thursday, Sept. 10, locking their arms together to create a human chain.

They paralyzed their school, shut it down, and allowed no one in or out.

The reason? Not too much homework. Not lack of choice in the cafeteria. Not an unfair dress code.

These roughly 100 teenagers were protesting the loss of their teachers. And they vowed to occupy their own school until the government gave them back.

Six educators had been ordered to other schools, which would have ballooned classes at the Rivera School to 35-40 students per classroom.

Government officials claimed the high school had too few students to justify the cost. However, with more than 500 young people enrolled, the school has more than double the island average.

“These teachers provide education to almost 140 students,” said Sharymel Montalvo Vélez, a senior at the school. “Do you think this is not enough (to justify the) tuition?”

“Those teachers are excellent. I was their student. I learned with them. I’m grateful for it. Their teaching quality is amazing. I can prove that.”

The students including Vélez, 17, called an assembly to discuss the situation where they voted unanimously to take action. They blocked two gates and wrote a document demanding the Puerto Rican Department of Education revoke the decision to remove their teachers.

Later that day, Sonia González, a representative of the Secretary of Education, met with students and signed the document promising to keep the teachers at the Rivera School. Three parents and one student also signed.

The affected teachers are Alex Natal, a 10th grade physical education instructor; Naixa Maldonado, an 11th grade Math educator; José Cruz, a 10th and 11th grade History teacher; María Medina, a 12th grade Physics instructor; Damaris Figueroa, an 11th grade Spanish educator; and an 11th grade English teacher.

Vélez said she’s surprised the government agreed to students’ demands. “ I was willing to keep the strike all the time necessary to solve our problem and get our teachers back,” she said.

“I experienced a large class size some years back, and it was hard on both teacher and students. It’s not that easy to make 30 students understand something and go explaining it chair by chair. Every student likes to show his/her ideas and in a large class there is not enough time for everyone.”

What happened in the Rivera School is not an isolated incident. All across the island, communities are fighting government mandates to relocate teachers, increase class size and shutter more schools.

This Tuesday at Pablo Casals School, an arts institution in Bayamon along the north coast, students protested the government decision to relocate their theater teacher, Heyda Salaman.

About 100 students hung the Puerto Rican flag upside down and taped their mouths shut to represent the state of the government and the silence officials expect from the community.

Young people at the specialized arts school which offers visual arts, theater, music and dance as well as academic classes, protested with music and chants of “injustice!”

Just like in the case of the Rivera School, the government eventually relented and agreed to keep the teacher with her students.

The teachers union – the Federación de Maestros de Puerto Rico (FMPR) – has supported student protesters throughout the island.

“The Teachers Federation from Puerto Rico is proud of the actions these students performed,” said union president Mercedes Martinez about student actions at both facilities.

“Schools belong to our communities according to the law, so the communities have every right to fight for the school they deserve. No more cutting funds to create over-sized classrooms.”

Vélez echoes that statement.

“We have a good education and excellent teachers but the administration is failing their workers,” she said.

“The government is cutting rights and benefits to the teachers and employees and soon there will be no teachers. Maybe our schools get privatized and then only people with money will send their children to (public) school.”

The Commonwealth government has closed 150 schools in the past 5 years in the U.S. Territory.

Officials warn the government may be out of money to pay its bills by as early as 2016. Over the next five years, it may have to close nearly 600 more schools – almost half of the remaining facilities!

The island is besieged by vulture capitalists encouraging damaging rewrites to the tax code while buying and selling Puerto Rican debt.

Hundreds of American private equity moguls and entrepreneurs are using the Commonwealth as a tax haven.

As a result, tax revenues to fund public goods like education are drying up while the super rich rake in profits.

The indigenous population has suffered at the hands of western conquerors since Columbus, but the newest fruit of Colonialism may be these corporate education reform policies.

Young people like Vélez aren’t revolutionaries. They look just like any ordinary teenage boys and girls wearing t-shirts and blue jeans, baseball caps turned backwards, backpacks slung across their shoulders.

But they have had enough. They aren’t going to accept the low expectations of the corporate world about what constitutes a fair education.

Leadership at the National Education Association (NEA) has been making troubling moves toward endorsing Clinton that could commit the organization to supporting the Democratic presidential hopeful with no regard for the wishes of its 3.2 million members.

An endorsement could come as early as Oct. 2-3 when President Lily Eskelsen Garcia is expected to propose a primary endorsement of Clinton at the NEA Board meeting, according to multiple NEA sources. Then the PAC council would vote. If approved, it would go to the board for a final decision.

However, since this is only an endorsement for the primary election, the matter would not need to go before the Representative Assembly (RA). In effect, the move could sidestep the voices of the RA’s 8,000 delegates representing state and local affiliates, student members, retired members, and other segments of the united education profession.

The decision would be made by a handful of leaders and the PAC council. Though there are thousands of PAC council votes, they are distributed by the amount of money raised by each state’s members. This means that little states like Delaware – where members donate greatly – have a larger vote relative to their membership than other states.

The voices of the great majority of members would be silenced.

Already leadership at the highest levels seems to be trying to consolidate Clinton support.

Last Wednesday NEA Directors were invited to an hour-long conference call with Clinton. Few directors were allowed to ask questions and only if those questions had been submitted in advance.

After Clinton left the call, only three state presidents had a moment to speak; all gave positive reflections on Clinton and how she supports teachers and public education.

Despite the fact that several Democrats have been courting the NEA’s endorsement, only Clinton was invited to this call.

Last summer, the NEA invited all presidential candidates to participate in the union’s endorsement process. Only Clinton, Martin O’Malley, and Bernie Sanders did so. Each made a video statement that was shown at the summer’s RA meeting and posted by many to their local groups. Though more candidates have entered the race since then, none have chosen to interview with the NEA.

Ironically, at the same RA meeting, the assembly voted specifically NOT to ignore rank and file membership before endorsing a Presidential candidate. New Business Item 79 states:

NEA, as an organization, will actively engage in conversation and outreach on the NEA endorsement process with all 2016 Presidential campaigns prior to the consideration of a primary recommendation.

It seems if the leadership goes through with the primary endorsement as outlined above, they may be violating NBI 79.

The move is doubly troubling because of the strong-armed manner in which the American Federation of Teachers (AFT) endorsed Clinton in July.

Though the AFT Executive Board voted to endorse Clinton, there is little evidence it did so after adequately gauging members opinions through claimed multiple surveys and telephone town halls. The move caused an uproar and claims the AFT endorsed too early and without rank and file support.

Despite politics at the national level of the NEA, some state affiliates have already made endorsements. For instance, Vermont NEA already endorsed Sanders, their state’s Senator.

“We want to let the whole country in on what we in Vermont have long known,” Vermont NEA president Martha Allen said in a statement. “Bernie’s core values are in line with ours: He is pro-family, pro-worker, pro-education and pro-labor and we believe the time has come for his vision to become a national reality.”

Alternatively, the New Hampshire NEA endorsed Clinton in September. Scott McGilvray, NEA-NH president, called Clinton a “tireless fighter” for students and teachers.

However, Sanders is gaining on Clinton in the polls in the first two primary states. A new Monmouth University poll of likely Democratic voters in New Hampshire gives Sanders the lead over Clinton by a 43-36 margin. Sanders also leads Clinton in Iowa by a 41-40 margin. This is a huge gain from July when Clinton was beating Sanders by 49-25 in that state.

A major endorsement from a union the size of the NEA at this time might give Clinton the boost she needs to solidify her front runner status.

Whatever happens, no matter who the NEA decides to endorse, if anyone, it should be someone leadership can demonstratively prove has the support of the majority of its members.

Teachers Offer to Work for Free to Save Their School

Lawmakers have failed Chester Upland School District.

And now it’s up to teachers and professional staff to save the day.

For two decades, the Pennsylvania legislature hasn’t fulfilled its duty to equitably fund the public school district. Neither has the federal government. Instead, they left the impoverished school just 20 miles west of Philadelphia to survive on the drip of local property taxes from residents who, themselves, don’t have two pennies to rub together.

Moreover, our lawmakers not only permitted but encouraged three privately run charter schools to come to Delaware County and suck away whatever funds they could from the district while shortchanging student services at their privatized facilities.

And even worse, our elected officials drew up legislation allowing these charters to gobble up more funding from the district than the public school is allowed to spend on its own students.

Surprise! It didn’t work!

So the state put the school in receivership, taking away control from local tax payers so unelected bureaucrats could fix all the problems.

Surprise! That didn’t work, either!

And now state and local officials say there isn’t enough money left in the district’s piggy bank to make payroll by the time the school’s 3,300 students are scheduled to arrive on Wednesday.

In such situations, there’s only one thing to do: close the school. Bus the kids to neighboring districts and any charter or cyber schools willing to take them.

No more Chester Uplands. Another neighborhood school bites the dust.

But the district’s more than 300 employees refused to let that happen.

The dreaded teachers union held a meeting and decided to what? Hold a strike? Demand more pay?

No. The 200 members voted unanimously to work without pay as the school year begins – and the district’s secretaries, bus drivers, janitors and administrators joined them.

Sadly, this is the second time the union came to this decision. In 2012 the district was in similar straights but a federal judge forced the state to cough up a few bucks only a few days after the school year began.

To be fair, Gov. Wolf has tried to help the struggling district more than his predecessor. His administration supported a plan to eliminate the district’s $22 million spending deficit by reducing payments to charter and cyber schools so they actually reflect the cost of the services they provide.

The plan called for capping payments to cyber schools at $5,950 per student. After all, schools where students attend class on-line don’t have nearly the overhead of brick-and-mortar districts. Why pay them more than the actual cost?

The plan also would reduce reimbursements for special education students at brick-and-mortar charter schools from $40,000 to $16,000 per student. After all, if the public school only spends this much for these services, why permit charter schools to demand more than twice that amount – more than any other district in the state receives?

These proposals didn’t come out of thin air. Both changes were consistent with recommendations by two bipartisan school funding commissions.

However, County Judge Chad F. Kenney denied the measure because it would do nothing to pay back the district’s charter schools an additional $8 million it already owes.

So to sum up – teachers are willing to work pro bono for the community’s children. They’re willing to put their own lives and families at risk to ensure their neighborhood school has more time to find a solution to its financial woes.

And charter schools? They want their money! Pay up, bitch!

If nothing is done to fix the problem, Chester Uplands deficit is expected to reach $48 million by the end of the year. Wolf and other state officials are scrambling to come up with a new plan.

Meanwhile, the problem is spreading from the Chester Upland District across the entire Commonwealth. Public schools are tightening their belts because the legislature is more than 50 days late passing a state budget. The major sticking point? School funding!

Republicans refuse to heal long-standing education cuts from the previous GOP administration while Democrats support an increase.

As lawmakers bicker, schools across the state are forced to dip into their reserves to keep their doors open. Public schools were required by law to complete their spending plans months ago making educated guesses how much they’d get from the state. Without that money coming in, they’re surviving on their rainy day funds – and as usual storm clouds are pouring on our schools.

Districts serving poor communities often don’t have much left over to continue running while Harrisburg plays political games. If something isn’t done soon, Chester Upland could be the first in a series of dominoes set to topple down.

The only thing keeping these districts afloat is the hard work and good will of their teachers and staff.

Parents and Children Occupy Puerto Rican School Refusing to Let Corporate Vultures Raid Its Contents

For more than 80 days, about 35 parents and children have been camping out in front of their neighborhood school in the U.S. Territory of Puerto Rico.

The Commonwealth government closed the Jose Melendez de Manati school along with more than 150 others over the last 5 years.

But the community is refusing to let them loot it.

They hope to force lawmakers to reopen the facility.

Department of Education officials have been repeatedly turned away by protesters holding placards with slogans like “This is my school and I want to defend it,” and “There is no triumph without struggle, there is no struggle without sacrifice!”

Officials haven’t even been able to shut off the water or electricity or even set foot inside the building.

The teachers union – the Federación de Maestros de Puerto Rico (FMPR) – has called for a mass demonstration of parents, students and teachers on Sunday, Aug. 23. Protesters in the capital of San Juan will begin a march at 1 p.m. from Plaza Colón to La Fortaleza (the Governor’s residence).

The schools being closed are all in low income areas, said union president Mercedes Martinez. “This is detrimental to education, because the necessities of the community, the investment in infrastructure in recent years, the technology, have not been taken into consideration, and neither the parents nor the teachers have been consulted.”

The Jose Melendez de Manati school, for instance, served students 92% of whom live in poverty.

Now that the building has been closed, parents say they can’t afford the cost to transport their children to a new school miles away. And those schools that remain open have been forced to make drastic cuts to remain functional. Class sizes have ballooned to 35 students or more. Amenities like arts, music, health and physical education have typically been slashed.

Why?

The island territory is besieged by vulture capitalists encouraging damaging rewrites to the tax code while buying and selling Puerto Rican debt.

Hundreds of American private equity moguls and entrepreneurs are using the Commonwealth as a tax haven.

Since 2012, U.S. citizens who live on the island for at least 183 days a year pay minimal or no taxes, and unlike those living in Singapore or Bermuda, they get to keep their U.S. passports. After all, they’re still living in the territorial U.S. These individuals pay no local or federal capital gains taxes and no local taxes on dividend interest for 20 years. Even someone working for a mainland company who resides on the island is exempt from paying U.S. federal taxes on his salary.

Big corporations are taking advantage of the situation, too.

Worldwide, American companies keep 60 percent of their cash overseas and untaxed. That’s about $1.7 trillion annually.

Microsoft, for instance, routes its domestic operations through Puerto Rican holdings to reduce taxes on its profits to 1.02 percent – a huge savings from the U.S. corporate tax rate of 35 percent! Over three years, Microsoft saved $4.5 billion in taxes on goods sold in the U.S. alone. That’s a savings of $4 million a day!

Meanwhile, these corporate tax savings equal much less revenue for government entities – both inside and outside of Puerto Rico – to use for public goods such as schooling.

Public schools get their funding from tax revenues. Less tax money means less money to pay for children’s educations. As the Puerto Rican government borrowed in an attempt to shore up budget deficits, the economy tanked.

But have no fear! In swooped Hedge Funds to buy up that debt and sell it for a profit.

When this still wasn’t enough to prop up a system suffering from years of neglect, the Hedge Fund managers demanded more school closures, firing more teachers, etc.

Of course, this is only one interpretation of events.

If you ask Wall Street moguls, they’ll blame the situation on declining student enrollment. And they have a point.

Some 450,000 people have left the island in the last decade as the economy suffered an 8-year depression.

There were 423,000 students in the Puerto Rican school system in 2013. That’s expected to drop to 317,000 by 2020.

But is this the cause of the island’s problems or a symptom?

Unfortunately, things look to get much worse before they’ll get any better.

The government warns it may be out of money to pay its bills by as early as 2016. Over the next five years, it may have to close nearly 600 more schools – almost half of the remaining facilities!

Right on cue, Senate President Eduardo Bhatia is proposing corporate education reform methods to justify these draconian measures. This includes privatizing the school system, tying teacher evaluations to standardized test scores and increasing test-based accountability.

“Our interest is to promote transparency and flow of data through the implementation of a standardized measurement and accountability system for all agencies,” Bhatia said, adding that the methodology has been successful in such cities as Chicago.

Despite such overwhelming opposition, protesters are taking the fight to the capitol. “Tax the Rich!” is a popular slogan on signs for Sunday’s march.

“It’s unacceptable that the rich and powerful that created our crisis are the ones asking the working class for more sacrifices,” said Martinez.

“The foreign companies that pay no taxes or a less amount to evade paying their due in contributions – impose a tax on them now!”

This is just a beginning, she adds. Stronger actions will be coming.

In the meantime, those brave parents and children still refuse to give up their shuttered school.

They dream of a day when that empty building once again rings with the laughter of students and the instruction of teachers.

In a country being used by the wealthy to increase their already swollen bank statements, is that really so much to ask?

Parent Power Can Crush the Testocracy – and the Government is Scared Witless

Parents, you can.

It doesn’t matter where you live. It doesn’t matter what laws are on the books. It doesn’t matter if your state is controlled by Democrats, Republicans or some combination thereof.

No government – not federal, state or local – can trample your parental rights. If you don’t want your child to be evaluated based on standardized tests, your child doesn’t have to be. And if a majority of parents nationwide make this decision, the era of standardized testing comes to an end. Period.

It has already begun.

Across the nation last school year, parents decided to opt their children out of standardized testing in historic numbers. The government noticed and functionaries from New York to California and all places in between are scrambling to deal with it.

In the Empire State one in five students didn’t take federally mandated standardized tests. State education commissioner Mary Ellen Elia responded yesterday by threatening sanctions against schools this year with high opt out numbers. In short, if in the coming year too many kids don’t take the test in a given school, the state will withhold funding.

It’s a desperate move. If the public doesn’t like what its duly elected officials and their functionaries are doing, those same officials and functionaries are vowing to punish the public. But wait. Don’t those people work for the public? Isn’t it their job to do our will? It’s not our job to do theirs.

The message was received a bit better in U.S. Congress where the Elementary and Secondary Education Act (ESEA) is being reauthorized. Two drafts of the law that governs K-12 public schools were approved – one in the House and one in the Senate. And both specifically allow parents to opt their children out of standardized testing. But can schools be punished for it?

The House version says no. The Senate version says it’s up to each state legislature.

These bills are being combined before being presented to President Obama for his signature. If he doesn’t veto the result, one might assume that at worst the issue will become each state’s prerogative.

But you’d be wrong. The state has as much business deciding this matter as does the fed – which is none. This is a parental rights issue. No one has the right to blackmail parents to fall in line with any government education policy. It’s the other way around.

In my own state of Pennsylvania, opt out numbers this year were not as dramatic as in New York, but they still sent a message to state government.

The number of students opted out of state tests tripled in 2015, according to data from the Pennsylvania Department of Education. PSSA math opt-outs rose to 3,270 students from 1,064 in 2014. PSSA English language arts opt-outs rose to 3,245 from 1,068. Those are the largest jumps in the nine years of available data.

And it’s not only parents who are concerned. Teachers continue to speak out against high stakes standardized tests.

Thousands of teachers have told State Education Secretary Pedro Rivera that school accountability needs to be less about test scores and more about reading levels, attendance, school climate, and other measures, he said. They have concerns about graduation requirements and the state’s current system of evaluating schools.

It’s not like these criticism are new. Education experts have been voicing them since at least 1906 when the New York State Department of Education advised the legislature as follows:

“It is a very great and more serious evil to sacrifice systematic instruction and a comprehensive view of the subject for the scrappy and unrelated knowledge gained by students who are persistently drilled in the mere answering of questions issued by the Education Department or other governing bodies.”

Corporate education reformers complain that testing is necessary to hold schools accountable. However, the results are not trustworthy, according to the Pennsylvania Department of Education, itself! In 2011 and now again in 2015, officials are cautioning against using test scores to compare student achievement from year-to-year.

“The 2015 assessment should not and cannot be compared to the 2014 and 2013 assessment,” Rivera said. “It’s apples and oranges. Schools are still working on aligning curriculum to standards. They’re still catching up to teaching what we’re assessing.”

Each year students and teachers are told to hit a moving target, which was the reason also cited for caution four years ago.

While Rivera laments the issue and his inability to change anything soon within the government bureaucracy, parents are not thus encumbered.

All you have to do to save your child from being part of this outdated and destructive system is opt out.

But don’t stop there. Talk to other parents. Talk to classroom teachers. Organize informational get-togethers. Go to the PTA and school board meetings. Get others to join you.

And if the government threatens to withhold funding, lawyers are waiting in the wings to start the class action suits. Withholding taxpayer money expressly put aside to educate children because those same taxpayers disagree with government education policy!? Just try us!

Governments are tools but we hold the handles. If enough of us act this year, there will be no testing next year. Functionaries can threaten and foam at the mouth, but we are their collective boss. If they won’t do what we want them to do, we have the power to boot them out.

A multi-billion dollar industry has sprung up around high stakes standardized testing. Lobbying dollars flow from their profit margins into the pockets of our politicians. But we are more powerful.

Because you can’t serve your corporate masters if you are voted out of office.

“Talking Crap” Focus on Teacher Bathroom Breaks Misses the Point on Problems Impacting Teachers

Nearly 18 years ago in his 1997 State of the Union address, President Bill Clinton urged Americans to prioritize education. He suggested beginning with building respect for the teaching profession. To “have the best schools,” he observed, “we must have the best teachers.” He continued, “most of us in this chamber would not be here tonight without the help of those teachers.”

Despite Clinton’s eloquence, respect for the teaching profession steadily declined due primarily to a narrative of failure constructed by the proponents of corporate education reform. They consistently blame the power of teachers’ unions and teacher tenure for society’s woes. They use both as a justification to construct a multi-billion dollar industry to standardize and privatize our public schools.

For the most part, the mainstream media has been reluctant to challenge this narrative and point to the real obstacles that exist for teachers. Such is the case with a recent article in The Atlantic by Alia Wong entitled “Using the Restroom – a Privilege If You’re a Teacher” that completely misses the point of a recent survey highlighting some of the substantive issues facing the nation’s teachers.

Tens of thousands of professionals responded to the 2015 survey. The survey was conducted collaboratively by two groups: the Badass Teachers Association, a grassroots network of more than 55,000 educators, parents and students and the American Federation of Teachers, the nation’s second largest teachers union. The survey yielded shocking results that powerfully illustrate the collateral damage of the “test and punish” environment engulfing public education. This includes such serious allegations regarding workplace conditions that it prompted a meeting between the authors and the U.S. Department of Education. A team of educators working with both BATS and the AFT launched the 80 plus question survey in April. Some 91,000 public school teachers responded and 31,000 completed the survey. The unprecedented response revealed that there are indeed major problems with our current education policy and its impact on education practitioners.

Perhaps, the most startling revelation from the survey is what prompted it to be conducted in the first place – the increasing incidence of teachers and administrators who committed suicide due to bullying and abuses stemming from national school policy and other work place stressors. These are often the hidden casualties in the war on public education.

In October of 2010, for example, a California elementary school teacher named Rigoberto Ruelas, Jr. took his own life after the Los Angeles Times published a report labeling him a “less effective teacher.” Despite the fact that students and parents praised Ruelas, who taught in one of poorest schools in his district and who also was born, raised and continued to live in area where his school was located, the Times targeted him among other so-called “less effective” teachers as part of a major propaganda campaign. Publishing their names and ranking them according to their students’ test scores was supposed to encourage “reform”.

The Ruelas case is far from an isolated incident. Just last month, a New York City principal under investigation for altering Common Core test scores, killed herself by jumping in front of a subway car.

If U.S. teachers are the proverbial canary in the coalmine, then we may already be too late. Pressures related to high stakes testing are not the only stresses educators face. Teachers also reported significant bullying and hostility from city officials and administrators. Equally disturbing were reports concerning the infamous teacher jails where educators can languish for months under conditions, leaving them “broken, depressed,” and “suicidal, according to one California teacher observer. Statements recently made by New Jersey Governor and Republican Presidential Candidate Chris Christie reveals the scope of the problem. He said he would like to punch the national teachers union in the face. Rather than enjoying esteem as valued members of the communities they serve, educators have become convenient scapegoats. They fight on multiple fronts to provide their students a superior education and make a stable living.

It’s no wonder 73 percent of teachers in the Quality of Work Life Survey said they often find themselves stressed at work.

More than half of those surveyed, 55%, highlighted the “negative portrayal of teachers and school employees in the media” as a source of stress. The pejorative portrayal of teachers in a publication like The Atlantic is especially problematic. That a national periodical elected to do a piece on the survey but limit its scope to toilet restrictions trivializes other results. It’s not that this isn’t an important factor, but Wong’s coverage of other pertinent issues get short shrift. In her words educators tend to be, “known for their tendency to complain about and perhaps over-exaggerate their stress levels.”

To be fair, Wong eventually deleted that remark from subsequent editions of the article. However, she cautioned her readers to be skeptical of the survey because of potential bias. It’s a survey of teachers conducted by teachers. This is an odd critique however given the survey takers expressed intent to use the data collected as a means to spur the Department of Education to conduct a full scientific survey of the profession and then take appropriate action to rectify these concerns.

Rather than reporting squarely on the survey, Wong picked over the evidence. Rather than heeding the call that there is a real need for a much larger and more focused study of these problems, she either ignored or debunked its claims. Rather than treat educators as professionals, she belittled them.

Wong is not a bad journalist. Like most people, she has bought into the notion that teachers don’t know how good they have it. The public still doesn’t understand why teachers have “summers off.” They still misunderstand tenure to mean “a job for life” when it’s really only a guarantee of due process. Instead of helping the public better understand these issues, Wong and other representatives of the media often become entangled in the snare of the same myths.

Once again those entrusted with the most important job of preparing the next generation through our system of public education are losing a public relations campaign that can’t or won’t distinguish truth from falsity.

In short, our problems are much worse than inadequate bathroom time. We’re turning our public schools into factories and blaming teachers when it doesn’t work. We’re allowing billionaire philanthropists to set education policy but holding educators accountable for the results. We’re segregating our schools, providing Cadillac funding for the rich and bicycle funding for the poor and minorities but expecting teachers to somehow make up the difference. We’re letting corporate raiders run charter schools with no transparency or accountability and when that proves a disaster, we point our fingers at teachers. The result is a nation of frustrated educators who are increasingly leaving the profession in droves. “The average teacher,” writer Robert Brault once observed, “explains complexity” while “the gifted teacher reveals simplicity.” The data collected from the teacher survey reveals the complexity of the issues facing public education but they also highlight a simple truth. For if the survey is indeed accurate in illustrating just how debilitating these issues are to adults, we can only imagine what it’s doing to our children.
