Charter Schools Will Always Waste Money Because They Duplicate Services

You can’t save money buying more of what you already have.

 

Constructing two fire departments serving the same community will never be as cheap as having one.

 

Empowering two police departments to patrol the same neighborhoods will never be as economical as one.

 

Building two roads parallel to each other that go to exactly the same places will never be as cost effective as one.

 

This isn’t exactly rocket science. In fact, it’s an axiom of efficiency and sound financial planning. It’s more practical and productive to create one robust service instead of two redundant ones.

 

However, when it comes to education, a lot of so-called fiscal conservatives will try to convince us that we should erect two separate school systems – a public one and a privatized one.

 

The duplicate may be a voucher system where we use public tax dollars to fund private and parochial schools. It may be charter schools where public money is used to finance systems run by private organizations. Or it may be some combination of the two.

 

But no matter what they’re suggesting, it’s a duplication of services.

 

And it’s a huge waste of money.

 

Consider the case of my home state of Pennsylvania.

 

Charter schools cost Commonwealth taxpayers more than $1.8 billion a year and take more than 25 percent of the state’s basic education funding – yet they only enroll about 6 percent of students.

 

Just imagine – 94% of Pennsylvania students lose out on opportunities because we’re allowing so much money to be siphoned off for a small fraction of students.

 

The Keystone state only has 179 charter schools enrolling 135,100 students – the sixth highest charter enrollment in the country. Of those, about a fourth are online cyber charters.

 

Is it fair to Ma and Pa Taxpayer that they are forced to bear the extra burden of reproducing these services for a handful of students?

 

And make no mistake. This is one of the leading causes of property tax increases in the state.

 

The ideology of some results in a direct hit to everyone’s pocketbooks.

 

According to a recent report by the Pennsylvania Association of School Business Officials (PASBO), “Charter school tuition is one of the largest areas of mandated cost growth for school districts.”

 

The report found that state charter schools are growing at a rate of 10 percent a year. The PASBO calculates at least 37 cents of every new dollar of property taxes in the fiscal year 2017-2018 went right to charters. And that percentage is only expected to grow.

 

Part of this is due to a blind, deaf and dumb state legislature that no longer does anything to help alleviate these costs to local school districts. Neighborhood schools can only try to compensate by cutting services for students where it can and raising property taxes where it can’t make ends meet.

 

More than one third of school superintendents surveyed by PASBO report a worsening financial picture in their districts—and they put the blame on charter schools.

 

“With the state providing no state support for mandatory charter school tuition costs,” the study says, “the increases in this single budget item have the potential to decimate school district budgets.”

 

Part of this is the extremely unfair way the state determines how much money to give charter schools.

 

The legislature has constructed a funding formula that gives every advantage to charter schools while short changing authentic public schools at every turn.

 

For instance, as Jeff Bryant puts it in his article “The Charter School ‘Dumpster Fire’ in Pennsylvania Provides an Important Lesson for 2020 Democratic Candidates”:

 

 

“Charter school tuition charged to Pennsylvania public schools is calculated as if charters had to provide the same services public schools have to provide, such as transportation—they don’t. Also, the tuition bill public schools pay to charters is calculated as if every student cost the same to educate—they don’t.

 

 

Instead, the state requires authentic public schools to pay charters way more than authentic public schools get to educate the children in their care – and state law even allows charter operators to pocket the savings as profit.

 

But this just pours lighter fluid on Bryant’s already raging “dumpster fire.”

 

Even if Pennsylvania was entirely equitable in how it allocated funding between these two types of school, it would still be wasting our tax dollars because it would still be engaged in duplication of services.

 

There is simply no good reason to do this. At least, not if providing the best education to students is our goal.

 

There are few places in the entire country – if any – where charter schools are able to accommodate all students. They cater to nitch markets where operators expect they can turn a profit. There are essentially no communities with a charter school and no authentic public school but many where you find just the opposite.

 

Moreover, the quality of education provided at charter schools does not live up to the hype of its advertising.

 

Except in extremely rare circumstances, charter schools have never been shown to provide better outcomes than authentic public schools. Almost every study conducted – even those funded by the school privatization industry – show that these two types of schools produce similar results or in many cases that authentic public schools are much better.

 

And this despite the fact that such studies are already stacked in charter schools favor because unlike authentic public schools, charter schools often have selective enrollment. A school that gets to cherrypick the best and brightest students has an incredible advantage over those that can’t – yet even with such an uneven starting point charter schools rarely show large academic gains.

 

For instance, a recent study of charter school students in Pennsylvania conducted by the school privatization friendly Center for Research on EDucation Outcomes (CREDO), found that charter students do about the same on reading exams but score worse in math than students in authentic public schools. The study also found major disparities between charter schools – with cyber charters performing especially poorly.

 

However, this study’s methodology has been called into question suggesting that even its meager praise of charter schools may be exaggerated. Yet the overall results are in-line  with previous research that also found charter schools in the state generally  produce students who aren’t as prepared as authentic public school students.

 

Pennsylvania passed its charter school law in 1997.

 

It’s way passed time for lawmakers in this state and beyond to acknowledge that was a mistake.

 

We cannot continue to force voters to pay for a supply-side ideology that not only has been disproven through decades of data but that many do not share.

 

That is why we have charter and voucher schools – a prejudice against authentic public education and desire to allow businesses to cash in on education dollars.

 

The duplication of services has nothing to do with helping students learn.

 

It’s about creating a slush fund for unscrupulous corporations and hangers on to get easy cash.

 

No true fiscal conservative can support charter schools.

 

Just as no one who values children can continue to justify this economic double vision.

Destroying the Separation of Church and State is Beyond Stupid

There is a special place in Hell for those trying to destroy the separation of church and state.

 

It’s kind of like:

 

Hey! Let’s turn this country into a Christian version of Iran!

 

Or:

 

If only my child’s school was more like a terrorist training camp!

 

Seriously, what the heck is wrong with you? Torquemada and Osama Bin Laden are not role models of 21st Century education.

 

But okay. In a way I get it. You’re a Christian fundamentalist, and you’re afraid secular education will turn your child against your faith.

 

Well, Number One, if your beliefs are so weak that just hearing an alternative will destroy them, then maybe they deserve to be destroyed. And, Number Two, that’s what religious schools are for! Reach into your pocket and pay for your little choirboy or choirgirl to be educated in the church basement. But I’m not using my tax dollars to help indoctrinate your child in whatever medieval mumbo jumbo you believe in.

 

You think the world was created in six days? You think the sun orbits around the Earth? You think the Earth is flat!? FINE! I’m not going to pay so your kids grow up just as ignorant!

 

Mixing religion with our public school curriculum is not a good thing.

 

When my kids take science, I want them to learn things based on empiricism and the scientific method – not whatever “truth” is enshrined in a holy book written before the germ theory of disease. The answer to a question about whooping cough isn’t “God did it.”

 

The same goes for literature. I want my child to read a wide variety of texts from various points of view, written by people of various faiths, from a multitude of cultures, genders and world views – not just a pantheon of iron age tribal chiefs and a smattering of cloistered feudal monks! I want my child to think about what she’s read and come to her own conclusions – not have “the truth” handed down to her from on high.

 

And when it comes to social studies, I want my child to understand history and government without the biases of the right wing taught as if they were the only logical ways to organize a society. I want my child to be a good citizen with a working knowledge of how government functions complete with a catalogue of the errors of past centuries. I don’t want my child molded to think a certain way and only that way so that she’ll vote a certain way and only that way.

 

Oh, and math? That’s just for boys.

 

It’s ironic that the advocates of school vouchers often couch their arguments in the language of liberty and choice when they’re really advocating for the elimination of those very things.

 

This isn’t about school choice. It’s about eliminating my child’s right to free thought. It’s about society pumping out a generation of religious zealot clones to feed the polling places of one political party so that they’ll vote against their own interests and keep the rich and powerful gobbling up 99% of the wealth.

 

But shouldn’t kids be allowed to talk about religion in school?

 

Sure. And they can and do right now in public school.

 

There is nothing to stop children from discussing their views about God and religion in school. They can even pray. No one will discriminate against them for it. That’s their right.

 

The only prohibition is against a religious discussion or prayer conduced by a teacher. When my students bring up God during a class discussion – and it happens – I let them talk. If they ask my views, I politely decline. I might say that some people believe this or some people believe that. But I never say what I believe.

 

Why would you want anything different? Do you really want teachers forcing their faith (or lack of faith) on your children? I suppose if you choose exactly the kind of school with teachers who think exactly like you, then this doesn’t matter. But isn’t it better to let kids figure out their own theologies perhaps with help from you, their parents?

 

When it comes to facts, an education professional is just what the doctor ordered. When it comes to opinions – and faith is the ultimate opinion – children should be free to think for themselves. If you want a religious leader to lend his or her normativity, that’s up to you. But don’t step on other parents who have different worldviews, cultures, faiths.

 

And please don’t give me this crap that the words “separation of church and state” don’t appear in the Constitution. Neither do the words “self-protection” appear in the Second Amendment, but you still cling to your guns on the excuse that they keep you and your family safe.

 

The separation of church and state is a long-standing interpretation of the establishment clause of the First Amendment to the U.S. Constitution. It has been upheld time and again. You may call yourself a “conservative” for going against it, but actually you’re the very definition of a radical. It is I who is being conservative in defending it.

 

Thomas Jefferson wrote, “In every country and in every age, the priest has been hostile to liberty. He is always in alliance with the despot, abetting his abuses in return for protection to his own.”

 

The same can be said of those with torches and pitchforks gathered around the separation of church and state. They seek no freedom other than the freedom to discriminate against those unlike themselves.

 

They are our racists, sexists and xenophobes. They are those prejudiced against anyone who thinks thoughts unsanctioned by their clergy. They seek to pour cement over the social structure and keep it in place with ignorance.

 

We must fight them to our last breath because if they win… God help us!

How to Get Trump to Support Public Education: A Military Proposal

Donald Trump is dead set on destroying public education.

 

He and his mega-donor Education Secretary Betsy DeVos want to flood the market with vouchers to divert tax dollars to private and parochial schools thereby starving traditional public schools into closing.

 

But watching the orange one speaking to Congress last night, I got an idea. I know how to get this dimwitted blowhard to support public schools. And every conservative lawmaker will back him up.

 

Sound impossible? Not really. But the best part is we don’t need the Democrats to do a darn thing. As if they could. Their thumbs are planted so firmly up their own asses it would take an army of proctologists to save the party.

 

We don’t need them. All we need is language. Just rename things.

 

It’s the same tactic Nazis have used to take over the Republican Party. They’re no longer called Nazis. Now they’re “white nationalists,” or just members of the “Alt-Right.”

 

So we can use the same ploy: Conservatives won’t support “public schools” so let’s call them something else – something they will support no matter what.

 

Here’s the plan: Trump wants to increase military spending by $54 billion. So we reclassify education as a branch of the military.

 

Defense spending already tops $600 billion a year. Federal education spending is only about $70 billion.

 

We could combine them and call it an increase in the military!

 

I know what you’re thinking. If we do that, the armed forces are going to gobble up school funding. Not necessarily.

 

They can’t spend all the money they get now! The waste, fraud and abuse in the military is legendary. Piles of money – literally piles of cash – simply go missing and no one knows where they went or is held responsible.

 

But you’re right. We need a reason to prioritize some of that military spending for school kids.

 

And there’s a simple solution: disaster capitalism.

 

It’s the same way testing corporations and book publishers got the Bush and Obama administrations to invest in high stakes testing and Common Core. We simply make up a problem and then offer a solution that requires all this federal spending.

 

I propose we start the following: A WAR ON IGNORANCE!

 

Every red-blooded Republican can get behind a new war. It’s their white, Christian duty to protect the country. And if they don’t, we can call them “soft on war” or “snowflakes” or “cucks” or some other euphemism for having a small penis.

 

Think of it.

 

Our country is under attack from ignorance. We can’t let our children get left behind so we need to invest in the Education Forces. We need an army of teachers equipped with brand new military bases (formerly schools) that will protect us from foreign illiteracy. ISIS hates our science and math. Russia is jealous of our reading comprehension and historical acumen. China despises us for our creativity and scholarship.

 

If we look at it as a military problem, we’ll be bound to find workable solutions. Do you think the armed forces would allow some military bases serving black and brown soldiers to be underfunded and lacking in guns and tanks? Do you think the Joint Chiefs would permit white military bases to be stocked with missiles and grenades while black bases go wanting? In fact, do you think they’d put up with segregated bases at all!?

 

NO WAY.

 

If Education was considered a matter of national security, these problems would go away in a matter of weeks. Each Educational Fortress would be stocked with everything it needs.

 

And just to make extra sure – let’s change the name of these resources. No more books, computers, desks, etc. We’ll call them knowledge pistols – because pistols are protected by the Second Amendment. No Republican would dare block schools from arming students with Brain Guns that shoot information into their sage skulls. No conservative would stop kids from “Open Carrying” a stack of neatly bound scholar cannons.

 

Imagine what this would do for teachers. They would no longer be agents of the “government-run” “socialist” system. They would be soldiers, majors, lieutenants, generals in the military. No serious right-winger could bring themselves to criticizing a four star intellectual brigadier general. He’d have to support the troops!

 

Terrible programs like Teach for America would come to an abrupt end, too. The military wouldn’t let you send a lightly trained trooper into the harshest war zones to do battle. So no more lightly trained teacher temps dropped into our urban schools for a year or two before entering the business world. We only want educator commandos who have gone through rigorous training programs and received full degrees at our university citadels.

 

And no more evaluating Cranium Commanders with standardized test scores. Value added measures have been proven to be ineffective. The Army, Navy, Air Force or Marines wouldn’t put up with that – so neither should our Grey Matter Training Centers.

 

Since we’re at it, no more standardized testing for students either. The military doesn’t use a multiple choice test as the ultimate assessment of battle readiness. They use multiple measures especially the recommendation of commanders and drill sergeants.

 

Wait a minute. What about school choice? The Trump administration has already committed itself to this policy. He of the billion dollar comb over will never allow such a change in policy. It would look – WEAK!

 

So don’t change it. Just redefine it.

 

We can still have school choice. Lots of choice. Great choice. Better choice than anyone ever dreamed. Believe me.

 

All you do is define exactly which schools are eligible to receive these vouchers.

 

First, they must accept everyone. That eliminates the majority of private, parochial and charter schools.

 

Second, they must have an elected school board, open meetings where they discuss how public funding is being spent. Also they must teach only secular curriculum – we can’t risk getting left behind other secular nations in science, math, etc. And the voucher must cover the entire cost for the student.

 

When you’re done with these and other stipulations, either choice schools will have to become what used to be called public schools or else they’ll have to forgo the vouchers entirely.

 

How could Trump and his Tea Party followers possibly object?

 

This is a good plan! A great plan! The best plan anyone ever thought of anywhere in the history of this great country!

 

This is an increase in the military!

 

This is in the interest of national security!

 

We can’t afford NOT to do it!

 

Come on, Conservative America! Support the WAR ON IGNORANCE!

 

It’s one protracted, never-ending battle that everyone should be able to get behind.

 

God bless, America!

 

(Or we could just prioritize knowledge and children more than guns and death. We could acknowledge an obligation to the next generation that goes beyond mere birth. And we could scrap everything corporate-controlled Republicans and Democrats have been pushing for the last several decades and listen to classroom teachers and other experts! —But no! That’s too radical! Better to enact this modest proposal!)
